संख्या एग्र0-बी-एफ(1)-31/2021.--सेवाआें या प्रसुविधाओं या सहायिकियों के परिदान के लिए आधार का एक पहचान दस्तावेज के रूप में उपयोग, सरकार की परिदान प्रक्रिया को सुगम बनाता है, पारदर्शिता और दक्षता लाता है और लाभार्थियों को सुविधाजनक और निर्बाध रीति में अपनी पहचान साबित 204—राजपत्र/2022-04-02-2022 (7457) 7458 राजपत्र, हिमाचल प्रदेश, 4 फरवरी, 2022/15 माघ, 1943 करने के बहुविध दस्तावेज प्रस्तुत करने की आवश्यकता हटाकर, प्रत्यक्षतः उन्हें अपनी हकदारियां प्राप्त करने हेतु समर्थ बनाता है;

कृषि विभाग, मुख्य मन्त्री ग्रीनहाउस नवीकरण योजना (जिसे इसमें इसके पश्चात्‌ स्कीम कहा गया है), 5 वर्ष पुराने पॉलीहाउस या प्राकृतिक आपदाओं के कारण क्षतिग्रस्त हुए पॉलीहाउस की पॉलीशीट को बदलने के लिए, जिसे 29-05-2018 को पत्र संख्या एग्र0-एच(प्रोजेक्ट सैल)-एफ(7)पॉलीहाउस-8/2009-IV द्वारा प्रारम्भ किया गया था, को प्रशासित कर रहा है। यह स्कीम केवल उन्ही किसानों को ही उपलब्ध होगी जो विशिष्टतया संरक्षित खेती में गत 5 वर्ष या इससे अधिक की अवधि के अनुभव के साथ सब्जी उत्पादन/ सब्जियों की नर्सरी उत्पादन में लगे हुए हैैं। स्कीम के अन्तर्गत केवल हिमाचल प्रदेश के किसान ही पात्र होंगें जिसे कृषि विभाग, हिमाचल प्रदेश के माध्यम से कार्यान्वित किया जा रहा है;

स्कीम के अन्तर्गत, 50 प्रतिशत की सहायता, जिसे वर्ष 2018-19 के दौरान 50 प्रतिशत से 70 प्रतिशत किया गया था, विद्यमान स्कीम के मार्गदर्शक सिद्धान्तों के अनुसार कार्यान्वयन अभिकरण के माध्यम सेे प्रदान की जाती है;

पूर्वोक्त स्कीम में हिमाचल प्रदेश राज्य की संचित निधि में से उपगत किया जाने वाला आवर्ती व्यय अन्तर्वलित है;

अतः हिमाचल प्रदेश के राज्यपाल, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (जिसे इसमें इसके पश्चात्‌ उक्त अधिनियम कहा गया है) की धारा 7 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, निम्नलिखित अधिसूचित करते हैं, अर्थातः-

1. (1) स्कीम के अन्तर्गत प्रसुविधाएं प्राप्त करने के लिए पात्र किसी व्यष्टि को एतद्‌द्वारा आधार संख्या धारण करने का सबूत प्रस्तुत करना होगा या आधार अधिप्रमाणन प्राप्त करना होगा।

(2) स्कीम के अन्तर्गत प्रसुविधाएं प्राप्त करने की वॉँछा रखने वाला व्यष्टि, जिसके पास आधार संख्या नहीं है या जो अभी तक आधार के लिए नामांकित नहीं है, को स्कीम के लिए रजिस्ट्रीकरण से पूर्व आधार के नामांकन के लिए आवेदन करना अपेक्षित होगा यदि वह उक्त अधिनियम की धारा 3 के अनुसार आधार अभिप्राप्त करने के लिए हकदार है और ऐसे व्यष्टि आधार का अभ्यावेशन करवाने के लिए किसी आधार अभ्यावेशन केन्द्र (सूची भारतीय विशिष्ट पहचान प्राधिकरण (यू0 आई0 डी0 ए0 आई0) वैबसाइट www.uidai.gov.in उपलब्ध है) पर जाएगाः

(3) आधार (नामांकन और अद्यतन) विनियम, 2016 के विनियम 12 के अनुसार, विभाग को अपने कार्यान्वयन अभिकरण के माध्यम से उन लाभार्थियों के लिए आधार नामांकन सुविधाएं प्रदान करने की आवश्यकता है जो अभी तक आधार के लिए नामांकित नहीं है और यदि संबंधित खण्ड या तहसील में कोई आधार नामांकन केन्द्र अवस्थित नहीं है, तो विभाग अपने कार्यान्वयन अभिकरण के माध्यम से यूआईडीएआई के विद्यमान रजिस्ट्रार के समन्वय सेे सुविधाजनक स्थानों पर या स्वयं ही यूआईडीएआई रजिस्ट्रार की हैसियत से आधार नामांकन सुविधाएं प्रदान करेगाः

