संख्याः ई.डी.एन.-सी-एफ(4)2/2020.--सेवाआें या प्रसुविधाओं या सहायिकियों को प्रदान करने के लिए आधार का एक पहचान दस्तावजे के रूप में प्रयोग, सरकार की परिदान प्रक्रिया को सुगम बनाता है, 158—राजपत्र/2021-01-12-2021 (5651) 5652 राजपत्र, हिमाचल प्रदेश, 01 दिसम्बर, 2021/10 मार्गशीर्ष, 1943 दक्षता में पारदर्शिता लाता है और लाभार्थियों को सुविधाजनक और निर्बाध रीति में किसी की पहचान साबित करने के बहुविध दस्तावजे प्रस्तुत करने की आवश्यकता हटाकर, प्रत्यक्षतः उन्हें हकदारियां प्राप्त करने हेतु समर्थ बनाता है;

प्रारम्भिक शिक्षा विभाग (जिसे इसमेें इसके पश्चात्‌्‌ विभाग कहा गया है) प्रथम कक्षा से पांचवीं कक्षा के एकीकृत ग्रामीण विकास कार्यक्रम के प्रवर्ग से सम्बन्धित छात्राें को छात्रवृत्ति प्रदान करने के लिए एकीकृत ग्रामीण विकास कार्यक्रम छात्रवृत्ति स्कीम (जिसे इसमें इसके पश्चात्‌्‌ स्कीम कहा गया है), प्रशासित कर रहा है जिसे निदेशालय, प्रारम्भिक शिक्षा हिमाचल प्रदेश, शिमला-171 001 (जिसे इसमें इसके पश्चात्‌्‌ 'कार्यान्वयन अभिकरण' कहा गया है) के माध्यम से कार्यान्वित किया जा रहा है;

स्कीम के अन्तर्गत प्रथम कक्षा से पांचवीं कक्षा के एकीकृत ग्रामीण विकास कार्यक्रम के प्रवर्ग से सम्बन्धित छात्रों, (जिन्हें इसमें इसके पश्चात्‌्‌ लाभार्थी कहा गया है) को प्रतिवर्ष 150/- रुपये (एक सौ पचास) की रकम (जिसे इसमें इसके पश्चात्‌्‌ प्रसुविधा कहा गया है) विद्यमान स्कीम के मार्गदर्शक सिद्धान्तों के अनुसार कार्यान्वयन अभिकरण द्वारा प्रदान की जाती है;

और उपर्युक्त स्कीम में हिमाचल प्रदेश राज्य की संचित निधि से उपगत किया जाने वाला आवर्ती व्यय अन्तर्वलित है;

अतः हिमाचल प्रदेश के राज्यपाल, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (2016 का 18) (जिसे इसमें इसके पश्चात्‌्‌ उक्त अधिनियम कहा गया है) की धारा 7 के अनुसरण में, निम्नलिखित अधिसूचित करते हैं, अर्थात्‌ः--

(1) स्कीम के अधीन प्रसुविधाएं प्राप्त करने के लिए पात्र किसी बालक को आधार संख्या धारण करने का सबूत प्रस्तुत करना होगा या आधार अधिप्रमाणन करवाना होगा।

(2) स्कीम के अन्तर्गत प्रसुविधाएं प्राप्त करने की वॉँछा रखने वाला बालक, जिसके पास आधार संख्या नहीं है या जो अभी तक आधार के लिए नामांकित नहीं है, को स्कीम के लिए रजिस्ट्रीकरण से पूर्व आधार के नामांकन के लिए अपने माता-पिता या संरक्षक की सहमति के अध्यधीन आवेदन करना अपेक्षित होगा यदि वह उक्त अधिनियम की धारा 3 के अनुसार आधार अभिप्राप्त करने के लिए हकदार है और ऐसे बालक किसी आधार नामांकन केन्द्र [सूची भारतीय विशिष्ट पहचान प्राधिकरण (यू0 आई0 डी0 ए0 आई0) वैबसाइट www.uidai.gov. in पर उपलब्ध है] पर जाएंगे।

3. आधार (नामांकन और अद्यतन) विनियम, 2016 के विनियम 12 के अनुसार, विभाग को अपने कार्यान्वयन अभिकरण के माध्यम से उन लाभार्थियों के लिए आधार नामांकन सुविधाएं प्रदान करने की आवश्यकता है जो अभी तक आधार के लिए नामांकित नहीं है और यदि सम्बन्धित खण्ड या तहसील में कोई आधार नामांकन केन्द्र अवस्थित नहीं है, तो विभाग अपने कार्यान्वयन अभिकरण के माध्यम से यू0 आई0 डी0 ए0 आई0 के विद्यमान रजिस्ट्रार के समन्वय से सुविधाजनक स्थानों पर या स्वयं ही यू0 आई0 डी0 ए0 आई0 रजिस्ट्रार की हैसियत से आधार नामांकन प्रसुविधाएं प्रदान करेगा

परन्तु जब तक कि बालक को आधार समनुदेशित नहीं किया जाता है तब तक ऐसे बालकों को निम्नलिखित दस्तावेज प्रस्तुत करने के अध्यधीन स्कीम के अधीन प्रसुविधा प्रदान की जाएगी, अर्थात्‌्‌ः- (क) यदि किसी बालक को पांच वर्ष की आयु पूर्ण करने के पश्चात्‌ (बायोमिट्रिक के संग्रहण के सहित) अभ्यावेशित कर लिया गया है, तो उसकी आधार अभ्यावेशन पहचान पर्ची या बायोमिट्रिक अद्यतन पहचान पर्ची; और

(ख) निम्नलिखित में से एक दस्तावेज, अर्थात्‌्‌ :--

(i) जन्म प्रमाण-पत्र; या समुचित प्राधिकरण द्वारा जारी किया गया जन्म का अभिलेख (रिकार्ड); या5653 राजपत्र, हिमाचल प्रदेश, 01 दिसम्बर, 2021/10 मार्गशीर्ष, 1943 (ii) माता-पिता के नाम से अन्तर्विष्ट स्कूल के प्रधानाचार्य द्वारा सम्यक्‌ रूप से हस्ताक्षरित स्कूल का पहचान-पत्र; और

