Shimla-2, the 29th July, 2019

No. STE-F(1)-2/2009.—Economic growth and development in India over the last two decades has brought decline in poverty rates, increased urbanization and has put tremendous demand for various goods and services. Meeting the demand for products and services of rising 97-राजपत्र/2019-02-08-2019 (4299)4300 राजपत्र, हिमाचल प्रदेश, 02 अगस्त, 2019/11 श्रावण, 1941 population with increased aspirations has led to mostly indiscriminate exploitation of natural resources and would further lead to increased pressure on resources resulting in environmental degradation, thereby raising sustainability concerns. MoEF & CC GOI is in the process of framing National Policy on Resource Efficiency that aims to promote economy, wide sustainable production and consumption through use of resources. This policy requires engagement for development and implementation of region and sector specific resource efficiency plans.

Therefore, the Governor, Himachal Pradesh is pleased to constitute the State Resource Efficiency Cell as under in the Department of Environment, Science & Technology to co-ordinate with the MoEF & CC. G.O.I. with immediate effect :—

No. FFE-B-F-(14)-5/2019.—WHEREAS the nature and extent of the rights of the Government and of the Private Persons in or over the forest land or waste land specified in the4302 राजपत्र, हिमाचल प्रदेश, 02 अगस्त, 2019/11 श्रावण, 1941 SCHEDULE appended to this Notification have been enquired into and recorded, as required under sub-section (3) of section-29 of the Indian Forest Act, 1927 (Act No. 16 of 1927);

AND WHEREAS the forest land or waste land shown in the said SCHEDULE is the property of the Government or over which the Government has proprietary rights or the Government is entitled to the whole or any part of the forest produce therein;

NOW THEREFORE in exercise of the powers conferred by sub-section (1) of section-29 of the Act ibid, the Governor, Himachal Pradesh is pleased to declare that the provisions of Chapter-IV of the said Act shall apply to the said forest land or waste land and shall hereafter be called as "protected forests" under the provisions of sub-section (2) of section-29 of the Act ibid.

NOTIFICATION

Shimla-2, the 4th July, 2019

No. FFE-B-F-(14)-12/2019.—WHEREAS the nature and extent of the rights of the Government and of the Private Persons in or over the forest land or waste land specified in the SCHEDULE appended to this Notification have been enquired into and recorded, as required under sub-section (3) of section-29 of the Indian Forest Act, 1927 (Act No. 16 of 1927);

AND WHEREAS the forest land or waste land shown in the said SCHEDULE is the property of the Government or over which the Government has proprietary rights or the Government is entitled to the whole or any part of the forest produce therein;

NOW THEREFORE in exercise of the powers conferred by sub-section (1) of section-29 of the Act ibid, the Governor, Himachal Pradesh is pleased to declare that the provisions of Chapter-IV of the said Act shall apply to the said forest land or waste land and shall hereafter be called as "protected forests" under the provisions of sub-section (2) of section-29 of the Act ibid.

संख्या एफ0एफ0ई0-बी0-एफ0(14)-13/2019.--भारतीय वन अधिनियम, 1927 (1927 का अधिनियम संख्यांक 16) की धारा 29 की उप-धारा (3) के अधीन यथा अपेक्षित के अनुसार इस अधिसूचना से संलग्न अनुसूची में विनिर्दिष्ट वन भूमि या बंंजर भूमि में या उस पर सरकार तथा प्राइवेट व्यक्तियों के अधिकारों के स्वरूप और विस्तार की जांच कर ली गई है और उन्हें अभिलिखित कर लिया गया है;

और उक्त अनुसूची में दर्शित वन भूमि या बंजर भूमि, सरकार की सम्पत्ति है, या जिस पर सरकार के सांपत्तिक अधिकार हैं या सरकार उसकी वन उपज के सम्पूर्ण या किसी भाग की हकदार है;

अतः हिमाचल प्रदेश के राज्यपाल, पूर्वाेक्त अधिनियम की धारा 29 की उप-धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए घोषणा करते हैं कि उक्त अधिनियम के अध्याय-4 के उपबन्ध उक्त वन भूमि या बंजर भूमि को लागू होंगे और जो इसमें इसके पश्चात्‌ पूर्वाेक्त अधिनियम की धारा 29 की उप-धारा (2) के उपबन्धों के अधीन ''संरक्षित वन'' कहलाएगी।4314 राजपत्र, हिमाचल प्रदेश, 02 अगस्त, 2019/11 श्रावण, 1941 अनुसूची

