No. Pub-F(10)-7/2019.—The Governor, Himachal Pradesh, in order to promote shooting of films in the State during Corona Pandemic, is pleased to notify "The Standard Operating Procedure 44-राजपत्र/2020-29-06-2020 (1171) 1172 राजपत्र, हिमाचल प्रदेश, 29 जून, 2020/08 आषाढ़, 1942 (SOP) for Film Shooting in Himachal Pradesh during COVID-19 Pandemic" as per Annexure appended to this Notification.

This Standard Operating Procedure shall come into force with immediate effect.

Standard Operating Procedure (SOP) for Film Shooting in Himachal Pradesh

during COVID-19 Pandemic

Himachal Pradesh is known for its splendour and scenic beauty and is an important destination for film makers. The Government of Himachal Pradesh in order to promote shooting of films in the State during Corona Pandemic has formulated Standard Operating Procedure for shooting in HP as under:

1. APLLICATION FOR SHOOTING IN HIMACHAL PRADESH :

The applicant seeking permission may apply to the Director, Information and Public Relations Department, Himachal Pradesh through e-mail [email protected] alongwith following details and documents:

a. Name of Film Production House: b. Name and Mobile Number of the Team Leader visiting the State: c. Name and Mobile Number of Compliance Officer: d. Names of the Cast/crew members, containing name and other details including Mobile number of Crew Members:

e. No. of days and dates of shooting in the State: f. Name of the Hotel/accommodation where Cast will stay during Shooting: g. Name of the Hotel/accommodation where crew members will stay during shooting: h. Names of shooting locations: i. Mode of travel (by Air/Train/car/bus): j. Health fitness certificates of all the crew/cast members indicating then COVID-19 free States.

The cast/Crew coming from out of the State will be quarantined for 5 to 7 days in the identified Hotels and the COVID test will be conducted free of cost by the State Govt. only if they are found negative, they will be allowed to proceed further for shooting.

The Director Information & Public Relations will grant permission for shooting in consultation with district authorities.

a. The Cast and the Crew members will have to follow the guidelines issued by the department of Transport, Government of Himachal Pradesh for movement from the Airport/ Railway station/interstate barriers to their destination and shooting sites and back to the hotel and finally leaving the state after shoot is over. For this purpose they may visit the HP Govt. website www.himachal.nic.in and follow sublink Transport Department and then click Sr. No. 2 of the notifications.

b. All the vehicles used for movement will follow the above mentioned guidelines of the Department of Transport.

c. The cast/crew will not use public transport during their stay in the State.

(3) Stay during shooting in the State:

The cast and the crew staying at hotels in Himachal Pradesh will have to adhere to the COVID-19 safety and hygiene guidelines for tourism sector issued by the Department of Tourism and Civil Aviation Government of Himachal Pradesh available at www.himachaltourism.gov.in.

(4) Catering Services while outdoor shooting:

a. All catering and craft personnel to wear appropriate PPE at all times when preparing or handling food.

b. Make sure that food can be distributed in a take-away fashion. c. The loading/unloading of eatables/beverages should be done using moving trolleys to avoid hand contacts of multiple loading staff.

d. Use of disposable items—plates, cutlery, food boxes etc. to serve meals is recommended.

e. Ensure that there is enough space for the entire crew while eating. f. Food must be served in small batches i.e meal times should be staggered such that social distancing norms are followed strictly and crowding in eating areas be avoided.

g. All food waste to be disposed off at designated disposal places at the Hotel where they are staying.

(5) Shooting Protocol:

a. Shooting will be allowed at the pre-declared sites. b. No shooting will be allowed in containment zones and other places prohibited by the Government of Himachal Pradesh.

c. Shooting will be permissible during curfew relaxation hours as specified by the concerned District Magistrate.

d. Proper security arrangement should be ensured during the shooting. e. A Compliance/Liaison Officer to be designated who will ensure compliance with all COVID-19 Safety regulations.

(6) On-Site Organization:.

a. All non-acting crew members including the supporting staff shall maintain social distance of two yards between each person and avoid overcrowding.

b. Adequate hand sanitizer dispensers to be kept at all entry & exit points as well as other strategic locations e.g. along with the cafeteria, vanity vans etc. so as to be used throughout the shoot by all crew members.

