संख्याः गृह(ए)ए(9)-12/2020.--नोवल कोरोना वायरस रोग (कोविड-19) एक अत्यंत संक्रामक रोग है, जिसे विश्व स्वास्थ्य संगठन (डब्ल्यू एच ओ) द्वारा वैश्विक महामारी घोषित किया गया है, जो सारे देश में 46-राजपत्र/2020-01-07-2020 (1211) 1212 राजपत्र, हिमाचल प्रदेश, 01 जुलाई, 2020/10 आषाढ़, 1942 इस प्रकार फैल चुका है कि समस्त नागरिकों का जीवन खतरे में पड़ चुका है। तद्‌नुसार राज्य सरकार ने भी हिमाचल प्रदेश महामारी (कोविड-19) विनियम, 2020 अधिसूचित किए हैं;

जिला मजिस्ट्रेट बिलासपुर द्वारा, महामारी को फैलने से रोकने और मानव जीवन, स्वास्थ्य और सुरक्षा के खतरे से बचाने का समाधान हो जाने पर, युक्तियुक्त निर्बंधन अधिरोपित किए जाने अपेक्षित हैं, दण्ड प्रक्रिया संहिता, 1973 (1974 का केन्द्रीय अधिनियम संख्यांक 2) की धारा 144 की उप-धारा (1) के अधीन आदेश संख्याः बी0 एल0 एस0-पेशी -1 (1)-96-बिलासपुर, तारीख 24 मार्च, 2020 पारित किए हैं;

राज्य में कोरोना मामलों की अत्यधिक संख्या के दृष्टिगत मानव जीवन का संकटापन होना सम्भाव्य है और राज्य सरकार का समाधान हो गया है कि जिला मजिस्ट्रेट द्वारा पारित उपरोक्त आदेश तारीख 24 मार्च, 2020 को, इसको (कोविड-19) फैलने से रोकने के लिए विस्तारित किया जाना अपेक्षित है;

अतः हिमाचल प्रदेश के राज्यपाल, पूर्वोक्त संहिता की धारा 144 की उप-धारा (4) के परन्तुक द्वारा प्रदत्त शक्तियाें और उन्हें इस निमित्त समर्थ बनाने वाली समस्त अन्य शक्तियाें का प्रयोग करते हुए, इस विभाग की समसंख्यक अधिसूचना तारीख 23-05-2020 द्वारा जिला मजिस्ट्रेट, बिलासपुर को उपरोक्त आदेश के अवसान की तारीख से 30 जून, 2020 तक जिला में उपर्युक्त आदेश को विस्तारित करने हेतु प्राधिकृत करते हैं;

राज्य सरकार के आदेश तारीख 23-05-2020 के अनुसरण में जिला मजिस्ट्रेट, बिलासपुर ने आदेश संख्या बी0एल0एस0-पेशी-1(1)-96-21476-626, तारीख 23-05-2020 द्वारा पूर्व आदेश संख्या 14523-14548, तारीख 24-03-2020 को 30-06-2020 तक विस्तारित किया है;

राज्य में कोरोना मामलों की संख्या में वृद्धि के दृष्टिगत राज्य सरकार का समाधान हो गया है कि महामारी को फैलने से रोकने और जिला के नागरिकों के मानव जीवन, स्वास्थ्य और सुरक्षा को खतरे से बचाने के लिए जिला मजिस्ट्रेट, बिलासपुर द्वारा इसे फैलने से रोकने के लिए, पारित आदेश को विस्तारित किया जाना अपेक्षित है;

अतः हिमाचल प्रदेश के राज्यपाल, पूर्वोक्त संहिता की धारा 144 की उप-धारा (4) के परन्तुक द्वारा प्रदत्त शक्तियाें और उन्हें इस निमित्त समर्थ बनाने वाली समस्त अन्य शक्तियाें का प्रयोग करते हुए, जिला मजिस्ट्रेट, बिलासपुर को उपरोक्त आदेश के अवसान की तारीख से 31 जुलाई, 2020 तक जिला में उपर्युक्त आदेश को विस्तारित करने हेतु प्राधिकृत करते हैं।

Shimla-2, the 30th June, 2020

No. Home(A)A(9)-12/2020-L.—WHEREAS, the Novel Corona Virus Disease (COVID- 19), a highly contagious disease declared as World Pandemic by the World Health Organization (WHO), has spread throughout the Country in a manner endangering the life of all citizens.

