1. संक्षिप्त नाम और प्रारम्भ.--इन रेगूलेशन्स का संक्षिप्त नाम हिमाचल प्रदेश पब्लिक सर्विस कमीशन (मैम्बर्स) छब्बीसवां संशोधन रेगूलेशन्स, 2018 है।

2. रेगूलेशन 3 का संशोधन.--हिमाचल प्रदेश पब्लिक सर्विस कमीशन (मैम्बर्स) रेगूलेशन्स, 1974 के रेगूलेशन 3 में ''three'' शब्द के स्थान पर ''five'' शब्द रखा जाएगा।

No. Per (AP.B)A(6)-1/2018.—In exercise of the powers conferred by clause (a) of Article 318 of the Constitution of India, the Governor, Himachal Pradesh is pleased to make the following regulations further to amend the Himachal Pradesh Public Service Commission (Members) Regulations, 1974 notified vide notification No. 8-3/72-DP (Apptt. II) dated 15-5 1974 and published in the Rajpatra, Himachal Pradesh, on 10th August, 1974, namely:—

1. Short title and commencement.—These regulations may be called the Himachal Pradesh Public Service Commission (Members) 26th Amendment Regulations, 2018.

2. Amendment of regulation 3.—In regulation 3 of the Himachal Pradesh Public Service Commission (Members) Regulation, 1974, for the word "three", the word, "five" shall be substituted.

NOTIFICATION No. 1/2018-State Tax

Shimla-2, the 18th January, 2018

No.EXN-F(10)-1/2018.—In exercise of the powers conferred by sub-section(1) of section 10 of section of the Himachal Pradesh Goods and Services Tax Act, 2017 (10 of 2017 the Governor 10014 राजपत्र, हिमाचल प्रदेश, 19 जनवरी, 2018/29 पौष, 1939 of Himachal Pradesh, on the recommendations of the Council, is pleased to make the following further amendments in the notification No.8/2017-STATE TAX, dated 30th June, 2017, published in the Gazette of Himachal Pradesh vide number EXNF( 10)-14/2017-Loose, dated 30th June, 2017, with effect from 1st January, 2018, namely:—

In the said notification, in the opening paragraph,—

(a) in clause (i), for the words "one percent.", the words "half percent." shall be substituted;

(b) in clause (iii), for the words "half percent. of the turnover", the words "half per cent. of the turnover of taxable supplies of goods" shall be substituted.

SPECIFIC NOTIFICATION

FINANCE DEPARTMENT

NOTIFICATION

Shimla-2, January 19, 2018

No.Fin-2-C-(12)-3/2017.—Government of Himachal Pradesh hereby notifies the sale of Himachal Pradesh Government Stock (securities) of 10-year tenure for an aggregate amount of ` 500.00 crore (Nominal). The sale will be subject to the terms and conditions spelt out in this notification (called Specific Notification) as also the terms and conditions specified in the General Notification No.Fin-2-C(12)-11/2003 dated July 20, 2007 of Government of Himachal Pradesh.

Object of the loan:

1. (i) The proceeds of the State Government Securities will be utilized for the development programme of the Government of Himachal Pradesh.

(ii) Consent of Central Government has been obtained to the floatation of this loan as required by Article 293 (3) of the Constitution of India.

Method of Issue :

2. Government Stock will be sold through the Reserve Bank of India, Mumbai Office (PDO) Fort, Mumbai-400 001 by auction in the manner as prescribed in paragraph 6.1 of the General Notification No.Fin-2-C(12)-11/2003, dated July 20, 2007 at a coupon rate to be determined by the Reserve Bank of India at the yield based auction under multiple price formats.

3. The Government Stock upto 10% of the notified amount of the sale will be allotted to eligible individuals and institutions subject to a maximum limit of 1% of the notified amount for a single bid as per the Revised Scheme for Non-Competitive Bidding Facility in the Auctions of State Government Securities of the General Notification (Annexure-II).

Place and Date of Auction :

4. The auction will be conducted by the Reserve Bank of India, at its Mumbai Office, Fort, Mumbai-400 001 on January 23, 2018. Bids for the auction should be submitted in electronic format on the Reserve Bank of India Core Banking Solution (E-Kuber) System as stated below on January 23, 2018.

(a) The competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) System between 10:30AM and 12:00 PM.

(b) The non-competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) System between 10:30 AM and 11:30 AM.

Result of the Auction :

5. The result of the auction shall be displayed by the Reserve Bank of India on its website on the same day. The payment by successful bidders will be on January 24, 2018.

Method of Payment :

6. Successful bidders will make payments on January 24, 2018 before close of banking hours by means of cash, bankers, cheque/pay order, demand draft payable at Reserve Bank of India, Mumbai/New Delhi or a cheque drawn on their account with Reserve Bank of India, Mumbai (Fort)/New Delhi.

Tenure :

7. The Stock will be of 10-year tenure. The tenure of the Stock will commence on January 24, 2018.

Date of Repayment :

8. The loan will be repaid at par on January 24, 2028.

Rate of Interest :

9. The cut-off yield determined at the auction will be the coupon rate percent per annum on the Stock sold at the auction. The interest will be paid on July 24 and January 24.

Eligibility of Securities :

10. The investment in Government Stock will be reckoned as an eligible investment in Government Securities by banks for the purpose of Statutory Liquidity Ratio (SLR)10016 राजपत्र, हिमाचल प्रदेश, 19 जनवरी, 2018/29 पौष, 1939 under Section 24 of the Banking Regulation Act, 1949. The stocks will qualify for the ready forward facility.

Whereas arrear of Land Revenue amounting to Rs,13,86,225/- has been acquired in respect of the land described in the scheduled below in the estate and the sanction of the Divisional Commissioner, Mandi Division Mandi has been conveyed vide letter No. Commr. Mandi- LR(Sale)-H-13(4)/06-7008 dated 07-10-2017 under section 81 of the H.P.
