क्योंकि कै न्टोनमैट बोर्ड योल खास, जिला कांगड़ा की सीमाओं से सिविल क्षेत्र को संलग्न "अनुसूची" अनुसार विकास खण्ड धर्मशाला, की र्गाम पंचायत रक्कड़, बघिनी, टंगरोटी खास व नरवाणा खास के प्रचलित वाड(cid:7300) में सम्मलित करने से पूर्व प्रभावित (cid:7390)क्तियों से उपायुक्त, कांगड़ा के माध्यम से 15 दिनों की निर्धारित अवधि के भीतर आक्षेप आमन्त्रित करने हेतु दिनांक 06-03-2023 को राजपत्र, हिमाचल प्रदेश में प्रकाशित किया गया था;

और क्योंकि विनिदिष्ट अवधि के भीतर प्राप्त आक्षेपों को सरकार द्वारा विचारने उपरान्त निर्णय लिया गया;

क्योंकि, रक्षा मंत्रालय भारत सरकार द्वारा जारी अधिसूचना संख्याःS.R.O. 16 (E) दिनांक 27-04-2023 द्वारा कै न्टोनमैंट अधिनियम, 2006 की धारा-3(1) के प्रावधानों अनुसार अधिसूचना जारी कर कें र्दीय864 राजपत्र, हिमाचल प्रदेश, 03 मई 2023/13 वैशाख, 1945 सरकार द्वारा घोषणा की है कि कै न्टोनमैट बोर्ड, योल खास की सीमा जो अधिसूचना संख्या एस.आर.ओ. 200 दिनांक 31 जनवरी, 1942 के तहत निर्धारित की गई थी, उक्त अधिसूचना के प्रकाशन की तारीख से छावनी नह(cid:7277) रहेगी।

अतः हिमाचल प्रदेश के राज्यपाल हिमाचल प्रदेश पंचायती राज अधिनियम, 1994 की धारा 3 की उप- धारा (2) के अन्तर्गत प्रदत्त शक्तियों का प्रयोग करते हुए विनिदिष्ट "अनुसूची" अनुसार कै न्टोनमैट बोर्ड योल खास, जिला कांगड़ा की सीमाओं से सिविल क्षेत्र को विकास खण्ड धर्मशाला की र्गाम पंचायत रक्कड़, बाघनी, तंगरोटी खास व नरवाणा खास के प्रचलित वाड(cid:7300) में सम्मलित करने के इस अधिसूचना के हिमाचल प्रदेश सरकार के राजपत्र में प्रकाशन की तारीख से सहर्ष आदेश प्रदान करते हैं। हिमाचल प्रदेश के राज्यपाल यह भी आदेश प्रदान करते हैं कि नई र्गाम सभाओं का गठन वर्ष 2025 में सामान्य निर्वाचन से पूर्व किया जायेगा।

No-PCH-HA(4)16/76-IV-loose-8913-56.—Whereas, a proposal regarding Excision of Civil Areas from the limit of KhasYol Cantonment Board in Kangra District was submitted to Ministry of Defence, Govt. of India vide Letter No. PCH-HA-(1)3/2003-Re-Org & Bifur-Kangra- 40300, Dated 26th Dec. 2013.

Whereas, Ministry of Defence accorded-In-Principle approval to accede the request and communicated the same to the Govt. of Himachal Pradesh Vide D.O. No.19(01)2010-D (Q&C), Dated 16-02-2016.

Whereas, Ministry of Defence Govt. of India Vide Order No. 19(101)201-D(Q&C), Dated 19th Janaury, 2023 has proposed to issue notification under section 3(1) of the Cantonment Act, 2006 for Excision of Civil Areas from the limits of Khas Yol Cantonment.

Whereas, a proposal for merger of the excised Civil Areas from the limits of Yol Khas Cantonment Board, Kangra district in the existing wards of Gram Panchayats Rakker, Baghini, Tangroti Khas and Narwana Khas of development block Dharamshala, district Kangra, Himachal Pradesh as per "Schedule" attached to this department's notification of even number dated 06-03-2023 was published in the Rajpatra, Himachal Pradesh on 06-03-2023 for inviting objections of the affected persons through Deputy Commissioner, Kangra within 15 days from the date of publication of the said notification;

And whereas, objections received within the specified period have been considered and decided by the Government;

Whereas, Ministry of Defence, Govt. of India Vide Notification No. S.R.O. 16 I Dated 27th April,2023has issued notification under section 3(1) of the Cantonment Act, 2006 and Central Government declares that the Cantonment of Khas Yol, the limits of which were defined in notification number S.R.O. 200, dated the 31st January, 1942, shall cease to be a cantonment with effect from the date of publication of said notification.