Accordingly, the State Government also notified the Himachal Pradesh Epidemic Disease (COVID- 19) Regulations, 2020;

AND WHEREAS, the District Magistrate, Bilaspur, on being satisfied that for averting the spread of epidemic and to avert danger to human life, health and safety, reasonable restrictions were required to be imposed, passed an order No. BLS-Peshi-1(1)-96 Bilaspur, dated 24-03-2020 under sub-section (1) of Section 144 of Code of Criminal Procedure, 1973 (Central Act 2 of 1974);

AND WHEREAS, on account of large number of Corona cases in the State, likely to endanger human life, the State Government was satisfied that the aforesaid order dated 24-03-2020 passed by the District Magistrate, was required to be extended to contain the spread, thereof;

AND WHEREAS, the Governor, Himachal Pradesh, in exercise of the powers conferred by the proviso to sub-section (4) of Section 144 of the Code, ibid, and all other powers, enabling him in this behalf, authorized the District Magistrate, Bilaspur vide this department's notification of even number dated 23-05-2020 to extend the aforesaid order further upto 30th day of June, 2020 from date of expiry of aforesaid order in the District ;

AND WHEREAS, the District Magistrate, Bilaspur, in pursuance of the State Government's order dated 23-05-2020, extended the previous order No. 14523-14548, dated 24-03-2020 up to 30-06-2020 vide order No. BLS-PESHI-1(1)/96-21476-626, dated 23-05-2020;

AND WHEREAS, on account of increasing number of CORONA cases in the State, the State Government is satisfied that for averting the spread of epidemic and to avert danger to human life, health and safety of its citizens, orders passed by District Magistrate, Bilaspur, is required to be extended to contain the spread thereof;

NOW, THEREFORE, the Governor, Himachal Pradesh, in exercise of the powers conferred by the proviso to sub-section 4 of Section 144 of Code, ibid, and all other powers, enabling him in this behalf, authorize the District Magistrate, Bilaspur to further extend the aforesaid order upto 31st July, 2020 from the date of expiry of aforesaid order in the District.

AND WHEREAS, the District Magistrate, Chamba in pursuance of the State Government's order dated 23-05-2020, extended the previous order No. CBA.Peshi-M- 43(23)/2019-171, dated 24-03-2020 upto 30-06-2020 vide order No. CBA.Peshi-M-43(23)/2019- 15996-16063, dated 02-06-2020;

राज्य में कोरोना मामलों की अत्यधिक संख्या के दृष्टिगत मानव जीवन का संकटापन होना सम्भाव्य है और राज्य सरकार का समाधान हो गया है कि जिला मजिस्ट्रेट द्वारा पारित उपरोक्त आदेश तारीख 24 मार्च, 2020 को, इसको (कोविड-19) फैलने से रोकने के लिए विस्तारित किया जाना अपेक्षित है;

No. Home(A)A(9)-12/2020.—WHEREAS, the Novel Corona Virus Disease (COVID-19), a highly contagious disease declared as World Pandemic by the World Health Organization (WHO), has spread throughout the Country in a manner endangering the life of all citizens. Accordingly, the State Government also notified the Himachal Pradesh Epidemic Disease (COVID- 19) Regulations, 2020;

AND WHEREAS, the District Magistrate, Kangra, on being satisfied that for averting the spread of epidemic and to avert danger to human life, health and safety, reasonable restrictions are required to be imposed, passed an order No. 728-90/RDB, dated 21-03-2020 under sub-section (1) of Section 144 of Code of Criminal Procedure, 1973 (Central Act 2 of 1974);

AND WHEREAS, on account of large number of Corona cases in the State, likely to endanger human life, the State Government is satisfied that the aforesaid order dated 24-03-2020 passed by the District Magistrate, is required to be extended to contain the spread, thereof;