परन्तु जब तक की व्यष्टि को आधार समनुदेशित नहीं किया जाता है, तब तक ऐसे व्यष्टि को निम्नलिखित दस्तावेज प्रस्तुत करने के अध्यधीन स्कीम के अधीन प्रसुविधा प्रदान की जाएंगी, अर्थात्‌्‌ः- (क) यदि उसको आधार अभ्यावेशन पहचान पर्ची के साथ अभ्यावेशित किया गया है तो उसकी आधार अभ्यावेशन पहचान पर्ची; और

(ख) निम्नलिखित में से कोई दस्तावेज है, अर्थात्‌्‌;

(i) फोटो सहित बैंक या पोस्ट ऑफिस पासबुक; या

(ii) स्थायी खाता संख्या (पी0ए0एन0) कार्ड; या7459 राजपत्र, हिमाचल प्रदेश, 4 फरवरी, 2022/15 माघ, 1943 (iii) पासपोर्ट; या

(iv) राशन कार्ड; या

(v) मतदाता पहचान-पत्र; या

(vi) मनरेगा कार्ड; या

(vii) किसान फोटो पासबुक; या

(viii) मोटर यान अधिनियम,1988 (1988 का 59) के अधीन अनुज्ञापन प्राधिकारी द्वारा जारी चालन अनुज्ञप्ति; या

(ix) राजपत्रित अधिकारी या तहसीलदार द्वारा शासकीय शीर्षनामा पर जारी ऐसे व्यक्ति के फोटो की पहचान वाला प्रमाण-पत्र; या

(x) विभाग द्वारा यथाविनिर्दिष्ट कोई अन्य दस्तावेजः

परन्तु यह कि उपरोक्त दस्तावेजों की विभाग द्वारा उस प्रयोजन के लिए विनिर्दिष्ट रूप से नामनिर्दिष्ट किसी अधिकारी द्वारा जांच की जाएगी।

2. स्कीम के अन्तर्गत सुविधापूर्वक लाभार्थियों को प्रसुविधाएं उपलब्ध करवाने के आशय से विभाग अपने कार्यान्वयन अभिकरण के माध्यम से यह सुनिश्चित करने के लिए समस्त अपेक्षित व्यवस्थाएं करेगा कि लाभार्थियों को उक्त अपेक्षाओं के सम्बंध में, उन्हें जागरूक करने के लिए, मीडिया के माध्यम से, व्यापक प्रचार किया जाएगा।

3. उन समस्त मामलों में जहाँ लाभार्थियों के अस्पष्ट (अपकृष्ट) बायोेमैट्रिक के कारण या किसी अन्य कारण से, आधार प्रमाणन असफल रहता है, वहां निम्नलिखित उपचारात्मक क्रियाविधि अंगीकृृत की जाएगी, अर्थात्‌्‌ः-

(क) अस्पष्ट उंगली छाप क्वालिटी की दशा में, अधिप्रमाणन हेतु आंख की पुतली के स्कैन या चेहरा अधिप्रमाणन सुविधा अंगीकृत की जाएगी, तद्‌द्वारा विभाग अपने कार्यान्वयन अभिकरण के माध्यम से प्रमाणन के लिए निर्बाध रीति में प्रसुविधाओं के परिदान हेतु उंगली-छाप अधिप्रमाणन सहित आंख की पुतली के स्कैन या चेहरा अधिप्रमाणन के लिए व्यवस्थाएं करेगा;

(ख) उंगली छाप या आंख की पुतली का स्कैन या चेहरा अधिप्रमाणन के माध्यम से बायोमैट्रिक अधिप्रमाणन की असफलता की दशा में, जहां कहीं भी साध्य और ग्राहय है, वहां अधिप्रमाणन सीमित समय वैधता सहित, यथास्थिति, एक मुश्त आधार पासवर्ड या समयाधारित एक मुश्त पासवर्ड द्वारा प्रदान किया जाएगा;

(ग) उन समस्त अन्य मामलों में, जहां बायोमैट्रिक या एक मुश्त आधार पासवर्ड या समय आधारित एक मुश्त पासवर्ड अधिप्रमाणन सम्भव नहीं है, वहां स्कीम के अन्तर्गत प्रसुविधाएं वस्तुगतः आधार वर्ण (अक्षर), के आधार पर दी जा सकेगी जिसकी अधिप्रमाणिकता आधार पर मुद्रित तुरन्त प्रत्युत्तर (क्यू.आर.) कोड के माध्यम से सत्यापित की जाएगी और तुरन्त प्रत्युत्तर (क्यू.आर.) कोड का अर्थ लगाने (पढ़ने के लिए) के लिए विभाग द्वारा इसके कार्यान्वयन अभिकरण के माध्यम से सुविधाजनक स्थानों पर आवश्यक व्यवस्था की जाएगी।

