संख्याः जी.ए.डी.-सी.-ए(3)2/2019.--हिमाचल प्रदेश के राज्यपाल, भारत के संविधान के अनुच्छेद 166 के खण्ड (3) द्वारा प्रदत्त शक्तियों का प्रयोग करतेेेे हुए एतद्द्वारा निम्नलिखित नियम बनातेेेेे हैं, अर्थात्ः-
1. संक्षिप्त नाम और प्रारम्भ.—(1) इन नियमों का संक्षिप्त नाम हिमाचल प्रदेश कार्य संचालन (आबंटन) नियम, 2021 है।
(2) ये नियम राजपत्र (ई-गजट), हिमाचल प्रदेश में प्रकाशन की तारीख से प्रवृत्त होंगे। 2. कार्य संचालन का आबंटन.—(1) हिमाचल प्रदेश सरकार का समस्त कार्य संचालन अनुसूची 'क' और 'ख' में यथा विनिर्दिष्ट हिमाचल प्रदेश के विभागों में संव्यवहृत किया जाएगा और उन विभागों में उसे इस प्रकार वर्गीकृत और वितरित किया जाएगा जैसा उनमें अधिकथित किया गया है।
(2) प्रत्येक विभाग के लिए एक सचिव होगा जो विभाग का शासकीय प्रमुख होगाः
परन्तु यह कि -
(1) एक से अधिक विभागों का प्रभार एक ही सचिव को दिया जा सकेगा;

1. विशिष्टतः राज्य संसाधनों स्रोतों पर और सामान्यतः हिमालयी क्षेत्रों पर ''पर्यावरणीय सूची'' का संग्रहण करना, तैयार करना और उसका प्रसार करना।
2. जनसाधारण के बीच पर्यावरणीय जागरूकता, प्रशिक्षण और पर्यावरण और प्रदूषण नियन्त्रण पर अनुसंधान से सम्बन्धित समस्त मामलों पर विचार करना।
3. पर्यावरण पर परियोजनाओं के विकास के समाघात को मॉनीटर करना और उसका निर्धारण करना 4. पर्यावरणीय अनुरूप भू उपयोग और पारिस्थितिकी विनिर्दिष्ट परिवर्तन और समस्त संसाधनों का धारणीय उपयोग सुनिश्चित करने हेतु पर्यावरणीय योजना के माध्यम से विकास प्रक्रिया में पर्यावरणीय समुत्थानों को जोड़ना।
5. पर्यावरण संरक्षण और प्रदूषण नियन्त्रण के साथ-साथ पर्यावरण के क्षेत्र में स्वतन्त्र रूप से मुख्य संस्थानों के साथ सहयोग से शोध और विकास करना।
6. परिसंकटमय रसायनों और अपशिष्ट के स्रोत का आविष्करण, उपचार प्रौद्योगिकियों पर डेटाबेस का सृजन और सम्बद्ध के लिए परामर्शदात्री व्यवस्था करना।
7. राज्य में कृषि और उद्यान क्रियाकलापों के सम्भाव्य समाधातों का अध्ययन करना और ''प्रदूषण के गैर-बिन्दु संसाधनों'' जैसे रासायनिक उर्वरकों, नाशकजीवमार कीटनाशी और मिट्टी और जल संसाधनों, पर अन्य रसायनों का वनस्पतियों, प्राणिजात और समुदायों पर अध्ययन करना और इस बाबत न्यूनीकरण उपाय/ विकल्प सुझाना

12. राज्य में विभिन्न परियोजनाओं के प्रस्तावकों को पर्यावरण मंजूरी के समय भारत सरकार द्वारा यथानिर्दिष्ट पर्यावरणीय सुरक्षा उपायों के कार्यान्वयन की मानीटरिंग।
13. विभिन्न उद्योगों/प्रस्तावकों द्वारा अंगीकृत प्रदूषण नियंत्रण उपायों/उपकरणों की मानीटरिंग करना 14. प्राकृतिक और मानव निर्मित आपदाओं से संबंधित सभी मामले और न्यूनीकरण/उपचारात्मक कार्य योजना कार्यक्रम सुझाव देना।

16. राज्य सरकार के विभिन्न अभिकरणों जैसे हिमाचल प्रदेश राज्य पर्यावरण संरक्षण एवं प्रदूषण नियन्त्रण बोर्ड, के मध्य समन्वय करना जो पर्यावरण संरक्षण और प्रदूषण नियन्त्रण में अन्तर्वलित हैं।

