2. Area jurisdiction of above Police Units will remain the same till the inclusion of new area in existing jurisdiction is proposed by Police department.

3. All the codal formalities will be observed procedurely in advance in this regard.

No.EDN-A-Ka (1)-20/2017.—The Governor, Himachal Pradesh is pleased to order to take over the services of following Assistant Professors of various subjects of erstwhile privately managed "Swami Vivekanand College, Chintpurni" (Now Govt. Degree College, Chintpurni), Distt. Una, H.P. on contract basis from the date of submitting the joining report subject to the terms and conditions as indicated in this notification.

The Governor, Himachal Pradesh is further pleased to post them on their fresh appointment as Assistant Professor (College Cadre) on contract basis at the place shown against their name(s):—

Terms and conditions:—

1. The Assistant Professor (College Cadre) in the Department of Higher Education, H.P. will be engaged on contract basis initially for one year, which may be extendable on year to year basis.

2. The Assistant Professor (College Cadre) appointed on contract basis will be paid consolidated fixed contractual amount @ Rs. 21,600 P.M. (Rs. Twenty one thousand and six hundred only) (which shall be equal to initial of the pay band + Grade Pay). An amount of Rs. 648/- as annual increase in contractual emoluments for the subsequent years will be allowed if contract is extended beyond one year and no other allied benefits such as senior/selection scales etc. shall be given.

3. The Addl. Chief Secretary/Principal Secretary/Secretary (Hr. Education) to the Government of Himachal Pradesh will be appointing and disciplinary authority.

4. The contractual appointee will not be governed by the rules, regulations and orders in force from time to time as applicable to other government servants such as CCS (CCA) Rules, 1965 and CCS (Conduct) Rules, 1964 as are applicable in Himachal Pradesh.

5. Before submitting the report to the Government the contract appointee shall sign an agreement as per Annexure –A.

6. The service of the Contract Appointee will be purely on temporary basis. The appointment is liable to be terminated in case the performance/conduct of the contract appointee is not found satisfactory.

7. During the contract service, no advance will be given to him/her.

8. Contractual Appointee Assistant Professor (Colleges) will be entitled for one days casual leave after putting in one month service. However, the contract employees will also be entitled for 10 days Medical Leave. He shall not be entitled for Medical Re- imbursement and LTC etc. No Leave of any other kind except above is admissible to7173 राजपत्र, हिमाचल प्रदेश, 16 अक्तूबर, 2017/24 आश्विन, 1939 the contractual appointee. Provided that the un availed Casual Leave and Medical Leave can be accumulated upto the calendar Year and will not be carried forwarded for the next calendar Year.

9. Unauthorized absence from the duty without the approval of the Controlling Officer shall automatically lead to the termination from the contract. Contract Appointee shall not be entitled for contractual amount for the period of absence from duty.

10. Transfer of a contract appointee will be permitted from one place to another after putting at least three years of service at one place.

11. Selected candidate will have to submit a certificate of his/her fitness from Medical Board, DDU Hospital, Shimla-1.

12. Contract appointee will be entitled to TA/DA if required to go on tour in connection with his/her official duties at the same rate as applicable to regular officials at the minimum of pay scale.

13. The candidate engaged on contract basis under these Rules shall have no right to claim for regularization/ permanent absorption as Assistant Professor (College cadre) in the Department at any stage.

14. The appointment is provisional and is subject to the educational qualification and other certificates being verified through proper channels and if the verification reveals that the claim to belong to reserve categories, as the case may be is false, the services will be terminated forthwith without assigning any further reasons and without prejudice to such further action as may be taken under the provisions of the Indian Penal Code for production of false certificate.

15. He/She will have to give a declaration to the effect that he/she has only one living spouse, if married.

16. He/She will have to take an oath of allegiance/ faithfulness to the Constitution of India or making a solemn affirmation.

17. He/She will have to produce all the certificates in original at the time of joining this appointment.

18. He/She will have to submit his/her joining report alongwith the details of attestation form (Annexure-B) and also submit the self-declaration certifying that all the facts and details given in the form are correct.

