Creation of Task Force of Youth Volunteers for
"Better Disaster Preparedness and Response in the State"
Implementation Guidelines
SCHEME.—Creation of Task Force of Youth Volunteers in Himachal Pradesh for better
Disaster Preparedness and Response.
IMPLEMENTATION GUIDELINES
I. Background
Himachal Pradesh is one of the most multi-hazard prone State of India. The State faces various types of natural hazards like the geological hazards, earthquake and landslide; hydrological hazards of riverine floods, flash floods and glacial lake outburst floods; meteorological hazards of5167 राजपत्र, हिमाचल प्रदेश, 09 अक्तूबर, 2018/17 आश्विन, 1940 droughts, hailstorms and cloudbursts; and climatological hazards of cold wave, frosts and avalanche. The frequency and intensity of most of these hydro-meteorological hazards are compounded by climate change and its impacts on agriculture, horticulture, human settlements and human and animal health. Further, the State routinely faces various manmade hazards such as fires, transport related accidents, stampedes in religious fairs etc. that take a toll of consume considerable human lives.
Sparse density of population of the mountainous State has kept the level of human exposure to the risks of disaster in Himachal Pradesh relatively low as compared to many States of the country. However, location of high value infrastructure, such as hydro-electric projects and communication networks, productive assets and vulnerable houses, social and community infrastructure in various hazard zones has exposed the economy of the State to considerable risks of disasters. Such risks are particularly existing in unplanned and growing urban settlements, such as the capital city of Shimla.
The State routinely faces small to medium scale disasters with average annual loss of 1,678 human lives, 7,711 animals, 349 thousand tons of agricultural and horticultural crops and 119 thousand trees besides damages to 8,671 houses and unaccounted damages to roads and other infrastructure. Further, the potential maximum loss that could be many times more if major earthquake ruptures the seismic fault lines with devastating impacts on the life and economy of the State. Considering the average return period, experts have warned that such catastrophic disaster is long overdue in this Himalayan State.
II. Volunteerism for Disaster Preparedness and Response :
Volunteers are generally first on the scene in disaster situations. Since the extent of damage including both material loss and loss of human lives is greatly influenced by the initial response to a disaster, this observation carries particular weight. Yet, while the role of volunteers in disaster response is being increasingly documented and understood, knowledge about voluntary action in reconstruction, relief management and, above all, in disaster preparedness is very limited. Resolution 56/381 of the UN General Assembly on support for volunteering singles out disasters as one of the leading areas where volunteers contribute to society. Nonetheless, despite the increasing understanding about the many forms of disasters and their consequences and how to predict them, the presence on the ground of volunteers and volunteer involving organizations is rarely factored into disaster risk mitigation activities.
A sound governance structure for disaster reduction allows and encourages expressions of volunteerism and norms of social reciprocity during natural disasters. In reality, governance and institutional policy frameworks for incorporating volunteers and volunteer involving organizations (VIOs) into risk reduction management systems are largely absent. At its most benign, this results in wastage in terms of missing out on the impact of well prepared and coordinated volunteer responses. At its worst, overlooking the spontaneous but often untrained volunteer responses at the planning stage can result in life–threatening situations for disaster victims as well as for volunteers themselves.
Public awareness and recognition of the role and contribution of volunteers and volunteer involving organizations is a critical ingredient to a comprehensive risk reduction management plan. In the immediate aftermath of a disaster, the first response, both spontaneous and organized, generally comes from local communities. To take full advantage of community resilience after a disaster, affected communities need to be well prepared. A first step in this direction is the formal recognition of the value of local volunteer efforts. Such recognition needs to be translated into provision of adequate financial and human resources and the integration of effective volunteer management practices into disaster management programmes.
1940 III. DM Act, Rules and Policy—Volunteerism in the State :The Disaster Management Act, 2005 under Section 30 (2) (xii) lays down that the District Disaster Management Authority (DDMA) shall organize and coordinate specialized training programmes for different levels of officers, employees and voluntary rescue workers in the district. The Himachal Pradesh State Policy on DM, 2009 states the role and importance of the community, village volunteers, village disaster management teams, village youth and women organisation, CSO, NGOs etc. under the leadership of the local authorities, PRIs and ULBs, being the bedrock of the process of disaster response, is well recognized. The State Policy on Disaster Management provides for the training of State and District Level Search and Rescue (SAR) Force and training of volunteers, NCC, NSS, NYKS, VDMTs, Mahila and Yuvak Mandals etc. in SAR and first aid.
