No. HFW-B(F)4-7/2013-Part-I.—In exercise of the powers conferred under section 3 of the Himachal Pradesh University of Health Sciences Act, 2017 (11 of 2017), the Governor, Himachal Pradesh is pleased to establish the Himachal Pradesh University of Health Sciences with headquarter at Shri Lal Bahadur Shashtri Government Medical College, Ner Chowk, District Mandi, Himachal Pradesh.

Subject: Formation of the School Safety Advisory Committee at the State Level.

No. Rev.(DMC)(F) 11-14/2016–SSP.—The National Disaster Management Authority (NDMA), Government of India has formulated National Disaster Management Guidelines—School Safety Policy 2016 under the provision of Section 6 (1) of the Disaster Management Act, 2005 with a vision of India where all children and their teachers, and other stakeholders in the school community are safe from any kind of risks due to natural hazards or otherwise. All the requirements to ensure safety of children in schools mentioned in the said Policy are statutory in nature and everyone involved in the process of ensuring safety of children are statutorily bound by the same.

The Hon'ble Supreme Court, vide its order dated 14th August, 2017 in W.P. No. 483 of 2004 has directed that the School Safety Policy issued by NDMA have to be implemented in letter and spirit by all concerned authorities. As per the Section 5.2 (iii) of the policy guidelines a School Safety Advisory Committee has to be formed at the State level for successful implementation of the School Safety Policy Guidelines in the State.

In view of the above, the Governor, Himachal Pradesh is pleased to constitute a School Safety Advisory Committee at State level in Himachal Pradesh comprising of the following:—

The Advisory Committee shall perform following functions :—

(i) Oversee implementation of the School Safety Policy Guidelines in the State.

(ii) Formulation and implementation of the State Action Plan on school safety.

(iv) Institutionalization of school safety in the State.

(v) Ensure the school safety concerns are included in the State Disaster Management Plan.

(vi) Regular awareness generation by conduct of mock drill, review and approve the School DM plans.
