संख्याः एफ0 एफ0 ई0-बी0-एफ0(14)-22/2021.--भारतीय वन अधिनियम, 1927 (1927 का अधिनियम संख्यांक 16) की धारा 29 की उप-धारा (3) के अधीन यथा अपेक्षित के अनुसार इस अधिसूचना से 141—राजपत्र/2022-29-09-2022 (5213) 5214 राजपत्र, हिमाचल प्रदेश, 29 सितम्बर, 2022/07 आश्विन, 1944 संलग्न अनुसूची में विनिर्दिष्ट वन भूमि या बंंजर भूमि में या उस पर सरकार तथा प्राइवेट व्यक्तियों के अधिकारों के स्वरूप और विस्तार की जांच कर ली गई है और उन्हें अभिलिखित कर लिया गया है;
और उक्त अनुसूची में दर्शित वन भूमि या बंजर भूमि, सरकार की सम्पत्ति है, या जिस पर सरकार के सांपत्तिक अधिकार हैं या सरकार उसकी वन उपज के सम्पूर्ण या किसी भाग की हकदार है;
अतः हिमाचल प्रदेश के राज्यपाल, पूर्वाेक्त अधिनियम की धारा 29 की उपधारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, घोषणा करते हैं कि उक्त अधिनियम के अध्याय-4 के उपबन्ध उक्त वन भूमि या बंजर भूमि को लागू होंगे और जो इसके पश्चात् पूर्वाेक्त अधिनियम की धारा 29 की उप-धारा (2) के उपबन्धों के अधीन ''संरक्षित वन'' कहलाएगी।

FORESTS DEPARTMENT
NOTIFICATION
Shimla-2, the 1st July, 2022
No. FFE-B-F(14)-22/2021.—WHEREAS, the nature and extent of the rights of the Government and of the Private Persons in or over the forest land or waste land specified in the SCHEDULE appended to this Notification have been enquired into and recorded, as required under sub-section (3) of section-29 of the Indian Forest Act, 1927 (Act No. 16 of 1927);
AND WHEREAS, the forest land or waste land shown in the said SCHEDULE is the property of the Government or over which the Government has proprietary rights or the Government is entitled to the whole or any part of the forest produce therein;
NOW THEREFORE, in exercise of the powers conferred by sub- section (1) of section 29 of the Act ibid, the Governor, Himachal Pradesh is pleased to declare that the provisions of Chapter-IV of the said Act shall apply to the said forest land or waste land and shall hereafter be called as "protected forests" under the provisions of sub-section (2) of section-29 of the Act ibid.

No. Home-C(B)3-1/18-Jails.—The Governor, Himachal Pradesh is pleased to amend the Himachal Pradesh Prison Manual-2021 notified vide notification No. Home-C(B)3-1/2018-Jails, dated 27-10-2021 with immediate effect as follows:—
1. This Manual may be called as the Himachal Pradesh Prison Manual (First Amendment), 2022.
5225 राजपत्र, हिमाचल प्रदेश, 29 सितम्बर, 2022/07 आश्विन, 1944 2. In the Himachal Pradesh Prison Manual, 2021 (herein after referred to as the saidManual), after para 24.51, the following para shall be inserted, namely:—
"Fast and Secured Transmission of Electronic Records (FASTER)":—
24.51 (a) The e-authenticated copies of the interim orders, stay orders, bail orders and record of proceedings of the courts transmitted through Fast and Secured Transmission of Electronic Record (FASTER) System shall be valid for compliance of the direction contained therein. The detailed procedure for implementation of the FASTER system has been laid in paras 31.8 to 31.16 of Chapter XXXI (Prison Computerization) of this Manual.
3. In the said Manual, after para 31.07, the following paras will be inserted,
namely:—
"Fast and Secured Transmission of Electronic Records (FASTER)":—
31.08 The FASTER (Fast and Secured Transmission of Electronic Records) system has come into existence in compliance of the Hon'ble Supreme Court's Orders dated 16/07/2021 and 23-09-2021 passed in Suo Motu Writ Petition (C) No. 4/2021 in Re: Delay in Release of Convicts after grant of Bail.
31.09 FASTER system is a key component for speedy and effective electronic transmission of orders of the Hon'ble Courts.
31.10 The e-authenticated copies of the interim orders, stay orders, bail orders and record of proceedings of the courts transmitted through Fast and Secured Transmission of Electronic Record (FASTER) System shall be valid for compliance of the direction contained therein.
Appointment, Roles & Responsibilities of Nodal Officer: —
31.11 A Nodal Officer for the State shall be appointed by the DG/ADG/IG, Prisons at the Directorate of Prisons & Correctional Services, Himachal Pradesh.
31.12 The Nodal Officer appointed shall provide details of all the Superintendent/Incharge of Prisons and their official E-mail IDs and Mobile Numbers to the Nodal Officer, FASTER Cell/NIC Coordinator at NIC Cell, Supreme Court of India for creation of User IDs.
31.13 The Nodal Officer of the State shall coordinate with registry of the Hon'ble Supreme Court of India and shall ensure the compliance of the orders sent to the concerned Prisons through above secured E-mail domain created by NIC.
31.14 The Nodal Officer/Concerned Duty Holder shall acknowledge receipt of the orders and shall forward the action taken report through the above E-mail domain. In case of changes in the details of the concerned Superintendent of Prisons and their Mobile Numbers, the Nodal Officer of the State/concerned Duty Holder shall update necessary changes in this regard at their end.
Roles & Responsibilities of the Superintendent/Incharge of the Jail:—

31.16 In case of transfer of Superintendent/Incharge of Jail, necessary details of the incumbent such as Mobile No. etc. shall immediately be sent to the Nodal Officer of the State for updation of record. The Superintendent/Incharge of Jail shall ensure that the E-mail accounts/JCN remains operational all the time.
Note.—The SOP (Standard Operating Procedure) for effective implementation of FASTER system introduced by the Hon'ble Supreme Court of India in its Registry, appended herewith as Appendix-12, shall be taken into account for further assistance".
