No. BLS-PESHI-1(2)/93-V-63676-766.—Whereas, it has been brought to the notice of undersigned that frequent traffic jams occur in the premises of Regional Hospital Bilaspur due to 129—राजपत्र/2022-15-09-2022 (4709)4710 राजपत्र, हिमाचल प्रदेश, 15 सितम्बर, 2022/24 भाद्रपद, 1944 the movement of private vehicles and idle parking of such vehicles inside the said premises, is causing hinderance in the movement of emergency vehicles as well as movement of outdoor patients and their attendents.

And whereas, in order to facilitate swift movement of Ambulances, private vehicles carrying patients and to avoid sound pollution as well as to provide ample space for easy movement of outdoor patients and their attendents in the said premises, the open space inside the boundry wall of RH Bilaspur is required to be notified as "NO PARKING ZONE".

And whereas, in order to call for objections from the concerned stake holders, draft notification for notifying above mentioned locations was notified vide this office Notification No. BLS-Peshi-I(2)/93-V-47760-90, dated 07-07-2022 but no objection has been received against the proposed notification from anyone within stipulated time.

Therefore, keeping in view the above facts and circumstsnces, I Pankaj Rai, IAS, District Magistrate, Bilaspur, H.P. in exercise of the power vested in me under section 115 of the Indian Motor Vehicle Act, 1988 read with delegation of powers notified vide notification dated 3rd June, 2001 by the Govt. of H.P., hereby notify the premises of RH Bilaspur as "NO PARKING ZONE" with following exceptions:

1. Ambulance(s) shall be allowed to enter premises of RH Bilaspur and park at designated parking spots.

2. That vehicles carrying patients shall be allowed ingress from main gate for dropping of patients and such vehicles will not be allowed to stop inside the area notified as "NO PARKING ZONE" vide this office notification.

3. That any other private vehicle carrying medicines/equipments/ any other material of RH Bilasur shall only be allowed ingress/ egress upon showing permit/ permission issued by the CMO Bilaspur or Medical Superintendent RH Bilaspur on day to day basis .

4. That the vehicles of Health Department and staff vehicles of RH Bilaspur shall be allowed ingress/ egress from main gate RH Bilaspur and shall be parked at specific earmarked parking spots.

This notification shall come into force with immediate effect and shall supersede all previous notification. if any, issued in this regard.

Any violation of this notification shall be dealt under the provision of relevant law.

No. BLS-PESHI-1(2)/93-V-63943-64033.—Whereas, a request has been made by the Pradhan Gram Panchayat Panjgain dated 23-09-2021 to prohibit the movement of heavy vehicles4711 राजपत्र, हिमाचल प्रदेश, 15 सितम्बर, 2022/24 भाद्रपद, 1944 on road from GSSS Panjgain to NH-21, Old Beri and to only allow LMV/Buses to ply on this stretch of road.

And whereas, in order to ascertain the real and practical aspect of the traffic management at the aforesaid locations, a report was sought from SP Bilaspur and SDM Bilaspur who have both, vide their Letter No. 384, dated 03-01-2022 & Letter No. BLS-SDM-Peshi-1 (2)/93-V-6972, dated 20-07-2022 have recommended that the said road be notidied as "PROHIBITED ROAD FOR THE MOVEMENT OF HEAVY VEHICLES EXCEPT LMV/BUSES."

And whereas, in order to call for objections from the concerned stake holders, draft notification for notifying above mentioned locations was notified vide this office Notification No. BLS-Peshi-1(2)/93-V-55545-615, dated 06-08-2022 but no objection has been received against the proposed notification from any one within stipulated time.

Therefore, keeping in view the above facts and circumstances, I, Pankaj Rai, IAS, District Magistrate, Bilaspur, H.P. in exercise of the power vested in me under section 115 of the Indian Motor Vehicle Act, 1988 read with delegation of powers notified vide notification dated 3rd June, 2001 by the Govt. of H.P. hereby notify the road from GSSS Panjgain to NH-21, Old Beri as "PROHIBITED ROAD FOR THE MOVEMENT OF HEAVY VEHICLES EXCEPT LMV/BUSES" and further ordered that heavy vehicular traffic will ply on the alternate road i.e. Beri via Manner to Panjgain road.