1174 राजपत्र, हिमाचल प्रदेश, 29 जून, 2020/08 आषाढ़, 1942 c. Portable washbasins must be strategically placed at various points to ensure easy and quick access to soap and water.

d. Keep the restrooms clean and sanitized at all times. Make sure there are enough sanitizers and hand wash at all times.

e. Work areas to be sanitized daily. f. The filming crew will avoid mixing with the general public or audience.

(7) Protocol for technical crew:

a. PA system (mike and speaker) to be covered and sanitized appropriately before use. b. Walkie-talkies will be duly identified and protected with plastic covers, including the earpieces which should also have protection.

c. Before and after each day, walkies-talkies must be disinfected. d. The walkie-talkie communication protocol should be optimized in order to minimize the interaction of people's hands and mouths with the equipment. They should be non- transferable and non-exchangeable during the shoot.

e. It is recommended to use mobile technologies via bluetooth, wi-fi or intercom for any internal crew communications on the set. Each individual must use their own personal earpiece.

f. During filming, all tools and equipment must be disinfected as often as possible. g. It is important to respect the general safety guidelines when going to the shops and rental outlets.

(8) General Practices:

The following norms and practices would be observed by all the members of the Cast and Crew from the time of entry into the State and the exit from the State:—

a Daily morning briefing session shall be done on site by the Compliance Officer to ensure adherence to COVID protection protocol and social distancing norms etc. He will inform everyone including the supporting staff about the safety guidelines.

b. All waste/disposable items will be carried by the Crew to the Hotel for disposal at identified disposal places.

c. In addition to this, the cast and the crew will adhere to the instructions issued by local authorities.

d. The producer and his compliance officer will be liable for penal action/cancellation of the permission for shooting for any violation of the guidelines/instructions issued by the Government.

No. Pub-B(15)-1/2015.—The Governor, Himachal Pradesh, on the recommendations of the Departmental Promotion Committee is pleased to order the promotion of Ms. P.H.S Malini, Deputy Director, Class-I (Gazetted) to the post of Joint Director, Class-I (Gazetted), in the pay band of1175 राजपत्र, हिमाचल प्रदेश, 29 जून, 2020/08 आषाढ़, 1942 ` 15600-39100 + 7800 Grade Pay, in Information and Public Relations Department on regular basis with immediate effect.

2. The aforesaid Officer shall exercise option for fixation of pay under the provisions of FR-22, within a period of one month from the date of issue of these orders.

3. The Governor, Himachal Pradesh is further pleased to order the posting of Ms. P.H.S. Malini on promotion as Joint Director, Press Liaison Office, New Delhi vice Sh. Pradeep Kunwar, Joint Director, who is hereby transferred and posted in Directorate of I&PR, Shimla against vacancy.

नस्ति सं0 वाई0एस0एस0-बी(15)-9/06-II.--हिमाचल प्रदेश के राज्यपाल, भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियाें का प्रयोग करते हुए, हिमाचल प्रदेश लोक सेवा आयोग के परामर्श से हिमाचल प्रदेश युवा सेवाएं एवं खेल विभाग में अधीक्षक ग्रेड-I, वर्ग-I (राजपत्रित) के पद के लिए इस अधिसूचना से संलग्न उपाबन्ध-क के अनुसार भर्ती और पदोन्नति नियम बनाते हैं, अर्थात्‌ः-

1. संक्षिप्त नाम और प्रारम्भ.--(1) इन नियमों का संक्षिप्त नाम हिमाचल प्रदेश युवा सेवाएं एवं खेल विभाग, अधीक्षक ग्रेड-I, वर्ग-I (राजपत्रित) भर्ती एवं पदोन्नति नियम, 2020 है।

(2) ये नियम राजपत्र (ई-गजट), हिमाचल प्रदेश में प्रकाशित किए जाने की तारीख से प्रवृा हाेंगे। 2. निरसन और व्यावृाियां.--(1) इस विभाग की अधिसूचना संख्या वाई0एस0एस0-बी(1)-11/94, तारीख 18-10-06 द्वारा अधिसूचित और समय-समय पर यथा संशोधित हिमाचल प्रदेश अधीक्षक गे्रड-I, वर्ग-I (राजपत्रित) भर्ती एवं पदोन्नति नियम, 2006 का एतदद्वारा निरसन किया जाता है।