(ग) विद्यमान स्कीम के मार्गदर्शक सिद्धान्तों के अनुसार लाभार्थी के माता-पिता या विधिक संरक्षक के साथ सम्बन्ध के सबूत के रूप में निम्नलिखित में से कोई एक दस्तावजे, अर्थात्‌्‌ः-- (i) जन्म प्रमाण-पत्र; या समुचित प्राधिकरण द्वारा जारी किया गया जन्म का अभिलेख (रिकार्ड);

या

(ii) राशन कार्ड; या

(iv) पेंशन कार्ड; या

(v) सेना की केन्टीन का कार्ड; या

(vi) कुटुम्ब की हकदारी का कोई सरकारी कार्ड; या

(vii) विभाग द्वारा यथा विनिर्दिष्ट कोई अन्य दस्तावजेः

परन्तु यह कि उपरोक्त दस्तावेजों की प्रयोजन के लिए विभाग द्वारा विनिर्दिष्ट रूप से नामनिर्दिष्ट किसी अधिकारी द्वारा जांच पड़ताल की जाएगी।

2. स्कीम के अधीन सुविधापूर्वक लाभार्थियों को प्रसुविधाएं उपलब्ध करवाने के आशय से विभाग अपने कार्यान्वयन अभिकरण के माध्यम से समस्त अपेक्षित व्यवस्थाएं सुनिश्चित करेगा कि उक्त अपेक्षाओं के लिए, उन्हें जागरूक करने के लिए, लाभार्थियाें को मीडिया के माध्यम से व्यापक प्रचार किया गया है। 3. उन समस्त मामलों में जहां अपकृष्ट (अस्पष्ट) बायोमिट्रिक के या किसी अन्य कारण से आधार अधिप्रमाणन असफल रहता है, निम्नलिखित उपचारात्मक क्रियाविधि अंगी—त की जाएगी, अर्थात्‌्‌ः-- (क) खराब उगंली छाप स्वरूप की दशा में आंख की पुतली के स्कैन या चहेरा अधिप्रमाणन प्रसुविधा के अधिप्रमाणन हेतु अंगी—त की जाएगी, तद्‌द्वारा विभाग अपने कार्यान्वयन अभिकरण के माध्यम से प्रमाणन के लिए निर्बाध रीति में प्रसुविधाएं प्रदान करने हेतु विभाग उंगली-छाप प्रमाणन सहित आंख की पुतली के स्कैन या चहेरा प्रमाणीकरण की प्रसुविधा की व्यवस्थाएं करेगा;

(ख) यदि उंगली छाप या आंख की पुतली के स्कैन या चहेरा प्रमाणीकरण के माध्यम से बायोमिट्रिक प्रमाणन संभव नहीं है तो, जहां कहीं साध्य और अनुज्ञये हो, वहां प्रमाणन, यथास्थिति, एक बार आधार पासवर्ड द्वारा या सीमित समय विधिमान्यता सहित एक बार समय आधारित पासवर्ड द्वारा प्रस्थापित किया जाएगा;

(ग) उन समस्त अन्य मामलों में जहां बायोमिट्रिक या एक मुश्त आधार पासवर्ड या समय आधारित एक मुश्त पासवर्ड अधिप्रमाणन सम्भव नहीं है, स्कीम के अधीन प्रसुविधाएं, आधार वर्ण (अक्षर), जिसकी प्रमाणिकता आधार पर मुद्रित तुरन्त प्रत्युत्तर कोड के माध्यम से सत्यापित की जाएगी, दी जा सकेगी और तुरन्त प्रत्युत्तर कोड का अर्थ लगाने (पढ़ने के लिए) के लिए विभाग द्वारा अपने कार्यान्वयन अभिकरण के माध्यम से सुविधाजनक स्थानों पर आवश्यक व्यवस्था की जाएगी। 5654 राजपत्र, हिमाचल प्रदेश, 01 दिसम्बर, 2021/10 मार्गशीर्ष, 1943 4. उपरोक्त अन्तर्विष्ट किसी बात के होते हुए भी, किसी भी बालक का अधिप्रमाणन द्वारा अपनी पहचान प्रमाणित करने या आधार नम्बर को धारण करने का सबूत प्रस्तुत न करने में असफल रहने की दशा में या किसी बालक जिसे आधार नम्बर समनुदेशित नहीं किया गया है, अभ्यावेशन (नामांकन) के लिए आवदेन प्रस्तुत करने पर प्रसुविधा से इनकार नहीं किया जाएगा। उसे पैरा 1 के उप-पैरा (3) के परन्तुक के खण्ड (ख) और (ग) में यथावर्णित अन्य दस्तावेजों के आधार पर उसकी पहचान करके प्रसुविधा प्रदान की जाएगी और जहां ऐसे दस्तावेजों के आधार पर प्रसुविधा प्रदान की जाती है तो उसे अभिलिखित (रिकार्ड) करने के लिए एक पृथक्‌ रजिस्टर अनुरक्षित किया जाएगा जिसे विभाग द्वारा इसके कार्यान्वयन अभिकरण के माध्यम से कालिकतः पुनर्विलोकित और संपरीक्षित किया जाएगा।

5. यह अधिसचूना राजपत्र (ई-गजट), हिमाचल प्रदेश में इसके प्रकाशन की तारीख से प्रवृृत्त होगी।

ELEMENTARY EDUCATION DEPARTMENT

NOTIFICATION

Shimla-171 002, the 18th

November, 2021

No. EDN-C-F(4)2/2020.—Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;

And whereas, the Department of Elementary Education (hereinafter referred to as the Department), is administering the Integrated Rural Development Programme (IRDP) Scholarship Scheme (hereinafter referred to as the Scheme) to provide scholarship to the students belonging to Integrated Rural Development Programme (IRDP) category, from Class 1st to 5th, which is being implemented through the Directorate of Elementary Education, H.P., Shimla-171 001 (hereinafter referred to as the Implementing Agency);

And whereas, under the Scheme, an amount of Rupees 150/- (One hundred fifty only), (hereinafter referred to as the benefit) is given to the Students from Class 1st belonging to IRDP category (hereinafter referred to as the beneficiaries), per annum by the Implementing Agency as per the extant Scheme guidelines;

And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Himachal Pradesh;

Now, therefore, in pursuance of Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Governor of Himachal Pradesh hereby notifies the following, namely:—

(1) A child desirous of availing the benefit under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.

