संख्या टी0सी0पी0-एफ0 5/9/2022.--श्री चामुण्डा नन्दीकेशवर धाम विशेष क्षेत्र के लिए विकास योजना प्रारूप को, नोटिस संख्याः डी0टी0पी0(डी0) टी0-20 (वॉल्यूम-VI)/2023/664-89, तारीख 9-08-2022 द्वारा उपायुक्त, कांगड़ा स्थित धर्मशाला-एवं-अध्यक्ष-विशेष क्षेत्र विकास प्राधिकरण, श्री चामुण्डा 271—राजपत्र/2023-16-03-2023 (11113)11114 राजपत्र, हिमाचल प्रदेश, 16 मार्च, 2023/25 फाल्गुन, 1944 नन्दीकेशवर धाम द्वारा, जारी किया गया था और उसे तद्‌द्वारा संभाव्य प्रभावित होने वाले व्यक्ति (व्यक्तियों) से राजपत्र (ई-गजट), हिमाचल प्रदेश में प्रकाशन की तारीख से तीस दिन की अवधि के भीतर आक्षेप और सुझाव आमन्त्रित करने के लिए तारीख 08-09-2022 को राजपत्र (ई-गजट), हिमाचल प्र्रदेश में प्रकाशित किया गया था;

और नियत अवधि के भीतर कोई भी आक्षेप/सुझाव प्राप्त नहीं हुआ है/हुए हैं;

अतः हिमाचल प्रदेश के राज्यपाल, हिमाचल प्रदेश नगर एवं ग्राम योजना अधिनियम, 1977 की धारा 20 की उपधारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, श्री चामुण्डा नन्दीकेशवर धाम विशेष योजना क्षेत्र के लिए विकास योजना का बिना किन्हीं उपान्तरणों के, अनुमोदित करते हैं। इसे नगर एवं ग्राम योजना विभाग, हिमाचल प्रदेश की वैबसाइट www.tcp.hp.gov.in यू0आर0एल0 https://tcp.hp.gov.in/Application/uploadDocuments/devlopmentPlan/PlanDoc020230307_125911. pdf पर परिचारित (होस्टिड) किया गया है और इसे पूर्वोक्त अधिनियम की धारा 20 की उपधारा (4) के अधीन यथा अपेक्षित पूर्व निर्दिष्ट यू0आर0एल0 सम्पर्क (लिंकेज) सहित एतद्‌द्वारा राजपत्र (ई-गजट), हिमाचल प्रदेश में प्रकाशित करते हैं। एतद्‌द्वारा नोटिस दिया जाता है कि उक्त विकास योजना की प्रति कार्यालय समय के दौरान निम्नलिखित कार्यालयों में निरीक्षण हेतु उपलब्ध हैं--

1. उपायुक्त, अध्यक्ष विशेष क्षेत्र विकास प्राधिकरण, श्री चामुण्डा नन्दीकेशवर धाम, धर्मशाला, जिला कांगड़ा (हि0प्र0)।

No. TCP-F05/9/2022.—WHEREAS, the draft Development Plan for Shri Chamunda Nandikeshwar Dham Special Area was issued by the Deputy Commissioner, Kangra at11115 राजपत्र, हिमाचल प्रदेश, 16 मार्च, 2023/25 फाल्गुन, 1944 Dharamshala-cum-Chairman, Special Area Development Authority, Shri Chamunda Nandikeshwar Dham vide Notice No. DTP(D) T-20(Vol.-VI)/2020/664-89, dated 29-08-2022 and same was published in the Rajpatra (e-Gazette), Himachal Pradesh on 08-09-2022 for inviting objection(s) and suggestion(s), from the person(s) likely to be affected thereby within 30 days from the date of Publication in Rajpatra (e-Gazette), Himachal Pradesh;

AND WHEREAS No objection(s)/suggestion(s) have been received in this behalf within the stipulated period;

Now, THEREFORE, in exercise of the powers conferred by sub-section (1) of section 20 of the Himachal Pradesh Town and Country Planning Act, 1977, the Governor, Himachal Pradesh is pleased to approve the Development Plan for Shri Chamunda Nandikeshwar Dham, without modification. It has been hosted at the official website of Department of Town and Country Planning, Himachal Pradesh www.tcp.hp.gov.in with URL https://tcp.hp.gov.in/Application/uploadDocuments/devlopmentPlan/PlanDoc020230307_125911. pdf The same is hereby published in the Rajpatra (e-Gazette) of Himachal Pradesh with fore- referred URL linkage as required under sub-section (4) of section 20 of the Act ibid. A Notice is hereby given that a copy of the said Development Plan is available for inspection during office hours in the following offices:—

1. Deputy Commissioner, Kangra-cum-Chairman, Special Area Development Authority, Shri Chamunda Nandikeshwar Dham, Dharamshala, District Kangra, Himachal Pradesh.