The Himachal Pradesh State Disaster Management Plan 2017 envisages the volunteers as secondary agency in Emergency Support Functions (ESFs) for the Search and Rescue in the State in case of any disaster.
Under the Priorities of Action of Sendai Framework for Disaster Risk Reduction 2015- 2030, the National and Local Level Activities provide for building the knowledge of government officials at all levels, civil society, communities and volunteers, as well as the private sector, through sharing experiences, lessons learned, good practices and training and education on disaster risk reduction, including the use of existing training and education mechanisms and peer learning.
The Vision Document as adopted by the Government provide that in order to tackle natural calamities like earthquake and landslides, a task force of youth volunteers will be constituted at local level.
IV. Rationale of Volunteers in Disaster Risk Reduction :
Considering the complexities of a disaster management cycle, it is very challenging to ensure effective measures in all phases of disasters. It requires time, capacities and resources- specifically human resources, to deliver quality services related to disaster risk reduction. A majority of the organization and agencies working in this field believe that volunteers can provide or assist in providing a number of services before, during and after a disaster. Following are some of the most crucial roles volunteers can play in disaster risk reduction :—
(1) Advocacy.—Volunteers may also act as advocates for change by representing the needs of the community to local and State governments.
(2) Bulk Distribution.—Volunteers can assist in the procurement and distribution of basic commodities like food, water, health and sanitary needs, medicines, bedding, shelter construction material etc.
(3) Clean-Up and Rebuilding.—Volunteers can help individual's clean-up, repair and rebuild their homes damaged by disaster.
(4) Communication Services.—Volunteers can assist in providing emergency communication to fellow agencies and local government personnel who are responding to the disaster.
(5) Community Disaster Education.—Volunteers can get involved in community disaster education. For example, they can distribute pamphlets and give presentations to community groups on how to prepare for disasters.
1940(6) Community Outreach.—Volunteers can contact individuals and organizations to educate them about the local disaster relief operation, the existing damage and possible ways they can support the relief effort.
(7) Construction, Repairs and Retrofitting.—Volunteers can assist in safe construction of new houses, making repairs to the buildings damaged by disaster and in retrofitting of existing buildings.
(8) Counselling.—Volunteers can provide individual and family counselling and emotional support to the victims of a disaster.
(9) Damage Assessment.—Volunteers can physically review areas affected by disaster in order to assess the damage caused by a disaster assign a value that can be used to estimate resources required for rebuilding or reconstruction.
(10) Debris Removal: Volunteers can assist in debris removal and assist in activities such as mucking out and cutting and clearing trees from entry ways.
(11) Disaster Planning.—Volunteers can work with communities before disasters occur to help them take steps to minimize the effects of disaster and prepare them for coping with any possible disaster situation.
(12) Donations Management.—Volunteers can assist governmental or relief agencies in donation management for both cash and in-kind donations. These systems address receiving, transporting, warehousing and distributing donations during disasters.
(13) Emergency Assistance.—Volunteers can provide emergency assistance immediately following a disaster including food, clothing, shelter, bedding, comfort supplies etc. (14) Financial Assistance.—Volunteers can provide assistance to relief agencies in raising funds, financial aid and/or long-term rehabilitation grants.
(15) Financial Planning.—Volunteers can help disaster victims locate personal financial records, review their current financial situation and provide advice to help them recover from the financial effects of disaster.
(16) Funeral Services.—Volunteers can assist in arranging funeral services for families that have lost loved ones in a disaster.
(17) Healthcare.—Volunteers can provide first aid on disaster sites and can also support other healthcare organizations that provide assistance to disaster victims.
(18) Identification of victims.—Volunteers can help in locating the disaster victims and provide information to inquiring family and friends outside the impacted area.
(19) Livestock and Pet Care.—Volunteers can focus on the care of animals during disaster-including rescue, sheltering, feeding etc.
(20) Mass Care.—Volunteers can provide a variety of mass care activities such as:—
(a) Identifying and setting up shelter facilities5170 राजपत्र, हिमाचल प्रदेश, 09 अक्तूबर, 2018/17 आश्विन, 1940 (b) Distributing food and other goods to the shelters (c) Feeding disaster victims (either in shelters or through mobile feeding units) (d) Providing temporary shelter for disaster victims
(e) Providing housing for disaster relief workers
(f) Rendering first aid when necessary
(21) Mental Health Services.—Volunteers can provide assistance to disaster victims and relief workers to alleviate mental stress and anguish caused either by the disaster or the disaster relief operation.
