No. TPT-F(4)-1/2014-II.—The Governor, Himachal Pradesh in exercise of the powers conferred by Section-67 of the Motor Vehicles Act, 1988 (No. 59 of 1988) and all other powers enabling him in this behalf is pleased to constitute Sub-Divisional Level, District Level & State Level Route Formulation Committee(s) alongwith their scope of works for formulation of routes for plying of Stage Carriage buses in the State with immediate effect in public interest as under:—
1. Sub-Divisional Level Route Formulation Committee :
(a) Sub-Divisional Magistrate Chairman (b) XEN of the area concerned Member (c) Regional Manager HRTC Member (d) Chairman of Panchayat Samiti Member (e) Panchayat representatives Member (f) Superintendent, concerned SDM Member Secretary
Scope of work
1. This Committee will identify and formulate the general routes for operation of stage carriage routes in the State as per following parameters:—
(i) The policy of 60:40 ratio {NH/SH 40% and RR 60%} will be followed in the formulation of new routes as per State Transport Policy, 2014.
(ii) Total length of route should not be more than 200 Kms.
(iii) The proposed new routes must be viable for operators economically.
2. The Committee will also identify the routes especially for rural roads under various schemes for plying of stage carriage buses in the State as per norms/parameters prescribed in the Schemes as notified by the Government from time to time.

4. The representations for grant of new Stage Carriage routes received from individuals, Gram Panchyats, NGOs and any type of other sources on suo-moto basis will be placed first before Sub-Divisional Route Formulation Committee for their consideration and approval. 5. The Committee will work perpetually and not for a limited period and will keep on identifying routes for Private/Himachal Road Transport Corporation buses.
6. Routes finalised by the said Committee will forward the identified routes to the District Level Formulation Committee for further approval.
2. District Level Route Formulation Committee : (a) Addl. Divisional Magistrate Chairman (b) RTO concerned Member (c) Regional Manager HRTC concerned Member (d) Superintendent, concerned RTO Member Secretary
Scope of work
(i) This Committee will examine the proposals received from the Sub-Divisional Level Route Formulation Committee under the provisions of the Motor Vehicle Act/Rules, State Transport Policy, 2014 and any others schemes framed/adopted by the Government from time to time.
(ii) After recommendations of the District Level Route Formulation Committee, the concerned RTO will send the list of approved routes to the Director Transport for publication along with recommendation of the Committee as per provision of the Section 68 (3) (ca) of the Motor Vehicle Act, 1988.
3. State Level Route Formulation Committee :
(a) Secretary, State Transport Authority Chairman (b) Superintendent Engineer (Works) Office of Member Engineer-in-Chief, HPPWD. (c) General Manager (Traffic), HRTC Member (d) Superintendent, STA HQ Shimla Member Secretary
Scope of work
(i) The Committee shall propose fresh guidelines and procedure for the formulation of Inter District Routes / Inter Region Routes (where more than two RTA's are involved in a District) enabling the concerned RTO's to issue Inter District Routes / Inter Region Routes in a transparent manner.

जिसमें वसीयतकर्ता पंडित देवी राम पुत्र श्री बिशन दत्त पुत्र श्री रोडू, निवासी कण्डा, परगना लच्छडांग, तहसील कसौली, जिला सोलन ने (मकान नं0 220A व 220 B व 299 A व 299 B व 299 C छावनी परिषद सुबाथु की वसीयत अपने दोनों पुत्रों सर्वश्री राम दयाल व श्री बाला दत्त के नाम की थी।
दिनांक 26-02-1962 को वसीयतकर्ता की मृत्यु हो चुकी है। उसके उपरान्त वसीयतकर्ता के दोनों पुत्रों की भी मृत्यु हो चुकी है। श्री राम दयाल की मृत्यु दिनांक 29-03-1993 व श्री बाला दत्त की मृत्यु दिनांक 26-09-2012 को हो चुकी है। परन्तु उपरोक्त वसीयत कहीं भी अमल में नहीं आई।
(1) स्व0 श्री रामदयाल के निम्न वारिस इस प्रकार है :
1. राजेन्द्र कुमार शर्मा, 2. वृज मोहन (जायज वारसान द्वारा पंजीकृत वसीका नं0 5/1992, दिनांक 18-01-1992 समक्ष उप-पंजीकार कसौली)।
(2) स्व0 श्री बाला दत्त के निम्न वारिस इस प्रकार हैं :
1. हीरा नन्द पुत्र स्व0 श्री बाला दत्त, 2. नीरज कुमार पुत्र व मन्जू शर्मा पुत्री पुत्री स्व0 श्रीमती कान्ता देवी पुत्री स्व0 श्री बाला दत्त, 3. पार्वती पुत्री स्व0 श्री बाला दत्त, 4. चिन्तामणी, निशू उर्फ निशा व ममता पुत्र व पुत्रियां स्व0 श्रीमती कृष्णा देवी पुत्री स्व0 श्री बाला दत्त,
5. श्रीमती दुर्गावती उर्फ दुर्गा देवी पुत्री स्व0 श्री बाला दत्त, 6. श्रीमती गीता देवी पुत्री स्व0 श्री बाला दत्त, 7. श्रीमती चिन्ता देवी पुत्री स्व0 श्री बाला दत्त।
उपरोक्त प्रार्थी वसीयत को पंजीकृत करवाना चाहता है। यदि आम जनता को उपरोक्त विषय में कोई आपत्ति हो तो वह अपना एतराज 30 दिनों के भीतर स्वयं हाजिर होकर उप-पंजीकार कार्यालय में प्रस्तुत कर सकता है। समय अवधि समाप्त होने पर आगामी कार्यवाही नियमानुसार अमल में लाई जाएगी तथा कोई भी एतराज मान्य न होगा।
आज दिनांक 11-03-2022 को मेरे हस्ताक्षर व मोहर अदालत से जारी हुआ।