21. सूचना प्रौद्यागिकी विभाग
1. राज्य में सूचना प्रौद्योगिकी पॉलिसी की विरचना और कार्यान्वयन। 2. स्वचालन और साइबर नियन्त्रण प्रणाली की प्रस्तावना ताकि सरकारी स्तर पर तेजी से सूचना प्रसंस्करण सुनिश्चिित हो सके और जिसके अन्तर्गत ई-गवर्नेंस से सम्बन्धित परियोजनाएं और क्रियाकलाप भी हैं।
3. सूचना प्रौद्योगिकी क्षेत्र में हार्डवेयर, साफ्टवेयर और विशेष रूप से आई.टी.ई.एस. और बी.पी.ओ. सेवाओं और सम्बन्धित क्रियाकलाप (गतिविधियां) निवेश को बढ़ावा देना तथा राज्य में सूचना प्रौद्योगिक अवसंरचना का सृजन और संवर्धन करना।
4. प्रमुख मापदण्डों का अनुश्रवण करना और विभिन्न विभागों और अर्ध-सरकारी संगठनों में महत्वपूर्ण क्षेत्रों के कम्प्यूटरीकरण के लिए सॉफ्टवेयर पैकज तैयार करना और उनके कार्यान्वयन में सहायता प्रदान करना।
5. स्ूाचना प्रौद्योगिकी और सूचना प्रौद्योगिकी सक्षम अवसंरचना का उपयोग करके एकीकृत सेवा वितरण चैनल के माध्यम से सरकार - सार्वजनिक अन्तरानीक का सृजन करना और जीवन स्तर और जीवन गुणवत्ता में सुधार लाने के लिए सूचना प्रौद्योगिकी और सम्बन्धित प्रौद्योगिकियों के उपयोग के फायदों पर जागरूकता अभियान भी शुरू करना।
6. विभागों/संगठनों के लिए हार्डवेयर/सॉफ्टवेयर प्लेटफार्म का मानकीकरण करना और उनकी कीमतों का गत्यात्मक अनुश्रवण और फिजूल खर्च को कम करवाना सुनिश्चित करना।
7. हिमाचल प्रदेश राज्य इलेक्ट्रॉनिक्स विकास निगम का प्रशासनिक नियन्त्रण 8. राज्यव्यापी इन्टरनेट का कम से कम उपयोग करने के लिए कार्यनीति विरचित करना 9. संचार अवसंरचना से सम्बन्धित सूचना प्रौद्योगिकी का विकास 10. वेबसाइट के सृजन और अद्यतन करने में विभागों/अर्ध-सरकारी संगठनों की सहायता करना 11. सूचना प्रौद्योगिकी शिक्षा का संवर्धन करना और शैक्षणिक संस्थानों और सरकारी विभागों/अर्ध-सरकारी संगठनों में प्रशिक्षण देना और शैक्षणिक सॉफ्टवेयर को विकसित/प्रसारित करने की सुविधा देना तथा सूचना प्रौद्योगिकीे सक्षम शिक्षा में कार्यक्रमों को प्रोत्साहित करना। 12. राष्ट्रीय/अन्तर्राष्ट्रीय सम्मेलनों/संगोष्ठियों जैसी विभिन्न प्रोत्साहन सम्बन्धी गतिविधियों का आयोजन करना और उनमें भाग लेना।
13. भारत सरकार और उसके अभिकरणों (एजेंसियों) और इस क्षेत्र में भारत के साथ-साथ विदेशों में अन्य भागीदारों को भी प्रस्तुत सूचना प्रौद्योगिकी से सम्बन्धित परियोजनाओं/स्कीमों का अनुपरीक्षण करना।
14. राज्य में सूचना प्रौद्योगिकी उद्योगों की संवृद्धि के लिए वित्तीय संस्थानों द्वारा उद्यम पूंजी निधि स्थापन का सरलीकरण।
15. विधियों और नियमों की पहचान जिनके संव्यवहार के लिए स़क्षम विधिक विधिमान्यता को उपांतरित या अधिनियमित करने की आवश्यकता है तथा गोपनीयता सुनिश्चित करने और बनाए रखने के लिए विशिष्ट साइबर-कोडिंग विकसित करना भी आवश्यक है और सूचना प्रौद्योगिकी अधिनियम और इसी प्रकार के अन्य केन्द्रीय या राज्य विधानों से सम्बन्धित मामलेे के लिए राज्य सरकार की ओर से नोडल अभिकरण (एजेंसी)/प्राधिकरण के रूप में कार्य करना।

