संख्याः फिश-एफ(10)-4/2014.--सेवाआें या प्रसुविधाओं या सहायिकियों के परिदान के लिए आधार का एक पहचान दस्तावेज के रूप में उपयोग, सरकार की परिदान प्रक्रिया को सुगम बनाता है, पारदर्शिता और 54—राजपत्र/2023-14-06-2023 (2163) 2164 राजपत्र, हिमाचल प्रदेश, 14 जून 2023/24 ज्येष्ठ, 1945 दक्षता लाता है और लाभार्थियों को सुविधाजनक और निर्बाध रीति में अपनी पहचान साबित करने के बहुविध दस्तावेज प्रस्तुत करने की आवश्यकता हटाकर प्रत्यक्षतः उन्हें अपनी हकदारियां प्राप्त करने हेतु समर्थ बनाता है;

मत्स्य पालन विभाग, हिमाचल प्रदेश (जिसे इसके पश्चात्‌्‌ 'विभाग' कहा गया है) सामान्य श्रेणी के लिए के लिए जलाशय/नदी के मछुआरों को गिल नैट/कास्ट नैट प्रदान करने अनुरक्षण के प्रबंधन और विकास (जिसे इसमें इसके पश्चात्‌्‌ 'स्कीम' कहा गया है) को प्रशासित कर रहा है, जिसे मत्स्य पालन विभाग, हिमाचल प्रदेश (जिसे इसमें इसके पश्चात्‌्‌ 'कार्यान्वयन अभिकरण' कहा गया है) के माध्यम से कार्यान्वित किया जा रहा है;

स्कीम के अन्तर्गत, जलाशय/नदी के मछुआरों को गिल नैट/कास्ट नैट, जलाशय मत्स्य पालन का प्रबंधन और विकास हेतु सामान्य श्रेणी को (जिसे इसमें इसके पश्चात्‌ 'लाभार्थी' कहा गया है) कार्यान्वयन अभिकरण द्वारा, विद्यमान स्कीम के मार्गदर्शक सिद्धान्तों के अनुसार प्रदान किया जाता है;

और पूर्वोक्त स्कीम में हिमाचल प्रदेश राज्य की संचित निधि से आवर्ती व्यय अन्तर्वलित है। अतः हिमाचल प्रदेश के राज्यपाल, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (2016 का 18) (जिसे इसमें इसके पश्चात्‌्‌ 'उक्त अधिनियम' कहा गया है) की धारा 7 के अनुसरण में निम्नलिखित अधिसूचित करते हैं, अर्थात्‌ः-

1. (1) स्कीम के अधीन प्रसुविधा प्राप्त करने हेतु पात्र व्यष्टि को एतद्‌द्वारा आधार संख्या धारण करने का सबूत प्रस्तुत करना होगा या आधार अधिप्रमाणन प्राप्त करना होगा।

(2) स्कीम के अन्तर्गत प्रसुविधाएं प्राप्त करने की वांछा रखने वाले व्यष्टि, जिसके पास आधार संख्या नहीं है या जो अभी तक आधार के लिए नामांकित नहीं है, को स्कीम के लिए रजिस्ट्रीकरण से पूर्व आधार के नामांकन के लिए आवेदन करना अपेक्षित होगा यदि वह उक्त अधिनियम की धारा 3 के अनुसार आधार अभिप्राप्त करने के लिए हकदार है और ऐसे व्यष्टि आधार का अभ्यावेशन करवाने के लिए किसी आधार अभ्यावेशन केन्द्र (सूची भारतीय विशिष्ट पहचान प्राधिकरण (यू0 आई0 डी0 ए0 आई0) वैबसाइट www.uidai.gov.in पर उपलब्ध है) पर जाएगाः

(3) आधार (नामांकन और अद्यतन) विनियम, 2016 के विनियम 12 के अनुसार, विभाग को अपने कार्यान्वयन अभिकरण के माध्यम से उन लाभार्थियों के लिए आधार नामांकन सुविधाएं प्रदान करने की आवश्यकता है जो अभी तक आधार के लिए नामांकित नहीं है और यदि संबंधित खण्ड या तहसील में कोई आधार नामांकन केन्द्र अवस्थित नहीं है, तो विभाग अपनी कार्यान्वयन अभिकरण के माध्यम से यूआईडीएआई के विद्यमान रजिस्ट्रार के समन्वय में सुविधाजनक स्थानों पर या स्वयं यूआईडीएआई रजिस्ट्रार बनकर आधार नामांकन सुविधाएं प्रदान करेगाः

