स्ांख्याः गृह-सी (एफ)10-3/2015.--राज्य सरकार यह समीचीन समझती है कि कतिपय स्थानों में अप्राधिकृत व्यक्तियों के प्रवेश को रोकने के लिए पूर्वावधानियॉं बरती जानी चाहिए ;

और भारत सरकार के गृह मंत्रालय ने एस0 ओ0 568 (ई) तारीख 24-09-1974 द्वारा, शासकीय गुप्त बात अधिनियम, 1923 की धारा 2 की उपधारा (8) के खण्ड (ग) और (घ) में विनिर्दिष्ट मामले के सम्बन्ध में, केन्द्रीय सरकार के कृत्यों को हिमाचल प्रदेश सरकार को सौंपा है; और

अतः हिमाचल प्रदेश के राज्यपाल, शासकीय गुप्त बात अधिनियम, 1923 की धारा 2 की उपधारा (8) के खण्ड (घ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, एतद्‌द्वारा, उक्त अधिनियम के प्रयोजनों हेतु, नीचे दी गई अनुसूची के स्तम्भ (1) में विनिर्दिष्ट स्थान को, इस अधिसूचना के राजपत्र, हिमाचल प्रदेश में प्रकाशन की तारीख से, प्रतिषिद्ध स्थान घोषित करते हैं।

No. Home-C(F)10-3/2015.—Whereas, the State Government considers it expedient that precautions should be taken to prevent the entry of unauthorized persons into certain places;

And whereas, the Government of India, Ministry of Home Affairs, vide S.O. 568 (E) dated 24-09-1974 has entrusted the functions of the Central Government to the Government of Himachal Pradesh in relation to matter specified in clauses (c) and (d) of sub-section (8) of section 2 of the Official Secrets Act, 1923; and

Now, therefore, in exercise of the powers conferred by clause (d) of sub-section (8) of section-2 of the Official Secrets Act, 1923, the Governor of Himachal Pradesh hereby declares that place(s) specified in column (1) of the schedule given below to be a prohibited place(s) for the purposes of the said Act with effect from the date of publication of this Notification in the Rajpatra, Himachal Pradesh.

संख्याःएच.टी.सी.ए (3)-3/2003(ए.ओ).--हिमाचल प्रदेश के राज्यपाल, भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, हिमाचल प्रदेश लोक सेवा आयोग के परामर्श से, उद्यान विभाग में प्रशासनिक अधिकारी, वर्ग-। (राजपत्रित) के पद के लिए इस अधिसूचना से संलग्न उपाबन्ध- "क" के अनुसार भर्ती और प्रोन्नति नियम बनाते है, अर्थात्‌ः-

1. संक्षिप्त नाम और प्रारम्भ.--(1) इन नियमों का संक्षिप्त नाम हिमाचल प्रदेश उद्यान विभाग, प्रशासनिक अधिकारी, वर्ग-। (राजपत्रित) भर्ती और प्रोन्नति नियम, 2017 है।

(2) ये नियम राजपत्र, हिमाचल प्रदेश में प्रकाशित किए जाने की तारीख से प्रवृत्त होंगे। 2. निरसन और व्यावृत्तियां.--(1) अधिसूचना संख्याः उद्यान -क(3)-1/88 तारीख 26-04-1990 द्वारा अधिसूचित और समय-समय पर संशोधित हिमाचल प्रदेश,उद्यान विभाग, प्रशासनिक अधिकारी, वर्ग-। (राजपत्रित) भर्ती और प्रोन्नति नियम, 1990 का एतद्‌ द्वारा निरसन किया जाता है।

(2) ऐसे निरसन के होते हुए भी उपर्युक्त उप नियम 2(1) के अधीन इस प्रकार निरसित नियमों के अधीन की गई कोई नियुक्ति, बात या कार्रवाई इन नियमों के अधीन विधिमान्य रूप में की गई समझी जाएगी।

उपाबन्ध-''क'' हिमाचल प्रदेश उद्यान विभाग में प्रशासनिक अधिकारी, वर्ग-।(राजपत्रित) के पद के लिए भर्ती और प्रोन्नति नियम :

1. पद का नाम.--प्रशासनिक अधिकारी

2. पद की संख्या.--1 (एक)

3. वर्गीकरण.--वर्ग-। (राजपत्रित)

4. वेतनमान.--`15,600-39100 जमा, ` 5400/-(ग्रेड पे)