Now, therefore, in exercise of powers conferred by Sub-section (2) of section 3 of the Himachal Pradesh Panchayati Raj Act, 1994, the Governor of Himachal Pradesh is pleased to merge the excised areas of Yol Cantt. In the existing wards of Gram Panchayats Rakker, Baghini, Tangroti Khas and Narwana Khas of development block Dharamshala, District Kangra, Himachal Pradesh as specified in "Schedule" from the date of Publication and notification in Rajptra (e-Gazette) of H.P. Government. Governor of Himachal Pradesh is pleased to further order that new Gram Sabha(s) shall be constituted before General Elections to PRIs in the year 2025.

(2) ये नियम राजपत्र (ई-गजट), हिमाचल प्रदेश में प्रकाशन की तारीख से प्रवृत्त होंगे। 2. अनुसूची-'आ' का संशोधन.--हिमाचल प्रदेश कार्य संचालन (आबंटन) नियम, 2021 (जिसे इसमें इसके पश्चात्‌ ''उक्त नियम'' कहा गया है) से संलग्न अनुसूची-'आ' में क्रम संख्या 4 में शीर्षक ''सहकारिता विभाग'' के अन्तर्गत मद संख्या 1 के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ :-

''हिमाचल प्रदेश राज्य सहकारी दुग्ध उत्पादक संघ लिमिटेड, हिमाचल प्रदेश राज्य सहकारी ऊन संघ एवं उनके संघटक सहकारी समिति संस्थानों के संबंध में हिमाचल प्रदेश राज्य सहकारी सोसाइटी अधिनियम, 1968 की धारा 35, 94 और 100 के मुख्य सहकारी बैंकों नामतः हिमाचल प्रदेश राज्य सहकारी बैंक, कांगड़ा केंद्रीय सहकारी बैंक, जोगिंदरा केंद्रीय सहकारी बैंक और प्रशासन के सिवाए समस्त प्रकार की सहकारी समितियों और समस्त स्तर पर सहकारी समिति के अधीन रजिस्ट्रीकृत से सम्बन्धित सभी कार्य।''

No. GAD-C-A(3)2/2019-Part-I-L.—In exercise of the powers conferred by Clause (3) of article 166 of the Constitution of India, the Governor, Himachal Pradesh, is pleased to make the following rules further to amend the Business of the Government of Himachal Pradesh (Allocation) Rules, 2021 notified vide Notification No. GAD-C-A(3)2/2019, dated 10th December, 2021 and published in the Rajpatra (e-Gazette), Himachal Pradesh dated 13th December, 2021, namely:—

1. Short title and Commencement.—(1) These rules may be called the Business of the Government of Himachal Pradesh (Allocation) (2nd Amendment) Rules, 2023.

(2) These rules shall come into force from the date of publication in the Rajpatra (e-Gazette), Himachal Pradesh.

2. Amendment of SCHEDULE-'B'.—In SCHEDULE-'B' appended to the Business of the Government of Himachal Pradesh (Allocation) Rules, 2021 (herein after to be referred as "said rules") in the heading "CO-OPERATION DEPARTMENT" appearing at Sl. No. 4, for the item No. 1, the following shall be substituted, namely:—

"All work relating to Co-operative Societies of all types and at all levels, registered

under the Co-operative Societies Act, except major Co-operative Banks namely

Himachal Pradesh State Co-operative Bank, Kangra Central Co-operative Bank,

Jogindra Central Co-operative Bank and administration of Section 35, 94 and 100 of

the Himachal Pradesh State Co-operative Societies Act, 1968 in relation of Himachal

Pradesh State Co-operative Milk Producers Federation Ltd., Himachal Pradesh State

Co-operative Wool Federation and their constituent Co-operative institutions."

3. In SCHEDULE-'B' appended to the 'said rules', in the heading, "FINANCE DEPARTMENT" appearing at Sl. No. 9, in sub-heading (a) for item No. 24, the following shall be substituted, namely:—

"All matters relating to banks, banking commission and major co-operative banks

namely Himachal Pradesh State Co-operative Bank, Kangra Central Co-operative

Bank, Jogindra Central Co-operative Bank registered under Himachal Pradesh State

Co-operative Societies Act, 1968."