4. उपरोक्त के अतिरिक्त यह सुनिश्चित करने के आशय से, कि कोई वास्तविक लाभार्थी स्कीम के अन्तर्गत उनको देय प्रसुविधाओं से वंचित न रहे, विभाग अपने कार्यान्यन अभिकरण के माध्यम से डी0बी0टी0 7460 राजपत्र, हिमाचल प्रदेश, 4 फरवरी, 2022/15 माघ, 1943 मिशन, कैबिनेट सैक्रेटेरिएट, भारत सरकार के कार्यालय ज्ञापन, तारीख 19 दिसम्बर, 2017 में यथा सारांशित अपवाद का निपटान करने के लिए क्रियाविधि का अनुसरण करेगा।

5. यह अधिसूचना राजपत्र (ई-गजट), हिमाचल प्रदेश में इसके प्रकाशन की तारीख से प्रवृृत्त होगी।

NOTIFICATION

Shimla-2, the 17th January, 2022

No. Agr-B-F(1)-31/2021.—Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;

And whereas, the Department of Agriculture is administering the Mukhya Mantri Green House Renovation Scheme (hereinafter referred to as the said Scheme) which was launched on 29-05-2018 vide letter No. Agr.H(Project Cell)F(7)-Poly House-8/2009-IV to replace the polysheet of 5 years old polyhouses or polysheet of polyhouses damaged due to natural calamities. The scheme is limited to those farmers who are engaged in vegetable production/ vegetables nursery production for the last 5 years or more with an experience particularly in protected cultivation. Only agriculturist of H.P. shall be eligible under the scheme which is being implemented through the Department of Agriculture, H.P.

And whereas, under the Scheme, an assistance of 50% which was enhanced from 50 to 70% during the year 2018-19 is given by the Implementing Agency as per the extant Scheme guidelines;

And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Himachal Pradesh;

Now, therefore, in exercise of the powers conferred by Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the 'said Act'), the Governor, Himachal Pradesh is pleased to notify following, namely:—

1. (1) An individual eligible for receiving the benefits under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.

(2) Any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for7461 राजपत्र, हिमाचल प्रदेश, 4 फरवरी, 2022/15 माघ, 1943 Aadhaar enrolment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per Section 3 of the said Act, and such individuals shall visit any Aadhaar enrolment centre [list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar.

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in co-ordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:

Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individual, subject to the production of the following documents, namely:– (a) if he has enrolled, his Aadhaar Enrolment Identification slip; and

(b) any one of the following documents, namely:—

(i) Bank or Post office Passbook with Photo; or

(ii) Permanent Account Number (PAN) Card; or

(iii) Passport; or

(iv) Ration Card; or

(v) Voter Identity Card; or

(vi) MGNREGA card; or

(vii) Kisan Photo passbook; or

(viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or

(ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or

(x) any other document as specified by the Department:

Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.

2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the said requirement.

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:—

(a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;

(b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;

(c) in all other cases where biometric or Aadhaar One Time Password or Time-based One- Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.

4. In addition to the above, in order to ensure that no bona fide beneficiary under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India dated 19th December, 2017.

5. This notification shall come into effect from the date of its publication in the Rajpatra (e-Gazette), Himachal Pradesh.

और स्कीम के अन्तर्गत, राज्य के लघु और सीमांत किसानों, महिला किसानों, अनुसूचित जाति/अनुसूचित जनजाति के किसानों को 50 प्रतिशत और अन्य श्रेणियों के किसानों को 40 प्रतिशत उपदान, विद्यमान स्कीम के मार्गदर्शक सिद्धांतो के अनुसार कार्यान्वयन अभिकरण द्वारा प्रदान किया जाना है;

And whereas, the Department of Agriculture is administering the "Rajya Krishi Yantrikaran Programme (RKYP)" (hereinafter referred to as the Scheme) to provide Agriculture implements/ tools/machinery on subsidized cost, which is being implemented through the Directorate of Agriculture at State level; (hereinafter referred to as the Implementing Agency);

And whereas, under the Scheme, 50% subsidy is given to small and marginal farmers, Women farmers, SC/ST farmers and 40% to other categories of farmers of the State, by the Implementing Agency as per the extant Scheme guidelines;

And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Himachal Pradesh;

Now, therefore, in exercise of the powers conferred by section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the said Act), the Governor, Himachal Pradesh is pleased to notify following, namely:—

Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:—

(a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanner or face authentication along with finger-print authentication for delivery of benefits in seamless manner;

4. In addition to the above, in order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India dated 19th December, 2017.