(22) Mitigation Planning.—Volunteers can assist in the mitigation phase of emergency management by assisting in activities like rebuilding homes outside of flood zones, retrofitting buildings in earthquake prone areas and educating families on mitigation measures in the home.
(23) Mobile Feeding.—Where needed, volunteers can assist in managing mobile feeding units to serve hot meals to disaster victims and relief personnel on site.
(24) Organizational Mentoring.—Volunteers can work with local agencies, community- based organizations and NGOs that lack disaster experience to help them develop their abilities and respond effectively to the needs of disaster victims.
(25) Relocation Services.—Volunteers can help in moving individuals and families from damaged areas to shelters and other temporary or permanent housing facilities.
(26) Resource Coordination.—Before, during and after an emergency or disaster, volunteers exchange information on the acquisition and use of personnel and materials resources. This information helps in effective and efficient allocation of resources and helps to reduce the duplication of services.
(27) Special Needs.—Volunteers can assist in identifying populations that have special needs and then meeting those needs (e.g. the elderly, disabled or orphaned; a particular religious group with special dietary needs).
(28) Technical Assistance.—Volunteers can assist in providing telecommunications and management information systems support to the disaster management team.

I. पृष्ठभूमि (भूमिका) :
III.

___________
Scheme
for
Capacity Building of Masons, Carpenters and Bar Binders
at
Panchayat Level for Safe Construction in Himachal Pradesh
Implementation Guidelines
Scheme for Capacity Building of Masons, Carpenters and Bar Binders at Panchayat
Level for Safe Construction in Himachal Pradesh
IMPLEMENTATION GUIDELINES
I. BACKGROUND :
Majority of the buildings in Himachal Pradesh are made of mud, unburnt bricks, stone wall, RCC etc. which are at high risk, especially in case of earthquake. Poorly designed and constructed RCC structures cause very significant life and property risk. This can be one large vulnerability factor, and a cause for concern in Himachal Pradesh given the significant shift to RCC construction across the State. The poorly designed and constructed RCC structures pose a risk of heavy collapse and this risk is continuously increasing.
Factors affecting the quality of construction in Himachal Pradesh include non-availability of skilled construction workers for construction, reconstruction and retrofitting. Due to shortage of skilled workers there is serious adverse impact on the quality of construction, leading to an overall degradation of the built environment in the State.
1940Poor use of construction material, quality of construction material and absence of ductile detailing of existing building is a problem area worth consideration. Absence of durable design and lowly maintained buildings pose a high hazard to the building stock.
On the other hand, a variety of traditional construction techniques exist in various parts of the state and though limited use of these techniques is made in the State, they are significant since they have been tested for seismic safety over the time. The masons in the State are also most familiar with these techniques and have been known to attempt replication of these techniques in modern structures. Due to lack of any formal training of construction workers the quality of construction is suffering, and it is also difficult to use new materials and techniques of construction.
The Disaster Management Act, 2005 lays down that the State Governments and its departments shall ensure that constructions are carried out keeping in view the vulnerability of the State to various disasters and training and capacity building programmes are carried out for all the stakeholders. In this direction the Department of Revenue, Disaster Management Cell (DMC) carried out a study on "Evolving Strategy for Capacity Building of Masons, Carpenters and Bar Binders at Panchayat Level for Safe Construction in Himachal Pradesh" in 2012.
The findings of the Study are that despite growth of construction activity in the State, driven by increasing demands of a thriving economy, availability of skilled construction workers continues to be an issue. This scarcity is most evident in the lack of skilled masons required to carry out retrofitting, construction and reconstruction work. Interestingly, in the rural areas the Mason is the first point of contact, whenever the house owner decides to undertake construction in his/her house. Almost no technical knowledge, validation of practices, or technical supervision takes place at the time of construction, the study concludes.
Further a study was also carried out through the NIT Hamirpur to study the current construction practices in Hamirpur district and to suggest State-specific guidelines for safe construction practices in Himachal Pradesh. Under this study, the NIT also developed a tool for "masons" on safe construction practices and guide for homeowners.
