संख्या राजस्व-घ(ए)1-5/2022-(कांगड़ा).--हिमाचल प्रदेश भू-अभिलेख नियमावली, 1992 के पैरा 3.17 एवम्‌ 3.18 में वर्णित/निर्दिष्ट प्रावधानों/मानकों में छूट देते हुए राज्यपाल, हिमाचल प्रदेश तहसील नूरपुर, जिला कांगड़ा के अन्तर्गत पटवार वृत्त बरण्डा, खज्जन, कोपड़ा व हडल का विघटन करके दो नये 88—राजपत्र/2022-23-07-2022 (2921)2922 राजपत्र, हिमाचल प्रदेश, 23 जुलाई 2022/1 श्रावण, 1944 पटवार वृत्त पक्का टियाला व औंद, तहसील नूरपुर, जिला कांगड़ा, हिमाचल प्रदेश का अनुलग्नक 'क' में दिये गए विवरण अनुसार खोलने का सहर्ष आदेश देते हैं। इन पटवार वृत्तों हेतु एक-एक पद पटवारी वेतनमान मु0 20,200-64000/-(Level-3), मांग संख्याः 5, मुख्यशीर्ष-2029-00-103-04 (गैर-योजना) एवं एक-एक पद अंशकालिक कार्यकर्ता (Part time worker) का सृजन करने की भी स्वीकृति प्रदान की जाती है।

संख्याः टी0सी0पी0-एफ/05/03/2022.--हिमाचल प्रदेश के राज्यपाल, हिमाचल प्रदेश नगर एवं ग्राम योजना अधिनियम, 1977 (1977 का अधिनियम संख्यांक 12) की धारा 1 की उप-धारा (3) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए 14-07-2022 को ऐसी तारीख नियत करते हैं, जिससे पूर्वोक्त अधिनियम के उपबन्ध, सरकार की अधिसूचना संख्याः हिम/टी0पी0/आर0डव्ल्यू0-सोलंग(एस0ए0)/2000, तारीख 18-11-2000 द्वारा अधिसूचित सोलंग विशेष क्षेत्र के सम्मिलित सोलंग के कुछ क्षेत्राें (संलग्न मानचित्र के अनुसार) में प्रवृत्त होंगे।

सोलंग के क्षेत्रों की बाबत उक्त अधिनियम के उपबन्धों के प्रवर्तन के परिणामस्वरूप हिमाचल प्रदेश नगर और ग्राम योजना अधिनियम, 1977 (1977 का अधिनियम संख्यांक 12) के उपबन्ध सोलंग विशेष क्षेत्र की निम्न प्रकार से पुनः परिनिश्चित परिसीमाओं पर लागू होंगेः-

उत्तरः अटल सुरंग रोहतांग के दक्षिण द्वार से आरम्भ होकर धुंधी स्थित सीमा सड़क संगठन (बी0आर0ओ0) शिविर के नजदीक तीक्ष्ण मोड़ तक।2927 राजपत्र, हिमाचल प्रदेश, 23 जुलाई 2022/1 श्रावण, 1944 पूर्वः धुंधी स्थित सीमा सड़क संगठन (बी0आर0ओ0) शिविर के नजदीक तीक्ष्ण मोड़ से राष्ट्रीय उच्च मार्ग-3 से ऊपर की ओर 100 मीटर की दूरी तक सीमाबद्ध और इसके पश्चात्‌ व्यास नदी के साथ-साथ पलचान पुल तक।

दक्षिणः सराई नाला के व्यास नदी के साथ पलचान पुल पर मिलन बिन्दु से सराई नाला के साथ-साथ पश्चिम में सीमांकित संरक्षित वन सीमा के आरम्भ बिन्दु तक।

पश्चिमः सीमांकित संरक्षित वन सीमा से आरम्भ होकर सराई नाला के साथ-साथ सीमा सड़क संगठन शिविर के पास राष्ट्रीय उच्च मार्ग-3 के साथ इसके मिलन बिन्दु तक और उसके पश्चात्‌ ऊपर पहाड़ी की तरफ 100 मीटर की दूरी तक राष्ट्रीय उच्च मार्ग-3 के साथ-साथ धुंधी में व्यासकुण्ड नाला तक तत्पश्चात्‌ सेरी नाला की सीमा के साथ-साथ अटल सुंरग रोहतांग तक।

TOWN AND COUNTRY PLANNING DEPARTMENT

NOTIFICATION

Shimla-2, the 14th July, 2022

No. TCP-F/05/3/2022.—In exercise of the powers conferred by sub-section (3) of Section 1 of the Himachal Pradesh Town and Country Planning Act, 1977 (Act No. 12 of 1977), the Governor of Himachal Pradesh is pleased to appoint 14th July, 2022 as the date on which the provisions of the aforesaid Act shall come into force in some of the area of Solang (as per map enclosed) included in the Solang Special Area notified vide the Government Notification No. HIM/TP/RW-Solang (SA)/2000 dated 18-11-2000.