कृषि विभाग, (जिसे इसमें इसके पश्चात्‌्‌ विभाग कहा गया है), किसानों को प्राकृतिक खेती करने हेतु अधिसूचना संख्याः एग्र0-बी-एफ(1)-1/2018 तारीख 14-05-2018 द्वारा अधिसूचित ''प्राकृतिक खेती खुशहाल किसान योजना (पीके3वाई)'', (जिसे इसमें इसके पश्चात्‌ स्कीम कहा गया है) प्रशासित कर रहा है, जिसे कार्यकारी निदेशक, राज्य परियोजना कार्यान्वयन इकाई, पीके3वाई कृषि भवन, शिमला-171005, हिमाचल प्रदेश, (जिसे इसमें इसके पश्चात्‌्‌ कार्यान्वयन अभिकरण कहा गया है) के माध्यम से कार्यान्वित किया जा रहा है;

स्कीम के अन्तर्गत निम्नलिखित वित्तीय सहायता, (जिसे इसमें इसके पश्चात्‌ प्रसुविधा कहा गया है) एस0पी0एन0एफ0 (सुभाष पालेकर प्राकृतिक कृषि) का उद्यम करने वाले राज्य के किसानों (जिसे इसमें इसके पश्चात्‌ लाभार्थी कहा गया है) को विद्यमान मार्गदर्शक सिद्धान्तों के अनुसार कार्यान्वयन अभिकरण द्वारा प्रदान की जाती है;

1. किसानों को स्वदेशी गाय के क्रय करने के लिए ` 25000/- की दर से या उसकी कुल लागत का 50 प्रतिशत, जो भी न्यूनतम हो, जमा अभिवहन लागत के रूप में ` 5000/- और मण्डी फीस के रूप में ` 2000/- प्रदान किए जाएंगे।

2. गोमूत्र संग्रहण के लिए गौशाला की लाइनिंग हेतु कुल लागत का 80 प्रतिशत या ` 8000/- जो भी न्यूनतम हो।

3. किसानों के लिए कृषि पर निवेश बढ़ाने (विभिन्न सूत्रीकरण के भंडारण के लिए ड्रम के क्रय पर ` 750/-प्रति ड्रम की दर से और अधिकतम ` 2250/-तीन ड्रम)।

4. संसाधन भंडार स्थानीय नैसर्गिक किसानों द्वारा संचालित ग्राम स्तरीय केंद्र पूर्व निर्धारित दर `10000/- की दर से विभिन्न प्राकृतिक कृषि सूत्रीकरण तैयार करने और विक्रय करने के लिए एकमुश्त संसाधन भंडार में प्रदान किए जाएंगे।

(1) स्कीम के अन्तर्गत प्रसुविधाएं प्राप्त करने के लिए पात्र व्यष्टि को एतद्‌द्वारा आधार संख्या धारण करने का सबूत प्रस्तुत करना होगा या आधार अधिप्रमाणन प्राप्त करना होगा।

(2) स्कीम के अन्तर्गत प्रसुविधाएं प्राप्त करने की वांछा रखने वाले व्यष्टि, जिसके पास आधार संख्या नहीं है या जो अभी तक आधार के लिए नामांकित नहीं है, को स्कीम के लिए रजिस्ट्रीकरण से पूर्व आधार के नामांकन के लिए आवेदन करना अपेक्षित होगा यदि वह उक्त अधिनियम की धारा 3 के अनुसार आधार अभिप्राप्त करने के लिए हकदार है और ऐसे व्यष्टि आधार का अभ्यावेशन करवाने के लिए किसी आधार अभ्यावेशन केन्द्र [सूची भारतीय विशिष्ट पहचान प्राधिकरण (यू0 आई0 डी0 ए0 आई0) वैबसाइट www.uidai.gov.in पद पर उपलब्ध है] पर जाएगाः

परन्तु जब तक कि व्यष्टि को आधार समनुदेशित नहीं किया जाता है, तब तक ऐसे व्यष्टि को निम्नलिखित दस्तावेज प्रस्तुत करने के अध्यधीन स्कीम के अधीन प्रसुविधा प्रदान की जाएंगी, अर्थात्‌्‌ः- (क) यदि उसको आधार अभ्यावेशन पहचान पर्ची के साथ अभ्यावेशित किया गया है तो उसकी आधार अभ्यावेदन पहचान पर्ची; और

(ख) निम्नलिखित में से कोई दस्तावेज है, अर्थात्‌्‌;

(i) फोटो सहित बैंक या पोस्ट ऑफिस पासबुक; या

(ii) स्थायी खाता संख्या (पी0ए0एन0) कार्ड; या

(iii) पासपोर्ट; या

(iv) राशन कार्ड; या

(v) मतदाता पहचान पत्र; या

(vi) मनरेगा कार्ड; या

(vii) किसान फोटो पासबुक; या

No. Agr-B-F(1)-33/2021.—Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;

And whereas, the Department of Agriculture (hereinafter referred to as the Department), is administering the Prakritik Kheti Khushhal Kisan Yojna" (PK3Y) (hereinafter refer to as the Scheme) notified vide Notification No. Agr.-B-F(1)-1/2018, dated 14-05-2018 to farmers for practising natural farming, which is being implemented through the Executive Director, State Project Implementing Unit, PK3Y, Krishi Bhawan, Shimla-5 (H.P.) (hereinafter referred to as the Implementing Agency);

And whereas, under the Scheme, the following financial assistance (hereinafter referred to as the benefit), is given to the Farmers of State Practising SPNF (Subhash Palekar's Natural Farming) (hereinafter referred to as the beneficiaries), by the Implementing Agency as per the extant Scheme guidelilnes:—

1. Purchase of Indigenous cow @ Rs. 25000/- farmer or 50 % of total cost whichever is least + Rs. 5000 As transportation Cost + Rs. 2000 as mandi Fees.