10. भर्ती की पद्धतिः भर्ती सीधी होगी या प्रोन्नति/सैकेण्डमैंट/प्रतिनियुक्ति/स्थानान्तरण द्वारा और विभिन्न पद्धतियाें द्वारा भरे जाने वाले पद (पदों) की प्रतिशतता.--शतप्रतिशत प्रोन्नति द्वारा। 11. प्रोन्नति/सैकेण्डमैंट/स्थानान्तरण द्वारा भर्ती की दशा में वे श्रेणियां (ग्रेड) जिनसे प्रोन्नति/सैकेण्डमैंट/स्थानान्तरण किया जाएगा.--अधीक्षक ग्रेड-II/निजी सहायकों में से प्रोन्नति द्वारा जिनका तीन वर्ष का नियमित सेवाकाल या ग्रेड में की गई लगातार तदर्थ सेवा, यदि कोई हो, को सम्मिलित करके तीन वर्ष का नियमित सेवाकाल हो, ऐसा न होने पर अधीक्षक ग्रेड-II/निजी सहायकों में से प्रोन्नति द्वारा जिनका नौ वर्ष का नियमित सेवाकाल अधीक्षक ग्रेड-II और वरिष्ठ सहायक/निजी सहायक और वरिष्ठ वेतनमान आशुलिपिक के रूप में या की गई लगातार तदर्थ सेवा, यदि कोई हो, को सम्मिलित करके संयुक्ततः 9 वर्ष का नियमित सेवाकाल हो जिसमें से अधीक्षक ग्रेड-II/निजी सहायक के रूप में दो वर्ष की अनिवार्य सेवा आवश्यक होगी।

प्रोन्नति के प्रयोजन के लिए पात्र कर्मचारियों की, उनके सेवाकाल के आधार पर उनकी काडर अनुसार पारस्परिक वरिष्ठता को छेडे़ बिना एक संयुक्त वरिष्ठता सूचि तैयार की जाएगी।

(1) प्रोन्नति के सभी मामलों में पद पर नियमित नियुक्ति से पूर्व सम्भरक (पोषक) पद में की गई लगातार तदर्थ सेवा, यदि कोई हो, प्रोन्नति के लिए इन नियमाें में यथाविहित सेवाकाल के लिए, इस शर्त के अधीन रहते हुए गणना में ली जाएगी, कि सम्भरक (पोषक) प्रवर्ग में तदर्थ नियुक्ति/प्रोन्नति, भर्ती और प्रोन्नति नियमाें के उपबन्धाें के अनुसार चयन की उचित स्वीकार्य प्रक्रिया को अपनाने के पश्चात्‌ की गई थीः1177 राजपत्र, हिमाचल प्रदेश, 29 जून, 2020/08 आषाढ़, 1942 परन्तु उन सभी मामलाें में जिनमें कोई कनिष्ठ व्यक्ति सम्भरक (पोषक) पद में अपने कुल सेवाकाल (तदर्थ आधार पर की गई सेवा सहित, जो नियमित सेवा/नियुक्ति के अनुसरण में हो) के आधार पर उपर्युक्त निर्दिष्ट उपबन्धों के कारण विचार किए जाने का पात्र हो जाता है, वहां अपने-अपने प्रवर्ग/पद/काडर में उससे वरिष्ठ सभी व्यक्ति विचार किए जाने के पात्र समझे जाएंगे और विचार करते समय कनिष्ठ व्यक्ति से ऊपर रखे जाएंगेः

परन्तु यह और कि उन सभी पदधारियों की, जिन पर प्रोन्नति के लिए विचार किया जाना है, की कम से कम तीन वर्ष की न्यूनतम अर्हता सेवा या पद के भर्ती और प्रोन्नति नियमाें में विहित सेवा, जो भी कम हो, होगीः परन्तु यह और भी कि जहां कोई व्यक्ति पूर्वगामी परन्तुक की अपेक्षाआें के कारण प्रोन्नति किए जाने सम्बन्धी विचार के लिए अपात्र हो जाता है, वहां उससे कनिष्ठ व्यक्ति भी ऐसी प्रोन्नति के विचार के लिए अपात्र समझा जाएगा/समझे जाएंगे।

