5. Functions of the Committee:

The District Planning, Development and 20- Point Programme Review Committee will function as the Policy and Planning Council at the district level to give directions to the Administrative and Technical Personnel besides according approval, overseeing the7716 राजपत्र, हिमाचल प्रदेश, 23 जनवरी, 2019/3 माघ, 1940 implementation in terms of monitoring and review in respect of developmental schemes/Programmes and 20-Point Programme to be executed at district level. The Committee will also have the final authority to approve the shelf of schemes/projects under various decentralized planning programmes including Backward Area Sub-Plan. The meeting of the Committee will be held on quarterly basis as per date and venue fixed by the Chairman. The recommendations and suggestions of this committee will be sent to all the concerned Heads of Departments for taking appropriate action with a copy to Planning Department, Himachal Pradesh.

6. Conditions Governing TA/DA:

The Officials Members shall be entitled for TA/DA as admissible under the rules.

FOREST DEPARTMENT

NOTIFICATION

Shimla-2, the 18th August, 2018

No. FFE-B-A(10)-1/2009.—In supersession of all previous Notification Nos. Fts (F)6-7/82- Loose, Fts-B(B)-6-7/82-II, FFE-B-A(10)-2005 and FFE-B-A(10)-1/2009 dated 09-04-1996, 27-08- 2001, 20-07-2006 and 04-03-2014 regarding relief due to losses caused to human beings and domestic livestock by the Wild Animals as defined in Wildlife (Protection) Act, 1972, the Governor, Himachal Pradesh is pleased to notify the following enhanced relief rates as under:—

The following guidelines will be followed for grant of relief:—

(i) Production of postmortem report in case of loss of human life, certificate in case of grievous injury, partial & permanent disability and prescription slip as well as verfication of actual cost of medical treatment in case of simple injury (including Monkey bites) from the Medical Officer of a Government Institution/Govt. recognized Medical Institution, as the case may be.

(ii) The verification of loss of cattle that was actually caused by wild animal can be done by the Pradhan/Up-Pradhan of Panchayat/Patwari/President, Notified Area Committee/ Chairman, Municipal Committee, Commissioner/Mayor/Deputy Mayor, Municipal Corporation of the area/Elected Member of the Cantonment Board area/Councilor of the area, Range Officer/Deputy Ranger/Forest Guard or any other forest officer higher7720 राजपत्र, हिमाचल प्रदेश, 23 जनवरी, 2019/3 माघ, 1940 in rank than a Range Officer, Veterinary Officer or Veterinary Pharmacist or officer authorized by Veterinary Officer of the area.

(iii) All DFOs in H.P. shall be the final authority to sanction all cases of relief claims on account of losses caused by the wild animlas to humans and domestice livestock.

(iv) The DFOs shall release 25% of the amount of relief prescribed for human loss/permanent & partial disability/grievous injury on receipt of report as interim relief immediately to the family of the deceased/affected person after due verfication in anticipation of formal sanction without delay. The balance amount will be released afer receipt of the complete relief claim.

(v) For immediate disbursement of relief claims, a corpus fund will be created at the level of Principal Chief Conservator of Forests (Wildlife)-cum-Chief Wildlife Warden. All the budget allocations from the State as well as from State CAMPA in respect of relief shall be deposited in the aforesaid corpus fund. The PCCF (WL) will ensure the disburesement of relief amount in respect of aforesaid categories of losses on the same day on receipt of a request from the concerned DFO. The DFO concerned will ensure to send such requests by E-mail/ Fax asking for funds of relief amount on the same day of incident or on the day of receipt of information of the incident from the claimant. DFO will make payment of aforesaid 25% of the relief amount immediately from the budget available with him under any scheme and same will be recouped on receipt of funds from the Chief Wildlife Warden.

(vi) All claims in respect of simple injury to humans shall be restricted to actual cost of medical treatment verified by the Medical Officer of a Government Institution/Govt. recognized Medical Institution subject to maximum of Rupees 15,000/- as prescribed above in the categories of losses.

(vii) All cases of losses caused by the wild animals should be reported by the applicant to the nearest Forest Office within seven days of the incident and claims for relief is filed within one month to the nearest Range Forest Office under control of Divisional Forest Officer (territorial or wildlife). The claim can be filed either at the place where the loss by wild animal has occurred/reported or where the applicant resides. All time barred cases shall be sent to Govt. of Himachal Pradesh for approval.

(viii) The relief will be granted in case of loss of livestock to the owner of the livestock.These rates would be applicable for killing of domestic animals by wild animals as defined in Wildlife (Protection) Act, 1972 in cattlesheds/cowsheds, private land, private premises and forests.

(ix) The relief in case of loss of the human being will be granted in the order of preference given below:—

(a) Wife or husband, as the case may be

(b) Sons, unmarried or divorced daughters and children of predeceased son (equal share).

(c) Daughters (equal share).

(d) Grand Children being children of his/her sons or daughters who died before him/her (equal share).

(f) Brothers or sisters or children of the deceased brothers, (equal share).

(g) Failing all above any other next of kin entitled to a share in the estate.

All the prescribed rates shall be made applicable with immediate effect.

