भारत के संविधान के अनुच्छेद 179 के परन्तुक के निबंधनों के अनुसार अध्यक्ष का पद, विधान सभा की प्रथम बैठक से ठीक पूर्व रिक्त हो जाएगा और उपाध्यक्ष का पद पहले ही रिक्त है। अतः अब, मैं, राजेंद्र विश्वनाथ आर्लेकर, राज्यपाल, हिमाचल प्रदेश, भारत के संविधान के अनुच्छेद 180 के खण्ड (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए श्री चन्द्र कुमार, सदस्य, हिमाचल प्रदेश विधान सभा को एतद्‌द्वारा विधान सभा की प्रथम बैठक से और जब तक उक्त विधान सभा द्वारा अध्यक्ष का चुनाव नहीं कर लिया जाता है, अध्यक्ष के पद के कर्त्तव्यों के पालन के लिए नियुक्त करता हूं।

No. GAD-C(A)1-1/2005.—In continuation to this Department notification of even number dated 11-12-2022, the Governor, Himachal Pradesh is pleased to accord sanction for creation of one post of Political Advisor to the Chief Minister and to appointment thereto Sh. Sunil Sharma s/o late Sh. Chunni Lal Sharma, resident of University Ward No. 6, House No.129, Gandhi Nagar, Hamirpur, H.P. with effect from 11th December, 2022 in the rank of Cabinet Minister on following terms and conditions:—

1. The Political Advisor to the Chief Minister will be entitled for Rs. 2,50,000/- per month as honorarium.

2. He will be entitled to semi-furnished Government Accommodation or he will be entitled for the House Rent @ Rs. 20,000/- per month in case he is not provided accommodation by the Government. If he ceases to be the Political Advisor to the Chief Minister or his services are no longer required by the Government of Himachal Pradesh, he will vacate the accommodation if allotted, within 15 days of such notification. Furniture charges will not be admissible in case he is receiving house rent allowance in lieu of Government Accommodation. The actual expenditure of electricity and water charges of the provided accommodation will be borne by the Government.

3. He shall be entitled for daily allowance @ Rs. 200/- per day while on tour.

4. He will be provided a car/vehicle by the Government and its expenditure will be borne by the Government or vehicle allowance @ Rs. 2000/- per month will be provided in place of vehicle facility.

5. He will be entitled for road mileage allowance @ Rs.8.0 per KM (hilly and plain area) while on tour in his own vehicle.

6. He shall be entitled for medical reimbursement as per actual claim.

7. He will be eligible to countersign his TA/DA bills and for his tour programmes, he himself will be the Controlling Officer.

This issues with the prior concurrence for the Finance Department obtained vide their Dy. No. 55771982/U.O.Fin(C)-B(15)-7/2021-L dated 13-12-2022.

संख्या एल0एल0आर0-ई(9)-10/2019-लेज.--श्री मधुपाल कंवर, अधिवक्ता को इस विभाग की अधिसूचना संख्या0 एल0 एल0 आर0-ई(9)-9/96-लेज दिनांक 22-11-1997 द्वारा नोटरी नियुक्त किया गया था और उनको उप-मण्डल सोलन, जिला सोलन की क्षेत्रीय सीमाओं के भीतर व्यवसाय करने के लिए प्राधिकृत किया गया था और उनका नाम नोटरी के रजिस्टर में क्रम संख्या 66 पर प्रविष्ट किया गया था और उनका व्यवसाय प्रमाणपत्र 17-12-2015 तक विधिमान्य था ।

श्री मधुपाल कंवर, अधिवक्ता ने अपने पत्र दिनांक 19-08-2022 द्वारा सूचित किया है कि वह हिमाचल प्रदेश उच्च न्यायालय, शिमला में 2014 से वकालत कर रहा है और इस कारण वह नोटरी के रूप में कार्य नहीं करना चाहते।

अतः हिमाचल प्रदेश के राज्यपाल, नोटरी अधिनियम, 1952 की धारा 10 (क) और नोटरी नियम, 1956 के नियम 13 (13) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए श्री मधुपाल कंवर, नोटरी, उप-मण्डल सोलन, जिला सोलन का नाम नोटरी के रजिस्टर से तुरन्त प्रभाव से हटाए जाने का आदेश करते हैं ।

Madhu Pal Kanwar, Advocate was appointed as Notary vide Notification No. LLR-E(9)-9/96-Leg. dated 22-11-1997 and authorised to practice as such within the territorial limits of Sub-Division Solan of District Solan and his name was entered at serial No. 66 in the Register of Notaries and his certificate of practice was valid upto 17-12-2015;

AND WHEREAS, Sh. Madhu Pal Kanwar, Advocate vide his letter dated 19-08-2022 has intimated that he does not want to continue functioning as Notary as he is practicing in Himachal Pradesh High Court Shimla since, 2014;

प्रार्थना-पत्र प्रार्थी संजय कुमार पुत्र प्रकाश चन्द, वासी महाल कौलापुर, मौजा कलोहा, तहसील रक्कड़, जिला कांगड़ा (हि0प्र0) ने इस अदालत में प्रार्थना-पत्र दायर किया है कि उसकी बेटी जीया का जन्म दिनांक 10-03-2018 को महाल कौलापुर में हुआ है लेकिन अनभिज्ञता के कारण ग्राम पंचायत कौलापुर के रिकार्ड में जन्म पंजीकरण नहीं करवाया जा सका अब पंजीकरण करने के आदेश दिए जाएं। अतः ग्राम पंचायत कौलापुर प्रार्थी संजय कुमार पुत्र प्रकाश चन्द की पुत्री का जन्म पंजीकरण करने के आदेश पारित हों। प्रार्थना-पत्र के समर्थन में शपथ-पत्र प्रार्थी, सी0एम0ओ0 कार्यालय धर्मशाला का प्रमाण-पत्र, शपथ-पत्र गवाहान तथा अन्य कागजात मिसल साथ संलग्न हैं।

अतः इस नोटिस इश्तहार राजपत्र हिमाचल प्रदेश मुश्त्री मुनादी व चस्पानगी के माध्यम से आम जनता तथा सम्बन्धित रिश्तेदारों व हितबद्ध को सूचित किया जाता है कि अगर किसी को उपरोक्त जन्म पंजीकरण बारे कोई उजर व एतराज हो तो तारीख पेशी 27-12-2022 को सुबह 10.00 बजे इस न्यायालय में असालतन या वकालतन अपना एतराज अधोहस्ताक्षरी के न्यायालय में उपस्थित होकर पेश कर सकता है अन्यथा उपरोक्त जन्म पंजीकरण करने के आदेश दे दिए जाएंगे। उसके उपरान्त कोई एतराज न सुना जाएगा। आज दिनांक 24-11-2022 को मेरे हस्ताक्षर व मोहर अदालत से जारी हुआ।