AND WHEREAS, the Governor, Himachal Pradesh, in exercise of the powers conferred by the proviso to sub-section (4) of Section 144 of the Code ibid and all other powers, enabling him in this behalf, authorizes the District Magistrate, Kangra a vide this department's notification of even number dated 23-05-2020 to extend the aforesaid order further upto 30th day of June, 2020 from date of expiry of above said order in the District;

AND WHEREAS, the District Magistrate, Kangra in pursuance of the State Government's order dated 23-05-2020, extended the previous order No. 728-90/RDB, dated 21-03-2020 upto 30-06-2020 vide order No. 5516-66 /SK/DM, dated 01-06-2020;

AND WHEREAS, on account of increasing number of CORONA cases in the State, the1219 राजपत्र, हिमाचल प्रदेश, 01 जुलाई, 2020/10 आषाढ़, 1942 State Government is satisfied that for averting the spread of epidemic and to avert danger to human life, health and safety of its citizens, orders passed by District Magistrate, Kangra at Dharamshala is required to be extended to contain the spread thereof;

NOW THEREFORE, the Governor, Himachal Pradesh, in exercise of the powers conferred by the proviso to sub-section (4) of section 144 of the Code, ibid, and all other powers, enabling him in this behalf, authorizes the District Magistrate, Kangra at Dharmahala further to extend the aforesaid order upto 31st July, 2020 from date of expiry of above said order in the District.

जिला मजिस्ट्रेट किन्नौर द्वारा, महामारी को फैलने से रोकने और मानव जीवन, स्वास्थ्य और सुरक्षा के खतरे से बचाने का समाधान हो जाने पर, युक्तियुक्त निर्बंधन अधिरोपित किए जाने अपेक्षित हैं, दण्ड प्रक्रिया संहिता, 1973 (1974 का केन्द्रीय अधिनियम संख्यांक 2) की धारा 144 की उप-धारा (1) के अधीन आदेश संख्याः के0एन0आर-एक्स0वी-131(पी0ई0एच)/2019, तारीख 24 मार्च, 2020 पारित किए हैं;

राज्य में कोरोना मामलों की अत्यधिक संख्या के दृष्टिगत मानव जीवन का संकटापन होना सम्भाव्य है और राज्य सरकार का समाधान हो गया है कि जिला मजिस्ट्रेट द्वारा पारित उपरोक्त आदेश तारीख 24 मार्च, 2020 को, इसको (कोविड-19) फैलने से रोकने के लिए विस्तारित किया जाना अपेक्षित है;

अतः हिमाचल प्रदेश के राज्यपाल, पूर्वोक्त संहिता की धारा 144 की उप-धारा (4) के परन्तुक द्वारा प्रदत्त शक्तियाें और उन्हें इस निमित्त समर्थ बनाने वाली समस्त अन्य शक्तियाें का प्रयोग करते हुए, इस विभाग की संमसंख्यक अधिसूचना तारीख 23-05-2020 द्वारा जिला मजिस्ट्रेट, किन्नौर को उपरोक्त आदेश के अवसान की तारीख से 30 जून, 2020 तक जिला में उपर्युक्त आदेश को विस्तारित करने हेतु प्राधिकृत करते हैं;

राज्य सरकार के आदेश तारीख 23-05-2020 के अनुसरण में जिला मजिस्ट्रेट, किन्नौर ने आदेश संख्या के0एन0आर-1-एक्स0वी-131(पेशी)/2020, तारीख 31 मई, 2020 द्वारा पूर्व आदेश संख्या के0एन0आर-एक्स0वी-131(पी0ई0एच)/2019, तारीख 24 मार्च, 2020 को 30-06-2020 तक विस्तारित किया है;

राज्य में कोरोना मामलों की संख्या मे वृद्धि के दृस्टिगत राज्य सरकार का सामाधान हो गया है कि महामारी को फैलने से रोकने और जिला के नागरिकों के मानव जीवन, स्वास्थ्य और सुरक्षा को खतरे से बचाने के लिए जिला मजिस्ट्रेट, किन्नौर द्वारा इसे फैलने से रोकने के लिए, पारित आदेश को विस्तारित किया जाना अपेक्षित हैः

AND WHEREAS, on account of large number of Corona cases in the State, likely to endanger human life, the State Government is satisfied that the aforesaid order dated 24-03-2020 passed by the District Magistrate, is required to be extended to contain the spread, thereof;