(2) Any child desirous of availing the benefit under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians, before registering for the Scheme provided that he is entitled to obtain Aadhaar as per Section 3 of the said Act and such children shall visit any Aadhaar enrolment centre [list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar.

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:

Provided that till the time Aadhaar is assigned to the child, the benefit under the Scheme shall be given to such children subject to production of the following documents, namely:—

(a) If the child has been enrolled after attaining the age of five years (with biometrics collection), his Aadhaar Enrolment Identification slip, or of biometric update identification slip; and

(b) Any one of the following documents, namely:—

i. Birth Certificate; or Record of birth issued by the appropriate authority; or ii. School identity card, duly signed by the Principal of the school, containing parents' names; and

(c) Any one of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant Scheme guidelines, namely:—

i. Birth Certificate; or Record of birth issued by the appropriate authority; or ii. Ration Card; or

iii. Ex-Servicemen Contributory Health Scheme (ECHS) Card; or Employees' State Insurance Corporation (ESIC) Card; or Central Government Health Scheme (CGHS) Card; or

iv. Pension Card; or

v. Army Canteen Card; or

vi. Any Government Family Entitlement Card; or

vii. Any other document as specified by the Department:

Provided further that the above documents shall be checked by an officer specifically designated by the Department for that purpose.

2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure5656 राजपत्र, हिमाचल प्रदेश, 01 दिसम्बर, 2021/10 मार्गशीर्ष, 1943 that wide publicity through media shall be given to the beneficiaries to make them aware of the said requirement.

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:—

a. In case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication alongwith fingerprint authentication for delivery of benefits in seamless manner;

b. In case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One Time Password with limited time validity, as the case may be, shall be offered;

c. In all other cases where biometric or Aadhaar One Time Password or Time- based One Time Password authentication is not possible, benefits under the scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.

4. Notwithstanding anything contained herein above, no child shall be denied benefit under the Scheme in case of failure to establish his identity by undergoing authentication, or furnishing proof of possession of Aadhaar number, or in the case of a child to whom no Aadhaar number has been assigned, producing an application for enrolment. The benefit shall be given to him by verifying his identity on the basis of other documents as mentioned in clauses (b) and (c) of the proviso of sub-paragraph (3) of paragraph 1, and where benefit is given on the basis of such other documents, a separate register shall be maintained to record the same, which shall be reviewed and audited periodically by the Department through its Implementing Agency.

5. This notification shall come into effect from the date of its publication in the Official Gazette.

स्कीम के अन्तर्गत छठी से आठवीं कक्षा के एकीकृत ग्रामीण विकास कार्यक्रम के प्रवर्ग से सम्बन्धित छात्राओं को क्रमशः प्रतिवर्ष 500/- रुपए (पांच सौ रुपए) और छात्राें को प्रतिवर्ष 250/- रुपए (दो सौ पचास रुपए) की रकम (जिसे इसमें इसके पश्चात्‌्‌ प्रसुविधा कहा गया है) विद्यमान स्कीम के मार्गदर्शक सिद्धान्तों के अनुसार कार्यान्वयन अभिकरण द्वारा प्रदान की जाती है;

अतः हिमाचल प्रदेश के राज्यपाल, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (2016 का 18) (जिसे इसमें इसके पश्चात्‌्‌ उक्त अधिनियम कहा गया है) की धारा 7 के अनुसरण में निम्नलिखित अधिसूचित करते हैं, अर्थात्‌ः--

1. (1 ) स्कीम के अधीन प्रसुविधाएं प्राप्त करने के लिए पात्र किसी बालक को आधार संख्या धारण करने का सबूत प्रस्तुत करना होगा या आधार अधिप्रमाणन करवाना होगा।

(2) स्कीम के अन्तर्गत प्रसुविधाएं प्राप्त करने की वांछा रखने वाला बालक, जिसके पास आधार संख्या नहीं है या जो अभी तक आधार के लिए नामांकित नहीं है, को स्कीम के लिए रजिस्ट्रीकरण से पूर्व आधार के नामांकन के लिए अपने माता-पिता या संरक्षक की सहमति के अध्यधीन आवेदन करना अपेक्षित होगा यदि वह उक्त अधिनियम की धारा 3 के अनुसार आधार अभिप्राप्त करने के लिए हकदार है और ऐसे बालक किसी आधार नामांकन केन्द्र [सूची भारतीय विशिष्ट पहचान प्राधिकरण (यू0 आई0 डी0 ए0 आई0) वैबसाइट www.uidai.gov. in पर उपलब्ध है] पर जाएंगे।

परन्तु जब तक कि बालक को आधार समनुदेशित नहीं किया जाता है तब तक ऐसे बालकों को निम्नलिखित दस्तावजे प्रस्तुत करने के अध्यधीन स्कीम के अधीन प्रसुविधा प्रदान की जाएगी, अर्थात्‌्‌ः- (क) यदि किसी बालक को पाचं वर्ष की आयु पूर्ण करने के पश्चात्‌ (बायोमिट्रिक के संग्रहण के सहित) अभ्यावेशित कर लिया गया है, तो उसकी आधार अभ्यावेशन पहचान पर्ची या बायोमैट्रिक अद्यतन पहचान पर्ची; और

(ख) निम्नलिखित में से एक दस्तावजे, अर्थात्‌्‌ :--

(i) जन्म प्रमाण-पत्र; या समुचित प्राधिकरण द्वारा जारी किया गया जन्म का अभिलेख (रिकार्ड); या

