File No. HFW-B(B)1-10/2018-VOL-I.—In partial modification of this Department's notification No. HFW-B(B)1-10/2018 dated 22-06-2019, the Governor of Himachal Pradesh is pleased to order that the following clauses of the 'Resident Doctor Policy' shall be read henceforth as under:—

7. Senior Residents/Tutor-Specialist:

7.1. Essential Qualification(s)/Eligibility:

For Clinical Subjects:

Post Graduate (MD/MS/MDS) or DNB in the concerned specialty from a University/ Institution recognized/permitted by the MCI/DCI; failing which the PG Diploma in the concerned specialty recognized/permitted by the MCI/DCI.

For Non-Clinical Subjects:

Recognized MD/MS/DNB in the concerned specialty or qualifications as prescribed in the concerned specialty by the existing Himachal Pradesh Medical Education Service Rules:

Provided that the percentage of Tutor-specialists in non clinical subjects from non-medical backgrounds shall not exceed the limit prescribed as per the norms fixed by Medical Council of India;

Further provided that GDOs/Direct Candidates who have furnished bond to serve the State after Post Graduation in lieu of sponsorship/stipend shall be required to serve a period of minimum one year in field posting or any such period which may be prescribed by the PG/SS policy as notified from time to time before being eligible for Senior Residency in the State.

7.3.5. GDOs/Direct Candidates who have furnished bond to serve the State after Post Graduation in lieu of sponsorship shall be required to serve a period of minimum one year in field posting before being eligible for Senior Residency in the State and for this purpose the date of submission of application by the candidate shall be taken as the cut-off date.

However, this condition shall not be applicable to the direct candidates who have not availed sponsorship of the State while doing Post Graduation and who are not bound by conditions of any bond.

7.3.6. The condition of mandatory one year of field posting shall be equally applicable to all the specialties. Candidates of non-clinical specialties like Microbiology, Pathology etc. shall be posted at field institutions. Candidates of specialties like Anatomy, Physiology, Nuclear Medicine, Pharmacology and Radiotherapy in respect of which there is no sufficient work in field institutions, shall be posted as Medical Officer in Medical Colleges as per the availability of non-teaching post. Such candidates posted on non-teaching post shall not be clubbed with Senior Residents for the purpose of roster etc. and it shall be ensured by the Principals that no teaching responsibility is assigned to them. Such candidates shall also not be eligible for the grant of teaching experience. For the purpose of field posting under this policy, the post of Casualty Medical Officers in Medical Colleges shall not be included as field posting.

ANNEXURE-2 Distribution of marks for Senior Resident/Tutor-Specialist in terms of period of service of State:

(b) 2 marks will be awarded for each completed year of service in non-teaching institutions/field postings including the mandatory period prescribed for eligibility. The incentive marks, beyond the mandatory field posting, shall be awarded as pro-rata basis. However, it is clarified that the pro-rata shall be admissible only after attaining the eligibility to the post of Senior Resident/Tutor-Specialist for all purposes including the mandatory period of field posting.

(c) For the purpose of calculating the completed years of service, the cut-off date shall be taken as the date of submission of application.

Audit Department

Background :

The Government of India has enacted Rights of Persons with Benchmark Disabilities (RPwD) Act, 2016. The Section 21(1) states that every establishment shall notify Equal Opportunity Policy and also Section 21(2) of the Act, envisages that every establishment shall register a copy of the said policy with the State Commissioner for the Persons with Disability.

Objective :

This Policy aims to safeguard the equality of self determination, dignity and inclusion of Persons with Benchmark Disability Employees working in Himachal Pradesh State Audit Department.

The objectives of this policy is to ensure that all the Persons with Benchmark Disability Employees of this department are not only to improve the quality of life of person with benchmark disability, but also to promote and safeguard equality, self determination, dignity and social inclusion of persons with benchmark disability.

The Persons with Benchmark Disabilities include those who have long-term physical, mental, intellectual or sensory impairments and possesses certificate of disability issued by a competent authority under section 57 of the RPwD Act, 2016.

Applicability :

This Policy is applicable to the Employees having Benchmark Disability as identified by the Department. This Policy is consonantly applied throughout the period of employment of the employee right from his recruitment till his/her employment in the Department.