5. चयन पद अथवा अचयन पद.--लागू नहीं।

6. सीधी भर्ती के लिए आयु.--लागू नहीं।

9. परिवीक्षा की अवधि, यदि कोई हो.--लागू नहीं।

10. भर्ती की पद्वतिः भर्ती सीधी होगी पर या प्रोन्नति/सैकण्डमेंट/स्थानातरण/स्थानन द्वारा और विभिन्न पद्वतियों द्वारा भरे जाने वाले पद(पदाें) की प्रतिशतता.--शतप्रतिशत स्थानन द्वारा ऐसा न होने सैकण्डमेंट आधार पर।

11. प्रोन्नति/सैकेंडमेंट/स्थानातंरण द्वारा भर्ती की दशा में वे श्रेणियां (ग्रेड) जिनसे प्रोन्नति/सैकेंडमेंट/स्थानातंरण किया जाएगा.--अधीक्षक ग्रेड-। (अयोग्य के अस्वीकरण के अध्यधीन वरिष्ठता के आधार पर) में से स्थानन द्वारा जिनका 03 (तीन) वर्ष का नियमित सेवाकाल या ग्रेड में की गई लगातार तदर्थ सेवा, यदि कोई हो, को सम्मिलित करके 03 (तीन) वर्ष का नियमित सेवकाल हो, ऐसा न होने पर अधीक्षक ग्रेड-। (अयोग्य के अस्वीकरण के अध्यधीन वरिष्ठता के आधार पर) मे से स्थानन द्वारा जिनका अधीक्षक ग्रेड-। और अधीक्षक ग्रेड-।। के रूप मे संयुक्ततः छह वर्ष का नियमित सेवाकाल या की गई लगातार तदर्थ सेवा, यदि कोई हो को सम्मिलित करके 06 (छह) वर्ष का नियमित सेवाकाल हो जिसमे अधीक्षक ग्रेड-। के रूप मे एक वर्ष की अनिवार्य सेवा भी सम्मिलित होगीः दोनो के न होने पर हिमाचल प्रदेश सरकार के अन्य विभागो/बोर्डो/ निगमों मे इस पद के समरूप वेतनमान मे कार्यरत पदधारियो मे से सैकेण्डमैण्ट आधार पर।

प्रोन्नति के प्रयोजन के लिए प्रत्येक कर्मचारी को, जनजातीय/कठिन क्षेत्रों में पद (पदों) की ऐसे क्षेत्रों में पर्याप्त संख्या की उपलब्धता के अध्यधीन, कम से कम एक कार्यकाल तक सेवा करनी होगी :

परन्तु उपरोक्त परन्तुक (1) उन कर्मचारियों के मामले में लागू नहीं हेागी जिनकी अधिवर्षिता के लिए पांच वर्ष या उससे कम की सेवा शेष रही हो :

परन्तु यह और भी कि उन अधिकारियों/कर्मचारियों को, जिन्होंने जनजातीय/दुर्गम क्षेत्र में कम से कम एक कार्यकाल तक सेवा नहीं की है, ऐसे क्षेत्र मेें उसके अपने संवर्ग (काडर) में सर्वथा वरिष्ठता के अनुसार स्थानान्तरण किया जाएगा।

स्पष्टीकरण।ः- उपरोक्त परन्तुक (1) के लिए जनजातीय/दुर्गम क्षेत्रों में कार्यकाल से साधारणतया तीन वर्ष की अवधि या प्रशासनिक अपेक्षाओं और कर्मचारी द्वारा किए गए कार्य को ध्यान में रखते हुए ऐसे क्षेत्रों में तैनाती की इससे कम अवधि अभिप्रेत होगी।

स्पष्टीकरण।।ः- उपरोक्त परन्तुक (1) के प्रयोजन के लिए जनजातीय/दुर्गम क्षेत्र निम्न प्रकार से होंगे :-

1. जिला लाहोैल एवं स्पिति।

2. चम्बा जिला का पांगी और भरमौर उप-मण्डल।

3. रोहडू उप -मण्डल का डोडरा क्वार क्षेत्र।

4. जिला शिमला की रामपुर तहसील का पन्द्रह बीस परगना, मुनिश, दरकाली और ग्राम पंचायत काशापाट।