(ii) माता-पिता के नाम से अन्तर्विष्ट स्कूल के प्रधानाचार्य द्वारा सम्यक्‌ रूप से हस्ताक्षरित स्कूल का पहचान-पत्र; और

(ग) विद्यमान स्कीम के मार्गदर्शक सिद्धान्तों के अनुसार लाभार्थी के माता-पिता या विधिक संरक्षक के साथ सम्बन्ध के सबूत के रूप में निम्नलिखित में से कोई एक दस्तावेज अर्थात्‌्‌ :-- 5658 राजपत्र, हिमाचल प्रदेश, 01 दिसम्बर, 2021/10 मार्गशीर्ष, 1943 (i) जन्म प्रमाण-पत्र; या समुचित प्राधिकरण द्वारा जारी किया गया जन्म का अभिलेख (रिकार्ड); या

(ii) राशन कार्ड; या

(iv) पेंशन कार्ड; या

(v) सेना की केन्टीन का कार्ड; या

(vi) कुटुम्ब की हकदारी का कोई सरकारी कार्ड; या

(vii) विभाग द्वारा यथा विनिर्दिष्ट कोई अन्य दस्तावजेः

परन्तु यह कि उपराक्ेत दस्तावेजों की प्रयोजन के लिए विभाग द्वारा विनिर्दिष्ट रूप से नामनिर्दिष्ट किसी अधिकारी द्वारा जांच पड़ताल की जाएगी।

2. स्कीम के अधीन सुविधापूर्वक लाभार्थियों को प्रसुविधाएं उपलब्ध करवाने के आशय से विभाग अपने कार्यान्वयन अभिकरण के माध्यम से समस्त अपेक्षित व्यवस्थाएं सुनिश्चित करेगा कि उक्त अपेक्षाओं के लिए, उन्हें जागरूक करने के लिए, लाभार्थियाें को मीडिया के माध्यम से व्यापक प्रचार किया गया है। 3. उन समस्त मामलों में जहां अपकृष्ट (अस्पष्ट) बायोमिट्रिक के या किसी अन्य कारण से आधार अधिप्रमाणन असफल रहता है, निम्नलिखित उपचारात्मक क्रियाविधि अंगीकृृत की जाएगी, अर्थात्‌्‌ः- (क) खराब उंगली छाप स्वरूप की दशा में आंख की पुतली के स्कैन या चहेरा अधिप्रमाणन प्रसुविधा के अधिप्रमाणन हेतु अंगीकृत की जाएगी, तद्‌द्वारा विभाग अपने कार्यान्वयन अभिकरण के माध्यम से प्रमाणन के लिए निर्बाध रीति में प्रसुविधाएं प्रदान करने हेतु विभाग उंगली-छाप प्रमाणन सहित आंख की पुतली के स्कैन या चहेरा प्रमाणीकरण की प्रसुविधा की व्यवस्थाएं करेगा;

(ख) यदि उगंली छाप या आख की पुतली के स्कैन या चहेरा प्रमाणीकरण के माध्यम से बायोमिट्रिक प्रमाणन संभव नहीं है तो, जहां कहीं साध्य और अनुज्ञये हो, वहां प्रमाणन, यथास्थिति, एक बार आधार पासवर्ड द्वारा या सीमित समय विधिमान्यता सहित एक बार समय आधारित पासवर्ड द्वारा प्रस्थापित किया जाएगा;

4. उपरोक्त अन्तर्विष्ट किसी बात के होते हुए भी, किसी भी बालक को अधिप्रमाणन द्वारा अपनी पहचान प्रमाणित करने या आधार नम्बर को धारण करने का सबूत प्रस्तुत न करने में असफल रहने की दशा में या किसी बालक जिसे आधार नम्बर समनुदेशित नहीं किया गया है, अभ्यावेशन (नामांकन) के लिए आवदेन प्रस्तुत करने पर प्रसुविधा से इनकार नहीं किया जाएगा। उसे पैरा 1 के उप-पैरा (3) के परन्तुक के खण्ड (ख) और (ग) में यथावर्णित अन्य दस्तावेजों के आधार पर उसकी पहचान करके प्रसुविधा प्रदान की जाएगी और जहां ऐसे दस्तावेजों के आधार पर प्रसुविधा प्रदान की जाती है तो उसे अभिलिखित (रिकार्ड) करने के5659 राजपत्र, हिमाचल प्रदेश, 01 दिसम्बर, 2021/10 मार्गशीर्ष, 1943 लिए एक पृथक्‌ रजिस्टर अनुरक्षित किया जाएगा जिसे विभाग द्वारा इसके कार्यान्वयन अभिकरण के माध्यम से कालिकतः पुनर्विलोकित और संपरीक्षित किया जाएगा।

Shimla-171002, the 18th November, 2021

And whereas, the Department of Elementary Education (hereinafter referred to as the Department), is administering the Integrated Rural Development Programme (IRDP) Scholarship Scheme (hereinafter referred to as the Scheme) to give scholarship to the students belonging to IRDP category, from Class 6th to 8th, which is being implemented through the Directorate of Elementary Education, H.P., Shimla-171 001 (hereinafter referred to as the Implementing Agency);

to 8th

And whereas, under the Scheme, an amount of Rupees 500/- (Five hundred only) per annum and an amount of Rupees 250/- (Two hundred fifty only) per annum (hereinafter referred to as the benefit) is given is given as scholarship from class 6th to girl and boy students belonging to IRDP category (hereinafter referred to as the beneficiaries).

