संख्याः टी0बी0डी0(ए)4-3/2022.--हिमाचल प्रदेश जन-जातीय सलाहकार परिषद्‌ के गठन सम्बन्धी पिछली सभी अधिसूचनाओं का अतिक्रमण करते हुए राज्यपाल, हिमाचल प्रदेश जन-जातीय सलाहकार परिषद्‌ नियमावली, 1976 के नियम 3(1) तथा नियम 9 के अन्तर्गत प्रदत्त शक्तियों का प्रयोग करते हुए हिमाचल 30—राजपत्र/2023-15-05-2023 (1053) 1054 राजपत्र, हिमाचल प्रदेश, 15 मई 2023/25 वैशाख, 1945 प्रदेश जन-जातीय सलाहकार परिषद्‌ का उन क्षेत्रों के लिए सहर्ष निम्न प्रकार से तत्काल पुनर्गठन करते हैं, जो हिमाचल प्रदेश में 'अनुसूचित क्षेत्र (हिमाचल प्रदेश) आदेश, 1975' के अन्तर्गत अनुसूचित क्षेत्र घोषित किये गये हैं इस परिषद्‌ का कार्यकाल दो वर्ष का होगाः-

2. जन-जातीय सलाहकार परिषद्‌ में मुख्य सचिव हिमाचल प्रदेश सरकार पदेन सचिव व आयुक्त एवं प्रधान सचिव जन-जातीय संयुक्त पदेन सदस्य होंगे।

3. क्रम संख्या 5 से 18 तक अंकित सदस्य उनके मनोनयन की तिथि से नियम 5 (2 तथा 3) के अन्र्तगत इस परिषद्‌ के, दो वर्ष की अवधि के लिए पदासीन रहेंगे परन्तु इन्हें इस अवधि से पूर्व भी राज्यपाल, हिमाचल प्रदेश, की खुशनूदी पर दो वर्ष की अवधि के पूर्ण होने से पूर्व भी सदस्यता से हटाया जा सकता है। 4. इस परिषद्‌ के सरकारी/गैर-सरकारी सदस्यों को हिमाचल प्रदेश सरकार द्वारा समय-समय पर जारी हिदायतों के अनुसार वर्णित यात्रा भत्ता एवं दैनिक भत्ता देय होगा।

5. संयुक्त निदेशक (जन-जातीय विकास) हिमाचल प्रदेश, गैर-सरकारी सदस्यों के यात्रा भत्ता की अदायगी के सम्बन्ध में नियन्त्रक अधिकारी होंगे।

No.TBD(A)4-4/2022.—In supersession of all previous Notifications issued in this behalf, the Governor, Himachal Pradesh is pleased to re-constitute the Project Advisory Committee for the ITDP Lahaul and the ITDP Spiti to oversee the formulation, implementation and monitoring etc. of ITDP level Tribal Sub-Plan and other related welfare schemes consisting of the following members with immediate effect:—

1. MLA elected from the area/Project area Chairman 2. Deputy Commissioner / ADC/ ADM Lahaul & Spiti/ Kaza as the case may be Vice Chairman 3. Members of the H.P. Tribes Advisory Member Council representing the Project areas.

4. Nomination of Non-Official Members/ representatives of PRIs

I.T.D.P, Lahaul

5. I.T.D.P, Spiti

6. All the District level Officers/ All Heads of Member Offices of Project area including Officers of the State Govt./ undertaking in the area concerned with Tribal Sub-Plan.

7. Project Officer, ITDP Lahaul/ Spiti Member Secy.

Besides above' Hon'ble Member of Parliament representing the area may also be invited invariably as a special invitee for the meeting.

Objective and functions:

1. Tendering advice for the formulation of ITDP level Plan as per local need and requirements.

2. Approval of Annual ITDP Plan.

3. Co-ordination/ participation in all the developmental activities of various departments at ITDP level for effective implementation and quarterly monitoring of ITDP Plan.

4. Approval of schemes under Vikas Main Jan Sahyog and Nucleus Budget etc. as authorized by the State Govt. from time to time in the quarterly meetings as per Guidelines/ Rules laid down under these schemes.

5. Collective inspection of the field work by a team of non-Official members of the Committee as and when they are specially authorized or requested by the Govt. and submission of such reports/ recommendations to the Govt.

Headquarter of the Committee:

The headquarter of the Committee will be at Keylong and Kaza respectively. Meeting:

1. The meeting of the Project Advisory Committee must be held in every quarter.

2. The Chairman, however, if he thinks fit and shall upon a requisition in writing signed by not less than 2/3 majority of the non-official members of the Committee, the special meeting shall be convened within 15 days of the receipt of the requisition from the Chairman.

Travelling Allowances:

1. Non-Official Members : The Non-Official members of this Committee will be entitled to TA/DA as per norms fixed by the Govt.from time to time.

2. Official Members : The official members of this committee will be entitled to TA/DA admissible to them according to rules applicable to them for attending the meeting.

3. The Project Officer, ITDP will be the Controlling Officer with regard to the preparation and countersigning the TA bills of the non-official members, if any.

Tenure:

The tenure of the above Committees will be for 3 years.

The expenditure on TA/DA in respect of non-official members and other contingent expenses will be debitable to major head 2053-District Administration (796) Tribal Area Sub-Plan (03) Expenditure on appointment of staff (SCA).

Whereas, the above named applicants have made an application before me under section 8(4) of H.P. Registration of Marriages Act, 1996 alongwith relevant records and affidavits stating therein that they have solemnized their marriage on 12-04-2015 at their places of residence with prevailing rites and customs but due to some un-avoidable circumstances it could not be entered in the records of Gram Panchayat Sungal, Development Block Chamba, Distt. Chamba, H.P. well in time.

And whereas, they have also stated that they were not aware of the laws for the registration of marriage with the registrar of marriages and now, therefore, necessary order for the registration of their marriage be passed, so that their marriage could be registered by the concerned authority.

Now, therefore, objections are invited from the general public that if anyone has nay objection regarding the registration of marriage of above named applicants, they should appear before the undersigned in my court on or before 27-05-2023 at 2.00 P.M. either personally or through their authorised agent/pleader.

In the event of their failure to do so, orders shall be passed ex-parte for the registration of marriage without affording any further opportunity of being heard.
