No. SEC(F)1-39/2022-881.—Whereas the State Election Commission has issued programme for preparation of electoral rolls of Municipal Corporation Shimla for the ensuing elections to Municipal Corporation Shimla and today i.e. 16th March 2023 is the last date fixed for filing of claims and objections;

And whereas Government of Himachal Pradesh Department of Urban Development has amended Rules 14, 16, 26 and Form-4 of the H.P. Municipal Corporation Election Rules, 2012 vide Notification No. UD-A(3)-2/2020 dated 14-03-2023;

And whereas the Deputy Commissioner Shimla vide letter No. SML-LFA- ERMS(MC)/2022-333, dated 16-03-2023 has requested this Commission to extend the last date fixed for filing of claims and objections in view of change in the relevant rules;

And whereas the matter was examined in the Commission at length and the Commission is of the considered view that in order to provide opportunity to eligible electors to enroll their names in the electoral rolls of the relevant wards of the Municipal Corporation Shimla and in the interest of larger participation of the voters in democratic process, it will be appropriate to revise the programme for preparation of electoral rolls of Municipal Corporation Shimla;

Therefore, the State Election Commission in exercise of the powers vested in it under Article 243ZA of the Constitution of India, Section 9 of the H.P. Municipal Corporation Act, 1994 read with Rule 14 of H.P. Municipal Corporation Election Rules, 2012 hereby issues the revised schedule for preparation of polling station-wise electoral rolls of Municipal Corporation Shimla as under:—

The Commission further directs that the claims/objections/appeals and disposal thereof shall be undertaken even on holidays in public interest.

अदालत हजा में श्री अमरजीत पुत्र श्री शेर सिंह, निवासी ग्राम ढबलोग, डाकघर ममलीग, उप-तहसील ममलीग, जिला सोलन (हि0प्र0) ने अपनी पुत्री श्वेता चौहान पुत्री श्री अमरजीत पुत्र श्री शेर सिंह, निवासी ग्राम ढबलोग, डाकघर ममलीग, तहसील कण्डाघाट, जिला सोलन (हि0 प्र0) की जन्म तिथि दिनांक 21-08-1993 है, को ग्राम पंचायत सतडोल में दर्ज करवाने बारे आवेदन प्रस्तुत किया है।

अतः सर्वसाधारण को सूचित किया जाता है कि श्री अमरजीत पुत्र श्री शेर सिंह, निवासी ग्राम ढबलोग, डाकघर ममलीग, उप-तहसील ममलीग, जिला सोलन (हि0प्र0) की पुत्री श्वेता चौहान पुत्री श्री अमरजीत पुत्र श्री शेर सिंह, निवासी ग्राम ढबलोग, डाकघर ममलीग, तहसील कण्डाघाट, जिला सोलन (हि0 प्र0) की जन्म तिथि दिनांक 21-08-1993 है, को ग्राम पंचायत सतडोल में दर्ज करने बारे यदि किसी को कोई उजर/एतराज हो तो इस इश्तहार के प्रकाशन होने के 30 दिनों के भीतर लिखित/मौखिक असालतन/वकालतन अधोहस्ताक्षरी की अदालत में प्रस्तुत कर सकता है। यदि उक्त समय अवधि के भीतर कोई उजर/एतराज प्राप्त नहीं होता है तो उक्त प्रकरण पर नियमानुसार आदेश पारित कर दिये जाएंगे। आज दिनांक 28-02-2023 को हमारे हस्ताक्षर व मोहर अदालत हजा द्वारा जारी किया गया। मोहर।

Dated, the 17th March,, 2023

No. SEC(F)2—11/2023-905.—In exercise of the powers vested in it under Article 243ZA of the Constitution of India, Section 9 of the Himachal Pradesh Municipal Corporation Act, 1994 read with Rule 24 of the Himachal Pradesh Municipal Corporation Elections Rules, 2012,11161 राजपत्र, हिमाचल प्रदेश, 17 मार्च, 2023/26 फाल्गुन, 1944 the State Election Commission Himachal Pradesh hereby directs a special revision of electoral rolls of Municipal Corporation Palampur District Kangra of the State wherein casual vacancy has occurred. The date of determining the eligibility of a person for inclusion of the name in the electoral rolls shall be 01-01-2023 as required under Rule 16 (e) of the Rules ibid. The programme is as under:—

The last updated final electoral rolls alongwith Supplementary List, if any, shall be notified as draft electoral rolls under Rule 17 of the Rules ibid.

The Electoral Registration Officer will appoint Revising Authorities as required under Rule 19 of the Rules ibid and ensure that wide publicity of the said appointment and of the special revision programme is made.

After the disposal of claims, objections and appeals, if any, Electoral Registration Officer shall prepare a supplementary list 2023 through ERMS Software and shall issue a notice of final publication of electoral rolls on Form-17 as per schedule fixed by the Commission. The finally published electoral rolls shall be uploaded on the official website of the State Election Commission.

As soon as the notice of final publication is issued by the Electoral Registration Officer the intimation of the same be sent to the Commission immediately through E-mail followed by confirmation by post. Thereafter adequate copies of the Supplementary List, 2023 shall be printed locally after completing all the codal formalities. These Supplementary List shall be added to the main electoral rolls. The last finally published electoral rolls alongwith Supplementary List, if any, and Supplementary list-2023 shall be used in the by-elections to fill the casual vacancies.

The copies of the electoral rolls be made available for sale at the cost of Rs. 10/- per page to be paid in cash against receipt in accordance with Rule 28 of the Rules ibid.

The relevant provisions and procedure of ibid Rules enshrined under Chapter-IV shall be adhered to strictly for the preparation of electoral rolls through special revision. Needless to say that the aforesaid programme should be implemented in letter and spirit. If any violation of this programme is noticed, it will be in contravention of the mandate of the Constitution of India.

The date of determining the eligibility of a person for inclusion of the name in the electoral rolls shall be 01-01-2023 as required under Rule 17 (a) of the Rules ibid. The programme is as under:—