And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Himachal Pradesh;

1. (1) A child desirous of availing the benefit under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for5660 राजपत्र, हिमाचल प्रदेश, 01 दिसम्बर, 2021/10 मार्गशीर्ष, 1943 the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:

Provided that till the time Aadhaar is assigned to the child, the benefit under the Scheme shall be given to such children subject to production of the following documents, namely:—

(a) If the child has been enrolled after attaining the age of five years (with biometrics collection), his Aadhaar Enrolment Identification slip, or of biometric update identification slip; and

(b) Any one of the following documents, namely:—

i. Birth Certificate; or Record of birth issued by the appropriate authority; or ii. School identity card, duly signed by the Principal of the school, containing parents' names; and

(c) Any one of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant Scheme guidelines, namely:–

i. Birth Certificate; or Record of birth issued by the appropriate authority; or ii. Ration Card; or iii. Ex-Servicemen Contributory Health Scheme (ECHS) Card; or Employees' State Insurance Corporation (ESIC) Card; or Central Government Health Scheme (CGHS) Card; or iv. Pension Card; or v. Army Canteen Card; or vi. Any Government Family Entitlement Card; or vii. Any other document as specified by the Department:

Provided further that the above documents shall be checked by an officer specifically designated by the Department for that purpose.

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:—

a. In case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with fingerprint authentication for delivery of benefits in seamless manner;

b. In case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by5661 राजपत्र, हिमाचल प्रदेश, 01 दिसम्बर, 2021/10 मार्गशीर्ष, 1943 Aadhaar One Time Password or Time-based One Time Password with limited time validity, as the case may be, shall be offered;

प्रारम्भिक शिक्षा विभाग (जिसे इसमेें इसके पश्चात्‌ 'विभाग' कहा गया है) प्रत्यके खण्ड से छठी से श्रेष्ठ चार छात्रों (दो लड़कों और दो लड़कियों) को 8वीं कक्षा के स्तर तक माध्यमिक गुणागुण छात्रवृत्ति परीक्षा (मिडल मैरिट स्कॉलरशिप एग्जामिनेशन) में प्राप्त अंकों के आधार पर मेधावी छात्रवृत्ति योजना (जिसे इसमें इसके पश्चात्‌ 'स्कीम' कहा गया है), प्रशासित कर रहा है जिसे निदेशालय, प्रारम्भिक शिक्षा हिमाचल प्रदेश, (जिसे इसमें इसके पश्चात्‌ 'कार्यान्वयन अभिकरण' कहा गया है) के माध्यम से कार्यान्वित किया जा रहा है;

स्कीम के अन्तर्गत श्रेष्ठ चार छात्रों (दो लड़कों और दो लड़कियों) छठी से आठवीं कक्षा के छात्रों (जिन्हें इसमें इसके पश्चात्‌ लाभार्थी कहा गया है) को छात्रवृत्ति के रूप में प्रतिवर्ष 800/- रुपये (आठ सौ) की रकम (जिसे इसमें इसके पश्चात्‌ प्रसुविधा कहा गया है) विद्यमान स्कीम के मार्गदर्शक सिद्धान्तों के अनुसार कार्यान्वयन अभिकरण द्वारा प्रदान की जाती है;

अतः हिमाचल प्रदेश के राज्यपाल, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (2016 का 18) (जिसे इसमें इसक े पश्चात्‌ उक्त अधिनियम कहा गया है) की धारा 7 के अनुसरण में, निम्नलिखित अधिसूचित करते हैं, अर्थात्‌ः-

1. (1) स्कीम के अधीन प्रसुविधाएं प्राप्त करने के लिए पात्र किसी बालक को आधार संख्या धारण करने का सबूत प्रस्तुत करना होगा या आधार अधिप्रमाणन करवाना होगा।

परन्तु जब तक कि बालक को आधार समनुदेशित नहीं किया जाता है तब तक ऐसे बालकों को निम्नलिखित दस्तावेज प्रस्तुत करने के अध्यधीन स्कीम के अधीन प्रसुविधा प्रदान की जाएंगी, अर्थात्‌ः- (क) यदि किसी बालक को पांच वर्ष की आयु पूर्ण करने के पश्चात्‌ (बायोमिट्रिक के संग्रहण के सहित) अभ्यावेशित कर लिया गया है, तो उसकी आधार अभ्यावेशन पहचान पर्ची या बायोमिट्रिक अद्यतन पहचान पर्ची; और

(ख) निम्नलिखित में से एक दस्तावेज, अर्थात्‌ः--

(ii) माता-पिता के नाम से अन्तर्विष्ट स्कूल के प्रधानाचार्य द्वारा सम्यक्‌ रूप से हस्ताक्षरित स्कलू का पहचान पत्र; और

(ग) विद्यमान स्कीम के मार्गदर्शक सिद्धान्तों के अनुसार लाभार्थी के माता-पिता या विधिक संरक्षक के साथ सम्बन्ध के सबूत के रूप में निम्नलिखित में से कोई एक दस्तावेज, अर्थात्‌ :-- (i) जन्म प्रमाण-पत्र; या समुचित प्राधिकरण द्वारा जारी किया गया जन्म का अभिलेख (रिकार्ड); या

(ii) राशन कार्ड; या (iii) भूतपूर्व सैनिक अभिदाय स्वास्थ्य स्कीम (ई0सी0एच0एस0) कार्ड; या कर्मचारी राज्य बीमा निगम (ई0एस0आई0सी0) कार्ड; या केन्द्रीय सरकार स्वास्थ्य स्कीम (सी0जी0एच0एस0)कार्ड; या

(iv) पेंशन कार्ड; या (v) सेना की केन्टीन का कार्ड; या (vi) कुटुम्ब की हकदारी का कोई सरकारी कार्ड; या (vii) विभाग द्वारा यथा विनिर्दिष्ट कोई अन्य दस्तावेजः

And whereas, the Department of Elementary Education (hereinafter referred to as the Department), is administering the Medhavi Chhatravriti Yojna (hereinafter referred to as the Scheme) to provide scholarship to the top four students (two boys and two girls) of Class 6th, from each Block, up to the level of 8th Class, on the basis of marks secured in Middle Merit Scholarship Examination, which is being implemented through the Directorate of Elementary Education, H.P., Shimla-171 001 (hereinafter referred to as the Implementing Agency);

And whereas, under the Scheme, an amount of Rupees 800/- (Eight hundred only), (hereinafter referred to as benefit) is given as scholarship to the top four students (two boys and two girls) from Class 6th (hereinafter referred to as the beneficiaries), by the Implementing Agency as per the extant Scheme guidelines;

In all other cases where biometric or Aadhaar One Time Password or Time-based One Time Password authentication is not possible, benefits under the scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.