3. विधेयकों, अध्यादेशों, नियमों, उप-विधियों, अधिसूचनाओं और विनियमों का अभिहस्तांतरण लेखन और प्रारूपण।
4. सर्वोच्च न्यायालय में अपराधिक मामलों के सिवाय सरकार के विरूद्ध या सरकार द्वारा दायर किए गए वाद या कार्यवाहियों की प्रतिरक्षा करना या संस्थित करना।
5. विधियों, नियमों और विनियमों का संहिताकरण 6. विधि विभाग पुस्तिका 7. केन्द्रीय अधिनियमों का राजपत्र, हिमाचल प्रदेश में पुनपर््रकाशन सहित भारत सरकार द्वारा यदि वांछित हो तो उनका हिंदी/पहाड़ी भाषा में अनुवाद का कार्य।

26. चिकित्सा शिक्षा विभाग
1. चिकित्सा शिक्षा/दंत शिक्षा अधिनियमों और नियमों का प्रशासन 2. चिकित्सा शिक्षा सेवाओं/दंत चिकित्सा शिक्षा सेवा संवर्ग की विरचना और स्थापना 3. कार्मिकों के अभिनियोजन सहित हिमाचल प्रदेश आयुर्विज्ञान महाविद्यालय/ हिमाचल प्रदेश राजकीय दन्त महाविद्यालय से सम्बन्धित समस्त मामले।
4. राज्य में प्राईवेट चिकित्सा/दन्त/आयुर्वेद और अन्य सहबद्ध संस्थानों की स्थापना और प्रबन्धन से सम्बन्धित मामले।
5. आयुर्विज्ञान महाविद्यालय और दन्त महाविद्यालय तथा आयुर्वेदिक महाविद्यालय में शिक्षा और प्रशिक्षण 6. चिकित्सा/दन्त/आयुर्वेद से सम्बन्धित चिकित्सा शिक्षा, व्यावसायिक शिक्षा और चिकित्सा, दन्त और आयुर्वेद में सह-चिकित्सीय अनुशासनों और निम्नलिखित के अतिरिक्त हिमाचल प्रदेश राज्य के लिए नीति और कार्यक्रमों की विरचनाः-
(क) आयुर्वेद शिक्षा सहित स्नातकपूर्व और स्नातकोत्तर चिकित्सा/दन्त शिक्षा; (ख) बी.एस.सी. स्तर तक नर्सिंग छात्र शिक्षा; (ग) बी.एस.सी. प्रौद्योगिकी; (घ) प्रयोगशाला तकनीेशियन/रेडियोग्राफर आदि; (ङ) ऑपरेशन थियेटर सहायक; (च) भौतिक चिकित्सा और व्यवसायजन्य चिकित्सा (थैरेपी) और पुनर्वासन सेवाएं; (छ) रक्ताधान सहायक; (ज) स्वास्थ्य विज्ञानी और यन्त्रविद (दन्त); (झ) रिफ्रेकश्निस्ट और नेत्र विज्ञानी सहायक; (ञ) राज्य में चिकित्सा/दन्त/आयुर्वेदिक विषयों से सम्बन्धित विभिन्न संस्थानों में चलाए जा रहे प्रशिक्षण पाठ्यक्रम।
7. राज्य में विभिन्न सरकारी चिकित्सा/दन्त और आयुर्वेदिक तथा सह-चिकित्सीय शिक्षा प्रशिक्षण संस्थानाें में भर्ती और प्रोन्नति नियमों की विरचना।
8. राज्य से बाहर व्यावसायिक शिक्षा/चिकित्सा शिक्षा/दन्त शिक्षा/आयुर्वेदिक शिक्षा के लिए नीति की विरचना।
9. निम्नलिखित के निर्धारण के लिए मानव संसाधन प्रबन्धन पर नीति की विरचना करनाः- (क) राज्य में सरकारी और प्राइवेट सेक्टर में अपेक्षित विभिन्न चिकित्सा/दन्त/आयुर्वेद सह-चिकित्सीय सेवाओं के लिए आवश्यक जनशक्ति;
(ख) राज्य में और राज्य के बाहर दोनों जगह प्रशिक्षण कार्यक्रमों/सम्मेलनों का आयोजन करना; (ग) राज्य में चलाए जा रहे विभिन्न सह-चिकित्सीय पाठ्यक्रमों के लिए पूर्व-व्यावसायिक शिक्षा के लिए पाठ्यक्रम;
(घ) चिकित्सा/दन्त/आयुर्वेद में उच्च व्यावसायिक शिक्षा के लिए पुनश्चर्या आयोजित करना 10. भारतीय चिकित्सा परिषद/भारतीय दन्त चिकित्सा परिषद और सी.सी.आई.एम. और भारत सरकार के अन्य सहबद्ध निकायों के साथ सम्पर्क।