अतः हिमाचल प्रदेश के राज्यपाल, पूर्वोक्त अधिनियम की धारा 29 की उपधारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए घोषणा करते हैं कि उक्त अधिनियम के अध्याय-4 के उपबन्ध उक्त वन भूमि/बंजर भूमि को लागू होंगे और जो एतद्‌पश्चात्‌ पूर्वोक्त अधिनियम की धारा 29 की उपधारा (2) के उपबन्धों के अधीन ''संरक्षित वन'' कहलाएगी।

No. FFE-B-F(14)-94/2014.—Whereas the nature and extent of the rights of the Government and of private persons in or over the Forest Land/Waste Land specified in the schedule inserted to this Notification have been enquired into and recorded as required under sub-section(3) of section-29 of the Indian Forest Act, 1927 (Act No. 16 of 1927);

And whereas the Forest Land/ Waste Land shown in the said schedule is the property of the Government or over which the Government has proprietary rights or the Government is entitled to the whole or any part of the Forest Produce therein;

Now therefore, in exercise of the powers conferred by sub-section (1) of section-29 of the Act ibid, the Governor, Himachal Pradesh is pleased to declare that the provisions of Chapter-IV of the Act shall apply to the said Forest Land/Waste Land and shall hereafter be called as "Protected Forests" under the provisions of sub-section (2) of section-29 of the Act ibid.

अतिरिक्त जिला रजिस्ट्रार, जन्म एवं मृत्यु हमीरपुर के कार्यालय पत्र संख्या HFW-HMR (B&D) 2018-20338 दिनांक 24-12-2018 अनुसार श्रीमती कैहरो देवी पत्नी श्री रघुनाथ, गांव कोट, डा0 कोट, तहसील टौणी देवी, जिला हमीरपुर, हि0 प्र0 का आवेदन समस्त रिकार्ड व शपथ-पत्र सहित इस कार्यालय में प्राप्त हुआ है जिसमें उल्लेख है कि उसकी सास श्रीमती मैना देवी की मृत्यु दिनांक 28-11-1985 को हुई है परन्तु ग्राम पंचायत कोट के रिकार्ड में उक्त मृत्यु दिनांक का पंजीकरण न करवा सकी है तथा अब मृत्यु दिनांक उपरोक्त को ग्राम पंचायत कोट में दर्ज करवाना चाहती है। अतः इस इश्तहार द्वारा आम जनता को सूचित किया जाता है कि श्रीमती मैना देवी पत्नी श्री जट राम, गांव कोट, डा0 कोट, तहसील टौणी देवी, जिला हमीरपुर, हि0 प्र0 की मृत्यु तिथि 28-11-1985 को ग्राम पंचायत कोट के रिकार्ड में दर्ज करने बारे किसी को कोई उजर/एतराज हो तो वह दिनांक 20-02-2019 को असालतन/वकालतन हाजिर आकर एतराज पेश कर सकता है। हाजिर न आने की सूरत में एकतरफा कार्यवाही अमल में लाई जाकर आगामी कार्यवाही की जायेगी। उसके बाद का उजर जेर समायत न होगा।

उपरोक्त मुकद्दमा उनवान वाला में श्री पूर्ण सिंह पुत्र श्री कमल देव, वासी वार्ड नं0 10 ऊना, तहसील व जिला ऊना (हि0 प्र0) ने इस न्यायालय में प्रार्थना-पत्र प्रस्तुत किया है कि उसका विवाह दिनांक 19-02-2017 को ममता देवी पुत्री श्री सुभाष चन्द, वासी वल्ह रेहडे, तहसील बंगाणा, जिला ऊना के साथ हुआ है लेकिन अज्ञानता के कारण अपने विवाह का इन्द्राज स्थानीय रजिस्ट्रार, विवाह पंजीकरण, नगरपालिका ऊना, तहसील व जिला ऊना (हि0 प्र0) में दर्ज न करवा सका। 7736 राजपत्र, हिमाचल प्रदेश, 23 जनवरी, 2019/3 माघ, 1940 अतः इस सन्दर्भ में आम जनता को सूचित किया जाता है कि उपरोक्त वर्णित प्रार्थीगण के विवाह का इन्द्राज स्थानीय रजिस्ट्रार, विवाह पंजीकरण, नगरपालिका ऊना, तहसील व जिला ऊना (हि0 प्र0) में दर्ज करवाने बारे किसी को कोई उजर या एतराज हो तो वह दिनांक 08-02-2019 को अथवा इससे पूर्व इस न्यायालय में उपस्थित होकर प्रस्तुत कर सकता है, अन्यथा इसके बाद उक्त वर्णित विवाह के पंजीकरण हेतु आगामी कार्यवाही अमल में लाई जायेगी। इसके बाद कोई भी एतराज काबिले समायत न होगा।

आज दिनांक 08-01-2019 को हस्ताक्षर मेरे व मोहर अदालत द्वारा जारी हुआ।

Notice inviting objection from any person with regard to registration of marriage.

WHEREAS an application for registrarion of Marriage U/S 15 of the Special Marriage Act, 1954 has been moved in this office on dated 26-12-2018 jointly by (1) Karan Kumar age 21 years s/o Shri Ramesh Kumar, V.P.O. Dhundla,Tehsil Bangana, District Una (H. P.), and Pushpa Devi age 23 years d/o Mangat Ram, House No. 25, Ward No. 05, V.P.O. Beasar, Tehsil & District Kullu (H.P.) at present wife of Shri Karan Kumar age 21 years s/o Shri Ramesh Kumar, V.P.O. Dhundla,Tehsil Bangana, District Una (H. P.) as per the application duly supported with affidavit of concerned individual, the marriage stood solemnized on 24-12-2018 as per Hindu rites and customs in V.P.O. Dhundla, Tehsil Bangana, Distt. Una (H.P.) which falls in the jurisdiction of Sub Division Bangana.

AND WHEREAS before registration of the marriage it is mandatory to call for the objections of any person regarding registration of the aforementioned marriage.

THEREFORE, any person having any objection with regard to the registration of above marriage may submit in writing within one month of the publication of the notice.