5. This notification shall come into effect from the date of its publication in the Official Gazette.

स्कीम के अन्तर्गत भारतीय सशस्त्र बलों के ऐसे सिपाहियों, जो युद्धों या किसी सैन्य कार्यवाई के दौरान किसी भी समय शहीद या निःशक्त (पंगु) हुए हैं, के बालकों के लिए (जिन्हें इसमें इसके पश्चात्‌ लाभार्थी कहा गया है) को प्रतिवर्ष 150/- रुपए (एक सौ पचास रुपए) की रकम (जिसे इसमें इसके पश्चात्‌ प्रसुविधा कहा गया है) विद्यमान स्कीम के मार्गदर्शक सिद्धान्तों के अनुसार कार्यान्वयन अभिकरण द्वारा प्रदान की जाती है;

अतः हिमाचल प्रदेश के राज्यपाल, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (2016 का 18) (जिसे इसमें इसके पश्चात्‌ उक्त अधिनियम कहा गया है) की धारा 7 के अनुसरण में, निम्नलिखित अधिसूचित करते हैं, अर्थात्‌ः-

2. स्कीम के अधीन सुविधापूर्वक लाभार्थियों को प्रसुविधाएं उपलब्ध करवाने के आशय से विभाग अपने कार्यान्वयन अभिकरण के माध्यम से समस्त अपेक्षित व्यवस्थाएं सुनिश्चित करेगा कि उक्त अपेक्षाओं के लिए, उन्हें जागरूक करने के लिए, लाभार्थियों को मीडिया के माध्यम से व्यापक प्रचार किया गया है। 3. उन समस्त मामलों में जहां अपकृष्ट (अस्पष्ट) बायोमिट्रिक के या किसी अन्य कारण से आधार अधिप्रमाणन असफल रहता है, निम्नलिखित उपचारात्मक क्रियाविधि अंगीकृत की जाएगी, अर्थात्‌ः- (क) खराब उंगली छाप स्वरूप की दशा में आंख की पुतली के स्कैन या चेहरा अधिप्रमाणन प्रसुविधा के अधिप्रमाणन हेतु अंगीकृत की जाएगी, तद्‌द्वारा विभाग अपने कार्यान्वयन अभिकरण के माध्यम से प्रमाणन के लिए निर्बाध रीति में प्रसुविधाएं प्रदान करने हेतु विभाग उंगली छाप प्रमाणन सहित आंख की पुतली के स्कैन या चेहरा प्रमाणीकरण की प्रसुविधा की व्यवस्थाएं करेगा;

(ख) यदि उंगली छाप या आंख की पुतली के स्कैन या चेहरा प्रमाणीकरण के माध्यम से बायोमिट्रिक प्रमाणन संभव नहीं है तो, जहां कहीं साध्य और अनुज्ञये हो, वहां प्रमाणन, यथास्थिति, एक बार आधार पासवर्ड द्वारा या सीमित समय विधिमान्यता सहित एक बार समय आधारित पासवर्ड द्वारा प्रस्थापित किया जाएगा;

4. उपरोक्त अन्तर्विष्ट किसी बात के होते हुए भी, किसी भी बालक को अधिप्रमाणन द्वारा अपनी पहचान प्रमाणित करने या आधार नम्बर को धारण करने का सबूत प्रस्तुत न करने में असफल रहने की दशा में या किसी बालक जिसे आधार नम्बर समनुदेशित नहीं किया गया है, अभ्यावेशन (नामांकन) के लिए आवदेन प्रस्तुत करने पर प्रसुविधा से इनकार नहीं किया जाएगा। उसे पैरा 1 के उप-पैरा (3) के परन्तुक के खण्ड (ख) और (ग) में यथा वर्णित अन्य दस्तावेजों के आधार पर उसकी पहचान करके प्रसुविधा प्रदान की जाएगी और जहां ऐसे दस्तावेजों के आधार पर प्रसुविधा प्रदान की जाती है तो उसे अभिलिखित (रिकार्ड) करने के लिए एक पृथक्‌ रजिस्टर अनुरक्षित किया जाएगा जिसे विभाग द्वारा इसके कार्यान्वयन अभिकरण के माध्यम से कालिकतः पुनर्विलोकित और संपरीक्षित किया जाएगा।

Shimla-171 002, the 18th November, 2021

And whereas, the Department of Elementary Education (hereinafter referred to as the Department), is administering the scholarship for the children of Defence Personnel (hereinafter referred to as the Scheme) to the children of such soldiers of Indian Armed Forces, who were martyred or disabled during wars or any military action at any time, which is being implemented through the Directorate of Elementary Education, H.P., Shimla- 171 001 (hereinafter referred to as the Implementing Agency);

And whereas, under the Scheme, an amount of Rs. 150/- (One hundred and fifty only) per annum (hereinafter referred to as the benefit) is given to the children of such soldiers of Indian Armed Forces, who were martyred of disable during wars or any military action at any time, (hereinafter referred to as the beneficiaries) by the Implementing Agency as per the extant Scheme guidelines;

And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Himachal Pradesh;

1. (1) A child desirous of availing the benefit under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.

Provided that till the time Aadhaar is assigned to the child, the benefit under the Scheme shall be given to such children subject to production of the following documents, namely:—

(a) If the child has been enrolled after attaining the age of five years (with biometrics collection), his Aadhaar Enrolment Identification slip, or of biometric update identification slip; and

(b) Any one of the following documents, namely:—

i. Birth Certificate; or Record of birth issued by the appropriate authority; or ii. School identity card, duly signed by the Principal of the school, containing parents' names; and

(c) Any one of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant Scheme guidelines, namely:—

Provided further that the above documents shall be checked by an officer specifically designated by the Department for that purpose.

