Shimla-2, the 7th February, 2019
No. HFW-B(A)8-1/2017.—The issue regarding reimbursement of cost of Oxygen Concentrator/BIPAP/CPAP to the Govt. employee/Pensioners was engaging the attention of the Government for the past some time and in supersession of this department notification No. HFW- B(A)8-1/03(I/N) dated 20-12-2004, the Governor of Himachal Pradesh is pleased to lay down the 259-राजपत्र/2019-23-03-2019 (9489) 9490 राजपत्र, हिमाचल प्रदेश, 23 मार्च, 2019/2 चैत्र, 1941 following procedure for reimbursement of Oxygen Concentrator/CPAP/BIPAP Machines to Govt. employees/ Pensioners:—
1. Request of the individual beneficiary should be accompanied by a certificate of medical necessity (as per Annexure A & B). The checklist shall be filled up by the treating physician carefully taking into consideration all clinical facts.
2. The beneficiary would apply to the Principal IGMC alongwith following documents:—
(a) Medical necessity certificate as per clause 1.
(b) Undertaking to the effect that he/ she has not claimed reimbursement of the cost of the machine in last five years.
3. The Principal shall get the genuineness of the necessity examined by a standing committee comprising of the following:—
(1) The Principal, IGMC Shimla
.. Chairman (2) Prof. & Head of Department (Medicine), IGMC Shimla
.. Member (3) Prof. & Head of Department (Pulmonary Medicine), IGMC Shimla .. Member 4. The committee may seek clarification like additional reports etc. if required from the beneficiary and make their recommendations to the Director Medical Education.
5. The Director Medical Education shall issue the approval for the purchase of these machines subject to the capping prescribed as per the CGHS Rules.
6. The ceiling limits for reimbursement shall be adopted as per CGHS rates and shall include the cost of maintenance with spare parts for a period of five years.
7. Request for replacement of the machine after completion of five years shall need to be advised and processed in the same manner as for first machine and should be accompanied with a non-serviceability/condemnation certificate of previous machine.
8. No request for reimbursement of cost of repair/spares shall be entertained within a block of 5 years.
This issue with the prior concurrence of Finance Department obtained vide their Dy. No. 54559987-Fin(C) A (3)-6/2014 dated 2-01-2019.