स्पष्टीकरण.--अन्तिम परन्तुक के अन्तर्गत कनिष्ठ पदधारी प्रोन्नति के लिए अपात्र नहीं समझा जाएगा यदि वरिष्ठ अपात्र व्यक्ति भूतपूर्व सैनिक है जिसने आपातकाल की अवधि के दौरान सशस्त्र बलों में कार्यग्रहण किया है और जिसे डिमोबिलाइज्ड आर्मड फोर्सिज परसोनल (रिजर्वेशन आफ वैकेन्सीज इन हिमाचल स्टेट नॉन-टैक्नीकल सर्विसिज) रूल्ज, 1972 के नियम-3 के उपबन्धाें के अन्तर्गत भर्ती किया गया है और इनके अन्तर्गत वरीयता लाभ दिए गए हों या जिसे एक्स-सर्विसमैन (रिजर्वेशन आफ वैकेन्सीज इन दी हिमाचल प्रदेश टैक्नीकल सर्विसिज) रूल्ज, 1985 के नियम-3 के उपबन्धाें के अन्तर्गत भर्ती किया गया हो और इनके अन्तर्गत वरीयता लाभ दिए गए हाें । इसी प्रकार स्थायीकरण के सभी मामलाें में ऐसे पद पर नियमित नियुक्ति/प्रोन्नति से पूर्व की सम्भरक (पोषक) पद पर की गई लगातार तदर्थ सेवा, यदि कोई हो, सेवाकाल के लिए गणना में ली जाएगी, यदि तदर्थ नियुक्ति/प्रोन्नति, उचित चयन के पश्चात्‌ और भर्ती और प्रोन्नति नियमों के उपबंधों के अनुसार की गई थी :

परन्तु की गई उपर्युक्त निर्दिष्ट तदर्थ सेवा को गणना में लेने के पश्चात्‌ जो स्थाईकरण के फलस्वरूप पारस्परिक वरीयता अपरिवर्तित रहेगी।

12. यदि विभागीय प्रोन्नति समिति विद्यमान हो, तो उसकी संरचना.--जैसी सरकार द्वारा समय- समय पर गठित की जाये।

13. भर्ती करने में किन परिस्थितियाें में हिमाचल प्रदेश लोक सेवा आयोग से परामर्श किया जाएगा.--जैसा विधि द्वारा अपेक्षित हो।

14. सीधी भर्ती के लिए अनिवार्य अपेक्षाएं.--लागू नहीं

15. सीधी भर्ती द्वारा पद पर नियुक्ति के चयन.--लागू नहीं ।

16. आरक्षण.--सेवा में नियुक्ति, हिमाचल प्रदेश सरकार द्वारा समय-समय पर अनुसूचित जातियों/ अनुसूचित जन जातियों/अन्य पिछड़े वर्गाें और अन्य प्रवर्ग के व्यक्तियों के लिये सेवा में आरक्षण की बाबत जारी किये गये आदेशों के अधीन होगी।

17. विभागीय परीक्षा.--सेवा में प्रत्येक सदस्य को, समय-समय पर यथासंशोधित, हिमाचल प्रदेश विभागीय परीक्षा नियम, 1997 में यथा विहित विभागीय परीक्षा उत्र्तीण करनी होगी।

No. YSS-B(15)-9/06-II.—In exercise of the powers conferred by provision to Article 309 of the Constitution of India, the Governor, H.P. in consultation with the Himachal Pradesh Public Service Commission, is pleased to make the Recruitment & Promotion Rules for the post of Superintendent Grade-I, Class-I (Gazetted) in the Department of Youth Services & Sports, Himachal Pradesh as per Annexure-"A" attached to this Notification, namely:—

1. Short title and commencement.—(1) (i) These rules may be called the Himachal Pradesh Department of Youth Services & Sports, Superintendent Grade-I, Class-I (Gazetted) Recruitment & Promotion Rules, 2020.

(2) They shall come into force from the date of publication in Rajpatra/(e-Gazette) of Himachal Pradesh.

2. Repeal & savings.—(1) The Himachal Pradesh Department of Youth Services & Sports Superintendent Grade-I, Class-I (Gazetted) Recruitment & Promotion Rules, 2006, notified vide notification No. YSS-B(1)-11/94, dated 18-10-2006 and as amended from time to time are hereby repealed.