19. The appointment is provisional and is subject to the verification of character & antecedents of the candidate. If the character & antecedents of the candidate is found not verified or any false information is given by the candidates in his/her self- declaration, the provisional appointment letter will be cancelled forthwith and other criminal /legal action will also be taken as a consequence.

If, the above terms and conditions are acceptable to him/her, should report for duty within a week from the issue of this Notification in the Government College mentioned against his/her name, failing which this offer of appointment shall stand cancelled and no further correspondence 7174 राजपत्र, हिमाचल प्रदेश, 16 अक्तूबर, 2017/24 आश्विन, 1939 shall be entertained in this behalf. Whereas, the SECOND PARTY has engaged the aforesaid FIRST PARTY and the FIRST PARTY has agreed to serve as a Assistant Professor (College Cadre) on contract basis on the following terms & conditions:—

1. That the FIRST PARTY shall remain in the service of the SECOND PARTY as an Assistant Professor (College Cadre) for a period of 1 year commencing on day of ______________and ending on the day of _____________ It is specifically mentioned and agreed upon by both the parties that the contract of the FIRST PARTY with SECOND PARTY shall ipso-facto stand terminated on the last working day i.e. on ________________ And information notice shall not be necessary.

Provided that for-further extension/renewal of contract period the HOD shall issue a certificate that the service and conduct of the contract appointee was satisfactory during the year and only then the period of contract is to be renewed /extended.

2. The contractual amount of the FIRST PARTY will be Rs. 21, 600/- per month.

3. The service of FIRST PARTY will be purely on temporary basis. The appointment is liable to be terminated in case the performance/conduct of the contract appointee is not found good or if a regular incumbent is appointed / posted against the vacancy for which the first party was engaged on contract.

4. Contractual appointee i.e. Assistant Professor(Colleges) will be entitled for one day casual leave after putting in one month service. However, the Contract employee will also be entitled for 12 weeks Maternity Leave and 10 day's Medical Leave. She shall not be entitled for Medical re-imbursement and LTC etc. No leave of any other kind except above is admissible to the contractual appointee. Provided that the un availed Casual Leave and Medical Leave can be accumulated upto the calendar Year and will not be carried forward for the next calendar Year.

5. Unauthorized absence from the duty without the approval of the Controlling Officer shall automatically lead to the termination of the contract. A contractual appointee will not be entitled for contractual amount for the period of absence from duty.

6. An official appointed on contract basis who have completed three years tenure at one place of posting will be eligible for transfer on need based basis wherever required on administrative grounds.

7. Selected candidate will have to submit a certificate of her fitness from a Government/Registered Medical Practitioner. In case of women candidates pregnancy beyond twelve weeks will render her temporarily unfit till the confinement is over. The women candidate should be re-examined for fitness from an authorized Medical Officer/Practitioner.

8. Contract appointee shall be entitled to TA/DA if required to go on tour in connection with his/her official duties at the same rate as applicable to regular counter-part official at the minimum of pay scale.

9. The Employees Group Insurance Scheme as well as EPF/GPF will not be applicable to contractual appointee(s).

No. FDS-A(03)/90-Vol-IV.—In exercise of the powers conferred by clause 18 of the Himachal Pradesh Trade Articles (Licensing and Control) Order, 1981 read with S.O. No. 2785 (E), dated 25-08-2017, issued by the Ministry of Consumer Affairs, Food and Public Distribution (Department of Consumer Affairs), Government of India published in the Extra-Ordinary Gazette of India dated 25-08-2017, the Governor of Himachal Pradesh is pleased to make the following Order to amend the SCHEDULE-I appended to the Himachal Pradesh Trade Articles (Licensing and Control) Order, 1981, namely:—

1. Short title, and Commencement.— (1) This Order may be called the Himachal Pradesh Trade Articles (Licensing and Control) Amendment Order, 2017.

(2) It shall come into force from the date of its publication in the Rajpatra, Himachal Pradesh and shall remain in force till 31-10-2017 or till any further order issued by the Govt. of India in this behalf, whichever is earlier.