27. बहुउद्देशीय परियोजनाएं और ऊर्जा विभाग

12. परिषद के बजट अनुमान और वार्षिक लेखों को विधानसभा के सभापटल पर रखना 13. सरकारी विभागों और परिषद के बीच सम्पर्क करना 14. जनसाधारण और भारत सरकार तथा अन्य राज्य सरकारों से विद्युत परिषद (बोर्ड) से सम्बन्धित विविध संदर्भ।
15. पंजाब पुनर्गठन अधिनियम, 1966 के अधीन दावे/निर्देश 16. हिमाचल प्रदेश राज्य विद्युत परिषद के लिए भूमि का अधिग्रहण 17. हिमाचल प्रदेश राज्य विद्युत परिषद की विभिन्न समितियों/परिषदों का गठन 18. हिमाचल प्रदेश राज्य विद्युत परिषद के नियमों की विरचना 19. नीतिगत विषय - हिमाचल प्रदेश राज्य विद्युत परिषद को निर्देश देना 20. पंजाब राज्य विद्युत परिषद, हरियाणा राज्य विद्युत परिषद और हिमाचल प्रदेश राज्य विद्युत परिषद के मध्य आस्तियों और दायित्वों से सम्बन्धित विषय/मामले।

28. अपारम्परिक ऊर्जा स्रोत विभाग
1. निम्नलिखित से सम्बन्धित पॉलिसियों, योजनाओं, अधिनियमों और नियमों के अनुसार कार्रवाई करनाः-
(i) सौर ऊर्जा जिसके अन्तर्गत फोटोवोल्टिक उपकरण भी है; (ii) समुन्नत चूल्हे और इनका अनुसंधान एवं विकास; (iii) एकीकृत ग्रामीण ऊर्जा कार्यक्रम (आई.आर.डी.पी.); (iv) भू-तापीय ऊर्जा, पवन ऊर्जा; और (v) अन्य अपारम्परिक/नवीकरणीय ऊर्जा स्रोत।
2. हिम ऊर्जा (हिमाचल प्रदेश ऊर्जा विकास अभिकरण) का प्रशासनिक नियन्त्रण।
29. पंचायती राज विभाग
1. हिमाचल प्रदेश पंचायती राज अधिनियम और तद्धीन बनाए गए नियम 2. ग्राम पंचायतों, पंचायत समितियों और जिला परिषदों की स्थापना तथा उनका गठन 3. पंचायतों का पुनर्गठन और उनका विभाजन 4. पंचायती राज संस्थाओं का नियन्त्रण, निरीक्षण और पर्यवेक्षण 5. पंचायती राज निकायों के बजट, लेखों और व्यय की संवीक्षा और उनका अनुमोदन 6. पंचायती राज निकायों के पदाधिकारियों के विरूद्ध शिकायतें और उनकी जांच 7. पंचायती राज निकायों के लेखों की संपरीक्षा 8. पंचायती राज विभाग के अधिकारियों/कर्मचारियाें और पंचायती राज संस्थाओं के पदाधिकारियों के प्रशिक्षण के लिए प्रशिक्षण संस्थान।5936 राजपत्र, हिमाचल प्रदेश, 13 दिसम्बर, 2021/22 मार्गशीर्ष, 1943 9. पंचायती राज से सम्बद्ध पत्र-पत्रिकाओं (जर्नल) और अन्य नियतकालिक पत्रिकाओं का प्रकाशन। 10. विभाग के बजट, लेखों और स्थापन के मामले 11. पंचायती राज निकायों को अनुदान 12. राज्य निर्वाचन आयोगः- (i) पंचायती राज संस्थाओं के निर्वाचन (ii) स्थानीय निकायों के निर्वाचन (iii) गुरूद्वारों के निर्वाचन

