Further, the Terms of Reference of the above Committees will be as under:—

(i) The Committee is non statutory intended to facilitate disposal of audit objections relating to the auditee institutions.
(ii) The Committee shall meet atleast two times in a financial year
(iii) The Committee shall examine in detail regarding the reported irregularities and deliberate on audit objections/observations.
(iv) The Committee may enforce a full or token recovery and compliance of audit observations.
(v) The Committee may condone the irregularity on merits of each case.
(vi) In the case of an objection requiring approval of the Government, the Committee may make appropriate recommendations.

(viii) The Committee may recommend the "critical paras" to the State Level Committee.
The State Level Committees:—
(i) The State level Committee shall meet atleast once in a year and supervise the functions of the District Level Committee.
(ii) The Committee shall discuss the undisposed audit objections mentioned in the Annual Audit Review Note as well as the "critical paras" recommended by the District Level Committees relating to the auditee institutions and issue necessary directions for the settlement of the audit observations/objections.
(iii) The Committee shall be competent to take final decision in such matters.

No. HHC/Admn.6 (20)/77-XXI.—It is hereby notified for general information that the High Court of Himachal Pradesh shall remain closed for the Winter Vacation from January 16, 2023 to February 25, 2023 and for Summer Vacation from June 05, 2023 to June 09, 2023. The High Court will resume its sitting from Monday the 27th February, 2023 and Monday the 12th June, 2023, after observing winter and summer vacations/ holidays.
The Office of the High Court will remain open during the Winter as well as Summer Vacations and will receive from parties and persons such petitions and other documents as they may choose to present. All petitions and applications falling under the civil jurisdiction of the Court, which are not of an urgent nature, will be listed after re-opening of the Court.
Urgent Criminal and Civil matters shall continue to be heard during the Vacations by the Vacation Judges.

No. HHC/Rules/Guidelines-432-CrPC.—The High Court of Himachal Pradesh in exercise of the powers vested in it in this behalf, in pursuance of the directions issued by the Hon'ble Supreme Court of India in Union of India Vs. Sriharan @ Murugan & Ors, 2016(7) SCC 1, is pleased to frame guidelines qua regulating the manner in which opinion is to be rendered by the Presiding Officer under Section 432 (2) of the Criminal Procedure Code, 1973. The opinion of the Presiding Judge of the Court may be rendered after considering the following points:
• The genuineness of the reason given by the convict to have temporary suspension/ remission of sentence.
• The conduct of the convict in prison.
• Whether the offence is an individual act of crime without affecting the society at large.
• Whether there is any chance of future recurrence of committing crime.
• Whether the convict has lost his potentiality in committing crime.
• Whether there is any fruitful purpose of confining this convict anymore.
• Socio-economic condition of the convict's family.
• The injury that could be caused to the convict in the event of denial for suspension/ remission of sentence.
• Any danger to the life of the convict himself in the event of his denial for suspension/ remission of sentence.
