भू-अर्जन के कारण किसी भी कुटुम्ब के विस्थापित होने की संभावना नहीं है।

अप्पर जिला मजिस्टे्रट (आतिथ्य), शिमला को प्रभावित कुटुम्बों के पुनर्वास एवं पुनस्र्थापन के प्रयोजन हेतु "प्रशासक" के रूप में नियुक्त किया गया है। अतः यह अधिसूचित किया जाता है कि जिला शिमला की तहसील शिमला (ग्रामीण) के गांव मशोबरा में उपरोक्त परियोजना के लिए 387.56 वर्ग मीटर मानक माप के भूखंड, जिसका ब्यौरावार विवरण निम्नानुसार है, अर्जनाधीन हैः-

यह अधिसूचना, उन सभी को जिनसे यह सम्बन्धित है भूमि अर्जन, पुनर्वास और पुनव्र्यस्थापन में उचित प्रतिकार और पारदर्शिता अधिकार अधिनियम, 2013 (2013 का 30) की धारा 11(1) के उपबन्धों के अधीन की गई है।

भूमि से संबंधित रेखांकन का कलेक्टर/भू-अर्जन अधिकारी, लोक निर्माण विभाग (दक्षिण जोन), विंटरफील्ड, शिमला के कार्यालय में किसी भी कार्य दिवस को कार्यालय समय के दौरान निरीक्षण किया जा सकेगा।

सरकार, अप्पर जिला मजिस्टे्रट (आतिथ्य), शिमला और उसके कर्मचारिवृन्द को भूमि में प्रवेश करने और सर्वेक्षण करने, किसी भी भूमि के स्तर लेने, अवमृदा की खुदाई करने या भेदन करने और समस्त अन्य कार्यों, जो उक्त अधिनियम की धारा-12 के अधीन यथा उपबन्धित कार्य के समुचित निष्पादन के लिए अपेक्षित हो, को करने हेतु प्राधिकृत करती है।

अधिनियम की धारा-11(4) के अधीन, कोई भी व्यक्ति इस अधिसूचना के प्रकाशन की तारीख से भू-अर्जन कलेक्टर/अधिकारी, हिमाचल प्रदेश लोक निर्माण विभाग (दक्षिण जोन), विंटरफील्ड, शिमला के पूर्वानुमोदन के बिना कोई भी लेन-देन (संव्यवहार) नहीं करेगा या भूमि का कोई भी लेन-देन (संव्यवहार) अर्थात क्रय/विक्रय, आदि नहीं करवाएगा या ऐसी भूमि पर कोई भी विल्लंगम सृजित नहीं करेगा।12339 राजपत्र, हिमाचल प्रदेश, 14 फरवरी 2024/25 माघ, 1945 अधिनियम की धारा-15 के अधीन यथा उपबन्धित हितबद्ध व्यक्तियों द्वारा भू-अर्जन के आक्षेप, यदि कोई हों, को इस अधिसूचना के प्रकाशन की तारीख से 60 दिनों की अवधि के भीतर भू-अर्जन कलेक्टर/हिमाचल प्रदेश लोक निर्माण विभाग (दक्षिण जोन), विंटरफील्ड, शिमला के समक्ष आक्षेप, यदि कोई हो, दायर किए जा सकेंगे।

PRELIMINARY NOTIFICATION

Shimla-171 002, the 3rd February, 2024

Rev-D (G) 7-1/2018-Vol-II.—Whereas, it appears to the appropriate Government that a total of 387.56 square meters private land is required in the Village Mashobra, Tehsil Shimla (Rural), District Shimla, Himachal Pradesh for public purpose, namely construction of Post Office building Mashobra. Social Impact Assessment (SIA) study was carried out by Social Impact Assessment (SIA) Unit and a report submitted/preliminary investigation was conducted by a team constituted by Collector as laid down under rule 7. The Summary of the Social Impact Assessment Report/preliminary investigation is attached as Annexure-A herewith.

No family is likely to be displaced due to the land acquisition.

Additional District Magistrate (P) is appointed as Administrator for the purpose of rehabilitation and resettlement of the affected families. Therefore, it is notified that for the above said project in the Mashobra Village of Shimla (Rural) Tehsil (as applicable) Shimla District a piece of land measuring 387.56 square meters of standered measurement, whose detail description is as following, is under acquisition:—

This notification is made under the provisions of Section 11(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (30 of 2013) to all whom it may concern.

A plan of the land may be inspected in the office of Collector–cum-Land Acquisition Officer, HPPWD (South Zone), Winterfield, Shimla on any working day during the working hours.