2. Amendment of SCHEDULE-I.— In SCHEDULE-I appended to the Himachal Pradesh Trade Articles (Licensing and Control) Order, 1981, under Part- "A" (FOODGRAINS), after item No. 2, the following item shall be added, namely

"3 Onion."

दिनांक- शिमला-171009 16 अक्तूबर, 2017. 24 आश्विन, 1939 (शक) संख्याः 3-34/2017-ई0एल0एन0.--यतः, भारत के संविधान के अनुच्छेद 172 के खण्ड (1) के उपबंधों के अनुसरण में, हिमाचल प्रदेश राज्य की विद्यमान विधान सभा, यदि पहले ही विघटित नहीं कर दी जाती है तो, दिनांक 07 जनवरी, 2018 सहित और उस तारीख तक चालू रहेगी, तथा उसके पश्चात्‌ इसकी अवधि समाप्त होने पर विघटित हो जाएगी ; तथा

यतः, लोक प्रतिनिधित्व अधिनियम, 1951 (1951 का 43) की धारा 15 की उपधारा (1) की शर्तों के अनुसार, राज्य की नई विधान सभा के गठन के प्रयोजन से एक साधारण निर्वाचन कराया जाना है ;

अतः, अब, जैसा कि उक्त अधिनियम की धारा 15 की उपधारा (2) के अनुसरण में, भारत निर्वाचन आयोग द्वारा सिफारिश की गई है, हिमाचल प्रदेश राज्य के राज्यपाल एतद्‌द्वारा राज्य के सभी विधान सभा निर्वाचन क्षेत्रों से यह अपेक्षा करते हैं कि उक्त अधिनियम तथा तद्धीन बनाए गए नियमों और किए गए आदेशों के अनुसार राज्य की विधान सभा के लिए सदस्य निर्वाचित किए जाएं ।

24 आश्विन, 1939 (शक) सं0ः 464/हि0प्र0-वि0स0/2017.-यतः हिमाचल प्रदेश राज्य के राज्यपाल लोक प्रतिनिधित्व अधिनियम, 1951 (1951 का 43) की धारा 15 की उप-धारा (2) के अधीन जारी तथा 16 अक्तूबर, 2017 को राज्य के शासकीय राजपत्र में प्रकाशित अधिसूचना द्वारा हिमाचल प्रदेश राज्य के सभी विधान सभा निर्वाचन क्षेत्रों से यह अपेक्षा करते हैं कि उक्त अधिनियम तथा तद्धीन बनाए गए नियमों और आदेशों के उपबंधों के अनुसार राज्य की विधान सभा के लिए सदस्य निर्वाचित किए जाएं ।

अतः अब, उक्त अधिनियम की धारा 30 और 56 के अनुसरण में, निर्वाचन आयोग एतद्‌द्वारा- (अ) प्रत्येक निर्वाचन-क्षेत्र में उक्त निर्वाचन के संबंध में निम्नलिखित नियत करता हैः- i नाम-निर्देशन पत्र भरने की अंतिम तारीख ः 23 अक्तूबर, 2017 (सोमवार) ii नाम-निर्देशन पत्रों की संवीक्षा की तारीख ः 24 अक्तूबर, 2017 (मंगलवार) iii अभ्यर्थिताएं वापस लेने की अंतिम तारीख ः 26 अक्तूबर, 2017 (गुरूवार)

iv वह तारीख, जिस दिन यदि ः 09 नवम्बर, 2017 (गुरूवार) आवश्यक हो, तो मतदान होगा।

v वह तारीख जिससे पूर्व निर्वाचन ः 20 दिसम्बर, 2017 (बुधवार), और सम्पन्न करा लिया जाएगा।

ii. the 24th October, 2017 (Tuesday), as the date for the scrutiny of nominations;

iii. the 26th October, 2017 (Thursday), as the last date for the withdrawal of candidatures;

iv. the 9th November, 2017 (Thursday), as the date on which a poll shall, if necessary, be taken ; and

v. the 20th December, 2017 (Wednesday), as the date before which the election shall be completed; and

(B) fixes the hours from 8.00 A.M. to 5.00 P.M., as the hours during which the poll shall, if necessary , be taken on the date specified above, for the election.