परन्तु जब तक व्यक्ति को आधार समनुदेशित नहीं किया जाता है, तब तक ऐसे व्यक्ति को निम्नलिखित दस्तावेज प्रस्तुत करने के अध्यधीन स्कीम के अधीन प्रसुविधाएं प्रदान की जाएंगी, अर्थात्‌्‌ः- (क) यदि उसने उसकी आधार अभ्यावेशन पहचान पर्ची, को अभ्यावेशित किया है; और

(ख) निम्नलिखित में से कोई दस्तावेज है, अर्थात्‌्‌ :--

(i) फोटो सहित बैंक या पोस्ट ऑफिस पासबुक; या

(ii) स्थायी खाता संख्या (पैन) कार्ड; या

(iii) पासपोर्ट; या2165 राजपत्र, हिमाचल प्रदेश, 14 जून 2023/24 ज्येष्ठ, 1944 (iv) राशन कार्ड; या

(v) मतदाता पहचान पत्र; या

(vi) मनरेगा कार्ड; या

(vii) किसान फोटो पासबुक; या

(viii) मोटर यान अधिनियम, 1988 (1988 का 59) के अधीन अनुज्ञापन प्राधिकारी द्वारा जारी चालन अनुज्ञप्ति; या

(ix) राजपत्रित अधिकारी या तहसीलदार द्वारा शासकीय शीर्षनामा पर जारी ऐसे व्यक्ति के फोटो की पहचान वाला प्रमाण-पत्र; या

(ग) विभाग द्वारा यथाविनिर्दिष्ट कोई अन्य दस्तावेजः

परन्तु यह कि उपरोक्त दस्तावेजों की जांच विभाग द्वारा उस प्रयोजन के लिए विनिर्दिष्ट रूप से नामनिर्दिष्ट किसी अधिकारी द्वारा की जाएगी।

2. स्कीम के अन्तर्गत सुविधापूर्वक लाभार्थियों को प्रसुविधाएं उपलब्ध करवाने के आशय से विभाग यह सुनिश्चित करने के लिए समस्त अपेक्षित व्यवस्थाएं करेगा कि उक्त अपेक्षाओं हेतु, उन्हें जागरूक करने के लिए, लाभार्थियों हेतु मीडिया के माध्यम से, व्यापक प्रचार किया गया है।

3. उन समस्त मामलों में, जहां लाभार्थियों के अपकृष्ट (अस्पष्ट) बायोेमैट्रिक के कारण या किसी अन्य कारण से, आधार प्रमाणन असफल रहता है, वहां निम्नलिखित उपचारात्मक क्रियाविधि अंगीकृृत की जाएगी, अर्थात्‌्‌ः-

(क) अस्पष्ट उंगली छाप क्वालिटी की दशा में, अधिप्रमाणन हेतु आंख की पुतली के स्कैन या चेहरा अधिप्रमाणन सुविधा अंगीकृत की जाएगी, तद्‌द्वारा विभाग अपने कार्यान्वयन अभिकरण के माध्यम से प्रमाणन के लिए निर्बाध रीति में प्रसुविधाओं के परिदान हेतु उंगली-छाप अधिप्रमाणन सहित आंख की पुतली के स्कैन या चेहरा अधिप्रमाणन के लिए व्यवस्थाएं करेगा;

(ख) उंगली-छाप या आंख की पुतली का स्कैन या चेहरा अधिप्रमाणन के माध्यम से बायोमैट्रिक अधिप्रमाणन की असफलता की दशा में, जहां कहीं भी साध्य और ग्राह्य है, सीमित समय वैधता सहित, यथास्थिति, एक बार आधार पासवर्ड या समयाधारित एक बार पासवर्ड प्रदान किया जाएगा;

(ग) उन समस्त अन्य मामलों में, जहां बायोमैट्रिक या एक बार आधार पासवर्ड या समय आधारित एक बार पासवर्ड अधिप्रमाणन सम्भव नहीं है, वहां स्कीम के अधीन प्रसुविधा आधार वर्ण (अक्षर), जिसकी अधिप्रमाणिकता आधार पर मुद्रित तुरन्त प्रत्युत्तर (क्यू.आर.) कोड के माध्यम से सत्यापित की जाएगी और तुरन्त प्रत्युत्तर (क्यू.आर.) कोड का अर्थ लगाने (पढ़ने के लिए) के लिए विभाग सुविधाजनक स्थानों पर आवश्यक व्यवस्था करेगा।

