TRANSPORT DEPARTMENT

NOTIFICATION

Shimla-2, the 30th December, 2021

No. TPT F(3)-3/2021.—The Governor of Himachal Pradesh, is pleased to notify the scheme "Swarn Jayanti Gram Swarojgar (Parivahan) Yojna" as appended at6505 राजपत्र, हिमाचल प्रदेश, 31 दिसम्बर, 2021/10 पौष, 1943 Annexure-"A", which shall come into force from the date of publication in the Rajpatra (e-Gazette), Himachal Pradesh.

By order, JAGDISH CHANDER SHARMA, IAS, Additional Chief Secretary (Transport).

__________

Annexure-A SWARN JAYANTI GRAM SWAROJGAR (PARIVAHAN) YOJNA

Himachal Pradesh is a difficult hilly State where mountainous terrain restricts the State to cater for multi-modal Transport systems such as railways, air or water, for the transportation of goods and people and thus, Road Transport remains only mode of transportation for the Inter/Intra- state movement of the people. State Government so far has been making all out efforts to provide transportation facilities to the people of the State and the focus so far remained on taking the transportation services to every nook and corner of the State by connecting all towns and villages. This target has been sufficiently achieved and transport services are available to people residing in all the habitations having population above 250.

In the State, Stage Carriage bus is the only mode of transport for the common people to travel on the long distance and local routes on the minimum and affordable fare. At present 6498 Stage Carriage buses of HRTC and Private Operators are providing transport connectivity to the people of the State on Intra/ Inter-State routes. In the operations, it has been experienced that private operator are reluctant to take up routes in rural areas and HRTC is discharging social obligations on behalf of the State Government to provide concession, connectivity on un- economical and remotest rural roads of the State. In most of these routes, the occupancy level of passenger is fairly low, whereas HRTC is operating big buses 42 seaters in such areas, resulting in huge operational losses.

Over the years, Government of Himachal Pradesh has emphasized on the construction of rural roads, particularly for rural connectivity and thus even the remotest parts are now getting connected by road. Due to expansion of road network in the State, there is an increasing demand from the people adjoining new roads to provide adequate transport connectivity. However, it is not feasible for HRTC to cope up with increasing demand for buses due to financial constraints. Therefore, there is a need for providing sustainable transport facility by way of promoting low cost private operations particularly in far-flung and unconnected areas.

Therefore, this scheme is being proposed keeping in view the budget announcement/ budget speech for the year 2021-2022 wherein it has been proposed to ply upto18-seater buses on identified motorable routes which do not have any bus service or have meagre service by giving route permits to the un- employed Youth on concessional tax rates.

Through this scheme, it is proposed that most of these new routes will serve better, if smaller size vehicles commensurate with load factor on a particular segment are plied on such routes. Modern vehicles with lesser seating capacity which consequently would be more fuel efficient and cost effective can be run on such routes by the un-employed Youth who can be granted permits at concessional tax rates. This will create self-employment opportunity to these youth and more cost-effective vehicles with lesser seating capacity will create better livelihood in rural areas on one hand and would also allow HRTC to channelize its operation on the main roads and improve its services on main routes with better passenger satisfaction.

6506 राजपत्र, हिमाचल प्रदेश, 31 दिसम्बर, 2021/10 पौष, 1943