2. Lining of Cowshed for collection of Cow Urine – 80% of Total cost or Rs. 8000 which-ever is less.

3. On Farm generation of Inputs Purchase of drums for Storage of various formulations @ Rs. 750/ drum or maximum Rs. 2250 for three drums/ farmer.

4. Sansadhan Bhandaar a village level Centre run by local natural farmer for preparation and sale of various natural farming formulations on pre-decided rate @ Rs. 10,000/ Sansadhan Bhandaar one time.

And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Himachal Pradesh;

1. (1) An individual eligible for receiving the benefits under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.

(2) Any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per section 3 of the said Act, and such individuals shall visit any Aadhaar enrolment centre [list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar.

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for7471 राजपत्र, हिमाचल प्रदेश, 4 फरवरी, 2022/15 माघ, 1943 the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:

Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individual, subject to the production of the following documents, namely:—

(a) if he has enrolled, his Aadhaar Enrolment Identification slip; and

(b) any one of the following documents, namely :—

(i) Bank or Post office Passbook with Photo; or

(ii) Permanent Account Number (PAN) Card; or

(iii) Passport; or

(iv) Ration Card; or

(v) Voter Identity Card; or

(vi) MGNREGA card; or

(vii) Kisan Photo passbook; or

(viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or

(ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or

(x) any other document as specified by the Department:

Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:—

(b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by7472 राजपत्र, हिमाचल प्रदेश, 4 फरवरी, 2022/15 माघ, 1943 Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;

(c) in all other cases where biometric or Aadhaar One Time Password or Time-based One- Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response Code printed on the Aadhaar letter and the necessary arrangement of Quick Response Code reader shall be provided at the convenient locations by the Department through its Implementing Agency.

4. In addition to the above, in order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India, dated 19th December 2017.

5. This notification shall come into effect from the date of its publication in the Rajpatra (e-Gazette), Himachal Pradesh.

(3) आधार (नामांकन और अद्यतन) विनियम, 2016 के विनियम 12 के अनुसार, विभाग को अपने कार्यान्वयन अभिकरण के माध्यम से उन लाभार्थियों के लिए आधार नामांकन सुविधाएं प्रदान करने की आवश्यकता है जो अभी तक आधार के लिए नामांकित नहीं हैं और यदि संबंधित खण्ड या तहसील में कोई आधार नामांकन केन्द्र अवस्थित नहीं है, तो विभाग अपने कार्यान्वयन अभिकरण के माध्यम से यूआईडीएआई के विद्यमान रजिस्ट्रार के समन्वय से सुविधाजनक स्थानों पर या स्वयं ही यूआईडीएआई रजिस्ट्रार की हैसियत से आधार नामांकन सुविधाएं प्रदान करेगाः

The main objective of this scheme is to provide efficient and assured irrigation facility to the farming community in the state by proper use of water, which is being implemented through the Directorate of Agriculture, Himachal Pradesh, Shimla-5 (hereinafter referred to as the Implementing Agency);

And whereas, under the Scheme, financial assistance provided as 80% (hereinafter referred to as the benefit) is given to the farmers having agricultural land (hereinafter referred to as the beneficiaries), by the Implementing Agency as per the extant Scheme guidelines;

And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Himachal Pradesh;

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:

Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individual, subject to the production of the following documents, namely:—

(a) if he has enrolled, his Aadhaar Enrolment Identification slip; and

(b) any one of the following documents, namely :—

(i) Bank or Post office Passbook with Photo; or

(v) Voter Identity Card; or

(vi) MGNREGA card; or

(vii) Kisan Photo passbook; or

(viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or

(ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or

(x) any other document as specified by the Department:

Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:—

(c) in all other cases where biometric or Aadhaar One Time Password or Time-based One- Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response Code printed on the Aadhaar letter and the necessary arrangement of Quick Response Code reader shall be provided at the convenient locations by the Department through its Implementing Agency.

4. In addition to the above, in order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India dated 19th December, 2017.