Consequent upon the enforcement of the provisions of the Act ibid in respect of areas of the Solang, the provisions of the Himachal Pradesh Town and Country Planning Act, 1977 (Act No. 12 of 1977), shall apply to the re-defined limits of the Solang Special Area as under:—

SPECIFICATIONS

North: Starting from the South Portal of Atal Tunnel Rohtang till the sharp pin bend near the BRO Camp at Dhundi.

East: Bounded by the 100 mtr. distance from NH-3 uphill side from sharp pin bend near the BRO Camp at Dhundi and thereafter alongwith the river Beas upto the Palchan Bridge.

South: Meeting point of the Sarai Nallah with river Beas at Palchan Bridge alongwith Sarai Nallah till the starting point of D.P. Forest Boundary in West.

West: Starting from D.P. Forest Boundary alongwith the Sarai Nallah upto its meeting point with NH-3 near BRO Camp and there onward with the NH-3 100 mtr. uphill side upto Beas Kund Nallah at Dhundi after that alongwith the boundary of Seri Nallah upto Atal Tunnel Rohtang.

No. TCP-F/05/3/2022.—In exercise of the powers conferred by clause(a) of sub-section 3 of Section 66 of the Himachal Pradesh Town and Country Planning Act, 1977 (Act No. 12 of 1977), the Governor, Himachal Pradesh is pleased to include some areas of the Solang (as per map enclosed) in the Solang Special Area, already notified vide the Notification No. HIM/TP/RW-Solang(SA)/2000 dated 18-11-2000.

Consequent upon inclusion of some area of Solang, the Governor of Himachal Pradesh is further pleased to re-define the limits of the Solang Special Area as per specifications given below:—

SPECIFICATIONS

North: Starting from the South Portal of Atal Tunnel Rohtang till the sharp pin bend near the BRO Camp at Dhundi.

ENVIRONMENT, SCIENCE & TECHNOLOGY DEPARTMENT

NOTIFICATION

Shimla-2, 20th July, 2022

No. STE-F-(4)-1/2020.—WHEREAS, the Governor of Himachal Pradesh vide this Department's Notification No. STE-F(4)-2/2008 dated the 7th July, 2009,No.STE-F(4)-2/2008-I dated the 20th August, 2010, No. STE-F (4)-2/2008-II dated the 4th November, 2010, No. STE-F (4)-2/2008-II dated the 15th March, 2011, No. STE-F (4)-2/2008-II, dated the 19th March, 2011, No. STE-F (9)-1/ 2018 dated the 6th July, 2018, addendum dated the 31st September, 2018, No. STE-F (9)-1/ 2018 dated the 20th September, 2019, No. STE-F (9)-1-2018-loose dated the 5th February, 2020 & the 20th June, 2020, No. STE-F (4)-1/2021 dated the 6th January, 2021 with an objective to improve plastic waste management system, under Himachal Pradesh Non- Biodegradable Garbage (Control) Act, 1995, imposed ban on use of plastic carry-bags and certain plastic items having one time use and also authorized certain officers of different Departments to compound any offence as per provision of Section 11 of the Act ibid.

2. AND WHEREAS, it has been observed that there are many other plastic items of one time use and have littering potential as they are difficult to collect, especially since most are either2931 राजपत्र, हिमाचल प्रदेश, 23 जुलाई 2022/1 श्रावण, 1944 small, or discarded directly into the environment-such as candy sticks, ice-cream sticks, stirrer etc. It then becomes difficult to collect for recycling, unlike the larger items. Such items are causing environmental pollution and leading to indiscriminate littering. Therefore, the State Government intends to impose ban on such items to augment the ongoing efforts and further improve the plastic waste management system in the State.

3. NOW THEREFORE, the Governor, Himachal Pradesh, in supersession of the aforesaid Notifications and in exercise of the powers conferred under sub-section (1) of Section 3- A of the H.P. Non-Biodegradable Garbage (Control) Act, 1995, is pleased to direct that no person including shopkeepers, vendors, wholesalers, retailers, hawkers, rehariwala, etc. shall import, stock, distribute, sale and use the following one time use plastic (Single Use Plastic) items including carry bags, thermocol items made of non-biodegradable material as listed in the Schedule appended to the Himachal Pradesh Non-Biodegradable Garbage (Control) Act, 1995;

4. Any person, institution/commercial establishment (educational institutions, offices, hotels, shops, restaurants, sweetshops, dhabas, religious institutions, industrial establishments, banquet halls, etc.) causing breach of the aforesaid prohibition shall be liable for the penalties as per the provisions contained in the Act ibid;

5. The Governor, Himachal Pradesh is further pleased to authorize the officers as per the details contained in Annexure-A, in exercise of the powers conferred by Section 7(A) and Section 11(1) of the Himachal Pradesh Non-Biodegradable Garbage (Control) Act, 1995, in supersession of this Department's notifications referred to in para-1 above, for entry and inspection under section 7(A) and to compound any offence as per provision of Section 11 of the Act ibid, while compounding the offences committed under the Act ibid, shall specify the sum for compounding as per the following criteria;
