No. DTP (D) T-20(Vol.-VI)/2020/664-89.—In exercise of the powers vested under sub- section (1) of Section 19 of the Himachal Pradesh Town and Country Planning Act, 1977 (Act No. 12 of 1977), the draft Development Plan for Shri Chamunda Nandikeshwar Dham Special Area, 2022- 2037 is hereby published and the Notice is given that a copy of the said draft Development Plan is available for inspection during the office hours in the following offices:—

1. Deputy Commissioner, Kangra at Dharamshala-cum- Chairman, Special Area Development Authority, Shri Chamunda Nandikeshwar Dham, Himachal Pradesh.

2. Member Secretary, Special Area Development Authority, Shri Chamunda Nandikeshwar Dham-cum- Town and Country Planner, Divisional Town Planning Office, Dharamshala, District Kangra (H. P.).

The particulars of the said Draft Development Plan or Draft Sectoral Plan have been specified in the Schedule below.

If there be any objection or suggestion with respect to the said draft Development Plan of Shri Chamunda Nandikeshwar Dham Special Area, 2022- 2037, it should be sent in writing to the Chairman, Special Area Development Authority, Shri Chamunda Nandikeshwar Dham-cum- Deputy Commissioner Kangra at Dharamshala, District Kangra, H. No. Shram(A)3-5/2022.—In partial modification of this department's notification No. 1-87/67(LAB)/IND, dated 18th June, 1970 and notification No. Shram (E) 3-2/2002, dated4595 राजपत्र, हिमाचल प्रदेश, 08 सितम्बर, 2022/17 भाद्रपद, 1944 20th August, 2004, the Governor, Himachal Pradesh, in exercise of the powers vested in him under section 7(1) and 7(A) of Industrial Disputes Act, 1947 is pleased to transfer the jurisdiction of Industrial disputes of Kaza (Spiti region) of Lahaul & Spiti District from the H.P. Labour Court- cum-Industrial Tribunal, Dharamshala to H.P. Labour Court-cum- Industrial Tribunal, Shimla, with immediate effect in the public interest.

The Governor, Himachal Pradesh is further pleased to order that hence- forth the Labour Court-cum-Industrial Tribunal with Headquarter at Dharamshala constituted vide Notification No. Shram (E) 3-2/2002, dated 20th August, 2004 shall cease to exercise jurisdiction over the matters with respect to aforesaid area of Lahaul & Spiti District of Himachal Pradesh.

संख्याः टी0सी0पी0-एफ/05/03/2022.--हिमाचल प्रदेश नगर और ग्राम योजना अधिनियम, 1977 (1977 का अधिनियम संख्यांक 12) की धारा 66 की उप-धारा (3) के खण्ड (क) की अधिसूचना संख्या टी0सी0पी0-एफ/05/03/2022 तारीख 14-07-2022 द्वारा सोलंग विशेष योजना क्षेत्र में कुछ क्षेत्र सम्मिलित किए गए हैं और इसकी सीमाओं को पुनः परिनिश्चित कर लिया गया है;

और पूर्वोक्त के अधिनियम की धारा 15 की उप-धारा (1) के अधीन अभी तक उक्त विशेष क्षेत्र में नए सम्मिलित किए गए क्षेत्रों के विद्यमान भू-उपयोग को प्रकाशित नहीं किया गया है;

और हिमाचल प्रदेश के राज्यपाल का समाधान हो गया है कि विशेष क्षेत्र के पूर्वोक्त नए सम्मिलित किए गए क्षेत्रों में भू-उपयोग में परिवर्तन या उस पर किसी निर्माण संक्रिया से सतह या किसी भूमि या मिट्‌टी पर हानिकारक अवरोध होने की सम्भावना है या मिट्‌टी के परिरक्षण, भूमि खिसकने की रोकथाम करने या भूमि-कटाव से संरक्षण हेतु हानिकारक समझा गया है और पूर्वोक्त अधिनियम के उपबन्धों के अनुसार उक्त क्षेत्र की योजना बनाना और विकास करना कठिन होने की सम्भावना है;

अतः हिमाचल प्रदेश के राज्यपाल, हिमाचल प्रदेश नगर और ग्राम योजना अधिनियम, 1977 (1977 का अधिनियम संख्यांक 12) की धारा 15-क की उप-धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, सोलंग विशेष क्षेत्र में नए सम्मिलित किए गए क्षेत्रों के विद्यमान भू-उपयोग पर, इस अधिसूचना के राजपत्र, हिमाचल प्रदेश में प्रकाशित किये जाने की तारीख से पांच वर्ष की अवधि के लिए रोक लगाते हैं।

NOTIFICATION

Shimla-2, the 28th July, 2022

No. TCP-F/05/03/2022.—Whereas, some areas have been included in the Solang Special Area and its limits have been re-defined under clause (a) of sub-section (3) of section 66 of the Himachal Pradesh Town and Country Planning Act, 1977 (Act No. 12 of 1977) vide Notification No. TCP-F/05/03/2022 dated 14th July, 2022;

And whereas, existing land use of the newly included areas of the said Special Area has not yet been published under sub-section (1) of Section 15 of the Act ibid;