संख्याः एग्र0-बी-एफ(1)-30/2021.--सेवाआें या प्रसुविधाओं या सहायिकियों के परिदान के लिए आधार का एक पहचान दस्तावेज के रूप में उपयोग, सरकार की परिदान प्रक्रिया को सुगम बनाता है, पारदर्शिता और दक्षता लाता है और लाभार्थियों को सुविधाजनक और निर्बाध रीति में अपनी पहचान साबित करने के बहुविध दस्तावेज प्रस्तुत करने की आवश्यकता हटाकर, प्रत्यक्षतः उन्हें अपनी हकदारियां प्राप्त करने हेतु समर्थ बनाता है;

कृषि विभाग, पत्र संख्या एग्र0-एच(प्रोजेक्ट सैल)एफ(7)एमएमएनपी-1-1/2020 द्वारा तारीख 09-12-2020 को विरचित 'मुख्य मन्त्री नूतन पॉलीहाउस परियोजना' 2020-21, प्रशासित कर रहा है। स्कीम केवल उन्हीं किसानों को ही उपलब्ध होगी जो विशिष्टतयाः संरक्षित खेती में गत पांच वर्ष या इससे अधिक की अवधि के अनुभव के साथ सब्जी उत्पादन/सब्जियों की नर्सरी उत्पादन में लगे हुए हैं। पॉलीहाउस ईकाइयों की स्थापना करने से पूर्व चौधरी सरवन कुमार कृषि विश्वविद्यालय, पालमपुर/डॉ0 यशवन्त सिंह परमार औद्योनिकी एवं वानिकी विश्वविद्यालय, नौणी से किसानों का 4 दिवसीय संस्थागत प्रशिक्षण भी अनिवार्य है। स्कीम के अन्तर्गत केवल हिमाचल प्रदेश के किसान ही पात्र होंगे जिसे कृषि निदेशालय, हिमाचल प्रदेश, के माध्यम से कार्यान्वित किया जा रहा है।

स्कीम के अन्तर्गत केवल हिमाचल प्रदेश के किसानों को ही 85 प्रतिशत की वित्तीय सहायता विद्यमान स्कीम के मार्गदर्शक सिद्धान्तों के अनुसार कार्यान्वयन अभिकरण के माध्यम से प्रदान की जाती है;

अतः हिमाचल प्रदेश के राज्यपाल, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (जिसे इसमें इसके पश्चात्‌ उक्त अधिनियम कहा गया है) की धारा 7 के द्वारा पदत्त शक्तियों का प्रयोग करते हुए, निम्नलिखित अधिसूचित करते हैं, अर्थातः-

(2) स्कीम के अन्तर्गत प्रसुविधाएं प्राप्त करने की वांछा रखने वाला कोई व्यष्टि, जिसके पास आधार संख्या नहीं है या जो अभी तक आधार के लिए नामांकित नहीं है, को स्कीम के लिए रजिस्ट्रीकरण से पूर्व आधार के नामांकन के लिए आवेदन करना अपेक्षित होगा यदि वह उक्त अधिनियम की धारा 3 के अनुसार आधार अभिप्राप्त करने के लिए हकदार है और ऐसे व्यष्टि आधार का अभ्यावेशन करवाने के लिए किसी आधार अभ्यावेशन केन्द्र [सूची भारतीय विशिष्ट पहचान प्राधिकरण (यू0 आई0 डी0 ए0 आई0) वैबसाइट www.uidai.gov.in पर उपलब्ध है] पर जाएंगेः 7478 राजपत्र, हिमाचल प्रदेश, 4 फरवरी, 2022/15 माघ, 1943 (3) आधार (नामांकन और अद्यतन) विनियम, 2016 के विनियम 12 के अनुसार, विभाग को अपने कार्यान्वयन अभिकरण के माध्यम से उन लाभार्थियों के लिए आधार नामांकन सुविधाएं प्रदान करने की आवश्यकता है जो अभी तक आधार के लिए नामांकित नहीं हैं और यदि संबंधित खण्ड या तहसील में कोई आधार नामांकन केन्द्र अवस्थित नहीं है, तो विभाग अपने कार्यान्वयन अभिकरण के माध्यम से यूआईडीएआई के विद्यमान रजिस्ट्रार के समन्वय से सुविधाजनक स्थानों पर या स्वयं ही यूआईडीएआई रजिस्ट्रार की हैसियत से आधार नामांकन सुविधाएं प्रदान करेगाः

परन्तु जब तक की व्यष्टि को आधार समनुदेशित नहीं किया जाता है, तब तक ऐसे व्यष्टि को निम्नलिखित दस्तावेज प्रस्तुत करने के अध्यधीन स्कीम के अधीन प्रसुविधा प्रदान की जाएगी, अर्थात्‌्‌ः- (क) यदि वह उसकीे आधार अभ्यावेशन पहचान पर्ची के साथ अभ्यावेशित किया गया है तो उसकी आधार अभ्यावेशन पहचान पर्ची; और

(ख) निम्नलिखित में से कोई दस्तावेज है, अर्थात्‌्‌;

(i) फोटो सहित बैंक या पोस्ट ऑफिस पासबुक; या

(ii) स्थायी खाता संख्या (पी0ए0एन0) कार्ड; या

(iii) पासपोर्ट; या

(iv) राशन कार्ड; या

(v) मतदाता पहचान पत्र; या

(vi) मनरेगा कार्ड; या

(vii) किसान फोटो पासबुक; या

(x) विभाग द्वारा यथाविनिर्दिष्ट कोई अन्य दस्तावेजः

परन्तु यह कि उपरोक्त दस्तावेजों की जांच विभाग द्वारा उस प्रयोजन के लिए विनिर्दिष्ट रूप से नामनिर्दिष्ट किसी अधिकारी द्वारा की जाएगी।