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:—

i. In case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication alongwith fingerprint authentication for delivery of benefits in seamless manner;

ii. In case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One Time Password with limited time validity, as the case may be, shall be offered;

iii. In all other cases where biometric or Aadhaar One Time Password or Time based One Time Password authentication is not possible, benefits under the scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.

5. This notification shall come into effect from the date of its publication in the Official Gazette.

अतः हिमाचल प्रदेश के राज्यपाल, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (2016 का 18) (जिसे इसमें इसके पश्चात्‌ उक्त अधिनियम कहा गया है) की धारा 7 के अनुसरण में, निम्नलिखित अधिसूचित करते हैं, अर्थात्‌ः-

1. (1) स्कीम के अधीन प्रसुविधाएं प्राप्त करने के लिए पात्र किसी बालक को आधार संख्या धारण करने का सबूत प्रस्तुत करना होगा या आधार अधिप्रमाणन करवाना होगा।

(2) स्कीम के अन्तर्गत प्रसुविधाएं प्राप्त करने की वांछा रखने वाला बालक, जिसके पास आधार संख्या नहीं है या जो अभी तक आधार के लिए नामांकित नहीं है, को स्कीम के लिए रजिस्ट्रीकरण से पूर्व आधार के नामांकन के लिए अपने माता-पिता या संरक्षक की सहमति के अध्यधीन आवेदन करना अपेक्षित होगा यदि वह उक्त अधिनियम की धारा 3 के अनुसार आधार अभिप्राप्त करने के लिए हकदार है और ऐसे बालक किसी आधार नामांकन केन्द्र {सूची भारतीय विशिष्ट पहचान प्राधिकरण [यू0 आई0 डी0 ए0 आई0) वैबसाइट www.uidai.gov. in पर उपलब्ध है] पर जाएंगे।

परन्तु जब तक कि बालक को आधार समनुदेशित नहीं किया जाता है तब तक ऐसे बालकों को निम्नलिखित दस्तावेज प्रस्तुत करने के अध्यधीन स्कीम के अधीन प्रसुविधा प्रदान की जाएंगी, अर्थात्‌ः-

(क) यदि किसी बालक को पांच वर्ष की आयु पूर्ण करने के पश्चात्‌ (बायोमिट्रिक के संग्रहण के सहित) अभ्यावेशित कर लिया गया है, तो उसकी आधार अभ्यावेशन पहचान पर्ची या बायोमिट्रिक अद्यतन पहचान पर्ची; और

(ख) निम्नलिखित में से एक दस्तावेज, अर्थात्‌ :--

(i) जन्म प्रमाण पत्र; या समुचित प्राधिकरण द्वारा जारी किया गया जन्म का अभिलेख (रिकार्ड);

या

And whereas, under the Scheme, an amount of Rs. 150/- (one hundred and fifty only) per annum, (hereinafter referred to as the benefit) is given to the Students from Class 1st to 5th belonging to SC category (hereinafter referred to as the beneficiaries), by the Implementing Agency as per the extant Scheme guidelines;

NOTIFICATION

And whereas, the Department of Elementary Education (hereinafter referred to as the Department), is administering the Girls Attendance Scholarship Scheme (hereinafter referred to as Scheme) to the girl students having more than 90 percent attendance during the academic year from to 5th, which is being implemented through the Directorate of Elementary Education, class 1st H.P., Shimla-171 001 (hereinafter referred to as the Implementing Agency);

to 5th

And whereas, under the Scheme, an amount of Rs. 20/- (Rupees Twenty only) per annum (hereinafter (hereinafter referred to as the benefit) is given to the girl students from Class 1st referred to as the beneficiaries), by the Implementing Agency as per the extant Scheme guidelines;

And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Himachal Pradesh;

1. (1) A child desirous of availing the benefit under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.

(2) Any child desirous of availing the benefit under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians, before registering for the Scheme provided that he is entitled to obtain Aadhaar as per Section 3 of thesaid Act and such children shall visit any Aadhaar enrolment centre [list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar.

Provided that till the time Aadhaar is assigned to the child, the benefit under the Scheme shall be given to such children subject to production of the following documents, namely:—

(a) If the child has been enrolled after attaining the age of five years (with biometrics collection), his Aadhaar Enrolment Identification slip, or of biometric update identification slip; and

(b) Any one of the following documents, namely:—

i. Birth Certificate; or Record of birth issued by the appropriate authority; or ii. School identity card, duly signed by the Principal of the school, containing parents' names; and

(c) Any one of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant Scheme guidelines, namely:–

i. Birth Certificate; or Record of birth issued by the appropriate authority; or ii. Ration Card; or

iii. Ex-Servicemen Contributory Health Scheme (ECHS) Card; or Employees' State Insurance Corporation (ESIC) Card; or Central Government Health Scheme (CGHS) Card; or

iv. Pension Card; or

v. Army Canteen Card; or

vi. Any Government Family Entitlement Card; or

vii Any other document as specified by the Department:

Provided further that the above documents shall be checked by an officer specifically designated by the Department for that purpose.

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:—

5. This notification shall come into effect from the date of its publication in the Official Gazette.

प्रारम्भिक शिक्षा विभाग (जिसे इसमेें इसके पश्चात्‌ 'विभाग' कहा गया है) पहली कक्षा से पांचवीं कक्षा के छात्रों, जिनके माता पिता की वार्षिक आय 11000/- रुपए (ग्यारह हजार रुप) से कम है, को निर्धनता छात्रवृत्ति स्कीम (जिसे इसमें इसके पश्चात्‌ 'स्कीम' कहा गया है) प्रशासित कर रहा है जिसे निदेशालय, प्रारम्भिक शिक्षा, हिमाचल प्रदेश (जिसे इसमें इसके पश्चात्‌ 'कार्यान्वयन अभिकरण' कहा गया है) के माध्यम से कार्यान्वित किया जा रहा है;

स्कीम के अन्तर्गत पहली कक्षा से पांचवीं कक्षा के छात्रों (जिन्हें इसमें इसके पश्चात्‌ लाभार्थी कहा गया है) को प्रतिवर्ष 40/- रुपए (चालीस रुपए) की रकम (जिसे इसमें इसके पश्चात्‌ प्रसुविधा कहा गया है) विद्यमान स्कीम के मार्गदर्शक सिद्धान्तों के अनुसार कार्यान्वयन अभिकरण द्वारा प्रदान की जाती है;

अतः हिमाचल प्रदेश के राज्यपाल, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (2016 का 18) (जिसे इसमें इसके पश्चात्‌ उक्त अधिनियम कहा गया है) की धारा 7 केे अनुसरण में, निम्नलिखित अधिसूचित करते है,ं अर्थात्‌ः-

1. In all other cases where biometric or Aadhaar One Time Password or Time-based One-Time Password authentication is not possible, benefits under the scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.

