संख्या आई0 पी0 एच0 (ए) 3 (1)-4/2017-1.--हिमाचल प्रदेश के राज्यपाल, भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, हिमाचल प्रदेश लोक सेवा आयोग के परामर्श से, इस विभाग की अधिसूचना संख्या आई0 पी0 एच0 (ए) 3 (1)-4/2017, तारीख 12-10-2017 102-राजपत्र/2019-08-08-2019 (4451) 4452 राजपत्र, हिमाचल प्रदेश, 08 अगस्त, 2019/17 श्रावण, 1941 द्वारा अधिसूचित हिमाचल प्रदेश सिंचाई एवं जन स्वास्थ्य विभाग, पम्प परिचारक, वर्ग-IV (अराजपत्रित), भर्ती और प्रोन्नति नियम, 2017 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ः- 1. संक्षिप्त नाम और प्रारम्भ.--(1) इन नियमों का संक्षिप्त नाम हिमाचल प्रदेश सिंचाई एवं जन स्वास्थ्य विभाग, पम्प परिचारक, वर्ग-IV (अराजपत्रित), भर्ती और प्रोन्नति नियम, 2019 है।

(2) ये नियम राजपत्र (ई-गजट), हिमाचल प्रदेश में प्रकाशित किए जाने की तारीख से प्रवृत्त होंगे। 2. उपाबंध-''क'' का संशोधन.--हिमाचल प्रदेश सिंचाई एवं जन स्वास्थ्य विभाग, पम्प परिचारक, वर्ग-IV (अराजपत्रित), भर्ती और प्रोन्नति नियम, 2017 के उपाबंध-"क" में स्तम्भ सख्ंया 10 के सामने विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ :-

"शत प्रतिशत सीधी भर्ती द्वारा नियमित आधार पर या संविदा के आधार पर भर्ती द्वारा/बेलदारों में से सर्वथा वरिष्ठता के आधार पर स्थानान्तरण द्वारा, जो पम्प मोटरों अेर विद्युत साधित्रों (असेसरीज) पर कार्य करने का पांच वर्ष का अनुभव रखते हों। जल रक्षकों (वाटर गार्डज) में से पदारोहण द्वारा, जिन्होंने बारह वर्ष की सेवा पूर्ण कर ली हो अेर जिनका पम्प मोटरों अेर विद्युत साधित्रों (असेसरीज) पर कार्य करने का तीन वर्ष का अनुभव हो।"

No. IPH(A)3(1)-4/2017-1.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor, Himachal Pradesh, in consultation with the Himachal Pradesh Public Service Commission, is pleased to make the following rules further to amend the Himachal Pradesh, Irrigation and Public Health Department, Pump Attendant, Class-IV (Non-Gazetted) Recruitment and Promotion Rules, 2017, notified vide this Department notification number No. IPH-(A)3(1)-4/2017, dated 12-10-2017, namely:—

1. Short title and commencement.—(1) These rules may be called the Himachal Pradesh, Irrigation & Public Health Department, Pump Attendant, Class-IV (Non Gazetted) Recruitment and Promotion (1st Amendment) Rules, 2019.

(2) These rules shall come into force from the date of the publication in the Rajpatra (e-Gazette), Himachal Pradesh.

2. Amendment of Annexure-"A".—In Annexure-"A" to the Himachal Pradesh, Irrigation & Public Health Department, Pump Attendant Class-IV (Non Gazetted) Recruitment and4453 राजपत्र, हिमाचल प्रदेश, 08 अगस्त, 2019/17 श्रावण, 1941 Promotion Rules, 2017 for the existing provision against Column No.10, the following shall be substituted, namely:—

"100% by direct recruitment on regular basis or by recruitment on contract basis/by transfer from amongst Beldar who possess 5 years experience of working with Pump Motors and Electrical accessories strictly on the basis of seniority/induction from Water Guards after completion of 12 years of service with 3 years experience of working with Pump, Motors and Electrical accessories."

