सं0पी0बी0डब्ल्यू0 (बी0)एफ(5)25/2020.--यतः हिमाचल प्रदेश के राज्यपाल को यह प्रतीत होता है कि हिमाचल प्रदेश सरकार को सरकारी व्यय पर सार्वजनिक प्रयोजन हेतु नामतः ढाडू, तहसील नेरवा, जिला शिमला, हिमाचल प्रदेश में नेरवा-वासा-रिजंट सड़क के निर्माण हेतु भूमि अर्जित करनी अपेक्षित है, अतएव 48—राजपत्र/2021-02-07-2021 (1245) 1246 राजपत्र, हिमाचल प्रदेश, 02 जुलाई, 2021/11 आषाढ़, 1943 एतद्‌द्वारा यह अधिसूचित किया जाता है कि उक्त परिक्षेत्र में जैसा कि निम्न विवरणी में निर्दिष्ट किया गया है, उपरोक्त प्रयोजन के लिए भूमि का अर्जन अपेक्षित है।

2. यह घोषणा, भूमि अर्जन, पुनर्वास और पुनव्र्यवस्थापन में उचित प्रतिकर और पारदर्शिता अधिकार अधिनियम, 2013 (2013 का 30) की धारा-19 के उपबन्धों के अधीन इससे सम्बन्धित सभी व्यक्तियों को सूचना हेतु की जाती है तथा उक्त अधिनियम की धारा-19 के अधीन भू-अर्जन समाहर्ता, (शिमला क्षेत्र) विन्टर फील्ड शिमला, जिला शिमला, हिमाचल प्रदेश को उक्त भूमि के अर्जन करने के आदेश लेने का एतद्‌द्वारा निदेश दिया जाता है।

3. भूमि रेखांक का निरीक्षण भू-अर्जन समाहर्ता, लोक निर्माण विभाग, विन्टर फिल्ड शिमला, (हि0 प्र0) के समक्ष अपनी आपत्ति दायर कर सकता है।

स0 स0जे0ई0-ए0-एफ0 (2) 1/2021.--राज्यपाल हिमाचल प्रदेश बीपीएल लड़कियों/महिलाओं को विवाह अनुदान के लिए "शगुन" योजना को सहर्ष स्वीकृृति प्रदान करते हैं। यह योजना पूरे हिमाचल प्रदेश में 01-04-2021 से लागू होगी।

1. उद्देश्य.-योजना का मुख्य उद्देश्य ऐसे माता-पिता/संरक्षक अथवा स्वयं लड़की यदि उसके माता-पिता जीवित नही है व लापता है, कोे लड़की की शादी के लिए वित्तीय सहायता प्रदान करना है, जो कि बीपीएल परिवार से संबधित हैं तथा जिसकी आयु 18 वर्ष से अधिक है और हिमाचल प्रदेश की स्थाई निवासी हो। यदि लड़की का विवाह ऐसे लड़के से होता है जो कि हिमाचल प्रदेश का स्थाई निवासी नहीं है तब भी वह विवाह अनुदान हेतु पात्र होगी।

2. आवेदन की प्रक्रिया.-लड़की के माता-पिता/अभिभावकों लड़की द्वारा स्वयं यदि वह बेसहारा है , संबधित बाल विकास परियोजना अधिकारी/प्रभारी नारी सेवा सदन/अधीक्षक, बालिका आश्रम को अनुबन्ध ''क'' पर दर्शाए गए प्रपत्र पर आवेदन किया जाएगा। बाल विकास परियोजना अधिकारी/ प्रभारी नारी सेवा सदन/अधीक्षक बालिका आश्रम द्वारा आवेदन पत्र का सत्यापन किया जाएगा।

3. अनुदान की राशि.-विवाह अनुदान के रूप में मु0 31000/- (इकतीस हजार) रुपये केवल की आर्थिक सहायता प्रत्येक मामले में लड़की के माता-पिता/अभिवावकों को प्रदान की जाएगी। राज्य सरकार अनुदान की राशि को जीवन यापन हेतु खर्चे को ध्यान में रखते हुए समय-समय पर बढ़ाने के लिए सक्षम होगी।1247 राजपत्र, हिमाचल प्रदेश, 02 जुलाई, 2021/11 आषाढ़, 1943 4. सक्षम अधिकारी.-संबधित जिला के जिला कार्यक्रम अधिकारी मु0 31000/-(इकतीस हजार रुपये केवल) की राशि उस लड़की/महिला जो कि हिमाचल की स्थाई निवासी है तथा जिसकी आयु 18 वर्ष से अधिक है का विवाह अनुदान स्वीकृृत करने के लिए सक्षम अधिकारी होंगे।