(ख) सचिवालय प्रशासन
1. हिमाचल प्रदेश सचिवालय के स्थापन के अनुभाग अधिकारियों के स्तर तक की नियुक्ति, प्रोन्नति, तैनाती और स्थानान्तरण, वेतन, छुट्टी, भर्ती आदि से सम्बन्धित समस्त मामले।
2. सचिवालय पुस्तकालय 3. सचिवालय में दूरभाष 4. सचिवालय कर्मचारिवृन्द के गृह प्रबंधन कर्त्तव्य (हाऊस कीपिंग) 5. सचिवालय प्रशासन का बजट और लेखे
(ग) प्रशासनिक सुधार
1. प्रशासनिक सुधारों पर सचिवों की समिति 2. ऐसे क्षेत्रों की साधन के रूप में पहचान करते हुए नियोजित पुनर्विलोकन के कार्यक्रम आरंभ करना जिनका विस्तृत अध्ययन संभाव्यतः प्रशासन में सुधार, दक्षता और मितव्ययिता लाने में महत्वपूर्ण और प्रभावी सिद्ध (साबित) हो।
3. संगठनों और कार्यप्रणाली की पद्धति के अध्ययन का जिम्मा 4. नई स्कीमों के अन्तर्गत जिनमें नए पदों की बहुसंख्य अन्तर्वलित है, कर्मचारिवृन्द की अपेक्षाओं का निर्धारण।
5. कार्य मानकों का मूल्यांकन 6. निम्न के लिए वित्तीय और सजातीय शक्तियों के प्रत्यायोजन के लिए स्कीम बनानाः- (i) सरकार के प्रशासनिक विभाग; (ii) विभागों के कार्यकारी अध्यक्ष; और (iii) कार्यकारी अध्यक्षों के अधीनस्थ क्षेत्रीय अधिकारी।
7. विभागीय निर्देशिकाएं पुस्तिका, स्थाई आदेश, संरक्षण नस्तियां आदि को तैयार करने की व्यवस्था 8. विभिन्न प्रकार के प्रस्तावों को प्रस्तुत करने के लिए उचित प्र्रपत्र तैयार करना 9. विहित नियमों और प्रक्रियाओं की अनुपालना सुनिश्चित करने के लिए निरीक्षण और सांकेतिक परीक्षाओं का ज़िम्मा।
(घ) प्रशिक्षण
1. हिमाचल प्रदेश लोक प्रशासन संस्थान से सम्बन्धित सभी मामलों सहित इसका बजट, लेखे, स्थापन आदि। 5938 राजपत्र, हिमाचल प्रदेश, 13 दिसम्बर, 2021/22 मार्गशीर्ष, 1943 2. हिमाचल प्रदेश लोक प्रशासन संस्थान में प्रशिक्षण, पाठ्यक्रमों सेमीनाराें, पुनश्चर्या पाठ्यक्रमों और सेवाओं/विभागों जो सरकार द्वारा हिमाचल प्रदेश लोक प्रशासन संस्थान को समनुदेशित किए जाएं, की विभागीय परीक्षाओं का संचालन करना। 3. नियमों, नियमावलियों, संहिताओं आदि का पुनरीक्षण 4. लोक प्रशासन से सम्बन्धित अनुसंधान एवं प्रकाशन 5. प्रबन्धन तकनीकों में परामर्शक और सलाहकारी सेवाएं 6. विदेश के प्रशिक्षण के लिए अधिकारियों की प्रतिनियुक्ति से सम्बन्धित सभी मामले 7. शासकीय प्रतिनिधि मण्डलों जिनमें राज्य सरकार, सार्वजनिक क्षेत्र निगमों और सरकारी सहायता प्राप्त बोर्डाें के अधिकारी सम्मिलित हैं, की विदेश यात्राएं।
(ङ) प्रशासनिक योजना और मूल्यांकन
1. सरकारी उप व्यवस्था में ऐसे क्षेत्रों, जहां संगठनात्मक ढांचे और प्रक्रिया में सुधार किया जा सकता है, की पहचान के लिए कार्यबलों की स्थापना करना।
2. नियंत्रण प्रणाली का पुनरीक्षण करना ताकि सभी स्तरों पर विलम्ब को रोका जा सके और अवसरों और प्रयोजनों, जिनके लिए नागरिकों को सरकार से सम्पर्क करना पड़ता है, की संख्या कम करना। 3. सरकार में सभी स्तरों पर समुचित प्रत्यायोजन के माध्यम से विनिश्चय लेने की प्रक्रिया का विकेन्द्रीकरण सुनिश्चित करना।
4. मूल्यांकन पालन प्रारम्भ करना ताकि उत्तरदायी प्रबन्धन और दायित्व क्षेत्रों का नियतन सुनिश्चित किया जा सके।
32. योजना विभाग
(क) योजना
1. योजना बनाने से सम्बन्धित समस्त मामलेे जिसके अन्तर्गत वित्त विभाग के परामर्श से संसाधनों का आंकलन करना, प्राथमिकताएं अधिकथित करना, योजना लक्ष्य नियत करना और संसाधनों को निश्चित करना किन्तु जहां मामले जनजातीय क्षेत्रों और अनुसूचित जनजातियों के सदस्यों को प्रभावित कर रहे हों तो उस दशा में जनजातीय विकास विभाग से परामर्श करना होगा।
2. योजना समन्वयन और योजना कार्यक्रमों के कालिक पुनरीक्षण से सम्बद्ध मामले किन्तु जनजातीय उप-योजना और अनुसूचित जातिं के लिए विशेष घटक योजना से सम्बन्धित मामलों में जनजातीय विकास विभाग से परामर्श किया जाएगा।
3. योजना स्कीमों और कार्यक्रमों का मूल्यांकन करना किन्तु जनजातीय उप योजना और अनुसूचित जाति विशेष घटक योजना के सम्बन्ध में जनजातीय विकास विभाग से परामर्श किया जाएगा। 4. चालू योजना स्कीमों का समय-समय पर युक्तिकरण और नई योजना स्कीमों को प्रारम्भ करना 5. बाह्य सहायता-प्राप्त समस्त योजनाओं के लिए समन्वय और संपर्क सम्बन्धी मामले 6. केन्द्रीय प्रायोजित योजनाओं और केन्द्रीय सैक्टर कार्यक्रम, जिनमें प्रतिस्थानी राज्य का वित्तपोषण अन्र्तवलित है, से सम्बन्धित समस्त मामले।
7. योजना आयोग और राष्ट्रीय विकास परिषद से समन्वय और सम्पर्क करने से सम्बन्धित समस्त मामले।