AND WHEREAS, the Governor, Himachal Pradesh, in exercise of the powers conferred by the proviso to sub-section (4) of Section 144 of the Code ibid and all other powers, enabling him in this behalf, authorizes the District Magistrate, Kinnaur a vide this department's notification of even number dated 23-05-2020 to extend the aforesaid order further upto 30th day of June, 2020 from date of expiry of above aforesaid order in the District;

AND WHEREAS, the District Magistrate, Kinnuar in pursunance of the State Government's order dated 23-05-2020, extended the previous order No. KNR-XV-131(PEH)/2019, dated 24-03-2020 upto 30-06-2020 vide order No. KNR—1-XV-131(Peshi)/2020-1073226, dated 31-05-2020;

AND WHEREAS, on account of increasing number of CORONA cases in the State, the State Government is satisfied that for averting the spread of epidemic and to avert danger to human life, health and safety of its citizens, orders passed by District Magistrate, Kinnaur, is required to be extended to contain the spread thereof;

राज्य सरकार के आदेश तारीख 23-05-2020 के अनुसरण में जिला मजिस्ट्रेट, मण्डी ने आदेश संख्या एम0एन0डी0-डी0एम0-एल0 ए0/2020-3688-3746 तारीख 31-05-2020 द्वारा पूर्व आदेश संख्या 2020-1636-1695 तारीख 24 मार्च, 2020 को 30-06-2020 तक विस्तारित किया है;

राज्य में कोरोना मामलों की संख्या में वृद्धि के दृष्टिगत राज्य सरकार का समाधान हो गया है कि महामारी को फैलने से रोकने और जिला के नागरिकों के मानव जीवन, स्वास्थ्य और सुरक्षा को खतरे से बचाने के लिए जिला मजिस्ट्रेट, मण्डी द्वारा इसे फैलने से रोकने के लिए, पारित आदेश को विस्तारित किया जाना अपेक्षित है।

अतः हिमाचल प्रदेश के राज्यपाल, पूर्वोक्त संहिता की धारा 144 की उपधारा (4) के परन्तुक द्वारा प्रदत्त शक्तियाें और उन्हें इस निमित्त समर्थ बनाने वाली समस्त अन्य शक्तियाें का प्रयोग करते हुए, जिला मजिस्ट्रेट, मण्डी को उपरोक्त आदेश के अवसान की तारीख से 31 जुलाई, 2020 तक जिला में उपर्युक्त आदेश को विस्तारित करने हेतु प्राधिकृत करते हैं।

No. Home(A)A(9)-12/2020.—WHEREAS, the Novel Corona Virus Disease (COVID-19), a highly contagious disease declared as World Pandemic by the World Health Organization (WHO), has spread throughout the Country in a manner endangering the life of all citizens. Accordingly, the State Government also notified the Himachal Pradesh Epidemic Disease (COVID- 19) Regulations, 2020;

1226 राजपत्र, हिमाचल प्रदेश, 01 जुलाई, 2020/10 आषाढ़, 1942 AND WHEREAS, the District Magistrate, Mandi, on being satisfied that for averting the spread of epidemic and to avert danger to human life, health and safety, reasonable restrictions are required to be imposed, passed an order No. 2020-1636-1695 dated 24-03-2020 under sub-section (1) of Section 144 of Code of Criminal Procedure, 1973 (Central Act 2 of 1974);

AND WHEREAS, on account of large number of Corona cases in the State, likely to endanger human life, the State Government is satisfied that the aforesaid order dated 24-03-2020 passed by the District Magistrate, is required to be extended to contain the spread, thereof;

AND WHEREAS, the Governor, Himachal Pradesh, in exercise of the powers conferred by the proviso to sub-section (4) of Section 144 of the Code ibid and all other powers, enabling him in this behalf, authorizes the District Magistrate, Mandi vide this department's notification of even number dated 23-05-2020 to extend the aforesaid order further upto 30th day of June, 2020 from the date of expiry of above aforesaid order in the District;

AND WHEREAS, the District Magistrate, Mandi in pursuance of the State Government's order dated 23-05-2020, extended the previous order No. 2020-1636-1695 dated 24-03-2020 upto 30-06-2020 vide order No. MND-DM-LA/2020-3688-3746 dated 31-05-2020;

AND WHEREAS, on account of increasing number of CORONA cases in the State, the State Government is satisfied that for averting the spread of epidemic and to avert danger to human life, health and safety of its citizens, orders passed by District Magistrate, Mandi is required to be extended to contain the spread thereof.