2. स्कीम के अन्तर्गत सुविधापूर्वक लाभार्थियों को प्रसुविधाएं उपलब्ध करवाने के आशय से विभाग अपने कार्यान्वयन अभिकरण के माध्यम से यह सुनिश्चित करने के लिए समस्त अपेक्षित व्यवस्थाएं करेगा कि उक्त लाभार्थियों को अपेक्षाओं के सम्बंध में, उन्हें जागरूक करने के लिए, लाभार्थियों हेतु मीडिया के माध्यम से, व्यापक प्रचार किया जाएगा।

3. उन समस्त मामलों में जहां लाभार्थियों के अस्पष्ट (अपकृष्ट) बायोेमैट्रिक के कारण या किसी अन्य कारण से, आधार प्रमाणन असफल रहता है, वहां निम्नलिखित उपचारात्मक क्रियाविधि अंगीकृृत की जाएगी, अर्थात्‌्‌ः-7479 राजपत्र, हिमाचल प्रदेश, 4 फरवरी, 2022/15 माघ, 1943 (क) अस्पष्ट उंगली छाप क्वालिटी की दशा में, अधिप्रमाणन हेतु आंख की पुतली के स्कैन या चेहरा अधिप्रमाणन सुविधा अंगीकृत की जाएगी, तद्‌द्वारा विभाग अपने कार्यान्वयन अभिकरण के माध्यम से प्रमाणन के लिए निर्बाध रीति में प्रसुविधाओं के परिदान हेतु उंगली-छाप अधिप्रमाणन सहित आंख की पुतली के स्कैन या चेहरा अधिप्रमाणन के लिए व्यवस्थाएं करेगा;

(ख) उंगली छाप या आंख की पुतली का स्कैन या चेहरा अधिप्रमाणन के माध्यम से बायोमैट्रिक अधिप्रमाणन की असफलता की दशा में, जहां कहीं भी साध्य और ग्राह्‌य है, वहां अधिप्रमाणन सीमित समय वैधता सहित, यथास्थिति, एकमुश्त आधार पासवर्ड या समयाधारित एकमुश्त पासवर्ड द्वारा प्रदान किया जाएगा;

(ग) उन समस्त अन्य मामलों में, जहां बायोमैट्रिक या एकमुश्त आधार पासवर्ड या समय आधारित एकमुश्त पासवर्ड अधिप्रमाणन सम्भव नहीं है, वहां स्कीम के अन्तर्गत प्रसुविधाएं वस्तुगतः आधार वर्ण (अक्षर) के आधार पर दी जा सकेगी, जिनकी अधिप्रमाणिकता आधार पर मुद्रित तुरन्त प्रत्युत्तर (क्यू.आर.) कोड के माध्यम से सत्यापित की जाएगी और तुरन्त प्रत्युत्तर (क्यू.आर.) कोड का अर्थ लगाने (पढ़ने के लिए) के लिए विभाग द्वारा इसके कार्यान्वयन अभिकरण के माध्यम से सुविधाजनक स्थानों पर आवश्यक व्यवस्था की जाएगी।

Shimla-2, the 17th January, 2022

No.Agr-B-F(1)-30/2021.—Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;

And whereas, the Department of Agriculture is administering the "Mukhya Mantri Nutan Polyhouse Pariyojna" 2020-21 framed on 09-12-2020 vide letter No.Agr.H(Project Cell) F(7)MMNP-1-1/2020. The scheme is limited to those farmers who are engaged in vegetable production/ vegetables nursery production for the last 5 years or more with an experience7480 राजपत्र, हिमाचल प्रदेश, 4 फरवरी, 2022/15 माघ, 1943 particularly in protected cultivation. Also, 4 days institutional training of farmers at SAU Palampur/ UHF Nauni before setting up of polyhouse units is mandatory. Only agriculturist of H.P. shall be eligible under the scheme, which is being implemented through the Directorate of Agriculture, H.P. Shimla-05.

And whereas, under the Scheme, an assistance of 85% is given to the agriculturist of Himachal Pradesh only by the Implementing Agency as per the extant Scheme guidelines;

And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Himachal Pradesh;

1. (1) An individual eligible for receiving the benefits under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.

(2) Any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment before registering for the Scheme, provided that he is entitled to obtain Aadhaar as per section 3 of the said Act, and such individuals shall visit any Aadhaar enrolment centre [list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar.

Hamirpur.