NOTIFICATION
Shimla-171002, 10th December, 2021
No. GAD-C-A(3)2/2019.—In exercise of the powers conferred by clause (3) of Article 166 of the Constitution of India the Governor of Himachal Pradesh hereby makes the following rules, namely:—
1. Short title and commencement.—(1) These rules may be called the Business of the Government of Himachal Pradesh (Allocation) Rules, 2021.
(2) These rules shall come into force from the date of publication in Rajpatra (e-Gazette), Himachal Pradesh.
2. Allocation of business.—(1) The entire Business of the Government shall be transacted in the Departments of Himachal Pradesh as specified in the SCHEDULE-'A' and 'B' and shall be classified and distributed between those Departments as laid down therein.
(2) There shall be a Secretary for each Department who shall be the official Head of the Department:
Provided that –
(a) more than one Department may be placed in the charge of the same Secretary;
(b) the work of the Department may be divided between two or more Secretaries.
3. Repeal and savings.—(1) The Business of the Government of Himachal Pradesh (Allocation) Rules, 1971 notified vide Notification No. 5-2/71-GAD(CC), dated 25th January, 1971 are hereby repealed.
(2) Notwithstanding such repeal, anything done or any action taken under the rules so repealed under sub-rule (1) supra shall be deemed to have been validly made, done or taken under the corresponding provisions of these rules.