Policy :

It is the policy of Himachal Pradesh State Audit Department, to provide equal employment opportunities, without any discrimination on the grounds of caste, colour, disability, marital status, nationality, race, religion, sexual orientation. Himachal Pradesh State Audit Department retrieve to maintain a work environment that is free from any harassment based on above considerations.

This Equal Opportunity Policy is subject to applicable regulations, qualifications and merit of the individual. This Policy will consistently be applied throughout the period of employment of the individual, right from the recruitment process till retirement from service.

1. That appropriate facilities and amenities would also be provided to persons with disabilities to enable them to effectively discharge their duties in the establishment and no officer/official shall be deprived of his or her personal liberty on the ground of disability.

2. That provision shall be made for an accessible environment, accessible buildings and availability of assistive paraphernalia as required to enable the persons with benchmark disabilities to effectively discharge their duties in the establishment.

3. That a Grievance Redressal Mechanism for addressing the matters related to the employment of persons with benchmark disabilities is available. Joint Director/Deputy Director (H.P. State Audit Department) is the Grievance Redressal Officer which will look after all the grievances of the PwDs in the Himachal Pradesh State Audit Department and the same is accountable to Director, Himachal Pradesh State Audit Department.

4. That the various sections in the department will ensure that if any grievance does arise & is brought upto the concerned committee/officer with respect to selection of Person(s) with Benchmark disabilities for any position, training, promotion, transfer posting, leave, assistive aid & preference in accommodation allocation etc. is dealt within a fair and equitable manner free from any discrimination.

5. That no opportunities are denied to persons with disabilities merely on the ground of his disability.

6. No discrimination practices are to be engaged in the course of employment of persons with a benchmark disability, including recruitment and career advancement or not to dispense with or reduce in rank an employee who acquires a disability during his or her service.

Provided that if an employee after acquiring disability is not suitable for the post he was holding, shall be shifted to some other post with the same pay scale and service benefits. Provided further that if it is not possible to adjust the employee against any post, he may be kept on a supernumerary post until a suitable post is available or he attains the age of superannuation, whichever is earlier.

Identification of Posts for Reservation :

Himachal Pradesh State Audit Department, Shimla-9, shall identify the posts reserved for Persons with Benchmark Disabilities as per section 34(1) of the RPwD Act, 2016 that provides of 4% reservation to the Persons with Benchmark Disabilities. The information regarding identified posts and vacancies would be notified and uploaded on the website of this department. The identified posts shall be filled up by the H.P. State Audit Department as per the directions issued by the State Govt. from time to time and the same shall also be furnished to the employment exchange.

Manner of Selection :

Himachal Pradesh State Audit Department adopts the selection policy of the State Government regarding filling up of posts reserved for the Persons with Disabilities.

Leave :

The Specially Abled employees of this department will be governed by the rules of leave specified by the State Government from time to time.

The Administration (Establishment) of Himachal Pradesh State Audit Department will ensure a Liaison Officer is designated to oversee the provision of required facilities/amenities including the process of recruitment of Persons with Benchmark Disabilities. Such Officer shall be accountable to Director, H.P. State Audit Department directly. Joint Director/Deputy Director will be the Liaison Officer & will look after the recruitment of Persons with Benchmark Disabilities.

Complaints/Grievance and their Disposal :

A register of complaints/grievances has been maintained in the office and a Grievance Redressal Officer has been appointed to hear the pleading/request/grievances of Persons with Disabilities working in the Himachal Pradesh State Audit Department.

Responsibility :

• Himachal Pradesh State Audit Department is responsible for utilization of up to date information regarding applicable laws and rules for Persons with Disabilities.

• Any employee who violates this policy shall be dealt in accordance with applicable rules and laws.

Communication of Policy:

This policy will be available to all employees via the departmental website.

Maintenance of Record :

Records shall be maintained as per the provisions of laws and the rules thereunder, shall be maintained in relation to the matter of employment, facility provided and other necessary information in compliance with the provisions of laws.

This policy shall be displayed on the Departmental website of H.P. State Audit Department or at conspicuous places.

No. 102.

Accordingly the total length of Major District Roads in the State will be 4521.360 kms.

No. Fin-2-C-(12)-1/2019 (II).—Government of Himachal Pradesh hereby notifies the sale of Himachal Pradesh Government Stock (securities) of 8-year tenure for an aggregate amount of `200.00 crore (Nominal). The sale will be subject to the terms and conditions spelt out in this notification (called Specific Notification) as also the terms and conditions specified in the General Notification No. Fin-2-C(12)-11/2003 dated July 20, 2007 of Government of Himachal Pradesh.