अतः हिमाचल प्रदेश के राज्यपाल, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (2016 का 18) (जिसे इसमें इसके पश्चात्‌ उक्त अधिनियम कहा गया है) की धारा 7 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, निम्नलिखित अधिसूचित करते हैं, अर्थातः- 1. (1) स्कीम के अन्तर्गत प्रसुविधाएं प्राप्त करने के लिए पात्र किसी व्यष्टि को एतद्‌द्वारा आधार संख्या धारण करने का सबूत प्रस्तुत करना होगा या आधार अधिप्रमाणन प्राप्त करना होगा।

(2) स्कीम के अन्तर्गत प्रसुविधाएं प्राप्त करने की वॉँछा रखने वाला कोई व्यष्टि, जिसके पास आधार संख्या नहीं है या जो अभी तक आधार के लिए नामांकित नहीं है, को स्कीम के लिए रजिस्ट्रीकरण से पूर्व आधार के नामांकन के लिए आवेदन करना अपेक्षित होगा यदि वह उक्त अधिनियम की धारा 3 के अनुसार आधार अभिप्राप्त करने के लिए हकदार है और ऐसे व्यष्टि आधार का अभ्यावेशन करवाने के लिए किसी आधार अभ्यावेशन केन्द्र (सूची भारतीय विशिष्ट पहचान प्राधिकरण (यू0आई0डी0ए0आई0) वैबसाइट www.uidai.gov.in पद पर उपलब्ध है) पर जाएंगेः

No. Agr-B-F(1)-28/2021.—Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;

And whereas, the Department of Agriculture, Himachal Pradesh (hereinafter to as the Department) is administering the "Krishi Utpadan Sanrakshan Yojna (Anti Hail Net)" (hereinafter referred to as scheme) to provide nets to farmers of the State for protection from Hail, which is being implemented through the Directorate of Agriculture, Himachal Pradesh (hereinafter referred to as the Implementing Agency);

And whereas, under the Scheme, 80% subsidy on both types of net i.e. Knitted/ Raschel and Woven/ Leno (hereinafter referred to as the benefit) is given to the Bonafiede farmers of Himachal Pradesh (hereinafter referred to as beneficiaries), by the Implementing Agency as per the extant Scheme guidelines;

And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Himachal Pradesh;

Now, therefore, in exercise of the powers conferred by section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Governor, Himachal Pradesh is pleased to notify following, namely:—

1. (1) An individual eligible for receiving the benefits under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.

(2) Any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per section 3 of the said Act, and such individuals shall visit any Aadhaar enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhaar.

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:

Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individual, subject to the production of the following documents, namely :—

(a) if he has enrolled, his Aadhaar Enrolment Identification slip; and

(b) any one of the following documents, namely :—

(i) Bank or Post office Passbook with Photo; or (ii) Permanent Account Number (PAN) Card; or (iii) Passport; or7486 राजपत्र, हिमाचल प्रदेश, 4 फरवरी, 2022/15 माघ, 1943 (iv) Ration Card; or (v) Voter Identity Card; or (vi) MGNREGA card; or (vii) Kisan Photo passbook; or (viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or

(ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or

(x) any other document as specified by the Department:

Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:—

In addition to the above, in order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India dated 19th December, 2017.

5. This notification shall come into effect from the date of its publication in the Rajpatra (e-Gazette), Himachal Pradesh.

(iii) ensuring timely audits of funds released and reviewing the "Action Taken Reports" on various audit reports of the mission and other similar reports.

(i) facilitating capacity building of parastatal bodies that would help ULBs to implement used water management;

(ii) reviewing the progress of capacity building initiatives, IEC and public awareness activities under the mission.

(d) Miscellaneous

(i) addressing violation of norms and conditions; (ii) reviewing legal issues, if any; (iii) taking up any other matter relevant for the efficient implementation of the mission, or matters referred to it by the SBM National Mission Directorate.

The SBM State Mission Directorate will be headed by a State Mission Director (SMD) and supported by a dedicated PMU on deputation/ outsourced basis. The SMD will perform following functions:—

(a) creating / notifying a uniform structure across the state for the planning, designing, project preparation, appraisal, sanction and implementation of sanctioned projects under the mission at the ULB level;

(b) reviewing City Sanitation Action Plan (CSAP), City Solid Waste Action Plan (CSWAP) for all cities covered under SBM-U 2.0.

(c) putting up consolidated State level plan (summation of all ULBs' plans) in terms of physical and financial targets, to State Level Technical Committee (SLTC).

(d) planning for additional resource mobilization.

(e) developing IT enabled tools and solutions for preparation of DPRs, or facilitate use of existing tools provided by MoHUA for DPR preparation;

(f) SMD will also function as Member-Secretary to the State High Powered Committee (SHPC), and Convenor to the State Level Technical Committee (SLTC).

(vii) Approve plans for capacity building, issue notification, etc. for speedy implementation of reforms.

(viii) Advise State Mission Director on Operations & Maintenance of plants erected under Mission.

(ix) Approval for appointment of PDMC, SMMU and CMMU for implementation of the Mission.