श्रीमती Nisha पत्नी स्व0 श्री Jai Singh, निवासी Kolar, तहसील पांवटा साहिब, जिला सिरमौर, हि0 प्र0 ने एक प्रार्थना-पत्र प्रस्तुत करके निवेदन किया है कि आवेदिका किन्हीं कारणों से अपने पति Jai singh की मृत्यु तिथि 25-10-1980 का इन्द्राज निर्धारित अवधि के अन्दर सम्बन्धित ग्राम पंचायत में दर्ज नहीं करवा पाई है। इस बारे आवेदिका द्वारा एक ब्यान हल्फी भी पेश किया गया है तथा इस सम्बन्ध में दो 4330 राजपत्र, हिमाचल प्रदेश, 02 अगस्त, 2019/11 श्रावण, 1941 गवाहों के शपथ-पत्र भी आवेदिका ने अपने प्रार्थना-पत्र के साथ संलग्न किये हैं। आवेदिका ने ग्राम पंचायत Kolar में अपने ऊपर वर्णित पति की मृत्यु तिथि 25-10-1980 को दर्ज करने का अनुरोध किया है। अतः इस इश्तहार द्वारा आम जनता को सूचित किया जाता है कि यदि किसी भी व्यक्ति को Jai Singh की मृत्यु तिथि ग्राम पंचायत Kolar, तहसील पांवटा साहिब में दर्ज करने बारे कोई एतराज हो तो वह मिति 23-08-2019 को या इससे पूर्व हमारे न्यायालय में हाजिर होकर लिखित अथवा मौखिक एतराज पेश कर सकता है। उक्त निश्चित तिथि के बाद कोई भी एतराज मान्य नहीं होगा और समझा जायेगा कि उक्त Jai Singh की मृत्यु तिथि को सम्बन्धित ग्राम पंचायत में दर्ज करने बारे किसी को कोई एतराज नहीं है तथा नियमानुसार मृत्यु तिथि पंजीकरण के आदेश जारी कर दिये जायेंगे।

No. Fin-2-C-(12)-1/2019.—Government of Himachal Pradesh hereby notifies the sale of Himachal Pradesh Government Stock (securities) of 10-year tenure for an aggregate amount of ` 250.00 crore (Nominal). The sale will be subject to the terms and conditions spelt out in this notification (called Specific Notification) as also the terms and conditions specified in the General Notification No. Fin-2-C(12)-11/2003 dated July 20, 2007 of Government of Himachal Pradesh.

Object of the loan :

1. (i) The proceeds of the State Government Securities will be utilized for the development programme of the Government of Himachal Pradesh.

Method of Issue

2. Government Stock will be sold through the Reserve Bank of India, Mumbai Office (PDO) Fort, Mumbai-400 001 by auction in the manner as prescribed in paragraph 6.1 of the General Notification No. Fin-2-C(12)-11/2003, dated July 20, 2007 at a coupon rate to be determined by the Reserve Bank of India at the yield based auction under multiple price formats.

Allotment to Non-Competitive Bidders

3. The Government Stock upto 10% of the notified amount of the sale will be allotted to eligible individuals and institutions subject to a maximum limit of 1% of the notified amount for a single bid as per the Revised Scheme for Non-Competitive Bidding Facility in the Auctions of State Government Securities of the General Notification (Annexure-II).

Place and Date of Auction

4. The auction will be conducted by the Reserve Bank of India, at its Mumbai Office, Fort, Mumbai-400 001 on August 06, 2019. Bids for the auction should be submitted in electronic format, on the Reserve Bank of India Core Banking Solution (E-Kuber) System as stated below on August 06, 2019.

(a) The competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) System between 10:30AM and 12:00 PM.

(b) The non-competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) System between 10:30 AM and 11:30 AM.

Result of the Auction

5. The result of the auction shall be displayed by the Reserve Bank of India on its website on the same day. The payment by successful bidders will be on August 07, 2019.

Method of Payment

6. Successful bidders will make payments on August 07, 2019 before close of banking hours by means of cash, bankers' cheque/pay order, demand draft payable at Reserve Bank of India Mumbai/New Delhi or a cheque drawn on their account with Reserve Bank of India, Mumbai (Fort)/New Delhi.

Tenure

7. The Stock will be of 10 year tenure. The tenure of the Stock will commence on August 07, 2019.

8. The loan will be repaid at par on August 07, 2029.

Rate of Interest

9. The cut-off yield determined at the auction will be the coupon rate percent per annum on the Stock sold at the auction. The interest will be paid on February 07 and August 07.

Eligibility of Securities

10. The investment in Government Stock will be reckoned as an eligible investment in Government Securities by banks for the purpose of Statutory Liquidity Ratio (SLR) under Section 24 of the Banking Regulation Act, 1949. The stocks will qualify for the ready forward facility.