And whereas, the Governor of Himachal Pradesh is satisfied that in the aforesaid newly included areas of the Special Area, the change of land use or any building operation therein is likely to cause injurious disturbance to the surface or any land or soil, or is considered detrimental to the preservation of the soil, prevention of land slips or protection against erosion and is likely to make it difficult to plan and develop the areas in question in accordance with the provisions of the aforesaid Act;

Now, therefore, in exercise of the powers conferred by sub-section (1) of section 15-A of the Himachal Pradesh Town and Country Planning Act, 1977 (Act No. 12 of 1977), the Governor Himachal Pradesh is pleased to freeze the existing land use of the newly included areas of the Solang Special Area for a period of five years from the date of the publication of this notification in the Official Gazette of Himachal Pradesh.

No.Fin-2-C(12)-1/2022(I).—Government of Himachal Pradesh hereby notifies the sale of Himachal Pradesh Government Stock (Securities) of 11-year tenure for an aggregate amount of Rs. 500 crore (Nominal). The sale will be subject to the terms and conditions spelt out in this notification (called specific Notification) as also the terms and conditions specified in the General Notification No. Fin-2-C(12)-11/2003 dated July 20, 2007 of Government of Himachal Pradesh.

Object of the Loan :

1. (i) The Proceeds of the State Government Securities will be utilized for the development programme of the Government of Himachal Pradesh.

(ii) Consent of Central Government has been obtained to the floatation of this loan as required by Article 293(3) of the Constitution of India.

Method of Issue :

2. Government Stock will be sold through the Reserve Bank of India, Mumbai Office (PDO) Fort, Mumbai- 400 001 by auction in the manner as prescribed in paragraph 6.1 of the General Notification No. Fin-2-C(12)-11/2003 dated July 20, 2007 at a coupon rate to be determined by the Reserve Bank of India at the yield based auction under multiple price formats.

4. The auction will be conducted by the Reserve Bank of India, at its Mumbai Office, Fort, Mumbai - 400 001 on September 13, 2022. Bids for the auction should be submitted in electronic format, on the Reserve Bank of India Core Banking Solution (E-Kuber) system as stated below on September 13, 2022.

(a) The competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) system between 10.30 A.M. and 11.30 A.M.

(b) The non-competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) system between 10.30 A.M. and 11.00 A.M.

Result of the Auction :

5. The result of the auction shall be displayed by the Reserve Bank of India on its website on the same day. The payment by successful bidders will be on September 14, 2022.

Method of Payment :

6. Successful bidders will make payments on September 14, 2022 before close of banking hours by means of cash, bankers' cheque/pay order, demand draft payable at Reserve Bank of India, Mumbai/New Delhi or a cheque drawn on their account with Reserve Bank of India, Mumbai (Fort)/New Delhi.

Tenure :

7. The Stock will be of 11-year tenure. The tenure of the Stock will commence on September 14, 2022.

Date of Repayment :

शेर सिंह बौध पुत्र श्री उरज्ञान, गांव व डाकघर केलंग, तहसील लाहौल, जिला लाहौल एवं स्पीति (हि0 प्र0) ने एक आवेदन शपथ पत्र सहित (बराए नाम दुरुस्ती) इस अदालत में प्रस्तुत किया है जिसमें उन्होंने उल्लेख किया है कि उनका नाम शैक्षणिक प्रमाण-पत्र व आधार कार्ड में शेर सिंह बौध है। परन्तु भू-राजस्व अभिलेख पटवार वृत्त गुमरंग में शरब दोरजे है। दोनाें नाम एक ही व्यक्ति विशेष के हैं। अब प्रार्थी भू-राजस्व अभिलेख पटवार वृत्त गुमरंग में अपना नाम शरब दोरजे उर्फ शेर सिंह बौध दर्ज करवाना चाहता है। जिस सन्दर्भ में क्षेत्रीय अभिकरण की छानबीन रिपोर्ट अनुसार शरब दोरजे और शेर सिंह बौध एक ही व्यक्ति के नाम हैं, इसलिए नाम को दुरुस्त कर शरब दोरजे उर्फ शेर सिंह बौध दर्ज किया जाना उचित है। अतः इस नोटिस द्वारा आम जनता एवं सम्बन्धित रिश्तेदारों को सूचित किया जाता है कि यदि किसी को प्रार्थी के नाम को भू-राजस्व अभिलेख पटवार वृत्त गुमरंग में दुरुस्त करके शरब दोरजे उर्फ शेर सिंह बौध दर्ज करने में कोई उजर व एतराज हो तो वह इस अदालत में दिनांक 28-09-2022 तक असालतन या वकालतन हाजिर आकर अपना एतराज पेश कर सकता है। अन्यथा मुताबिक दस्तावेजों व क्षेत्रीय अभिकरण की रिपोर्ट के आधार पर प्रार्थी का नाम भू-राजस्व अभिलेख पटवार वृत्त गुमरंग में दुरुस्त करके शरब दोरजे उर्फ शेर सिंह बौध दर्ज करने के आदेश पारित कर दिए जायेंगे।