2. Member Secretary. Special Area Development Authority, Shri Chamunda Nandikeshwar Dham-cum-Town and Country Planner, Town and Country Planning Office, Dharamshala, District Kangra, Himachal Pradesh.

The said Development Plan shall come into operation from the date of publication of this Notification in the Rajpatra (e-Gazette), Himachal Pradesh.

31 मार्च, 2023 को समाप्त होने वाले वित्तीय वर्ष के लिए हिमाचल प्रदेश राज्य की संचित निधि में से सेवाओं के लिए कतिपय और धनराशियों के संदाय को प्राधिकृत करने और उनका विनियोग करने के लिए विधेयक।

भारत गणराज्य के चौहारवें वर्ष में हिमाचल प्रदेश विधान सभा द्वारा निम्नलिखित रूप में यह अधिनियमित हो :-

1. संक्षिप्त नाम.--इस अधिनियम का संक्षिप्त नाम हिमाचल प्रदेश विनियोग अधिनियम, 2023 है। 2. हिमाचल प्रदेश राज्य की संचित निधि में से वित्तीय वर्ष 2022-2023 के लिए `1,31,41,07,22,697 की और राशि जारी करना.--हिमाचल प्रदेश राज्य की संचित निधि में से अनुसूची के तृतीय स्तम्भ में विनिर्दिष्ट से अनधिक धनराशियां, जिनका योग केवल ` 1,31,41,07,22,697 (तेरह हजार एक सौ इकतालीस करोड़, सात लाख, बाईस हजार, छः सौ सत्तानवे रुपए) है, संदत्त और उपयोजित की जाएं, जिनका वित्तीय वर्ष 2022-2023 की अवधि में अनुसूची के द्वितीय स्तम्भ में विनिर्दिष्ट सेवाओं और प्रयोजनों से सम्बन्धित विभिन्न प्रभारों को चुकाने के लिए उपयोग किया जाएगा।

उद्देश्यों और कारणों का कथन

यह विधेयक, भारत के संविधान के अनुच्छेद 205 के साथ पठित अनुच्छेद 204 के खण्ड (1) के अनुसरण में हिमाचल प्रदेश राज्य की संचित निधि में से वित्तीय वर्ष 2022-2023 के लिए हिमाचल प्रदेश सरकार के अनुमानित व्ययों के सम्बन्ध में संचित निधि पर प्रभारित व्ययों और विधान सभा द्वारा यथा दत्तमत अन्य व्ययों को पूरा करने के लिए हिमाचल प्रदेश राज्य की संचित निधि में अपेक्षित और धन के विनियोजन का उपबंध करने के लिए पुरःस्थापित है।

BE it enacted by the Legislative Assembly of Himachal Pradesh in the Seventy-fourth Year of the Republic of India as follows:—

1. Short title.—This Act may be called the Himachal Pradesh Appropriation Act, 2023.

2. Issue of a further sum of ` 1,31,41,07,22,697 out of the Consolidated Fund of the State of Himachal Pradesh for the financial year 2022-23.—From and out of the Consolidated Fund of the State of Himachal Pradesh, there may be paid and applied sums not exceeding those specified in column (3) of THE SCHEDULE amounting in the aggregate to a sum of ` 1,31,41,07,22,697 (Rupees thirteen thousand one hundred forty one crore, seven lakh, twenty two thousand, six hundred ninety seven) only towards defraying the several charges which will come in course of payment during the financial year 2022-23 in respect of the services and purposes specified in column (2) of THE SCHEDULE.

3. Appropriation.—The sums authorized to be paid and applied from and out of the Consolidated Fund of the State of Himachal Pradesh by this Act shall be further appropriated for the services and purposes expressed in THE SCHEDULE in relation to the period specified under section 2 of this Act.

