Notification No. STE-E(3)- 22/2018 dated 07-09-2018 issued on direction of the Hon'ble NGT dated 07-08-2018 in OA No. 138/2016 "Stench Grips Mansa's Sacred Ghaggar River" as per details below:—

Composition of the District Level Special Environment Surveillance Task Force :

The terms of reference of the Special Environment Surveillance Task Forces, in addition to those defined earlier in the aforesaid notification dated 17-11-2018 shall be as under:

The Task Force shall identify the polluting sources and the persons responsible for discharging of industrial and municipal effluents causing water pollution in the identified river stretches and their tributaries in their respective districts and will submit a monthly Action Taken Report to the River Rejuvenation Committee. They will also suggest various measures/actions for preparing an Action Plan by the RRC in terms of the direction of the Hon'ble NGT in order to restore the polluted river stretches to the prescribed standards.

संख्याः आई0पी0एच0-बी(ए)3-3/2018-I.--यतः हिमाचल प्रदेश के राज्यपाल को यह प्रतीत होता है कि हिमाचल प्रदेश में भूगर्भ जल संसाधनों के दोहन का नियन्त्रण व विनियमन करने के लिए प्रदेश के सम्पूर्ण भूभाग को हि0प्र0 भूगर्भ जल (विकास और प्रबन्धन का विनियमन और नियन्त्रण) अधिनियम, 2005 के अंतर्गत अधिसूचित करना अपेक्षित है, अतएव एतद्‌द्वारा यह अधिसूचित किया जाता है।

2. यह अधिसूचना ऐसे सभी व्यक्तियों, जो इससे सम्बन्धित हो सकते हैं, की जानकारी के लिए हि0प्र0 भूगर्भ जल (विकास और प्रबन्धन का विनियमन और नियन्त्रण) अधिनियम, 2005 की धारा 5 की उप-धारा(5) के उपबन्धों के अन्तर्गत जारी की जाती है।

3. पूर्वोक्त धारा द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राज्यपाल, हिमाचल प्रदेश इस समय सभी अधिकारियों व कर्मचारियों को धारा/उप-धारा द्वारा अपेक्षित अथवा अनुमतः अन्य सभी कार्यों को करने के लिए सहर्ष प्राधिकार देते हैं।

संख्याः ई.एक्स.एन.-एफ.(10)-1/2017.--हिमाचल प्रदेश के राज्यपाल, हिमाचल प्रदेश मूल्य परिवर्धित कर अधिनियम, 2005 (2005 का अधिनियम संख्यांक 12) की धारा 63 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए हिमाचल प्रदेश मूल्य परिवर्धित कर नियम, 2005 के नियम 40 का संशोधन करते हैं, अर्थात्‌ः-- 1. संक्षिप्त नाम.--इन नियमों का संक्षिप्त नाम हिमाचल प्रदेश मूल्य परिवर्धित कर (संशोधन) नियम, 2018 है।

2. नियम 40 का संशोधन.--हिमाचल प्रदेश मूल्य परिवर्धित कर नियम, 2005 के नियम 40 में उपनियम (5) के पश्चात्‌ निम्नलिखित परन्तुक अन्तःस्थापित किया जाएगा, अर्थात्‌ः--

"परन्तु वर्ष 2017-18 के लिए रजिस्ट्रीकृत व्यौहारी द्वारा वार्षिक विवरणी 15 दिसम्बर, 2018 को या इससे पूर्व प्रस्तुत की जा सकेगी।"।

EXCISE AND TAXATION DEPARTMENT

ORDER No. 1/2018-State Tax

Shimla-171002, the 11th December, 2018

No. EXN-F(10)-41/2017.—WHEREAS, sub-section (1) of section 44 of the Himachal Pradesh Goods and Services Tax Act, 2017 (10 of 2017) (hereafter in this order referred to as the said Act) provides that every registered person, other than an Input Service Distributor, a person paying tax under section 51 or section 52, a casual taxable person and a non-resident taxable person, shall furnish an annual return for every financial year electronically in such form and manner as may be prescribed on or before the thirty-first day of December following the end of such financial year;

AND WHEREAS, for the purpose of furnishing of the annual return electronically for every financial year as referred to in sub-section (1) of section 44 of the said Act, the electronic system to be developed is at the advanced stage and is likely to be made operational by the 31st January, 2019 as a result whereof, the said annual return for the period from the 1st July, 2017 to the 31st March, 2018 could not be furnished by the registered persons, as referred to in the said sub-section (1) and because of that, certain difficulties have arisen in giving effect to the provisions of the said section;

NOW, THEREFORE, in exercise of the powers conferred by section 172 of the Himachal Pradesh Goods and Services Tax Act, 2017, the Governor of Himachal Pradesh, on recommendations of the Council, is pleased to make the following Order, to remove the difficulties, namely:––

1. Short title.––This Order may be called the Himachal Pradesh Goods and Services Tax (Removal of Difficulties) Order, 2018.

2. In section 44 of the Himachal Pradesh Goods and Services Tax Act, 2017, after sub- section (2), the following Explanation shall be inserted, namely:––

"Explanation.—For the purposes of this section, it is hereby declared that the annual return for the period from the 1st July, 2017 to the 31st March, 2018 shall be furnished on or before the 31st March, 2019."

Bhojnagar, Tehsil & District Solan, Himachal Pradesh has moved an application before the undersigned under section 13(3) of Birth & Death Registration Act, 1969 alongwith affidavit and other documents for entering the date of birth of his son named Madan Khattri who was born on 1-1-2005 at Village & P. O. Bhojnagar, Tehsil & District Solan but his date of birth could not be entered in the record of Gram Panchayat Bhojnagar, Tehsil & District Solan.

Therefore, by this proclamation, the general public is hereby informed that any person having any objections for the registration of delayed date of birth of Madan Khattri s/o Sh. Ashay Khattri may submit their objection in writing or appear in person in this court on or before 29-12- 2018 at 10.00 A.M., failing which no objection will be entertained after expiry of above date.

अतः इस नोटिस के माध्यम से समस्त जनता तथा सम्बन्धित रिश्तेदारों को सूचित किया जाता है कि यदि किसी को शादी पंजीकरण बारे कोई एतराज/आपत्ति हो तो वह दिनांक 23-12-2018 को प्रातः 10.00 बजे असालतन या वकालतन हाजिर अदालत होकर पेश करे अन्यथा एकतरफा कार्यवाही अमल में लाई जाकर प्रार्थी को शादी पंजीकरण प्रमाण-पत्र जारी कर दिया जाएगा तथा बाद में कोई उजर काबिले समायत न होगा।
