No. FFE-B-A (4)-2/2019.—Whereas, in the Budget speech of the Financial Year 2021-22, Hon'ble Chief Minister has announced to implement the 'Jal Bhandaran Scheme'. The scheme envisages that Water Storage facilities will be created to tap perennial streams by 55—राजपत्र/2021-13-07-2021 (1411)1412 राजपत्र, हिमाचल प्रदेश, 13 जुलाई, 2021/22 आषाढ़, 1943 building check dams to increase moisture content in forest areas. Each such dam/pond would be able to retain 8 to 10 lakh litres of water. 300 dams/reservoirs will be constructed in the next 2 years on which Rs. 100 crore would be spent.

Whereas, the Jal Shakti Vibhag (JSV), Rural Development Department (RDD), Horticulture & Agriculture Departments are important Stakeholder Departments and their assistance in successful implementation of this scheme would be required.

Therefore, for effective implementation of scheme, the Governor of Himachal Pradesh is pleased to constitute a Core Team at each Forest Circle level under the Chairpersonship of the concerned Conservator of Forests/ Chief Conservator of Forests Incharge of the Forest Circle having following members:—

Terms of Reference :

1. All the potential locations/ sites for building of the dams shall be discussed by the Core Team including those sites which have been intimated by Jal Shakti Vibhag, Rural Development, Horticulture and Agriculture Departments. The members shall deliberate on each site and give their suggestions for effective implementation of the scheme. The suggestions shall also cover various aspects such as scientifically and technically robust designing and hydrological / geological aspects.

2. The Core Team shall also discuss the implementation of scheme through convergence since all Stakeholder Departments and the Externally Aided Projects (EAPs) in the Forest Department have funds for water & soil conservation. The H.P. State CAMPA funds shall also be used in major way as per CAMPA Rules. The Financial resources & technical knowledge with Stakeholder Departments shall be pooled for better results.

3. The Core Team shall give their recommendations with respect of each site for taking up construction work to the Pr. CCF (HoFF) through the Nodal Officer of scheme at H.P. Forest Department Head Quarter.

4. The Core Team shall finalise the locations in each circle as per the allocated targets at the earliest and the concerned DFOs shall prepare the estimates immediately with inputs of experts in the Core Team so that work on ground could be started at the earliest.

5. The 1st meeting of the Core Team shall be convened by the concerned Deputy Commissioner for better inter-departmental co-ordination and thereafter concerned CFs/CCFs can take over to convene further meetings.

6. The Core Team shall also explore the possibilities of taking services of experts available in different departments such as a panel of retired officers in the World Bank aided Horticulture Development project, Hydrogeologists in the MPP & Power Department, SJVNL and in the Hydrology Institute.
