Solan, the 10th March, 2019
No. PSH/1-14/89-1.—WHEREAS, the Election Commission of India (ECI) has announced the schedule of General Election to Lok Sabha-2019 on dated 10-03-2019 and the Model code of Conduct has come into force with immediate effect.
And whereas, the election process has set in motion on the announcement of the schedule of General Election to Lok Sabha-2019 and the election process would be completed on 27th May, 2019.
AND WHEREAS, the election to the Shimla-4 (SC) Lok Sabha constituency would be held on 19-05-2019 and election process would be completed on 27-05-2019 and Solan district is part of Shimla (SC) Lok Sabha constituency.
AND WHEREAS, some areas of Solan district are bordering Punchkula district of Haryana State and Mohali and Ropar districts of Punjab State and there is every possibility/likelihood of movement /penetration of anti-social/criminal elements from these bordering areas of Punchkula district of Haryana and Mohali and Ropar districts of Punjab into the areas of Solan District of Himachal Pradesh. As a result, the possibility of law and order problem cannot be ruled out.
AND WHEREAS, to maintain law and order in view of the above narrated facts preventive measured are required to be taken for the smooth and peaceful conduct of General Election of Lok Sabha- 2019 in Solan district which is part of Shimla-4 (SC) Lok Sabha Constituency.
NOW THEREFORE, I, Vinod Kumar, IAS, District Magistrate, Solan Himachal Pradesh in exercise of the powers vested in me under section 144 Cr. P.C. 1973 do hereby prohibit all persons/ residents/organizations/NGOs to carry all kinds of fire arms and ammunition and weapons in Solan District and further order to deposit their fire arms and ammunition in their respective Police Stations/Arms and ammunition dealers with immediate effect. These orders shall not be applicable on Police/Para-Military Forces/Security Forces/Government or Semi-Government or authorized security personnels on duty.

No. HPERC/151/Vol-III.—In exercise of the powers conferred by sub-section (1) of section 92 and clause (zl) of sub-section (2) of section 181 of the Electricity Act, 2003 (36 of 2003), read with section 21 of the General Clauses Act,1897(10 of 1897), and all other powers enabling it in this behalf as contained in the Electricity Act, 2003 and any other law for the present being in force, the Himachal Pradesh Electricity Regulatory Commission proposes to make the following draft regulations further to amend the Himachal Pradesh Electricity Regulatory Commission (Conduct of Business) Regulations, 2005, published in the Rajpatra, Himachal Pradesh (e-Gazette), dated 14th January, 2005 and as required by sub-section (3) of section 181 of the said Act and rule 3 of the Electricity (Procedure for Previous Publication) Rules, 2005, the said draft regulations are hereby published for the information of all the persons likely to be affected thereby; and notice is hereby given that the said draft regulations will be taken into consideration after the expiry of thirty days from the date of their publication in the Rajpatra, Himachal Pradesh, together with any objections or suggestions which may within the aforesaid period be received in respect thereto.

DRAFT REGULATIONS
1. Short title and commencement.—(1) These regulations may be called the Himachal Pradesh Electricity Regulatory Commission (Conduct of Business) (Tenth Amendment) Regulations, 2019.
(2) These regulations shall come into force from the date of their publication in the Rajpatra, Himachal Pradesh.
2. Insertion of Regulation 1-A.—After regulation 1 of the Himachal Pradesh Electricity Regulatory Commission (Conduct of Business) Regulation, 2005, (hereinafter called "the said regulations"), the following regulation 1-A shall be inserted, namely:—

Applicability.—These regulations shall apply in relation to the functions to be performed and duties to be discharged by the Commission under the provisions of the Act and these regulations shall, mutatis mutandis as far as practicable and possible, apply also to the proceedings to be conducted by the Commission or by an adjudicating officer appointed under section 27 of the Energy Conservation Act, 2001 or under any law for the time being in force, so far these are not inconsistent with the provisions of the Act (ibid) or the provisions of such other law, as the case may be."
3. Amendment of Regulation 2.— In clause (g) of regulation 2 of the said regulations, for the words "functions under the Act", the words "functions under the Act or the functions assigned to it under any other law for the time being in force" shall be substituted.
4. Amendment of Regulation 58.— In sub-regulation (1) of regulation 58 of the said regulations, the word and sign "appeal," shall be omitted.
5. Amendment of Regulation 61.— At the end of regulation 61 of the said regulations after the word "Commission", the words "in the Himachal Pradesh Electricity Regulatory Commission (Procedure for Filing Appeal before Appellate Authority) Regulations, 2005" shall be added.
6. Substitution of the Schedule.— For Schedule of the said regulations, the following Schedule shall be substituted, namely:—

No. P-2/240, Jaral Colony Pandoh, Tehsil Sadar, District Mandi (H.P.). have filed an application alongwith affidavits in the court of undersigned under section 15 of Special Marriage Act, 1954 that they have solemnized their marriage on 21-12-2016 according1509 राजपत्र, हिमाचल प्रदेश, 02 मई, 2019/12 वैशाख, 1941 to Hindu rites and customs at Ward No. 7, Mahilpur Gurudwara Punjab and they are living together as husband and wife since then. Hence, their marriage may be registered under Special Marriage Act, 1954.
Therefore, the general public is hereby informed through this notice that any person who has any objection regarding this marriage, can file the objection personally or in writing before this court on or before 15-05-2019. After that no objection will be entertained and marriage will be registered.