4. उपरोक्त के अतिरिक्त, यह सुनिश्चित करने हेतु कि स्कीम के अधीन किसी वास्तविक लाभार्थी को उसकी सम्यक प्रसुविधाओं से वंचित न किया जाए, विभाग अपने कार्यान्वयन अभिकरण के माध्यम से डीबीटी मिशन, केबिनट सचिवालय, भारत सरकार के तारीख 19 दिसम्बर, 2017 के कार्यालय ज्ञापन में यथा उल्लिखित हथालन क्रियाविधि अपवाद का अनुसरण करेगा। आदेश द्वारा,

FISHERIES DEPARTMENT

NOTIFICATION

Shimla-2, the 30th May, 2023

No. Fish-F(10)-4/2014.—Whereas, the use of Aadhar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;

And whereas, the Department of Fisheries, Himachal Pradesh (hereinafter referred to as the 'Department'), is administering the Management and Development of Reservoir Fisheries (hereinafter referred to as the Scheme) to provide Gill Net/Cast Net to reservoir/ riverine fishermen for General category, which is being implemented through the Department of Fisheries, Himachal Pradesh (hereinafter referred to as the Implementing Agency(ies);

And whereas, under the Scheme, Management and Development of Reservoir Fisheries Gill Net/Cast Net are given to the reservoir/ riverine fishermen of General category (hereinafter referred to as the 'beneficiaries'), by the Implementing Agency as per the extant Scheme guidelines;

And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of the State of Himachal Pradesh.

Now, therefore, in pursuance of section 7 of the Aadhar (Targetted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Government of Himachal Pradesh hereby notifies the following, namely:—

1. (1) An individual eligible for receiving the benefits under the scheme shall hereby be required to furnish proof of possession of the Aadhar or undergo Aadhar authentication.

(2) Any individual desirous of availing benefits under the Scheme, who does not possess the Aadhar number or, has not yet enrolled for Aadhar, shall be required to make application for Aadhar enrolment before registering for the Scheme provided that he is entitled to obtain Aadhar as per section 3 of the said Act, and such individuals shall visit any Aadhar enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhar.

(3) As per regulation 12 of the Aadhar (Enrolment and Update) Regulations, 2016, the Department through its implementing Agency, is required to offer Aadhar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhar and in case there is no Aadhar enrolment centre located in the respective Block or Tehsil, the department through its Implementing Agency shall provide Aadhar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:

Provided that till the time Aadhar is assigned to the individual, benefits under the Scheme shall be given to such individual, subject to the production of the following documents, namely:—

(a) If he has enrolled, his Aadhar Enrolement Identification slip, and

(b) Any one of the following documents, namely:—

(i) Bank or Post Office Passbook with Photo; or

(ii) Permanent Account Number (PAN) Card; or

(ii) Passport; or

(iv) Ration Card; or

(v) Voter Identity Card; or

(vi) MGNREGA Card; or

(vii) Kisan Photo Passbook; or

(viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or

(ix) Certificate of identity having photo of such person issued by the Gazetted Officer or a Tehsildar on an official letter head; or

(x) Any other document as specified by the Department:

Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.

2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure wide publicity through the media to the beneficiaries to make them aware of the said requirement.

3. In all cases, where Aadhar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:—

(a) In case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;

(b) In case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by2168 राजपत्र, हिमाचल प्रदेश, 14 जून 2023/24 ज्येष्ठ, 1945 Aadhar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;

(c) In all other cases where biometric or Aadhar One Time Password or Time-based One- Time Password authentication is not possible, benefits under the scheme may be given on the basis of physical Aadhar letter whose authenticity can be verified through the Quick Response (QR) code printed on the Aadhar letter and the necessary arrangement of QR code reader shall be provided at the convenient locations by the Department through its Implementing Agency.

4. In addition to the above, in order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India, dated 19th December, 2017.