''(ई) जलवायु परिर्वतन

1. जलवायु परिवर्तन और सतत्‌ विकास पर राष्ट्रीय लक्ष्यों, जैसे कि राष्ट्रीय स्तर पर अवधारित योगदान (एन डी सी) और सतत्‌ विकास विकास लक्ष्य (एस डी जी) के अनुरूप जलवायु परिवर्तन पर हिमाचल प्रदेश राज्य कार्य योजना (एस ए पी सी सी) की सहायता, सुदृढ़ीकरण और कार्यान्वयन।

2. विज्ञान, प्रौद्योगिकी और पर्यावरण के लिए हिमाचल परिषद्‌ में जलवायु परिवर्तन पर राज्य केन्द्र को सु–ढ़ करना और जलवायु परिवर्तन पर भारत सरकार के महत्वपूर्ण राष्ट्रीय मिशनों के अनुरूप सतत्‌ और जलवायु-तन्यक (लचीला) विकास को सुनिश्चित करने के लिए सूचित निर्णय लेने के लिए हिमालयी क्रायोस्फीयर, —षि-बागवानी, जल और अन्य संबद्ध क्षेत्रों के संदर्भ में जलवायु परिवर्तन पर महत्वपूर्ण ज्ञान उत्पन्न करना।

3. विभिन्न विभागों, शैक्षिक संस्थानों, अनुसंधान संस्थानों और क्षमता और कौशल विकास में सहायता के लिए परिवर्तन प्रशिक्षण आवश्यकताओं का आकलन करना।

4. जलवायु परिवर्तन के संदर्भ में शैक्षिक प्रयोजन के लिए विभिन्न पाठ्‌यक्रम और पाठ्‌यचर्या विकसित करने पर मार्गदर्शन करना।

5. ज्ञान प्रबंधन, पहुंच और –श्यता के लिए जलवायु परिवर्तन ज्ञान पोर्टल का विकास और समर्थन करके पर्यावरण और जलवायु परिवर्तन के मुद्‌दों पर मीडिया, युवाओं, लाइन विभागों, सिविल समाज आदि के लिए जन-जागरूकता और क्षमता निर्माण कार्यक्रम आरम्भ करना।

6. साम्या और समावेशिता पर केन्द्रित कार्बन तटस्थता (नवीनीकरण ऊर्जा, ऊर्जा दक्षता, अल्प कार्बन-गहन शहरी केन्द्रों का विकास, अपशिष्ट प्रबंधन, सतत्‌ परिवहन नेटवर्क और प्रदूषण-नियंत्रण पर केन्द्रित ग्रीनहाउस गैसों के उत्सर्जन को कम करना) से संबंधित नीतिगत मुद्‌दों को बढ़ावा देना।

7. वन, जल, —षि, स्वास्थ्य, ऊर्जा, विद्युत आदि जैसे प्राथमिकता वाले क्षेत्रों के लिए क्षेत्रीय रोडमैप विकसित करते हुए निम्न कार्बन युक्तियों और व्यवसाय मॉडल सहित जलवायु परिवर्तन पर उनकी कार्य योजना (अनुकूलन और शमन दोनाें) के विकास में विभिन्न लाइन विभागों की सहायता करना और क्षेत्रीय/फ्लैगशिप योजनाओं और नीतियों में अनुकूलन और शमन पहलुओं के एकीकरण को सुनिश्चित करना।

8. राज्य में वित्तीय निर्णय लेने और बजटीय प्रक्रिया में जलवायु परिवर्तन की चिंताओं का उन्नत व्यवस्थित एकीकरण और जलवायु परिवर्तन विवक्षाओं पर विचार करते हुए राज्य और उप-राज्य स्तरों पर अनुकूलन योजना को सुकर बनाना। 870 राजपत्र, हिमाचल प्रदेश, 03 मई 2023/13 वैशाख, 1945 9. विभिन्न अंतर्राष्ट्रीय और राष्ट्रीय स्रोतों से जलवायु कार्य के लिए वित्त संघटित करना, वित्त तक पहुंच, लाभ उठाने (प्रभाव क्षमता) और वित्त जुटाने के लिए प्रस्ताव बनाना, उदाहरण के लिए हरित जलवायु निधि, एन ए एफ सी सी।