5. कुल्लू जिला का पन्द्रह बीस परगना।

6. कांगड़ा जिला के बैजनाथ उप-मण्डल का बड़ा भंगाल क्षेत्र।

7. जिला किन्नौर।

8. सिरमौर जिला में उप-तहसील कमरउ के काठमाड़ और कोरगा पटवार वृत्त, रेणुकाजी तहसील के भलाड़-भलोैना और सांगना पटवार वृत्त और शिलाई तहसील का कोटा पाब पटवार वृत्त। 9. मण्डी जिला में करसोग तहसील का खन्योल-बगडा पटवार वृत्त, बाली चौकी उप तहसील के गाडा गोसाई, मठयानी, घनयाड़, थाची, बागी, सोमगाड और खोलानाल पटवार वृत्त, पद्धर तहसील के झारवाड़, कुटगढ़, ग्रामन, देवगढ, टै्रला, रोपा,कथोग, सिल्ह-भड़वानी हस्तपुर,घमरेड़ और भटेढ़ पटवार वृत्त, थुनाग तहसील के चियूणी, कालीपार, मानगढ़, थाच- बगड़ा उत्तरी मगरू और दक्षिणी मगरू पटवार वृत्त और सुन्दरनगर तहसील का बटवाड़ा पटवार वृत्त। (1) प्रोन्नति के सभी मामलों में पद पर नियमित नियुक्ति से पूर्व सम्भरक (पोषक) पद में की गई लगातार तदर्थ सेवा, यदि कोई हो, प्रोन्नति के लिए इन नियमों में यथाविहित सेवाकाल के लिए, इस शर्त के अधीन रहते हुए गणना में ली जाएगी, कि सम्भरक (पोषक) प्रवर्ग में तदर्थ नियुक्ति/प्रोन्नति भर्ती और प्रोन्नति नियमों के उपलब्धों के अनुसार चयन की उचित स्वीकार्य प्रक्रिया को अपनाने के पश्चात्‌ की गई थीः परन्तु उन सभी मामलों में जिनमें कोई कनिष्ठ व्यक्ति सम्भरक (पोषक) पद में अपने कुल सेवाकाल (तदर्थ आधार पर की गई तदर्थ सेवा सहित, जो नियमित सेवा/नियुक्ति के अनुसरण में हो) के आधार पर उपर्युक्त निर्दिष्ट उपबन्धों के कारण विचार किए जाने का पात्र हो जाता है, वहां अपने प्रवर्ग/पद/काडर में उससे वरिष्ठ सभी व्यक्ति विचार किए जाने के पात्र समझे जाएंगे और विचार करते समय कनिष्ठ व्यक्ति से ऊपर रखे जाएंगेः

परन्तु यह और कि उन सभी पदधारियों की, जिन पर प्रोन्नति के लिए विचार किया जाना है, की कम से कम तीन वर्ष की न्यूनतम अर्हता सेवा या पद के भर्ती और प्रोन्नति नियमों में विहित सेवा, जो भी कम हो,होगीः 8504 राजपत्र, हिमाचल प्रदेश, 24 मार्च, 2017/03 चैत्र, 1939 परन्तु यह और भी कि जहां कोई व्यक्ति पूर्वगामी परन्तुक की अपेक्षाओं के कारण प्रोन्नति किए जाने सम्बन्धी विचार के लिए अपात्र हो जाता है,तो वहां उससे कनिष्ठ व्यक्ति भी ऐसी प्रोन्नति के विचार के लिए अपात्र समझा जाएगा/समझे जाएंगे।

स्पष्टीकरणः-(I) अंंितम परन्तुक के अन्तर्गत कनिष्ठ पदधारी प्रोन्नति के लिए अपात्र नहीं समझा जाएगा यदि वरिष्ठ अपात्र व्यक्ति भूतपर्व सैनिक है जिसे डिमोबीलाइज्ड आमर्ड फोर्सिज परसोनल (रिजर्वेशन ऑफ वैकेन्सीज इन हिमाचल स्टेट नॉन टैक्नीकल सर्विसीज) रूल्ज, 1972 के नियम-3 के उपबन्धों के अन्तर्गत भर्ती किया गया है और इनके अन्तर्गत वरीयता लाभ दिए गए हों या जिसे एक्स सर्विसमैन (रिजर्वेशन ऑफ वैकेन्सीज इन दी हिमाचल प्रदेश टैक्नीकल सर्विसीज) रूल्ज, 1985 के नियम-3 उपबन्धों के अन्तर्गत भर्ती किया गया हो और इनके अन्तर्गत वरीयता लाभ दिए गए हों।

