संख्या एफ0डी0एस0-ए0(3)02/2020.--हिमाचल प्रदेश के राज्यपाल, इस विभाग की अधिसूचना संख्या एफ0डी0एस0-ए0(3)3/2016, तारीख 22 अप्रैल, 2017 के अधिक्रमण में, हिमाचल प्रदेश खाद्य सुरक्षा नियम 2019 के उपबन्धों के साथ पठित, राष्ट्रीय खाद्य सुरक्षा अधिनियम, 2013 की धारा 16 द्वारा प्रदत 78-राजपत्र/2020-11-08-2020 (2525) 2526 राजपत्र, हिमाचल प्रदेश, 11 अगस्त, 2020/20 श्रावण, 1942 शक्तियों का प्रयोग करते हुए पूर्वाेक्त अधिनियम के कार्यान्वयन के अनुश्रवण और पुनर्विलोकन के प्रयोजन के लिए राज्य खाद्य आयोग के गठन को पुन: अधिसूचित करते हैं। राज्य खाद्य आयोग निम्नलिखित से मिलकर गठित होगाः- . (क) अध्यक्ष;

(ख) पांच अन्य सदस्य; और

(ग) सदस्य-सचिव, जो राज्य सरकार में संयुक्त सचिव से नीचे की पंक्ति का अधिकारी नहीं होगाः परन्तु उसमें कम से कम दो महिलाएंं, चाहे वे अध्यक्ष, सदस्य या सदस्य-सचिव हाें, हाेंगीः परन्तु यह और कि उसमें एक व्यक्ति अनुसूचित जाति का और एक व्यक्ति अनुसूचित जनजाति, चाहे वह अध्यक्ष, सदस्य या सदस्य-सचिव हो, का होगा।

1. अध्यक्षः

अध्यक्ष की नियुक्ति की अर्हता उक्त अधिनियम की धारा 16 की उपधारा (3) में यथाविनिर्दिष्ट होगी। अध्यक्ष केवल 90,000/- रुपये (नब्बे हजार रुपये) प्रति मास नियत मानदेय तथा भत्ते जो कि राज्य सरकार द्वारा समय-समय पर नियत किए जा सकेंगे सहित पूर्णकालिक आधार पर नियुक्त किया जाएगा। 2. सदस्यों को दो प्रवर्शों अर्थात्‌ सरकारी सदस्य और गैर-सरकारी सदस्यों में विभाजित किया जाएगाः (i) सरकारी सदस्य

आयोग में तीन सरकारी सदस्य होंगे, जो संयुक्त सचिव या इसके ऊपर का पद धारण करते हों, और जो पूर्वोक्त अधिनियम की धारा 16 की उपधारा (3) के खण्ड (क) में यथाविनिर्दिष्ट ज्ञान और अनुभव रखते हों। (ii) गैर-सरकारी सदस्य

आयोग में दो गैर-सरकारी सदस्य होंगे।

गैर-सरकारी सदस्यों के रूप में नियुक्ति के लिए अर्हता उक्त अधिनियम की धारा 16 की उपधारा (3) में यथाविनिर्दिष्ट होगी।

गैर-सरकारी सदस्यों को प्रति बैठक केवल 3000/- रुपये (तीन हजार रुपये) बैठक फीस संदत्त की जाएगी।

3. सदस्य-सचिव

(i) राष्ट्रीय खाद्य सुरक्षा अधिनियम, 2013 की धारा 16 की उपधारा (2) के खण्ड (ग) के उपबन्ध के अनुसार, राज्य खाद्य आयोग का सदस्य-सचिव राज्य सरकार में संयुक्त सचिव से नीचे की पंक्ति का अधिकारी नहीं होगा:

अध्यक्ष और प्रत्येक अन्य सदस्य, उस तारीख से, जिसको वह अपना पद ग्रहण करता है, पांच वर्ष से अनधिक अवधि के लिए पद धारण करेगा और पुनर्नियुक्ति के लिए पात्र होगाः परन्तु कोई भी व्यक्ति, अध्यक्ष या अन्य सदस्य के रूप में पैंसठ वर्ष की आयु प्राप्त करने के पश्चात्‌ पद धारण नहीं करेगा।2527 राजपत्र, हिमाचल प्रदेश, 11 अगस्त, 2020/20 श्रावण, 1942 4. राज्य खाद्य आयोग के अध्यक्ष और सदस्यों की नियुक्ति के लिए पद्धति पूर्वोक्त नियमाें के नियम 14 के अनुसार होगी।

5. राज्य खाद्य आयोग का बैठक स्थल और अन्य मामले ऐसे होंगे, जैसे हिमाचल प्रदेश खाद्य सुरक्षा नियम, 2019 में विनिर्दिष्ट हैं।

6. खाद्य, नागरिक आपूर्ति और उपभोक्ता मामले निदेशालय, राज्य खाद्य आयोग के कार्यकरण के लिए सचिवीय सहायता प्रदान करेगा जिसके अन्तर्गत अध्यक्ष के लिए वाहन (किराए पर वाहन), फर्नीचर और ढांचागत व्यवस्था, आवास आदि का प्रावधान भी है।

7. राज्य आयोग पूर्वोक्त अधिनियम की धारा 16 की उपधारा (6) में यथाविनिर्दिष्ट कृत्य करेगा।

FOOD, CIVIL SUPPLIES & CONSUMER AFFAIRS DEPARTMENT

NOTIFICATION

Shimla, the 5th August, 2020

No. FDS-A(3)02/2020.—In supersession of this Department's Notification No. FDS- A(3)3/2016 dated 22nd April, 2017, the Governor, Himachal Pradesh in exercise of the powers conferred by section 16 of the National Food Security Act, 2013, read with the provisions of Himachal Pradesh Food Security Rules, 2019, is pleased to re-notify the constitution of the State Food Commission for the purpose of monitoring and review of implementation of the Act ibid. The State Food Commission shall consist of:—

(a) a Chairperson;

(b) five other Members; and

(c) a Member-Secretary, who shall be an officer of the State Government not below the rank of Joint Secretary to that Government:

Provided that there shall be at least two women, whether Chairperson, Member or Member-Secretary:

Provided further that there shall be one person belonging to the Scheduled Castes and one person belonging to the Scheduled Tribes, whether Chairperson, Member or Member- Secretary.

The qualification for appointment of Chairperson shall be as specified in sub-section (3) of section 16 of the said Act.

Chairperson will be appointed on whole time basis with fixed honorarium of Rs. 90,000/- (Rs. Ninety Thousand) only per month plus allowances as may be fixed by the State Government from time to time.

2. The Members will be divided into 2 categories namely, Official Members and Non-official Members.

(i) Official Members

There shall be 3 Official Members in the Commission who are holding post of Joint Secretary or above having knowledge and experience as specified in clause (a) of sub- section (3) of section 16 of the act ibid.

(ii) Non-official Members

There shall be 2 Non-official Members in the Commission.

Qualification for appointment as Non-official Members will be as specified in sub section (3) of section 16 of the said Act.

Non-official members will be paid sitting fee @ Rs. 3000/- (Rs. Three Thousand) only per sitting.

3. Member-Secretary

(i) In accordance with the provision of clause (c) of sub-section (2) of section 16 of the National Food Security Act, 2013, the Member Secretary of the State Food Commission shall be an officer of the State Government not below the rank of Joint Secretary to that Government.

Chairperson and every other Member shall hold office for a term not exceeding five years from the date on which he enters upon his office and shall be eligible for re- appointment:

Provided that no person shall hold office as the Chairperson or other Member after he has attained the age of sixty-five years.

4. The method for appointment of Chairperson and Members of the State Food Commission shall be in accordance with rules 14 of the rules ibid.