(3) आधार (नामांकन और अद्यतन) विनियम, 2016 के विनियम 12 के अनुसार, विभाग को अपने कार्यान्वयन अभिकरण के माध्यम से उन लाभार्थियों के लिए आधार नामांकन सुविधाएं प्रदान करने की आवश्यकता है जो अभी तक आधार के लिए नामांकित नहीं है और यदि सम्बन्धित खण्ड या तहसील में कोई आधार नामांकन केन्द्र अवस्थित नहीं है, तो विभाग अपने कार्यान्वयन अभिकरण के माध्यम से यू0 आई0 डी0 ए0 आई0 के विद्यमान रजिस्ट्रार के समन्वय से सुविधाजनक स्थानों पर या स्वयं ही यू0 आई0 डी0 ए0 आई0 रजिस्ट्रार की हैसियत से आधार नामांकन प्रसुविधाएं प्रदान करेगाः 5686 राजपत्र, हिमाचल प्रदेश, 01 दिसम्बर, 2021/10 मार्गशीर्ष, 1943 परन्तु जब तक कि बालक को आधार समनुदेशित नहीं किया जाता है तब तक ऐसे बालकों को निम्नलिखित दस्तावेज प्रस्तुत करने के अध्यधीन स्कीम के अधीन प्रसुविधा प्रदान की जाएंगी, अर्थात्‌ः-

(ख) निम्नलिखित में से एक दस्तावेज, अर्थात्‌ :--

या

(ii) माता-पिता के नाम से अन्तर्विष्ट स्कूल के प्रधानाचार्य द्वारा सम्यक्‌ रुप से हस्ताक्षरित स्कलू का पहचान-पत्र; और

(ग) विद्यमान स्कीम के मार्गदर्शक सिद्धान्तों के अनुसार लाभार्थी के माता-पिता या विधिक संरक्षक के साथ सम्बन्ध के सबूत के रूप में निम्नलिखित में से कोई एक दस्तावेज, अर्थात्‌ः-- (i) जन्म प्रमाण-पत्र; या समुचित प्राधिकरण द्वारा जारी किया गया जन्म का अभिलेख (रिकार्ड); या

(ii) राशन कार्ड; या

(iv) पेंशन कार्ड; या

(v) सेना की केन्टीन का कार्ड; या

(vi) कुटुम्ब की हकदारी का कोई सरकारी कार्ड; या

(vii) विभाग द्वारा यथा विनिर्दिष्ट कोई अन्य दस्तावेजः

And whereas, under the Scheme, Free writing material and an amount of Rs. 250/- (Rupees and 2nd, and Rs. 300/- (Rupees Three Two hundred and fifty only) to each student of class 1st hundred only) to each student of class 3rd and Rs. 350/- (Rupees Three hundred fifty only) to each student of class 5th (hereinafter referred to as the benefit) is being provided to the students belonging to Schedule Caste (IRDP/BPL) category (hereinafter referred to as beneficiaries) by the Implementing Agency as per the extent scheme guidelines;

And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Himachal Pradesh;

1. (1) A child desirous of availing the benefit under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.

Provided that till the time Aadhaar is assigned to the child, the benefit under the Scheme shall be given to such children subject to production of the following documents, namely:—

(a) If the child has been enrolled after attaining the age of five years (with biometrics collection), his Aadhaar Enrolment Identification slip, or of biometric update identification slip; and

(b) Any one of the following documents, namely:—

i. Birth Certificate; or Record of birth issued by the appropriate authority; or ii. School identity card, duly signed by the Principal of the school, containing parents' names; and

(c) Any one of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant Scheme guidelines, namely:—

i. Birth Certificate; or Record of birth issued by the appropriate authority; or ii. Ration Card; or

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:—

i. In case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with fingerprint authentication for delivery of benefits in seamless manner;

iii. In all other cases where biometric or Aadhaar One Time Password or Time-based One Time Password authentication is not possible, benefits under the scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.

5. This notification shall come into effect from the date of its publication in the Official Gazette.

यह कि श्री विवेक पुत्र श्री हंस राज, निवासी ग्राम व महाल बढेरा, उप-तहसील कांगू, जिला हमीरपुर, हि0 प्र0। बजरिया मुख्तयारेखास श्री अनिल कुमार पुत्र श्री कृष्ण दयाल, निवासी रेलवे कॉलोनी, क्वाटर नं0 टी-134, नाभा, शिमला, हि0 प्र0 ने इस न्यायालय में प्रार्थना-पत्र बराये जेर धारा 123 के अन्तर्गत भू विभाजन हेतु अराजी खाता/खतौनी नं0 10 मिन/15 मिन, खसरा नं0 677/349/2, 673/349, 677/394/4, 677/349/3, 672/349, 677/349/5, 677/349/12/3, 677/349/12/5/2, 677/349/ 12/5/3, 677/349/12/5/5, कित्ता 11, रकबा 00-26-64 है0, वाका चक, ढैण्डा, तहसील शिमला ग्रामीण, जिला शिमला बारे प्रस्तुत किया है। जिसमें प्रतिवादी नं0 6-12 की तामील सही पता न होने के कारण तामील न हो पा रही है। जिससे यह प्रतीत होता है कि प्रतिवादिगणों से तामील साधारण तरीके से संभव न है।