5. आहरण एवं वितरण.- आहरण एवं वितरण जिला कार्यक्रम अधिकारी द्वारा बाल विकास परियोजना अधिकारी को किया जाएगा जो कि आवेदक/लाभार्थी को अनुदान राशि वितरित करेंगे। प्रस्तावित शादी की तारीख से दो महीने पहले राशि का भुगतान किया जा सकता है। यदि विवाह पहले ही हो चुका है, तो विवाह के छह महीने के भीतर भी आवेदक अनुदान राशि के लिए आवेदन कर सकते हैं। यदि आवेदक शादी के छः माह के बाद आवेदन करता/करती है तो आवेदन को स्वीकार नहीं किया जाएगा तथा उसे शगुन योजना के अन्तर्गत लाभ नहीं दिया जाएगा। बाल विकास परियोजना अधिकारी इस योजना के लिए अलग रिकॉर्ड रखेंगे और व्यय की लेखा परीक्षा, अन्य योजनाओं की तरह बाल विकास परियोजना अधिकारी द्वारा की जाएगी। अनुदान राशि संबंधित आवेदक के बैंक खाते में स्थानांतरित की जाएगी।

6. सत्यापन.-बाल विकास परियोजना अधिकारी या राज्य गृह/नारी सेवा सदन/ बालिका आश्रम के प्रभारी यह सत्यापित करेगा/ करेगी कि आवेदक द्वारा दिये गए सभी तथ्य सही हैं तथा उसके द्वारा मुख्यमंत्री कन्यादान योजना अथवा इसी प्रकार की विवाह हेतु अनुदान की किसी अन्य विभागीय योजना में लाभ नहीं दिया गया है। सम्बधित अधिकारी यह भी सत्यापित करेंगे कि शादी वास्तव में हुई है तथा राशि का उपयोग उसी उ६ेश्य के लिए किया गया है जिसके लिए यह राशि स्वीकृत की गई हैै।

7. नियम और शर्तें.-(क) लड़कियों/महिलाओं के माता-पिता/अभिभावकों या स्वयं लड़की द्वारा, यदि उसके माता-पिता जीवित नहीं है या लाापता हैं, को अपने आवेदन के साथ निम्नलिखित जानकारी/दस्तावेज देने हाेंगे। (i) आवेदक/लड़की का हिमाचली प्रमाण पत्र (प्रमाण पत्र सक्षम अधिकारी द्वारा जारी किया गया हो)

(ii) माता-पिता/अभिभावक का बी0पी0एल0 प्रमाण-पत्र या लड़की का स्वयं का, यदि उसके माता-पिता जीवित नहीं हैं या लापता है। (प्रमाण पत्र सक्षम अधिकारी द्वारा जारी किया गया हो)

(iii) लड़की की जन्म तिथि का प्रमाण पत्र । (प्रमाण पत्र सक्षम अधिकारी द्वारा जारी किया गया हो)

(iv) शादी की प्रस्तावित तिथि। (संबधित पंचायत /पार्षद/प्रभारी, नारी सेवा सदन, अधीक्षक बालिका आश्रम द्वारा सत्यापित हो) (v) यदि विवाह पहले ही हो चुका हो तो विवाह प्रमाण पत्र, जो कि हि0 प्र0 विवाह अधिनियम, 1996 के अन्तर्गत अधिसूचना सम्बधित पंचायत सचिव/सचिव नगर पंचायत, कार्यकारी अधिकारी नगर पालिका, नगर निगम द्वारा जारी किया गया हो।

(vi ) यदि लड़की के माता-पिता जीवित नहीं है/लापता, प्रमाण पत्र। (प्रमाण पत्र सम्बन्धित पंचायत /नगर पालिका/निगम द्वारा जारी किया गया हो)

(vii) उस व्यक्ति का नाम व पता जिससे लड़की की शादी हो रही है। (प्रमाण पत्र सम्बन्धित पंचायत /नगर पालिका/निगम द्वारा जारी किया गया हो)

(viii) उस व्यक्ति की जन्म तिथि जिससे लड़की की शादी हो रही है। (प्रमाण पत्र सक्षम अधिकारी द्वारा जारी किया गया हो व प्रस्तावित वर की आयु 21 वर्ष से कम न हो ।