STATEMENT OF OBJECTS AND REASONS

This Bill is introduced in pursuance of clause (1) of Article 204 read with Article 205 of the Constitution of India to provide for the appropriation from and out of the Consolidated Fund of the State of Himachal Pradesh of the moneys further required to meet the expenditure charged on the Consolidated Fund and other expenditure as voted by the Legislative Assembly in respect of the estimated expenditure of the Government of Himachal Pradesh for the financial year 2022-23.

कमलेश कुमारी पुत्री बजीर चन्द, निवासी महाल बस्सी, डा0 जम्बल, तहसील डाडा सीबा, जिला कांगड़ा (हि0प्र0) ने इस आशय से शपथ-पत्र मय प्रार्थना-पत्र अधीन धारा 13(3) अदालत हजा में प्रस्तुत किया हैै कि उसका जन्म दिनांक 05-03-1973 को गांव बस्सी में हुआ था परन्तु प्रार्थिया के अभिभावक उसका जन्म पंजीकरण निर्धारित अवधि के अन्दर ग्राम पंचायत में अज्ञानता के कारण दर्ज न करवा सके। अब प्रार्थिया ने अपना जन्म पंजीकरण दर्ज करवाने का अनुरोध किया है। अतः इस जन्म पंजीकरण बारे सर्वसाधारण आम जनता को बजरिया इश्तहार राजपत्र प्रकाशन व मुश्त्री मुनादी द्वारा सूचित किया जाता है कि यदि किसी व्यक्ति को उक्त जन्म पंजीकरण बारे कोई उजर/एतराज हो तो वह दिनांक 22-03-2023 को प्रातः 10.00 बजे इस मुकद्दमा की पैरवी हेतु व्यक्तिगत रूप से अथवा किसी अधिकृत एजैन्ट के माध्यम से या किसी अधिवक्ता के माध्यम से इस न्यायालय में उपस्थित आवें। गैरहाजिरी की सूरत में जन्म पंजीकरण करने के आदेश पारित कर दिये जायेंगे। बाद मियाद तारीख पेशी कोई उजर/एतराज काबिले गौर न होगा।

No. Fin-2-C(12)-1/2022-I.—Government of Himachal Pradesh hereby notifies the sale of Himachal Pradesh Government Stock (Securities) of 8-year tenure for an aggregate amount of Rs. 600 crore (Nominal). The sale will be subject to the terms and conditions spelt out in this11137 राजपत्र, हिमाचल प्रदेश, 16 मार्च, 2023/25 फाल्गुन, 1944 Notification (called Specific Notification) as also the terms and conditions specified in the General Notification No. Fin-2-C(12)-11/2003, dated July 20, 2007 of Government of Himachal Pradesh.

Object of the Loan :

1. (i) The Proceeds of the State Government Securities will be utilized for the development programme of the Government of Himachal Pradesh.

(ii) Consent of Central Government has been obtained to the floatation of this loan as required by Article 293(3) of the Constitution of India.

Method of Issue :

2. Government Stock will be sold through the Reserve Bank of India, Mumbai Office (PDO) Fort, Mumbai- 400 001 by auction in the manner as prescribed in paragraph 6.1 of the General Notification No. Fin-2-C(12)-11/2003, dated July 20, 2007 at a coupon rate to be determined by the Reserve Bank of India at the yield based auction under multiple price formats.

Allotment to Non-competitive Bidders :

The Government Stock up to 10 % of the notified amount of the sale will be allotted to eligible individuals and institutions subject to a maximum limit of 1 % of the notified amount for a single bid as per the Revised Scheme for Non-competitive Bidding Facility in the Auctions of State Government Securities of the General Notification (Annexure – II).

Place and Date of Auction :

4. The auction will be conducted by the Reserve Bank of India, at its Mumbai Office, Fort, Mumbai - 400 001 on March 21, 2023. Bids for the auction should be submitted in electronic format, on the Reserve Bank of India Core Banking Solution (E-Kuber) system as stated below on March 21, 2023:—

(a) The competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) system between 10.30 A.M. and 11.30 A.M.

(b) The non-competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) system between 10.30 A.M. and 11.00 A.M.

Result of the Auction :

5. The result of the auction shall be displayed by the Reserve Bank of India on its website on the same day. The payment by successful bidders will be on March 23, 2023.