5. This notification shall come into effect from the date of its publication in the Official Gazette.

स्कीम के अन्तर्गत, जलाशय/नदी के मछुआरों को गिल नैट/कास्ट नैट अनुसूचित जाति श्रेणी को (जिसे इसमें इसके पश्चात्‌ 'लाभार्थी' कहा गया है) कार्यान्वयन अभिकरण द्वारा, विद्यमान स्कीम के मार्गदर्शक सिद्धान्तों के अनुसार प्रदान किया जाता है;

(2) स्कीम के अन्तर्गत प्रसुविधाएं प्राप्त करने की वांछा रखने वाले व्यष्टि, जिसके पास आधार संख्या नहीं है या जो अभी तक आधार के लिए नामांकित नहीं है, को स्कीम के लिए रजिस्ट्रीकरण से पूर्व आधार के नामांकन के लिए आवेदन करना अपेक्षित होगा यदि वह उक्त नियम की धारा 3 के अनुसार आधार अभिप्राप्त करने के लिए हकदार है और ऐसे व्यष्टि आधार का अभ्यावेशन करवाने के लिए किसी आधार अभ्यावेशन केन्द्र (सूची भारतीय विशिष्ट पहचान प्राधिकरण (यू0 आई0 डी0 ए0 आई0) वैबसाइट www.uidai.gov.in पर उपलब्ध है) पर जाएगाः

(3) आधार (नामांकन और अद्यतन) विनियम, 2016 के विनियम 12 के अनुसार, विभाग को अपने कार्यान्वयन अभिकरण के माध्यम से उन लाभार्थियों के लिए आधार नामांकन सुविधाएं प्रदान करने की आवश्यकता है जो अभी तक आधार के लिए नामांकित नहीं हैं और यदि संबंधित खण्ड या तालुका या तहसील में कोई आधार नामांकन केन्द्र अवस्थित नहीं है, तो विभाग अपनी कार्यान्वयन अभिकरण के माध्यम से यूआईडीएआई के विद्यमान रजिस्ट्रार के समन्वय में सुविधाजनक स्थानों पर या स्वयं यूआईडीएआई रजिस्ट्रार बनकर आधार नामांकन सुविधाएं प्रदान करेगाः

परन्तु जब तक कि व्यक्ति को आधार समनुदेशित नहीं किया जाता है, तब तक ऐसे व्यक्ति को निम्नलिखित दस्तावेज प्रस्तुत करने के अध्यधीन स्कीम के अधीन प्रसुविधाएं प्रदान की जाएंगी, अर्थात्‌्‌ः- (क) यदि उसने उसकी आधार अभ्यावेशन पहचान पर्ची, को अभ्यावेशित किया है; और

(ख) निम्नलिखित में से कोई दस्तावेज है, अर्थात :--

(ii) स्थायी खाता संख्या (पैन) कार्ड; या

2. स्कीम के अन्तर्गत सुविधापूर्वक लाभार्थियों को प्रसुविधाएं उपलब्ध करवाने के आशय से विभाग यह सुनिश्चित करने के लिए समस्त अपेक्षित व्यवस्थाएं करेगा कि उक्त अपेक्षाओं हेतु, उन्हें जागरूक करने के लिए, लाभार्थियों हेतु मीडिया के माध्यम से, व्यापक प्रचार किया गया है। 2170 राजपत्र, हिमाचल प्रदेश, 14 जून 2023/24 ज्येष्ठ, 1945 3. उन समस्त मामलों में, जहां लाभार्थियों के अपकृष्ट (अस्पष्ट) बायोेमैट्रिक के कारण या किसी अन्य कारण से, आधार प्रमाणन असफल रहता है, वहां निम्नलिखित उपचारात्मक क्रियाविधि अंगीकृृत की जाएगी, अर्थात्‌्‌ः-

(क) अस्पष्ट उंगली छाप क्वालिटी की दशा में, अधिप्रमाणन हेतु आंख की पुतली के स्कैन या चेहरा अधिप्रमाणन सुविधा अंगीकृत की जाएगी, तद्‌द्वारा विभाग अपने कार्यान्वयन अभिकरण के माध्यम से प्रमाणन के लिए निर्बाध रीति में प्रसुविधाओं के परिदान हेतु उंगली-छाप अधिप्रमाणन सहित आंख की पुतली के स्कैन या चेहरा अधिप्रमाणन के लिए व्यवस्थाएं करेगा;

(ख) उंगली-छाप या आंख की पुतली का स्कैन या चेहरा अधिप्रमाणन के माध्यम से बायोमैट्रिक अधिप्रमाणन की असफलता की दशा में, जहां कहीं भी साध्य और ग्राह्य है, सीमित समय वैधता सहित, यथास्थिति, एक बार आधार पासवर्ड या समयाधारित एक बार पासवर्ड प्रदान किया जाएगा;