(ख) आवेदक विवाह अनुदान के लिए केवल एक ही योजना के अन्तर्गत पात्र होगा/होगी-मुख्यमंत्री कन्यादान योजना अथवा शगुन योजना (पात्रता के आधार पर) । 1248 राजपत्र, हिमाचल प्रदेश, 02 जुलाई, 2021/11 आषाढ़, 1943 (ग) यदि अनुदान की राशि का उपयोग वितरण की तिथि से तीन महीने की अवधि के भीतर माता-पिता/अभिभावक/लड़की द्वारा उस प्रयोजन के लिए नहीं किया जाता है जिसके लिए राशि स्वीकृृत हुई थी तो उस राशि को वापिस बाल विकास परियोजना अधिकारी के पास जमा करवाना अनिवार्य है। 8. खाते का शीर्षक.-खर्चे का लेखा जोखा लेखाशीर्ष '' 2235-02-102-24-सून, जो समय-समय पर परिवर्तन के अधीन है में से किया जाएगा।

Dated, the 11th June, 2021

No. SJE-A-F(2)-1/2021.—The Governor, Himachal Pradesh is pleased to notify the scheme for Marriage Grant to BPL Girls/Women namely "Shagun" which shall be applicable throughout the State of Himachal Pradesh w.e.f 01-04-2021.

1. Aim and Objectives.—The main purpose of the scheme is to provide financial assistance to the parents/guardians or the girl herself if her parents are not alive/traceable for marriage of their girls who belong to BPL family, above 18 years of age and bonafide resident of Himachal Pradesh. The marriage grant will be given even if the girl from Himachal Pradesh is marrying a boy from outside the State of Himachal Pradesh.

2 . Process of Application.—Application should be made in the prescribed form at Annexure-"A" by the parents/guardians/the girl herself, in case she is destitute to the concerned Child Development Project Officer/Incharge Nari Sewa Sadan/Superintendent Balika Ashram. The Child Development Project Officer / Incharge Nari Sewa Sadan / Superintendent Balika Ashram will verify the antecedents contained in the application.

3. Rate of Grant.—The marriage grant @ Rs. 31000/- (Thirty one thousand only) in each case shall be admissible to the parents/guardians of the girl/women for their marriage. The State Government shall be competent to increase the amount from time to time keeping in view the cost of living.

4. Power of sanction.—The District Programme Officer shall be competent to sanction a marriage grant of Rs. 31000/- to bonafide Himachali girls/women who are above 18 years for their marriage.

5. Drawing & disbursement of grant.—The grant will be drawn and disbursed by the District Programme Officer to the Child Development Project Officer of the concerned Project who shall further disburse it to the beneficiaries. The amount may be paid two months in advance of the proposed date of marriage. If the marriage has already taken place, the grant shall be disbursed even after the applicant applies for the grant of marriage, within a period of six months. In case the applicant applies after a period of six months from the date of marriage, the application shall not be considered and no benefit shall be given. The Child Development Project Officer will maintain separate record for the scheme and Audit of Accounts of expenditure shall be conducted like other schemes under the Child Development Project Officer. The money will be transferred into the bank account of the concerned applicant.

6. Verification.—Child Development Project Officer/ Incharge of State Home/Nari Sewa Sadan/ Superintendent Balika Ashram concerned shall verify that particulars mentioned by the applicant in the application form are correct and that he/ she has not been benefited under Mukhya Mantri Kanyadan Yojna or any other similar departmental scheme for marriage grant. The concerned officer/official shall also verify that the marriage has actually taken place and the amount has been properly utilized for the purpose for which it has been sanctioned.

7. Terms and Conditions.—(a). The parents/guardians of the girls/women or the girl herself, in case her parents are not alive / traceable shall have to supply the following documents along with their application :—

(i) Certificate of bonafide resident of Himachal Pradesh of the applicant/girl.

(ii) BPL certificate of parents/ guardian or the proposed bride herself in case her parents are not alive /traceable certified by the competent authority.

(iii) Proof of date of birth of the girl issued by the competent authority.

(iv) Proposed date of marriage of girl duly certified by Pradhan Gram Panchyats/ Councilors of Urban Local Bodies and Incharge of Nari Sewa Sadan/Superintendent, Balika Ashrams concerned.

(v) In case marriage has already been performed, certificate from the concerned Marriage Registrar i.e Secretary, Gram Panchayat/Executive Officer, Nagar Panchayat/ Nagar Parishad/Municipal Corporation as declared under H.P. Marriage Registration Act, 1996.

(vi) If the parents of the girl are not alive then death certificate/ non traceable /missing certificate issued by the Gram Panchayat / M.C. may be submitted.