1. Collection, preparation and dissemination of-"Environmental Inventory" on the State Resources in particular and on the Himalayan Region in general.
2. To deal with all matters pertaining to environmental awareness among the masses, trainings, and research on the environment and pollution control.
3. Monitoring and assessment of impact of development of projects on environment 4. Dovetailing of the environmental concerns in the development processes through Environmental Planning to ensure environmentally compatible land use and ecosystem specific conservation and sustainable use of all resources.
5. Research and Development on the environment protection and pollution control independently as well as in collaboration with premier institutions in the field of environment.
6. Inventorisation of sources of hazardous chemicals and waste, creation of database on the treatment technologies and providing consultancy for the concerned.
7. To study the likely impacts of agricultural and horticultural activities and study of "Non- Point Sources of Pollution" such as chemical fertilizers, pesticides, insecticides and other chemicals on soil and water resources, flora, fauna and communities in the State and to suggest mitigation measures/alternatives in this regard
8. To advise the Government on the Environmental issues 9. To examine the cases of Environment Impact Assessment and recommend the same to the Government of India.
10. Complete control of SEIA and MC, SEIAA and SEAC under EIA mechanism 11. To consider the validity and facts contained in the Environmental Impact Assessment and monitoring of Environment Management Plan prepared by the Project Proponents. 12. Monitoring of implementation of Environmental Safeguards as specified by the Government of India at the time of Environmental Clearance to the various projects proponents in the State.
13. Monitoring of Pollution Control measures/devices adopted by the various industries/proponents.
14. All matters pertaining to Natural and man-made disasters and to suggests mitigation/ remedial action plan programmes.
15. To create data bank on disaster management related to potential industrial accidents and mitigation through instruments such as Onsite and Offsite Emergency Plan and Public Liability Insurance cover etc.
16. To make coordination among the various agencies of the State Government, such as H.P. State Environment Protection and Pollution Control Board which are involved in environment protection and pollution control.
17. To deal with all matters relating to Bio-diversity, Biosphere, Mitigation and Management of Natural Disasters, Protection and Conservation of the Wetlands, Grass- lands etc.

4. Generation of resources from Government of India and International donors for promoting emerging technologies in Bio-Technology.
5. Establishment of Bio-Technology incubation facilities in private/public/joint sectors 6. Setting up of Bio-Technology Parks and Bio-Technology Industrial Clusters at various locations in the State.

संख्याः रैव स्टाम्प (एफ) 6-1/2020.--हिमाचल प्रदेश के राज्यपाल, हिमाचल प्रदेश राज्य में 'यथा लागू भारतीय स्टाम्प अधिनियम, 1899 (1899 का केन्द्रीय अधिनियम संख्यांक 2) की धारा 9 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए इस विभाग की अधिसूचना संख्याः रैव स्टाम्प (एफ) 6-1/2020 दिनांक 30-11-2021 में संशोधन करते हुए PM SVA Nidhi योजना के अन्तर्गत शहरी क्षेत्रों में स्ट्रीट वैंडर, रेहड़ी वाला आदि के पक्ष में ऋण-विलेख कीे लिखित पर इस आदेश के राजपत्र (ई-गजट) हिमाचल प्रदेश में प्रकाशन की तारीख से, स्टाम्प शुल्क प्रचलित न्यूनतम प्रभार रु0 100/- से घटाकर मात्र रु0 10/- प्रतिविलेख प्रभारित करने के आदेश देते हैं।

No. Rev. Stamp (F) 6-1/2020.—In exercise of the powers conferred by Section 9 of the Indian Stamp Act, 1899 (Central Act No. 2 of 1899) as applicable in the State of Himachal Pradesh, the Governor of Himachal Pradesh, is pleased to reduce the Stamp Duty from minimum applicable rate of Rs. 100/- to Rs. 10/- (Rupees ten) to be charged on the instruments of hypothecation agreements for the loans sanctioned to the Street- Vendors, Rehriwala etc. under PM SVA Nidhi Scheme applicable in Urban Area.

Usha Gupta d/o Sh. Dwarka Dass and Om Prakash Gupta s/o Late Sh. Padam Nabh applicants have filed an application alongwith affidavits in the court of undersigned under section 15 of Special Marriage Act, 1955 that they have solemnized their marriage on 30-07-1988 according to Hindu rites and ceremonies and they are living together as husband and wife since then, hence, their marriage may be registered under Special Marriage Act.
Therefore, the general public is hereby informed through this notice that any person who has any objection regarding this marriage, can file the objection personally or in writing before this court on or before 13-12-2021. After that no objection will be entertained and marriage will be registered.