II. TRAINING NEEDS OF STRATEGY :
After due deliberation, the emerging training needs of Masons and others construction workers has been identified as under :—
(a) Training course should be simple and comprehensive.
(b) It should be a fair mix of practical hands on training and formal.
(c) Certification and recognition is essential.
(d) Linkage with work-training with a robust system of apprenticeship.
(e) Building a cadre of Master Trainers.
(f) Mobilization should be done at Panchayat Level.
In view of this it is envisaged as under :—
(i) A State level institution may anchor the trainings of all the construction workers.
1940 (ii) The institution may maintain GIS data base of skilled and trained personnel and sharethe information with potential employers.
(iii) The institution should outreach to the trained workers with the market information, potential livelihood opportunities, etc.
(iv) Capacity Building can be achieved in public-private-partnership mode-govt. has extensive network of training institutions and can provide support of the cadre of trained resource persons. Private sector and NGOs may be mandated to carry out the programme with existing govt. institutions. Agencies can undertake training on agreed contents and structure and style of teaching. Local Panchayats and Community Based Organisations (CBOs) may be invited to support mobilisation of eligible and willing youth for entry level course.
III. TRAINING & CAPACITY BUILDING :
The training, education and awareness issues will be dealt at three levels to run the
Scheme :—
(i) Training of Trainers and sensitization of policy and planning makers;
(ii) Training and Capacity Building of Engineers, Architects and supervisory technical persons; and
(iii) Training and capacity building of masons, carpenters, bar benders and other skilled workers involved in construction activities.
(a) The training of trainers and sensitization of policy and planning personnel shall be co- ordinated by the DMC and HIPA. Modules for training/sensitization programme for this purpose will be developed by HIPA in consultation with NIT, NIDM, NDMA and UNDP.
(b) Technical Education Department shall work out modalities for the conduct of trainings through Polytechnics and ITIs, prepare training modules and manuals and certification procedures and share the same with the DMC, Department of Revenue. The IIT Mandi and NIT Hamirpur will assist the department in this regard. The Department will take into consideration the existing training material prepared by various agencies across the State and the country.
(c) That in order to develop quality and competent engineering skills NIT Hamirpur shall coordinate and provide training programmes to Engineers and Architects. DMC will provide necessary support to IIT Mandi and NIT Hamirpur.
(d) Considering the importance and magnitude of the issue this process is required to be institutionalized in the department of Technical Education. The Civil Engineering wings/ departments in the ITIs and Polytechnics located in the State of Himachal Pradesh shall be the nodal departments for providing trainings and capacity building of masons. The Technical Education Department will work out mechanism for providing certificates through evaluation process.
(e) The DM Cell, Department of Revenue-DM shall work out a policy intervention vide which it can be made compulsory to engage only trained persons in construction activities in future.
1940 IV. ROLES OF THE DIFFERENT STAKEHOLDERS :(a) Role of Corporate Sector.—It is recognized that the contribution and role of corporate sector in supplementing the efforts of Govt. especially in developing training nodes in ITIs and polytechnics. (ii) To Work out a scheme for including Disaster Management trainings as part of ongoing programmes being implemented by department of Rural Development.
(c) Role of Non-Governmental Organisations.—The NGOs shall provide the necessary link between the Govt. agencies and the beneficiaries. The NGOs shall primarily be responsible for mobilizing the masons for training programmes to be conducted in the IITs and Polytechnics.
V. FUNDING ARRANGEMENTS :
Funding arrangement for the scheme is envisaged as under :—
(1) The expenses towards the cost of training would be met out of 14th and subsequent Finance Commissions Grant in Aid or other funds available with DMC. Funds may also be obtained from other source such as Govt. of India Scheme(s), Corporate Social Responsibility (CSR), other donor agencies, etc.
(2) The masons may be trained and paid daily wages on the rates notified by the State Government while working in the ongoing projects of Rural Development and other Departments of the State wherever practical.
(3) The Technical Education Department may create knowledge cells at Polytechnics & ITIs using its own resources or funds available under CSR. However, the Department of Revenue, Disaster Management Cell may provide funds to Polytechnics/ITI wherever such funds can't be made available otherwise.
VI. CLARIFICATION :
The Department of Revenue, DM Cell may issue clarification and make notification in the scheme for smooth implementation.