(II) इसी प्रकार स्थायीकरण के सभी मामलों मेें ऐसे पद पर नियमित नियुक्ति से पूर्व सम्भरक (पोषक) पद पर की गई लगातार तदर्थ सेवा, यदि कोई हो, सेवाकाल के लिए गणना में ली जाएगी, यदि तदर्थ नियुक्ति/ प्रोन्नति उचित चयन के पश्चात्‌ और भर्ती और प्रोन्नति नियमों के उपबन्धों के अनुसार की गई थीः परन्तु उपरोक्त निर्दिष्ट तदर्थ सेवा को गणना में लेने के पश्चात्‌ जो स्थायीकरण होगा उसके फलस्वरूप पारस्परिक वरीयता अपरिवर्तित रहेगी।

12. यदि विभागीय प्रोन्नति समिति जैसी सरकार द्वारा समय-समय पर विद्यमान हो तो उसकी संरचना.--गठित की जाए।

13. भर्ती करने में जिन परिस्थितियों मेेंं हिमाचल प्रदेश लोक सेवा आयेग से परामर्श किया जाएगा.--जैसी विधि द्वारा अपेक्षित हो।

14. सीधी भर्ती के लिए अनिवार्य अपेक्षा.--लागू नहीं।

15. सीधी भर्ती द्वारा पद पर नियुक्ति के लिए चयन.--लागू नहीं।

16. आरक्षण--सेवा में नियुक्ति, हिमाचल प्रदेश सरकार द्वारा, समय-समय पर अनुसूचित जातियों/अनुसूचित जनजातियों/अन्य पिछडे़ वर्गो और व्यक्तियों के अन्य प्रवर्गों के लिए सेवा में आरक्षण की बाबत जारी किए गए आदेशों/अनुदेशों के अधीन होगी।

17. विभागीय परीक्षा.--सेवा में प्रत्येक सदस्य को समय-समय पर यथा संशोधित हिमाचल प्रदेश विभागीय परीक्षा नियम, 1997 में यथा विहित विभागीय परीक्षा पास करनी होगी।

18. शिथित करने की शक्ति.--जहां राज्य सरकार की यह राय हो कि ऐसा करना आवश्यक या समीचीन है, वहां वह, कारणों को लिखित में अभिलिखित करके और हिमाचल प्रदेश लोक सेवा आयोग के परामर्श से, आदेश द्वारा, इन नियमों के किसी/किन्हीं उपबन्ध (उपबन्धों) को किसी वर्ग या व्यक्ति (व्यक्तियों) के प्रवर्ग या पद(पदों) की बाबत, शिथिल कर सकेगी।

No. HTC-A(3)-3/2003(AO).—In exercise of the powers conferred by proviso to article 309 of the Constitution of India, the Governor, Himachal Pradesh, in consultation with the Himachal8505 राजपत्र, हिमाचल प्रदेश, 24 मार्च, 2017/03 चैत्र, 1939 Pradesh Public Service Commission, is pleased to make the Recruitment and Promotion Rules for the post of Administrative Officer, Class-I(Gazetted), in the Department of Horticulture, Himachal Pradesh, as per Annexure-"A" attached to this notification, namely.—

1. Short title and commencement.— (1) These rules may be called the Himachal Pradesh, Horticulture Department, Administrative Officer, Class-I, (Gazetted) Recruitment and Promotion Rules, 2017.

(2) These rules shall come into force from the date of publication in Rajpatra Himachal Pradesh.

2. Repeal and savings:.—(1) The Himachal Pradesh Horticulture Department, Administrative Officer, Class-I, (Gazetted) Recruitment and Promotion Rules 1990, notified vide Notification No. Udyan-Ka(3)-1/88, dated 26-4-1990 & amended from time to time, are hereby repealed.

(2) Notwithstanding such repeal, any appointment made, or anything done or any action taken under the rules so repealed under rule 2(1) supra shall be deemed to have been validly made, done or taken under these rules.

6. Age for direct recruitment.—Not applicable

7. Minimum Educational and other qualifications required for direct recruitment(s).—(a) Essential qualification: Not applicable

10. Method of recruitment whether by direct recruitment or by promotion/ secondment transfer/placement and the percentage of post(s) to be filled in by various methods.—100% by placement failing which on secondment basis.