NOW THEREFORE, the Governor, Himachal Pradesh, in exercise of the powers conferred by the proviso to sub-section (4) of Section 144 of the Code, ibid, and all other powers, enabling him in this behalf, authorizes the District Magistrate, Mandi further to extend the aforesaid order upto 31st July, 2020 from date of expiry of above said order in the District.

संख्याःगृह(ए)ए(9)-12/2020.--नोवल कोरोना वायरस रोग (कोविड-19) एक अत्यंत संक्रामक रोग है, जिसे विश्व स्वास्थ्य संगठन (डब्ल्यू एच ओ) द्वारा वैश्विक महामारी घोषित किया गया है, जो सारे देश में इस प्रकार फैल चुका है कि समस्त नागरिकों का जीवन खतरे में पड़ चुका है। तद्‌नुसार राज्य सरकार ने भी हिमाचल प्रदेश महामारी (कोविड-19) विनियम, 2020 अधिसूचित किए हैं;

जिला मजिस्ट्रेट ऊना द्वारा, महामारी को फैलने से रोकने और मानव जीवन, स्वास्थ्य और सुरक्षा के खतरे से बचाने का समाधान हो जाने पर, युक्तियुक्त निर्बंधन अधिरोपित किए जाने अपेक्षित हैं, दण्ड प्रक्रिया संहिता, 1973 (1974 का केन्द्रीय अधिनियम संख्यांक 2) की धारा 144 की उपधारा (1) के अधीन आदेश संख्याः 5114-5120एम0ए0-एम0सी0-1 तारीख 24 मार्च, 2020 पारित किए हैं;

राज्य में कोरोना मामलों की अत्यधिक संख्या के दृष्टिगत मानव जीवन का संकटापन होना सम्भाव्य है और राज्य सरकार का समाधान हो गया है कि जिला मजिस्ट्रेट द्वारा पारित उपरोक्त आदेश तारीख 24 मार्च, 2020 को, इसको (कोविड-19) फैलने से रोकने के लिए विस्तारित किया जाना अपेक्षित है।

अतः हिमाचल प्रदेश के राज्यपाल, पूर्वोक्त संहिता की धारा 144 की उपधारा (4) के परन्तुक द्वारा प्रदत्त शक्तियाें और उन्हें इस निमित्त समर्थ बनाने वाली समस्त अन्य शक्तियाें का प्रयोग करते हुए, इस विभाग की समसंख्यक अधिसूचना तारीख 23-05-2020 द्वारा जिला मजिस्ट्रेट, ऊना को उपरोक्त आदेश के अवसान की तारीख से 30 जून, 2020 तक जिला में उपर्युक्त आदेश को विस्तारित करने हेतु प्राधिकृत करते हैं ;

राज्य सरकार के आदेश तारीख 23-05-2020 के अनुसरण में जिला मजिस्ट्रेट, ऊना ने आदेश संख्या एम0ए0-एम0सी0-1-8802-8835 तारीख 31-05-2020 द्वारा पूर्व आदेश संख्या 5114-5120 एम0ए0-एम0सी0-1 तारीख 24 मार्च, 2020 को 30-06-2020 तक विस्तारित किया है;