10. जलवायु परिवर्तन हस्तक्षेपों उदाहरण के लिए अतिसंवेदनशीलता और जोखिम मूल्यांकन, जलवायु परिवर्तन अनुकूलन और शमन कार्यकलाप योजना, निगरानी और मूल्यांकन आदि के सफल कार्यान्वयन के लिए अनुसंधान अंतराल और प्राथमिकता अनुसंधान आवश्यकताओं से संबंधित विभिन्न वैज्ञानिक अध्ययन करना।

11. राज्य में जलवायु परिवर्तन पर सतत्‌ अनुसंधान और कार्यों में सहायता करना । जलवायु क्षेत्र में अनुसंधान कार्यकलापों का समर्थन करने और वैज्ञानिक ज्ञान की वृद्धि को बढ़ावा देने के लिए अंतर्राष्ट्रीय और राष्ट्रीय अनुसंधान संस्थानों के साथ सहकार्यता और सहयोग को मजबूत करना। 12. जलवायु परिवर्तन से संबंधित सभी समस्त मुद्‌दों के लिए भारत सरकार के विभिन्न केन्द्रीय मंत्रालयों और राज्य लाइन विभागों के साथ समन्वय करना।

13. जलवायु परिवर्तन पर राष्ट्रीय कार्य योजना (एन ए पी सी सी) के लक्ष्यों और एस ए पी सी सी के कार्यान्वयन का अनुश्रवण और मूल्यांकन करना।

14. जलवायु परिवर्तन अनुकूलन और शमन प्रतिक्रियाओं को बढ़ावा देने के लिए गैर-सरकारी संगठनों, द्विपक्षीय और बहुपक्षीय एजेंसियों, निजी क्षेत्र आदि जैसे बहुहितधारकों के साथ तन्यकता बनाने में संलग्न होना।''

Strengthen the State Centre on Climate Change in the Himachal Council for Science, Technology & Environment and generate strategic knowledge on Climate Change with reference to the himalayan cryosphere, agri-horti, water, and other allied sectors for informed decision making to ensure sustainable and climate resilient development in consonance with important national missions of Govt. of India on Climate Change.

3. Assess the Climate Change training needs for various departments, educational institutions, research institutions and support in capacity and skill development.

4. Provide guidance on developing various courses and curricula for educational purpose in the context of Climate Change.

5. Undertake public awareness and capacity building programme for media, youth, line departments, civil society etc. on environment and climate change issues by developing and supporting climate change knowledge portal for knowledge management, outreach and visibility.

6. Promote policy issues related to carbon neutrality (reducing emission of greenhouse gases with focus on renewable energy, energy efficiency, development of less carbon872 राजपत्र, हिमाचल प्रदेश, 03 मई 2023/13 वैशाख, 1945 intensive urban centres, waste management, sustainable transportation network, and pollution control) with focus on equity and inclusiveness.

7. Support various line departments in development of their Action Plan on Climate Change (both adaptation and mitigation) including low carbon strategies and business models by developing sectoral roadmaps for priority sectors such as forest, water, agriculture, health, energy, power etc. and ensure integration of adaptation and mitigation aspects in sectoral/ flagship schemes and policies.

8. Advance systematic integration of Climate Change concerns into financial decision- making and budgetary process in the State and facilitate adaptation planning at state and sub-state levels considering Climate Change implications.

9. Develop proposals for accessing, leveraging and mobilizing finance for climate action from various international and national sources of Climate finance e.g. Green Climate Fund, National Adaptation Fund for Climate Change (NAFCC) etc.

10. Undertake various scientific studies pertaining to research gaps and priority research needs for successful implementation of Climate Change interventions e.g. vulnerability and risk assessment, climate change adaptation and mitigation activity planning, monitoring and evaluation etc.

11. Support in sustained research and actions on Climate Change in the State. Strengthen collaboration and cooperation with international and national research institutions to support research activities in the climate sector and promote an augmentation of scientific knowledge.

12. Co-ordinate with various Central Ministries-Government of India and State line departments for all the issues related to Climate Change.

13. Monitoring and evaluation of implementation of National Action Plan on Climate Change (NAPCC) targets and State Action Plan on Climate Change (SAPCC).

14. Engage with multi-stakeholders such as NGOs, bilateral and multi-lateral agencies private sector etc. for promoting Climate Change adaptation and mitigation responses for building resilience."