Object of the loan :

2. (i) The proceeds of the State Government Securities will be utilized for the development programme of the Government of Himachal Pradesh.

(ii) Consent of Central Government has been obtained to the floatation of this loan as required by Article 293 (3) of the Constitution of India.

Method of Issue :

2. Government Stock will be sold through the Reserve Bank of India, Mumbai Office (PDO) Fort, Mumbai-400 001 by auction in the manner as prescribed in paragraph 6.1 of the General Notification No.Fin-2-C(12)-11/2003, dated July 20, 2007 at a coupon rate to be determined by the Reserve Bank of India at the yield based auction under multiple price formats.

Allotment to Non-Competitive Bidders :

3. The Government Stock upto 10% of the notified amount of the sale will be allotted to eligible individuals and institutions subject to a maximum limit of 1% of the notified amount for a single bid as per the Revised Scheme for Non-Competitive Bidding Facility in the Auctions of State Government Securities of the General Notification (Annexure-II).

Place and Date of Auction :

4. The auction will be conducted by the Reserve Bank of India, at its Mumbai Office, Fort, Mumbai-400 001 on February 4, 2020. Bids for the auction should be submitted in electronic format, on the Reserve Bank of India Core Banking Solution (E-Kuber) System as stated below on February 4, 2020.

(a) The competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) System between 10.30AM and 12.00 PM.

(b) The non-competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) System between 10.30 AM and 11.30 AM.

Result of the Auction :

5. The result of the auction shall be displayed by the Reserve Bank of India on its website on the same day. The payment by successful bidders will be on February 5, 2020.

6. Successful bidders will make payments on February 5, 2020 before close of banking hours by means of cash, bankers' cheque/pay order, demand draft payable at Reserve Bank of India Mumbai/New Delhi or a cheque drawn on their account with Reserve Bank of India, Mumbai (Fort)/New Delhi.

Tenure :

7. The Stock will be of 8 -year tenure. The tenure of the Stock will commence on February 5, 2020.

Date of Repayment :

8. The loan will be repaid at par on February 5, 2028.

Rate of Interest :

9. The cut-off yield determined at the auction will be the coupon rate percent per annum on the Stock sold at the auction. The interest will be paid on August 5 and February 5.

Eligibility of Securities :

10. The investment in Government Stock will be reckoned as an eligible investment in Government Securities by banks for the purpose of Statutory Liquidity Ratio (SLR) under Section 24 of the Banking Regulation Act, 1949. The stocks will qualify for the ready forward facility.

उपरोक्त विषय पर आवेदक आमरू राम पुत्र कालू राम पुत्र दौलतू, निवासी गांव पोलिंग, डाकघर लोहारडी, तहसील मुलथान, जिला कांगड़ा (हि0 प्र0) ने इस अदालत में प्रार्थना-पत्र मय इस आशय से गुजार रखा है कि उसका नाम आधार कार्ड, पंचायत रिकार्ड, तथा अन्य सभी दस्तावेजों में आमरू राम पुत्र कालू राम दर्ज है परन्तु महाल पोलिंग के राजस्व अभिलेख में आमर चन्द पुत्र कालू राम पुत्र दौलतू दर्ज हुआ है जो कि गलत है। इसे दुरुस्त करके आमरू राम पुत्र कालू राम पुत्र दौलतू दर्ज किया जाये।

अतः सर्वसाधारण को इस इश्तहार राजपत्र द्वारा सूचित किया जाता है कि यदि किसी को राजस्व अभिलेख में नाम दुरुस्ती बारे कोई उजर व एतराज हो तो वह दिनांक 28-02-2020 या इससे पूर्व असालतन या वकालतन अदालत हजा में हाजिर होकर अपना एतराज प्रस्तुत का सकता है, अन्यथा नियमानुसार राजस्व अभिलेख में नाम दुरुस्ती आदेश पारित कर दिये जायेंगे। उपरोक्त तिथि के बाद कोई उजर व एतराज जेरे समायत न होगा तथा प्रार्थना-पत्र पर नियमानुसार उचित आदेश पारित कर दिये जायेंगे।