No. 9-LSA/Regulation/96.—In exercise of the powers conferred under section 29 A of The Legal Services Authorities Act, 1987 (Act No. 39 of 1987), the Himachal Pradesh State Legal Services Authority hereby makes the following Regulations further to amend the Himachal Pradesh State Legal Services Authority Regulations, 1996, notified vide this Authority Notification No. 9-LSA/Regulations/96, dated 15th May, 1996, published in the Rajpatra, Himachal Pradesh (Extra- ordinary), dated 17th May, 1996, namely :—

1. Short title and commencement.—(i) These regulations may be called the Himachal Pradesh State Legal Services Authority Regulations (11th Amendment, 2019) Regulations, 1996.

(ii) These regulations shall come into force w.e.f. 24-7-2019.

2. Amendment in Regulations 15(gg).—In Regulation 15(gg) of the Himachal Pradesh State Legal Services Authority Regulations, 1996, the words "and Senior Citizen" shall stand deleted.

No. FFE-B-F(14)-26/2019.—WHEREAS the nature and extent of the rights of the Government and of the Private Persons in or over the forest land or waste land specified in the SCHEDULE appended to this Notification have been enquired into and recorded, as required under sub-section (3) of section-29 of the Indian Forest Act, 1927 (Act No. 16 of 1927);

AND WHEREAS the forest land or waste land shown in the said SCHEDULE is the property of the Government or over which the Government has proprietary rights or the Government is entitled to the whole or any part of the forest produce therein;

NOW THEREFORE in exercise of the powers conferred by sub-section (1) of section-29 of the Act ibid, the Governor, Himachal Pradesh is pleased to declare that the provisions of Chapter- IV of the said Act shall apply to the said forest land or waste land and shall hereafter be called as "protected forests" under the provisions of sub-section (2) of Section-29 of the Act ibid.

अतः हिमाचल प्रदेश के राज्यपाल, पूर्वाेक्त अधिनियम की धारा-29 की उप-धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए घोषणा करते हैं कि उक्त अधिनियम के अध्याय-4 के उपबन्ध उक्त वन भूमि या बंजर भूमि को लागू होंगे और जो इसके पश्चात्‌ पूर्वाेक्त अधिनियम की धारा-29 की उप-धारा (2) के उपबन्धों के अधीन ''संरक्षित वन'' कहलाएगी।

No. FFE-B-F-(14)-32/2019.—WHEREAS the nature and extent of the rights of the Government and of the Private Persons in or over the forest land or waste land specified in the SCHEDULE appended to this Notification have been enquired into and recorded, as required under sub-section (3) of Section-29 of the Indian Forest Act, 1927 (Act No. 16 of 1927);

AND WHEREAS the forest land or waste land shown in the said SCHEDULE is the property of the Government or over which the Government has proprietary rights or the Government is entitled to the whole or any part of the forest produce therein;

NOW THEREFORE in exercise of the powers conferred by sub-section (1) of Section-29 of the Act ibid, the Governor, Himachal Pradesh is pleased to declare that the provisions of Chapter- IV of the said Act shall apply to the said forest land or waste land and shall hereafter be called as "protected forests" under the provisions of sub-section (2) of Section-29 of the Act ibid.

विषय.--राजस्व रिकार्ड में नाम दुरुस्ती बारे आवेदन-पत्र।

श्री भगत राम पुत्र श्री मान दास, निवासी गांव सेरी, डाकघर सोमनाचनी, तहसील बालीचौकी, जिला मण्डी (हि0प्र0) ने एक आवेदन पत्र मय शपथ-पत्र इस आशय के साथ गुजारा है कि उसका नाम ग्राम पंचायत भनवास के रिकार्ड में भगत राम दर्ज है, लेकिन राजस्व विभाग के रिकार्ड महाल सोमगाड़/634 जमाबन्दी साल 2015-16 में गलती से आवेदक का नाम भाग चन्द दर्ज हुआ है। प्रार्थी अब राजस्व रिकार्ड में ग्राम पंचायत भनवास के रिकार्ड के आधार पर अपना नाम भगत राम दर्ज करवाना चाहता है।