11. In case of recruitment by promotion, secondment/ transfer, grades from which promotion/secondment/transfer is to be made.—By placement from amongst the Superintendent Grade-I (on the basis of seniority subject to rejection of unfit) possessing 03 (three) years regular service or regular combined with continuous adhoc service, if any, in the grade, failing which by placement from amongst the Superintendent Grade-I (on the basis of seniority subject to rejection of unfit) possessing 06 (six) years regular service or regular combined with continuous adhoc service, if any, as Superintendent Grade-I & Superintendent Grade-II combined, which shall also include 01 (one) year essential service as Superintendent Grade-I failing both on secondment basis from amongst the incumbents of this post working in the identical pay scale from other Departments/Boards/Corporations of H.P. Government:

Provided that for the purpose of promotion every employee shall have to serve at least one term in the Tribal/Difficult areas subject to adequate number of post(s) available in such areas:

Provided further that proviso (I) supra shall not be applicable in the case of those employees who have five years or less service, left for superannuation:

Provided further that officers/officials, who have not served at least one tenure in Tribal/Difficult areas, shall be transferred to such area strictly in accordance with his/her seniority in the respective cadre.

Explanation I: For the purpose of proviso (1) supra the "term in Tribal/Difficult area" shall mean normally three years or less period of posting in such areas keeping in view the administrative requirements and performance of the employee.

(1) In all cases of promotion, the continuous adhoc service rendered in the feeder post, if any, prior to the regular appointment to the post shall be taken into account towards the length of service as prescribed in these Rules for promotion subject to the condition that the adhoc appointment /promotion in the feeder category had been made after following proper acceptable process of selection in accordance with the provisions of R&P Rules:

Provided that in all cases where a junior person become eligible for consideration by virtue of his/her total length of service (including the service rendered on adhoc basis, followed by regular service/ appointment) in the feeder post in view of the provision referred to above, all persons senior to him/her in the respective category post/cadre shall be deemed to be eligible for consideration and placed above the junior person in the field of consideration:

Provided that all incumbents to be considered for promotion shall possess the minimum qualifying service of at least three years or that prescribed in the R&P Rules for the post, whichever is less:

Provided further that where a person becomes ineligible to be considered for promotion on account of the requirements of the preceding proviso, the person(s) junior to him/her shall also be deemed to be ineligible for consideration for such promotion.

EXPLANATION.—(I) The last proviso shall not render the junior incumbents ineligible for consideration for promotion if the senior ineligible persons happened to be Ex-Servicemen recruited under the provisions of Rule-3 of Demobilized Armed Forces Personnel (Reservations of Vacancies in Himachal State Non-Technical services) Rules, 1972 and having been given the benefit of seniority there under or recruited under the provision of Rule-3 of Ex-servicemen (Reservations of Vacancies in the Himachal Pradesh Technical Services) Rules 1985 and having been given the benefit of seniority there under.

(II) Similarly, in all cases of confirmation, continuous adhoc service rendered in the feeder post, if any, prior to the regular appointment/promotion against such posts shall be taken into account towards the length of service, if the adhoc appointment/promotion had been made after proper selection and in accordance with the provisions of R&P Rules:

Provided that inter-se-seniority as a result of confirmation after taking into account, adhoc service rendered as referred to above shall remain unchanged.

12. If a departmental Promotion Committee exists, what is its composition.—As may be constituted by the Government from time to time.

13. Circumstance under which the HPPSC is to be consulted in making recruitment.—As required under the law.

No.Fin-2-C-(12)-2/2016.—Government of Himachal Pradesh hereby notifies the sale of Himachal Pradesh Government Stock (securities) of 10-year tenure for an aggregate amount of ` 700.00 crore (Nominal). The sale will be subject to the terms and conditions spelt out in this notification (called Specific Notification) as also the terms and conditions specified in the General Notification No.Fin-2-C(12)-11/2003 dated July 20, 2007 of Government of Himachal Pradesh.

Object of the loan

1. (i) The proceeds of the State Government Securities will be utilized for the development programme of the Government of Himachal Pradesh.

(ii) Consent of Central Government has been obtained to the floatation of this loan as required by Article 293 (3) of the Constitution of India.

Method of Issue

2. Government Stock will be sold through the Reserve Bank of India, Mumbai Office (PDO) Fort, Mumbai-400 001 by auction in the manner as prescribed in paragraph 6.1 of the General Notification No.Fin-2-C(12)-11/2003, dated July 20, 2007 at a coupon rate to be determined by the Reserve Bank of India at the yield based auction under multiple price formats.

The Government Stock upto 10% of the notified amount of the sale will be allotted to eligible individuals and institutions subject to a maximum limit of 1% of the notified amount for a single bid as per the Revised Scheme for Non-Competitive Bidding Facility in the Auctions of State Government Securities of the General Notification (Annexure-II).

Place and Date of Auction

4. The auction will be conducted by the Reserve Bank of India, at its Mumbai Office, Fort, Mumbai-400 001 on March 27, 2017. Bids for the auction should be submitted in electronic format on the Reserve Bank of India Core Banking Solution (E-Kuber) System as stated below on March 27, 2017.