(vii) Name and address of the boy with whom marriage is proposed, certified by Gram Panchayat/ MC.

(viii) Proof of date of birth of boy issued by the competent authority (The boy should not be less than 21 years of age)

(b) The applicant will be eligible to apply only in one of the two marriage grant scheme of the department i.e. either Mukhyamantri Kanyadan Yojna or Shagun Yojna subject to eligibility criteria and shall submit a declaration to this effect.

(c) If the amount of grant is not utilized by parents/ guardian/ the girl herself for the purpose for which it was sanctioned within a period of three months from the date of disbursement, it shall be refunded back to the Child Development Project Officer concerned immediately.

8. Head of accounts.—The expenditure involved will be debitable following Head of Accounts: 2235-02-102-24-SOON-V, subject to change from time to time by the Government.

School, Baddi, Tehsil Baddi, District Solan, Himachal Pradesh has filed an application under section 13(3) of the Birth & Death Registration Act, 1969 stating therein that her daughter namely Karnika was born on 09-07-2018 at Ward No. 2, Near Govt. Sr. Sec. School Baddi, Tehsil Baddi, District Solan, H.P. but her birth could not be entered in the records of MC Baddi, within stipulated period. She prayed for issuing necessary orders to the MC Baddi, Tehsil Baddi, District Solan (H.P.) for entering the same in the records.

Therefore, by this proclamation, the general public is hereby informed that any person having objection regarding the birth of namely Karnika daughter of Sh. Ajay and Smt. Priti may file their objection in this court on or before 09-07-2018, failing which no objection shall be entertained.

प्रार्थीया श्रीमती किरन शर्मा पुत्री दीप राज, वासी वट कला, तहसील हरोली, जिला ऊना व पंकज शर्मा पुत्र अशोक कुमार, वासी गरीमनसुवाल, तहसील गढशंकर, जिला होशियारपुर, पंजाब ने प्रार्थना-पत्र प्रस्तुत करके निवेदन किया है कि उनकी शादी दिनांक 14-10-2019 को गांव वट कला में हुई है लेकिन उनकी शादी ग्राम पंचायत वट कला में दर्ज नहीं हुई है। अतः प्रतिवादीगण को बजरिया मुश्त्री मुनादी इश्तहार सूचित किया जाता है कि यदि किसी व्यक्ति को उक्त शादी बारे कोई उजर/एतराज हो तो वह निर्धारित तारीख पेशी दिनांक 08-7-2021 तक असालतन या वकालतन इस न्यायालय में पेश कर सकता है। अन्यथा उसके बाद कोई भी एतराज मान्य नहीं होगा। और उक्त शादी पंजीकरण करने के लिये सम्बन्धित पंचायत को आदेश दे दिए जाएंगे और मुकद्दमा का निपटारा/फैसला नियमानुसार कर दिया जायेगा ।

प्रार्थी श्री विशालदीप पुत्र प्रेम चन्द, वासी वालीवाल, तहसील हरोली, जिला ऊना (हि0प्र0) ने इस न्यायालय में निवेदन किया है कि उनकी शादी दिनांक 10-05-2015 को श्रीमती अविनिशा चन्देल पुत्री जसवन्त सिंह, वासी दूवेड़ा, तहसील नंगल, जिला रोपड़ (पंजाब) के साथ हुई है लेकिन उनकी शादी ग्राम पंचायत अभिलेख में दर्ज न है और शादी तिथि रजिस्ट्रेशन अधिनियम, 1969 के तैहत सम्बन्धित अभिलेख में दर्ज करने बारे प्रार्थना-पत्र प्रस्तुत किया है।

अतः सर्वसाधारण को इश्तहार/नोटिस मुश्त्री मुनादी के माध्यम से सूचित किया जाता है कि यदि इस बारे किसी व्यक्ति को कोई उजर/एतराज हो तो वह दिनांक 20-7-2021 को प्रातः 10.00 बजे अधोहस्ताक्षरी के न्यायालय में उपस्थित होकर उजर/एतराज पेश कर सकता है।

यदि उपरोक्त वर्णित तिथि को किसी भी व्यक्ति का कोई उजर या एतराज इस न्यायालय में प्राप्त नहीं होता है तो इस न्यायालय द्वारा यह मान लिया जाएगा कि किसी को इस सम्बन्ध में किसी को कोई आपत्ति न है और शादी तिथि सम्बन्धित रिकार्ड में दर्ज करने बारे नियमानुसार आगामी कार्यवाही अमल में लाई जाकर आदेश पारित कर दिया जायेगा ।
