No. SEC(F)-2/2020(ULB) Elections-5742.—In exercise of the powers vested under Section 281 of the Himachal Pradesh Municipal Act, 1994, read with Rule 32(2) of the Himachal 178-राजपत्र/2020-19-12-2020 (6009)6010 राजपत्र, हिमाचल प्रदेश, 19 दिसम्बर, 2020/28 मार्गशीर्ष, 1942 Pradesh Municipal Election Rules, 2015, the State Election Commission Himachal Pradesh do hereby appoints all the Sub-Divisional Officers (Civil) as Returning Officers and Tehsildars as Assistant Returning Officers in respect of the Municipal Councils/Nagar Panchayats falling under their jurisdiction.

Further, if post of Sub-Divisional Officer (Civil) is vacant the Tehsildar concerned will discharge the duties of Returning Officer and the Naib-Tehsildar concerned will function as Assistant Returning Officer.

This is issued in supersession of all previous orders issued by the State Election Commission in this behalf.

No. STE-A (9)-1/2020.—The Governor, Himachal Pradesh is pleased to constitute a Committee consisting of following Officers to encourage need based Science & Technology Development at the State level under the "Mapping of the Science & Technology needs of the States" project through State Science & Technology Programme (SSTP) of the Department of Science & Technology, GoI to review and provide all possible guidance in the compilation of the information on the Science & Technology interventions in consonance with the Sustainable Development Goals (SDGs) under the Chairmanship of the Secretary (Env. Science & Technology) to the Govt. of Himachal Pradesh as under:—

The meeting of the Advisory Committee will be held once in a period of six months or as & when convened by the Chairperson of the Advisory Committee depending on the need to review and provide necessary guidance in the compilation of the Science & Technology needs of the State.

The official members of the Advisory Committee will be entitled to TA/DA as per admissibility under Govt. of H.P. Rules or as per admissibility in respective Departments/ Institutions.

The Non-Official Members of the Advisory Committee would be paid TA/DA for sitting as per the H.P. Govt. Rules applicable in the Departments/Institutions/Boards/Corporations.

The Department of Science & Technology, GoI has envisaged this programme with the following vision and broad Terms of Reference of the Advisory Committee are as under:—

1. To consider Sustainable Development Goals (SDGs) as the common framework for mapping Science & Technology needs, so that it will go well with State as well as National agenda for Sustainable Development with inclusive growth.

2. For Mapping Issues and Challenges of State, SDGs should form the basis of the S&T interventions and not to deal with the data required for calculating SDG indicator.

3. Based on SDG index, the Science & Technology inventions may be selected for appropriate SDGs to raise its performance from lower to higher.

4. The mapping exercise should be carried out from State to District level.

5. To have an effective coordination with the State Government and line Departments both at the State and District level, Advisory Committee shall monitor and coordinate the Mapping of the Science & Technology needs of the States at the State level.

6. The H.P. Council for Science, Technology & Environment (HIMCOSTE) will coordinate the meetings at the State as well as District level and also coordinate for the institutional mechanism required for its completion within a period of one year.

7. The Advisory Committee would review and provide all guidance in compiling the information on the Science & Technology Interventions in consonance with the Sustainable Development Goals (SDGs) of the State.

No. Ind-A(B)8-4/2016.—On the recommendations of the Departmental Promotion Committee, the Governor, Himachal Pradesh is pleased to order the promotion of Shri Uttam Ram Verma, Manager DIC to the post of General Manager (DIC)/Deputy Director of Industries (Class-I Gazetted) in the pay scale of `15600-39100 + `5400 Grade pay in the Department of Industries, H.P. with immediate effect.

The above officer shall remain on probation for a period of two years. He shall also exercise option for fixation of pay under the provisions of FR-22, within a period of one month from the date of issue of this Notification.

The Governor, Himachal Pradesh is further pleased to order posting of Shri Uttam Ram Verma on his promotion as General Manager at District Industries Centre, Bilaspur against vacant post.

The above officer is directed to join his duties at new place of posting within 10 days and submit joining report to this Office as well as to Director of Industries, H.P., failing which the promotion orders will automatically be treated as withdrawn and no separate orders will be issued in this regard.