(a) The competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) System between 10:30AM and 12:00 PM.

(b) The non-competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) System between 10:30 AM and 11:30 AM.

Result of the Auction

5. The result of the auction shall be displayed by the Reserve Bank of India on its website on the same day. The payment by successful bidders will be on March 29, 2017.

Method of Payment

6. Successful bidders will make payments on March 29, 2017 before close of banking hours by means of cash, bankers' cheque/pay order, demand draft payable at Reserve Bank of India, Mumbai/New Delhi or a cheque drawn on their account with Reserve Bank of India, Mumbai(Fort)/New Delhi.

Tenure

7. The Stock will be of 10-year tenure. The tenure of the Stock will commence on March 29, 2017.

10. BYE-LAWS TO REGULATE POSTINGS OF BILLS, HOARDINGS,

ADVERTISEMENTS OF MUNICIPAL COUNCIL DEHRA.

1. Short title commencement and application.—These Bye-Laws may be called the Municipal, Council Dehra (Regulation of Posting of Bills and fixing of advertisement hoarding, sign boards etc) Bye-Laws, 2008.

(1) They shall come into force on the date of their publication in the Rajpatra, Himachal Pradesh.

(2) They shall apply to Dehra Municipal Council area.

2. Definitions.—In these bye laws unless the context otherwise requires:—

(a) "Act" means the Himachal Pradesh, Municipal Act,1994.

( b) "Bills" means any poster, notice and advertisement printed on paper of Board or painted on Hoardings, Sign boards or walls etc. And hung on poles etc.

( c) "Council" means the Municipal Council Dehra and

(d) "Schedule" means the schedule indicating the rate in respect of sign Boards.

3. Prohibition of sticking, fixing hanging or painting bills, posters, advertisement, notice etc:-No person shall without the written permission of the Executive Officer Municipal Council Dehra, stick, fix or hung or cause to be fixed stick, or hung or paint bills , posters, advertisement, notice over any place or property whether private or public in public street or road in contravention of the following condition:—

i. Hoarding shall not be allowed in the required width the national/state high ways and other scheduled roads as they cause traffic hazard and are against the instructions of the Govt. of India and Hon`ble Himachal Pradesh High Court.

iii. No hoardings, advertisements shall be put at the place where it affects, endangers the growth of flora.

iv. No hoardings shall be located in thickly wooded area and no wire of any kind shall be placed on trees;

v. No hoardings advertisements shall exceed dimension size of 16 Sq. Meters;

vi. No hoardings advertisement shall be against the guidelines of the PWD;

vii. No hoardings advertisement shall be located near a water source.

viii. No hoarding advertisement shall be in the form of writing engraving nailing and carving on any natural animate or inanimate object;

ix. No hoarding advertisement shall be located to the road. No hoardings advertisement should be located on a sharp "U" turn and blind turns; and

x. The beauty of nature formation such as bills, rivers, trees and rocks shall not be destroyed by indiscriminate installation of commercial advertisements.

4. Exemption.—Subject to the conditions mentioned in Bye Laws 3 private boards may be erected on respective premises by Govt. Officers, Association or mercantile firms, for posting their own notices, advertisements etc.

Prohibition of displaying indecent picture or language. Advertisement containing indecent picture or language shall not be allowed Executive Officer Municipal Council shall be authority to decide as to the decency or otherwise of the advertisements and the appeal against the decision shall be made to the President Municipal Council Dehra whose decision shall be final.

5. Fee for Permission.—(i) fee @Rs. 300/- per sqm. Shall be payable for every permission granted under bye- laws no. 3 above per annum .

(ii) Cloth Banners @ Rs.100/- per month per banner.

6. When a person desire to remove the advertisement, he will put the space as it was before.

7. Penalties.—Whoever contravenes any of these bye- laws shall be punishable with fine which may extend to Five thousand Rupees and when the contravention is continuing one, with further fine which may extend to Rupees 200/- for every day, after the first day during which such contravention continues.

इस अदालत में धन्नो देवी पत्नी कुलदीप सिंह, निवासी मुहला हरदासपुर, तहसील चम्बा ने एक दरख्वास्त देकर अनुरोध किया है कि उसके पोते सुखवीर सिंह की जन्म तिथि 11-05-2012 है लेकिन जन्म से सम्बन्धित घटना नगर परिषद्‌ चम्बा में दर्ज न है।