(2) Nothwithstanding such repeal, any appointment made, anything done or action taken under the rules, so replealed under rule(2)1 supra shall be deemed to have been validly made, done or taken under these Rules.

11. In case of recruitment by promotion,/secondment/transfer grade from which promotion/secondment/transfer is to be made.—By promotion from amongst the Superintendent Grade-II / Personal Assistants with 03 years regular service or regular combined with continuous adhoc service, if any in the grade, failing which by promotion from amongst the Superintendent Grade-II/ Personal Assistants who possess 9 years regular service or regular combined with continuous adhoc service if any, in the grade, as Superintendent Grade-II and Senior Assistant/Personnal Assistant and Sr. Scale Stenographer combined, out of which 2 years essential service must be as Superintendent Grade-II/Personnal Assistant.

For the purpose of promotion a combined seniority list of eligible officials on the basis of length of service without disturbing their cadre wise inter-se-seniority shall be prepared.

(1) In all cases of promotion, the continuous adhoc service rendered in the feeder post if any, prior to regular appointment to the post shall be taken into account towards the length of service as prescribed in these rules for promotion subject to the condition that the adhoc appointment/promotion in the feeder category had been made after following proper acceptable process of selection in accordance with the provisions of R&P Rules:

Provided that in all cases where a junior person becomes eligible for consideration by virtue of his/her total length of service (including the service rendered on adhoc basis followed by regular service/appointment) in the feeder post in view of the provisions referred to above, all persons senior to him/her in the respective category/post/cadre shall be deemed to be eligible for consideration and placed above the junior person in the field of consideration:

Provided that all incumbents to be considered for promotion shall possess the minimum qualifying service of at least three years or that prescribed in the Recruitment & Promotion Rules for the post, whichever is less:

Provided further that where a person becomes ineligible to be considered for promotion on account of the requirements of the preceding proviso, the person(s) junior to him/her shall also be deemed to be ineligible for consideration for such promotion.

1180 राजपत्र, हिमाचल प्रदेश, 29 जून, 2020/08 आषाढ़, 1942 Explanation.—The last proviso shall not render the junior incumbent(s) ineligible for consideration for promotion if the senior ineligible person(s) happened to be Exservicemen who have joined Armed forces during the period of emergency and recruited under the provisions of rule-3 of Demobilized Armed Forces Personnel (Reservation of Vacancies in Himachal State Non-Technical Services) Rules, 1972 and having been given the benefit of seniority thereunder or recruited under the provisions of rule-3 of Ex-Servicemen (Reservation of vacancies in the Himachal Pradesh Technical Service) Rules, 1985 and having been given the benefit of seniority thereunder.

(2) Similarly, in all cases of confirmation, continuous adhoc service rendered on the feeder post if any, prior to the regular appointment/promotion against such post shall be taken into account towards the length of service, if the adhoc appointment/promotion had been made after proper selection and in accordance with the provision of the Recruitment & Promotion Rules:

Provided that inter-se-seniority as a result of confirmation after taking into account, adhoc service rendered as referred to above shall remain unchanged.

12. If a Departmental Promotion Committee exists, what is its composition.—As may be constituted by the Government from time to time.

13. Circumstances under which the Himachal Pradesh Public Service Commission (HPPSC) is to be consulted in making recruitment.—As required under the law.

14. Essential requirement for a direct recruitment.—Not applicable.

15. Selection for appointment to the post by direct recruitment.—Not applicable.

16. Reservation.—The appointment to the service shall be subject to orders regarding reservation in the service for Scheduled Castes / Scheduled Tribes /Other Backward Classes/other categories of persons issued by the Himachal Pradesh Government from time to time.

17. Departmental Examination.—Every member of the service shall pass a departmental Examination as prescribed in the H.P Departmental Examination Rule, 1997, as amended from time to time.

18. Power to relax.—Where the State Govt. is of the opinion that it is necessary or expedient to do so, it may, by order for reasons to be recorded in writing and in consultation with the Himachal Pradesh Public Service Commission relax any of the provision (s) of these rules with respect to any class or category of person(s) or post(s).