राज्य में कोरोना मामलों की संख्या में वृद्धि के दृष्टिगत राज्य सरकार का समाधान हो गया है कि महामारी को फैलने से रोकने और जिला के नागरिकों के मानव जीवन, स्वास्थ्य और सुरक्षा को खतरे से बचाने के लिए जिला मजिस्ट्रेट, ऊना द्वारा इसे फैलने से रोकने के लिए, पारित आदेश को विस्तारित किया जाना अपेक्षित है। 1232 राजपत्र, हिमाचल प्रदेश, 01 जुलाई, 2020/10 आषाढ़, 1942 अतः हिमाचल प्रदेश के राज्यपाल, पूर्वोक्त संहिता की धारा 144 की उपधारा (4) के परन्तुक द्वारा प्रदत्त शक्तियाें और उन्हें इस निमित्त समर्थ बनाने वाली समस्त अन्य शक्तियाें का प्रयोग करते हुए, जिला मजिस्ट्रेट, ऊना को उपरोक्त आदेश के अवसान की तारीख से 31 जुलाई, 2020 तक जिला में उपर्युक्त आदेश को विस्तारित करने हेतु प्राधिकृत करते हैं।

NOTIFICATION

Shimla-02, the 30th June, 2020

No. Home(A)A(9)-12/2020.—WHEREAS, the Novel Corona Virus Disease (COVID-19), a highly contagious disease declared as World Pandemic by the World Health Organization (WHO), has spread throughout the Country in a manner endangering the life of all citizens. Accordingly, the State Government also notified the Himachal Pradesh Epidemic Disease (COVID-19) Regulations, 2020;

AND WHEREAS, the District Magistrate, Una, on being satisfied that for averting the spread of epidemic and to avert danger to human life, health and safety, reasonable restrictions are required to be imposed, passed an order No. 5114-5120 MA-MC-1 dated 24-03-2020 under sub-section (1) of Section 144 of Code of Criminal Procedure, 1973 (Central Act 2 of 1974);

AND WHEREAS, on account of large number of Corona cases in the State, likely to endanger human life, the State Government is satisfied that the aforesaid order dated 24-03-2020 passed by the District Magistrate, is required to be extended to contain the spread, thereof;

AND WHEREAS, the Governor, Himachal Pradesh, in exercise of the powers conferred by the proviso to sub-section (4) of section 144 of the Code ibid and all other powers, enabling him in this behalf, authorizes the District Magistrate, Una vide this department's notification of even number dated 23-05-2020 to extend the aforesaid order further upto 30th day of June, 2020 from date of expiry of above aforesaid order in the District;.

AND WHEREAS, the District Magistrate, Una in pursuance of the State Government's order dated 23-05- 2020, extended the previous order No. 5114-5120 MA-MC-1, dated 24-03-2020 upto 30-06-2020 vide order No. MA- MC-1-8802-8835 dated 31-05-2020;

AND WHEREAS, on account of increasing number of CORONA cases in the State, the State Government is satisfied that for averting the spread of epidemic and to avert danger to human life, health and safety of its citizens, orders passed by District Magistrate, Una, is required to be extended to contain the spread thereof.

NOW THEREFORE, the Governor, Himachal Pradesh, in exercise of the powers conferred by the proviso to sub-section (4) of section 144 of the Code, ibid, and all other powers, enabling him in this behalf, authorizes the District Magistrate, Una further to extend the aforesaid order upto 31st July, 2020 from date of expiry of above said order in the District.

State Audit Department (Class-I, Gazetted) in the pay band of Rs. 15600—39100+6600 Grade Pay to the post of Joint Director/Joint Controller (Class-I, Gazetted) in the pay band of Rs. 15600—39100+7800 Grade Pay on regular basis with immediate effect.

Consequent upon the above promotion, Shri Shammi Kumar, will remain posted at the disposal of BBMB, Sunder Nagar.

No.EXN-F (1)-1/2020.—In exercise of the powers conferred by section 31 and 32 of the Punjab Excise Act, 1914 (1 of 1914) read with Section 82 of the Himachal Pradesh Excise Act 2011 as applicable in the areas comprised in Himachal Pradesh before 1st November, 1966 and the H.P. Excise Fiscal Orders, 1965 notified vide this Government Notification No.1-17/64-E&T dated 28-10-1965 (hereinafter called the "said notification") and in supersession of all previous notifications issued in this regard, the Governor, Himachal Pradesh is pleased to prescribe the following rates of Import fee on excisable articles with immediate effect:—

Provided further, that duty shall not be levied on rectified spirit supplied to the Government and Charitable Hospitals/ dispensaries and Educational Research Institutions approved by the Government; in accordance with the provisions of H.P. Fiscal Orders 1965.
