No. DCU/MA/MC-I/Traffic/2023-8547-57.—Whereas, various news items are appearing regularly in the local Newspapers and numerous complaints are being received in the office of 203—राजपत्र/2023-30-12-2023 (11403)11404 राजपत्र, हिमाचल प्रदेश, 30 दिसम्बर 2023/09 पौष, 1945 Deputy Commissioner-cum-Commissioner (Temple), pursuant to which a meeting was organized on 18-04-2023 at Baba Mai Dass Sadan, Chintpurni to discuss the issue of traffic congestion as well as threat to the safety of pilgrims visiting Mata Shri Chintpurni Temple from vehicular movements on road leading to the Temple. It was unanimously agreed upon to formulate a traffic plan for the Chintpurni area. In pursuance to the ideas proposed in the meeting the Sub-Divisional Magistrate Amb submitted recommendations vide letter No. 374/Steno dated 03-05-2023.

Whereas, a draft notification No. DCU/MA/MC-I/Traffic/2022-3155-64, dated 15-05-2023 was issued notifying the area wherein a traffic plan aimed at decongesting the traffic as well as ensuring the safety of pilgrims was proposed.

Whereas, through this draft notification objections were invited from the general public on the proposal of traffic plan for Chintpurni area within 30 days of publication the Notice.

Whereas, six written objections were received from various quarters requesting that the restriction imposed in the shape of establishing control barrier, restricting the movement of vehicles issuance of permit in favour of local residents plying vehicles on restricted roads, permits for hotelier may kindly be waived off. A meeting was held on 15-07-2023 under the Chairmanship of undersigned at 11.00 AM in which officers concerned with implementation of traffic plan took part to examine and discuss the objections against proposed Chintpurni Traffic Plan. Minutes of meeting dated 15-07-2023 contains the elaborate reference of objections, discussion held and suggestions mooted regarding implementation of traffic plan.

I am satisfied that the traffic congestion problem exists in around Mata Chintpurni Ji Temple and it is needed to be addressed with due care so as to make the pilgrimage convenient and safe. I am also satisfied that certain amendments to the draft plan notified on 15-05-2023 are necessary in order to establish balance between the need for decongestion and the convenience of local populace.

I, Raghav Sharma, IAS, District Magistrate, District Una therefore, under the powers vested under Section 115 & 117 of the Motor Vehicle Act, 1988 (Act No. 59 of 1988) and powers delegated to me by the Government of Himachal Pradesh Transport Department Notification No. TPT-E(2)12-2001 dated 02-06-2003 and all other powers enabling me in this behalf do hereby notify the following:—

(i) Automated traffic control barriers shall be installed at the following points:—

(a) Barrier near New Bus Stand Chintpurni (b) Barrier at Shambu barrier (c) Barrier at Jai Ma Chowk (d) Additional barrier may be installed at suitable location by the local administration depending upon needs of security, protocol or increase in number of pilgrims.

(ii) The stretch of roads between the barriers cited under point (i) above shall be treated as "Restricted Vehicular Traffic Area". The map of Restricted Vehicular Traffic Area is enclosed as Annexure "A/I & A/II".

(iii) No entry of any vehicles (including two, three & four wheelers) except those

mentioned under point (iv) will be allowed from 10.00 A.M. to 03.00 P.M. every day

in the Restricted Vehicular Traffic Area. Only exit of vehicles already inside the

said Area during the restricted time will be permitted.

(iv) Ambulances, Vehicles of Temple Trust including Golf Cart deployed for Senior Citizen/Disabled people and Security/Protocol vehicles will be permitted to enter the Restricted vehicular Traffic Area between 10.00 A.M. to 03.00 P.M.

(v) No parking on road side from Mai Dass Sadan till Shambu Barrier in the Restricted Vehicular Traffic Area will be allowed. No parking shall be allowed on road side near Shambu Barrier on the Bye-Pass road. Any vehicle found parked in violation of Traffic Plan shall be liable to towed away and penalized as per applicable law.

(vi) Essential Supply vehicles, Construction vehicles (carrying construction material, equipments etc.) shall be permitted to move in the Restricted Vehicular Traffic Area after 08.00 P.M. and before 08.00 A.M. each day.

(vii) Sub-Divisional Magistrate, Amb shall get boards of Traffic Plan installed at suitable locations for information of general public and put in place the automated traffic control barriers.

(viii) Superintendent of Police, Una shall provide adequate manpower for operation of all barriers and ensure strict enforcement of the Traffic Plan.

सं0ःपी0बी0डब्ल्यू0(बी0)एफ(5) 10/2022.--यतः हिमाचल प्रदेश के राज्यपाल को यह प्रतीत होता है कि हिमाचल प्रदेश सरकार को सरकारी व्यय पर सार्वजनिक प्रयोजन हेतु नामतः गांव बेसड़ी, तहसील रामपुर, जिला शिमला, हिमाचल प्रदेश में डकोलड़-उरु-बेसड़ी सड़क के निर्माण हेतु भूमि अर्जित करनी अपेक्षित है, अतएव एतद्‌द्वारा यह अधिसूचित किया जाता है कि उक्त परिक्षेत्र में जैसा कि निम्न विवरणी में निर्दिष्ट किया गया हैै, उपरोक्त प्रयोजन के लिए भूमि का अर्जन अपेक्षित है।

प्रार्थिया श्रीमती सरोज कुमारी पुत्री स्व0 सोभिया राम, निवासी गांव झुठार, डा0 भलेई, परगना व उप-तहसील भलेई, जिला चम्बा (हि0प्र0) का एक प्रार्थना-पत्र माननीय उप-मण्डलाधिकारी (ना0) सलूणी के माध्यम से प्राप्त हुआ है। प्राप्त प्रार्थना-पत्र बाबत ग्राम पंचायत भलेई के जन्म रजिस्टर में जन्म एवं मृत्यु पंजीकरण अधिनियम, 1969 की धारा 13(3) के तहत प्रार्थिया ने अपनी जन्म तिथि दर्ज करने बारा प्रार्थना-पत्र गुजारा है। प्रार्थिया का जन्म दिनांक 07-08-1976 को हुआ है लेकिन ग्राम पंचायत भलेई के जन्म एवं मृत्यु रजिस्टर में किसी कारण पंजीकरण करवाना छूट गया है। अब प्रार्थिया ने निवेदन किया है कि उसकी जन्म तिथि 07-08-1976 को ग्राम पंचायत भलेई के जन्म एवं मृत्यु रजिस्टर में नियमानुसार पंजीकृत करने बारे ग्राम पंचायत भलेई को आदेश दिए जाएं।