5. Place of sitting and other matter relating to State Food Commission will be as specified in the Himachal Pradesh Food Security Rules, 2019.

6. The Directorate of Food, Civil Supplies & Consumer Affairs shall provide Secretariat assistance for functioning of the State Food Commission including provision of vehicle (hired vehicle) to the Chairman, furniture and fixtures, accommodation etc.

7. The State Commission shall undertake the functions as specified in sub-section (6) of section 16 of the Act ibid.

No. PCH-HA(1) 10/2010-43093-43261.—In supersession of Notification No PCH- HA(3)6/94 dated 10-03-1995 and in exercise of the power conferred by sub-rule (1) and (9) of Rules 87&88 of the Himachal Pradesh Panchayati Raj (Election) Rules, 1994, the Governor, Himachal Pradesh is pleased to authorize Deputy Commissioners of the concerned Districts of Himachal Pradesh to determine the number of offices of Chairperson of Gram Panchayat and Panchayat Samiti to be reserved for various categories and finalize the reservation made under rules 87&88 of the said rule for the offices of Pradhan, Gram Panchayats and Chairperson of Panchayat Samitis.

सं0ः पीसीएच-एचए (3) 8/2006-48095-98.--इस विभाग की समसंख्यक अधिसूचना जिसे दिनांक 12 मार्च, 2020 को राजपत्र में प्रकाशित किया गया है के अन्तर्गत, जिला सिरमौर, के विकास खण्ड पांवटा साहिब, की ग्राम सभा बढ़ाना का नाम बदलकर "कलाथा बढ़ाना" करने हेतु प्रस्तावना द्वारा सम्बन्धित ग्राम सभा सदस्यों से आक्षेप एवं सुझाव आमंत्रित किए गए थे तथा उपायुक्त, जिला सिरमौर को इस सम्बन्ध में आक्षेप/सुझाव प्राप्त करने और उन पर विचार करने के उपरान्त अन्तिम सिफारिश प्रस्तुत करने के लिए प्राधिकृत किया गया था ;

और क्याेंकि उपरोक्त अधिसूचना में निर्दिष्ट अवधि के भीतर ग्राम सभा बढ़ाना का नाम बदलकर कलाथा बढ़ाना करने के संदर्भ में कोई भी आक्षेप/सुझाव प्राप्त नहीं हुआ है;

अतः हिमाचल प्रदेश के राज्यपाल, हिमाचल प्रदेश पंचायती राज अधिनियम, 1994 (वर्ष 1994 का अधिनियम संख्यांक 4) की धारा 3 की उप-धारा (2) के खण्ड (घ) द्वारा प्रदत्त शक्तियों के अधीन, जिला सिरमौर, के विकास खण्ड पांवटा साहिब, की ग्राम सभा बढ़ाना का नाम बदलकर ग्राम सभा "कलाथा बढ़ाना" करने के सहर्ष आदेश प्रदान करते हैं।

No. Ind-A(B)8-4/2016.—On the recommendations of the Departmental Promotion Committee, the Governor, Himachal Pradesh is pleased to order the promotion of Shri Rajinder Singh, Manager DIC to the post of General Manager DIC/Deputy Director of Industries (Class-I Gazetted) in the pay scale of Rs.15600-39100+ 5400 Grade pay in the Department of Industries, H.P. with immediate effect.

The above officer shall remain on probation for a period of two years. He shall also exercise option for fixation of pay under the provisions of FR-22, within a period of one month from the date of issue of this Notification.

The Governor, Himachal Pradesh is further pleased to order posting of Shri Rajinder Singh on his promotion as General Manager at District Industries Centre, Kullu vice Smt. Chhime Angmo, General Manager, who is further ordered to be transferred and posted at District Industries Centre Lahaul & Spiti at Keylong, against vacant post.

The above officers are directed to join their duties within 10 days and submit joining report to this Office as well as to Director of Industries, H.P.