अतः इस इश्तहार द्वारा सर्वसाधारण जनता व हितबद्ध व्यक्तियों को सूचित किया जाता है कि उपरोक्त नाम को दुरुस्त करने बारे किसी भी व्यक्ति को कोई आपाि हो तो वह दिनांक 30-08-2019 को या इससे पूर्व अधोहस्ताक्षरी के समक्ष असालतन या वकालतन उपस्थित होकर अपनी आपाि दर्ज कर सकता है। इसके पश्चात्‌ कोई भी एतराज काबिले समायत नहीं होगा तथा आवेदन-पत्र पर नियमानुसार कार्यवाही अमल में लाई जाएगी।

श्री गूही राम पुत्र डागणू, निवासी गांव शेगली, महाल बान्दल, डाकघर देवरी, तहसील औट, जिला मण्डी (हि0प्र0) ने दिनांक 18-07-2019 को इस अदालत में आवेदन-पत्र गुजारा है कि उसके स्व0 नाना श्री पोशू राम पुत्र माघु राम की मृत्यु की घटना अज्ञानतावश ग्राम पंचायत देवरी के रिकार्ड में दर्ज नहीं हुई है।4475 राजपत्र, हिमाचल प्रदेश, 08 अगस्त, 2019/17 श्रावण, 1941 प्रार्थी के स्व0 नाना श्री पोशु राम की मृत्यु दिनांक 02-05-1979 को हुई है। प्रार्थी ने इस अदालत से प्रार्थना की है कि उसके स्व0 नाना श्री पोशू राम का नाम कटवाने व मृत्यु तिथि 02-05-1979 दर्ज करवाने बारे सम्बन्धित पंचायत को लिखित आदेश पारित करने की कृपा की है।

अतः इस इश्तहार द्वारा आम जनता को सूचित किया जाता है कि यदि किसी व्यक्ति को उक्त व्यक्ति की मृत्यु तिथि पंचायत देवरी के रिकार्ड में दर्ज करने बारा कोई उजर/एतराज हो तो वह असालतन या वकालतन तारीख पेशी 19-08-2019 को सुबह 10.00 बजे हाजिर होकर अपना उजर पेश कर सकता है बसूरत गैरहाजिरी एकतरफा कार्यवाही अमल में लाई जाकर उचित आदेश पारित कर दिये जाएंगे। मोहर।

उपरोक्त प्रार्थीगण श्री मुहम्मद असलम, श्री जाहिर अख्तर पुत्रगण मेहर अली, निवासी छातर, डाकघर जुगाहण, तहसील सुन्दरनगर, जिला मण्डी, हि0 प्र0 ने अधोहस्ताक्षरी के न्यायालय में विला पंजीकृत बसीयत को पंजीकृत करने हेतु प्रार्थना-पत्र प्रस्तुत किया है। श्रीमती नीरूमू बीबी पत्नी श्री गुलाम हुसैन पुत्र श्री अली बक्ष, निवासी डिनक, डाकघर कनैड, तहसील सुन्दरनगर, जिला मण्डी, हि0 प्र0 प्रार्थीगण के पक्ष में दिनांक 26-11-2017 को एवं विला पंजीकृत बसीयत करवाई थी तथा प्रार्थीगण जिसका पंजीकरण करवाना चाहते हैं। अतः इस इश्तहार के माध्यम से आम जनता को सूचित किया जाता है कि उपरोक्त विला पंजीकृत बसीयत को पंजीकृत करने बारा कोई उजर/एतराज हो तो वह दिनांक 28-08-2019 को असालतन या वकालतन हाजिर अदालत होकर पेश कर सकते हैं। हाजिर न आने की सूरत में एकतरफा कार्यवाही अमल में लाई जाकर विला पंजीकृत बसीयत को पंजीकृत करने के आदेश पारित कर दिये जाएंगे।
