No. SJE-A-F-(10)-2/2016.—In supersession of all previous notification under "Mukhya Mantri Kanya Daan Yojna 2006", the Governor, Himachal Pradesh is pleased to notify the revised scheme namely "Mukhya Mantri Kanya Daan Yojna 2017", for providing marriage grant to Destitute Girls/Women, with immediate effect. The salient features of the scheme will be as under:—
1. Definition/Eligibility Criteria:
(a) Destitute Girls/Women means:—
(i) Girl whose father is not alive and whole guardian's income does not exceed Rs. 35,000/- per annum. However, it shall exclude income from MNREGA.
(ii) Girl whose father is incapacitated or bedridden because of physical or mental disability including prolonged illness and whose family income does not exceed Rs. 35,000/- per annum. However, it shall exclude income from MNREGA.
(iii) Orphan girls/ neglected girls and women including inmates of Nari Niketan/ former inmates of Balika Ashrams having no regular source of income.
(iv) Deserted/divorced women whose income does not exceed Rs. 35,000/- per annum. However, it shall exclude income from MNREGA.
(v) Girls/women in moral danger or rescued from immoral traffic.
(vi) Destitute Women/ Girl released after undergoing the sentence of imprisonment under any law.
(vii) Daughters of divorced/deserted women whose annual income does not exceed Rs. 35,000/- per annum. However, it shall exclude income from MNREGA.

2. Aims and Objects:
The main purpose of the scheme is to provide financial assistance to the parents/guardians of the destitute girls for the marriage of those girls who have no source of income, are above 18 years of age and needed to the girl is bonafide resident of Himachal Pradesh. The marriage grant will be given even if the girl from Himachal Pradesh is marrying a boy from outside the State of Himachal Pradesh.
3. Application:
Application should be made in the prescribed format at Annexure "A" by the parents/ guardians/the girl herself, in case she is destitute to the concerned Panchayat/Local or Urban Body/Child Development Project Officer/District Programme Officer. The Child Development Project Officer/Incharge Nari Sewa Sadan/Nari Niketan/Superintendent Balika Ashrams concerned will verify the antecedents contained in the application.
4. Rate of Grant:
The marriage grant @ Rs. 40,000/- (Forty thousand only), in each case shall be admissible to the parents/guardians of the destitute girls/ women for their marriage. In case of the inmates of Nari Sewa Sadan/Nari Niketan, marriage grant of Rs. 51,000/- (Fifty one thousand only), shall be admissible to the girls/women for their marriage. The State Government shall be competent to increase the amount from time to time keeping in view the cost of living.
5. Power of Sanction:
The District Programme Officer shall be competent to sanction a marriage grant upto Rs. 40,000/- to a bonafide Himachali destitute girl/women, & Rs. 51,000/- to the inmates of Nari Sewa Sadan, Mashobra concerned who is above the age of 18 years for their marriage.
6. Disbursement of Grant:
The grant will be drawn and disbursed by the District Programme Officer of the District concerned and amount may be paid a month in advance of the proposed date of marriage. If the marriage has already taken place, the grant shall be disbursed even after the marriage, within a period of six months. The District Programme Officer will maintain separate record for the scheme and Audit of Accounts of expenditure shall be conducted like other schemes under the District Programme Officer. The money will be disbursed through RTGS in the concerned applicant Bank Account.
Financial sanction will be accorded by the Director, Women & Child Development Himachal Pradesh.
7. Verification:
The District Programme Officer/Child Development Project Officer or Incharge of State Home/Nari Sewa Sadan/ Superintendent, Balika Ashrams concerned shall verify that the marriage has actually taken place and the amount has been properly utilized for the purpose for which it has been sanctioned.

(a) The parents/guardians of the destitute girls/women shall have to supply the following documents alongwith their application:—
(i) Proof of date of birth of the girl and the boy with whom marriage is proposed.
(ii) Proposed date of marriage of girl duly certified by the Pradhan Gram Panchayat/Councilors of Urban Local Bodies and Incharge of Nari Sewa Sadan/Nari Niketan/Superintendent, Balika Ashrams concerned.
(iii) Income of parents/guardian or the girl herself in case of destitution from the concerned Revenue Officer not below the rank of Naib Tehsildar.
(iv) Certificate from the Medical Officer in case of girl whose father is in capacitated to earn his livelihood.
(v) In case marriage has already been performed, certificate from the concerned Marriage Registrar i.e. Secretary, Gram Panchayat/Executive Officer, Nagar Panchayat/Nagar Parishad/Municipal Corporation as declared under H.P. Marriage Registration Act, 1996.
(b) If the amount of grant is not utilized by the parents/guardians for the purpose for which it was sanctioned within a period of three months from the date of disbursement, it shall be refunded back to the District Programme Officer concerned immediately failing which it shall be recoverable as arrears of land revenue.
9. Head of Accounts:
The expenditure involved will be debatable to Head of Accounts "2235-Social Security and Welfare-02-Social Welfare-103-Women Welfare-17 Mukhya Mantri Kanya Daan Yojna Demand No. 19, "2235-Social Security and Welfare-02-Social Welfare-796- Tribal Area Sub Plan-05- Mukhya Mantri Kanya Daan Yojna Demand-31 & "2235-Social Security and Welfare-02-Social Welfare-789-Special Componet Plan(SC)-07 Mukhya Mantri Kanya Daan Yojna Demand No. 32 is subject to change from time to time.

Whereas Jyoti Sood d/o Late Shri Anup Kumar, r/o Titla Hotel Jakhu Shimla, Tehsil and District Shimla, H. P. has preferred an application to the undersigned for registration of her date of birth i. e. (DOB 22-8-1983) in the record of Municipal Corporation, Shimla.
Therefore, this proclamation, the General Public is hereby informed that any person having any objection for entry as to date of birth mentioned above, may submit his objection in writing in this court on or before 16-06-2017 failing which no objection will be entertained after expiry of date and will be decided accordingly.
