संख्या-गृह-बी-(ए)1-4/2007-एच.सी.--हिमाचल प्रदेश के राज्यपाल, कुटुम्ब न्यायालय अधिनियम,1984 (1984 का अधिनियम संख्यांक 66) की धारा 4 की उपधारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, हिमाचल प्रदेश उच्च न्यायालय के परामर्श से, अतिरिक्त जिला एवं सत्र न्यायाधीशाें, जो 152—राजपत्र/2021-24-11-2021 (5553) 5554 राजपत्र, हिमाचल प्रदेश, 24 नवम्बर, 2021/03 मार्गशीर्ष, 1943 जिला कांगड़ा और जिला मण्डी के उपमण्डलों में सर्किट न्यायालय धारित कर रहे हैं और जो कुटुम्ब न्यायालय की धारा 4 के अनुसार अपेक्षित अर्हताएं रखते हों, को कुटुम्ब विवादों से सम्बन्धित समस्त मामलों पर अधिकारिता का सामयिक व्यवस्था के रूप में प्रयोग करने के लिए कुटुम्ब न्यायालयों के प्रधान न्यायाधीश(शों)/अतिरिक्त प्रधान न्यायाधीश(शों) के रूप में निम्न प्रकार से पदाभिहित करते हैंः- जिला कांंगंंगड़ा :

No. Home-B(A)1-4/2007- HC.—In exercise of the powers conferred by sub-section (1) of section 4 of the Family Court Act, 1984 (Act No. 66 of 1984), the Governor, Himachal Pradesh in consultation with the High Court, Himachal Pradesh, is pleased to designate the Additional District and Sessions Judges, who are holding Circuit Courts at Sub-Divisions in District Kangra and District Mandi, having requisite qualification as per section 4 of the Family Courts as Principal Judge(s)/Additional Principal Judge(s), Family Courts to exercise jurisdiction over all matters pertaining to family disputes as stop gap arrangement as under:—

Additional District & Sessions Judge-II, Dharamshala for Sub Division Baijnath, Dehra and Jawali.

No. 4571/MA.—Whereas, Rohtang Pass, being a famous tourist destination of this district witnesses the presence of thousands of tourists/ local people every year visiting the pass through their personal/ hired vehicles by obtaining a valid Rohtang Pass travel Permit from the online portal exclusively maintained by the District Administration, Kullu for this purpose in compliance of the orders passed by Hon'ble NGT .

And whereas, the Sub Divisional Magistrate, Manali, District Kullu, H.P. vide their office letter No. 3968/PA, dated 18-11-2021 has recommended in the light of reports of Commanding Officer, 38 BRTF (GREF) Clo 56 APO and SDPO, Manali that due to low temperatures and adverse weather conditions, the water is getting frozen at many places on the surface of road leading to Rohtang Pass and there is an imminent danger of loss of life and property due to skidding off of vehicles from the road surface and as such the road leading to Rohtang Pass be closed for all kind of vehicular traffic and the website for issuance of Rohtang Pass permits may also be closed.

Now therefore, keeping in view the recommendations of the Sub Divisional Magistrate, Manali, District Kullu, H.P. and safety of people, I, Ashutosh Garg, I.A.S. District Magistrate, Kullu, H.P. in exercise of power vested in me under section 1 15, Motor Vehicles Act, 1988, do hereby order that the movement of all type of vehicles towards Rohtang Pass beyond Kothi village shall be prohibited w.e.f. 22-11-2021 till further order.

This order shall not be applicable to the vehicles involved in rescue operation/snow clearance/emergency vehicles/police/armed forces/paramilitary forces/other such vehicles with specific permission from District Administration for a specific purpose.