(ग) उन समस्त अन्य मामलों में, जहां बायोमैट्रिक या एक मुश्त आधार पासवर्ड या समय आधारित एक मुश्त पासवर्ड अधिप्रमाणन सम्भव नहीं है, वहां स्कीम के अधीन प्रसुविधा आधार वर्ण (अक्षर), जिसकी अधिप्रमाणिकता आधार पर मुद्रित तुरन्त प्रत्युत्तर (क्यू.आर.) कोड के माध्यम से सत्यापित की जाएगी और तुरन्त प्रत्युत्तर (क्यू.आर.) कोड का अर्थ लगाने (पढ़ने के लिए) के लिए विभाग सुविधाजनक स्थानों पर आवश्यक व्यवस्था करेगा।

4. उपरोक्त के अतिरिक्त, यह सुनिश्चित करने हेतु कि स्कीम के अधीन किसी वास्तविक लाभार्थी को उसकी सम्यक प्रसुविधाओं से वंचित न किया जाए, विभाग अपने कार्यान्वयन अभिकरण के माध्यम से डी बी टी मिशन, केबिनट सचिवालय, भारत सरकार के तारीख 19 दिसम्बर, 2017 के कार्यालय ज्ञापन में यथाउल्लिखित हथालन क्रियाविधि अपवाद का अनुसरण करेगा।

No. Fish-F(10)-4/2014.—Whereas, the use of Aadhar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;

And whereas, the Department of Fisheries, Himachal Pradesh (hereinafter referred to as the 'Department'), is administering the Management and Development of Maintenance of Carp Farms (hereinafter referred to as the Scheme) to provide Gill Net/Cast Net to reservoir/ riverine fishermen for SC category, which is being implemented through the Department of Fisheries, Himachal Pradesh (hereinafter referred to as the Implementing Agency(ies);

And whereas, under the Scheme, [Development and Maintenance of Carp Farms] Gill Net/Cast Net are given to the reservoir/ riverine fishermen of SC category (hereinafter referred to as the 'beneficiaries'), by the Implementing Agency as per the extant Scheme guidelines;

And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of the State of Himachal Pradesh.

Now, therefore, in pursuance of section 7 of the Aadhar (Targetted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Government of Himachal Pradesh hereby notifies the following, namely:—

1. (1) An individual eligible for receiving the benefits under the Scheme shall hereby be required to furnish proof of possession of the Aadhar or undergo Aadhar authentication.

(2) Any individual desirous of availing benefits under the Scheme, who does not possess the Aadhar number, or, has not yet enrolled for Aadhar, shall be required to make application for Aadhar enrolment before registering for the Scheme provided that he is entitled to obtain Aadhar as per section 3 of the said Act, and such individuals shall visit any Aadhar enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhar.

(3) As per regulation 12 of the Aadhar (Enrolment and Update) Regulations, 2016, the Department through its implementing Agency, is required to offer Aadhar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhar and in case there is no Aadhar enrolment centre located in the respective Block or Taluka or Tehsil, the department through its Implementing Agency shall provide Aadhar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:

Provided that till the time Aadhar is assigned to the individual, benefits under the Scheme shall be given to such individual, subject to the production of the following documents, namely:—

(a) If he has enrolled, his Aadhar Enrolement Identification slip, and

(b) Any one of the following documents, namely:—

(i) Bank or Post Office Passbook with Photo; or

(ii) Permanent Account Number (PAN) Card; or

(iii) Passport; or

(iv) Ration Card; or

(v) Voter Identity Card; or

(vi) MGNREGA Card; or2172 राजपत्र, हिमाचल प्रदेश, 14 जून 2023/24 ज्येष्ठ, 1945 (vii) Kisan Photo Passbook; or (viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or

(ix) Certificate of identity having photo of such person issued by the Gazetted Officer or a Tehsildar on an official letter head; or

(x) Any other document as specified by the Department:

Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.

2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure wide publicity through the media to the beneficiaries to make them aware of the said requirement.

3. In all cases, where Aadhar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:—

(a) In case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;

(b) In case the biometric authentication through finger-prints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;

(c) In all other cases where biometric or Aadhar One Time Password or Time-based One- Time Password authentication is not possible, benefits under the scheme may be given on the basis of physical Aadhar letter whose authenticity can be verified through the Quick Response (QR) code printed on the Aadhar letter and the necessary arrangement of QR code reader shall be provided at the convenient locations by the Department through its Implementing Agency.

4. In addition to the above, in order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India, dated 19th December, 2017.

5. This notification shall come into effect from the date of its publication in the Official Gazette.