The Government authorizes the Deputy Commissioner, Shimla and his staff to enter upon and survey land, take levels of any land, dig and bore into the sub-soil and do all other acts as may be required for the proper execution of the work as provided under section 12 of the said Act. Under section 11(4) of the Act, no person shall make any transaction or cause any transaction of land i.e. sale/purchase etc. or create any encumbrances or such land from the date of publication of this notification without prior approval of the land acquisition Collector/Officer, HPPWD (South Zone), Winterfield, Shimla.

Objection to the acquisition, if any may be filed by the person interested within 60 (Sixty days) from the date of publication of this notification as provided under section 15 of the Act before Collector, Land Acquisition, HPPWD (South Zone), Winterfield, Shimla.

1. BACKGROUND

Mashobra Post Office is located in the main bazaar of Mashobra and comprises seven branch offices, namely Dewla, Durgapur, Ghaini, Khatnol, Kiarkoti, Pahal and Thaila. Mashobra Post Office alongwith these seven branch offices is providing Postal Services to the population of approximately 20,000 people of 17 Gram Panchayats.

The Department of Posts is in possession of a plot of land in Mashobra since 1973 on which a building was constructed to house the Mashobra Post Office. The construction of the building was carried out in two phases, with the initial phase commencing before 1973, and involving the construction of the primary building, which was completed on 31stJanuary, 1973. The second12341 राजपत्र, हिमाचल प्रदेश, 14 फरवरी 2024/25 माघ, 1945 phase, which began in 1998, saw the construction of ancillary structures such as stairs, railings and a septic tank, and was completed on 31st July, 1999.

In 2002, the ownership of the land was challenged by the landowner, Sh. Bhagat Ram Chauhan. Sh. Bhagat Ram Chauhan took the matter to court, ultimately leading to the Supreme Court of India. The Supreme Court eventually ruled in favour of Sh. Bhagat Ram, the landowner. As a result, the Department of Posts is currently in the process of acquiring the land on which the building is located which would grant it the legal authority to use, occupy and control the land in question.

The Department of Posts in Himachal Pradesh is committed in providing efficient and reliable postal services to the people of the state. It has introduced several new initiatives, such as mobile banking, e-commerce delivery, and speed post, to modernize its services and provide greater convenience to the people. The Department of Posts in Himachal Pradesh plays a crucial role in connecting the people of the state to each other and to the rest of the country and is an essential part of the state's infrastructure.

The Mashobra Post Office is located in the main bazar of Mashobra as mentioned above approximately 20,000 people from 17 Gram Panchayats benefit from the services of Post Office Mashobra at the doorstep level. This post office is a vital link between Mashobra and the rest of the world, especially for those living in remote areas with limited access to delivery services. In addition to postal services, the post office offers financial services such as savings accounts, money orders, and insurance policies, which are essential for people without access to banks or financial institutions.

As per sub-section b (i) of Section 2 (I) the RTFCTLARR Act, 2013, the land acquisition for

Post office Mashobra, Distt. Shimla, H.P. is well justified under the definition of infrastructure

projects for public purpose.

Therefore, in exercise of powers conferred by rule 3 of the Himachal Pradesh Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Social Impact Assessment and Consent) Rules, 2015, this social impact assessment study has been conducted for the acquisition of land having area 387.56 Sq. Mtr. comprised in Khasra No. 1023, 1056, 1057, 1058, 1059, 1060, 1061, Kita. .7 and located at Village Mashobra, Tehsil Shimla (Rural) District Shimla, H.P.

Subsequently, as per the provision of Section 7(1) of The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013(30 of 2013), an independent multi-disciplinary expert group to evaluate the Social Impact Assessment Report for acquisition of land for Post Office Mashobra, District Shimla was constituted by the Department of Revenue, Government of Himachal Pradesh.

2. CONSTITUTION OF EXPERT GROUP

An independent multi-disciplinary expert group to evaluate the Social Impact Assessment Report for acquisition of land for Post Office Mashobra, District Shimla was constituted by the Department of Revenue, Government of Himachal Pradesh vide Notification No. Rev-D 7-1/2018- Vol-II, Shimla-02, Dated : 23-06-2023.

The Expert Group was constituted as per the provision of Section 7(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

1. Sh. Chandan Kapoor, HAS, Joint Director, Land Records, HP, Chairman of Expert Group and Rehabilitation Expert.

2. Prof. Mohan Jharta, Non-official member and Social Scientist

3. Dr. Anupama Bharati, Department of Sociology, HP University, Shimla, Non-official member and Social Scientist.

4. Smt. Vishakha Modi, Counsellor Lower Dhalli, Representative of Municipal Corporation.

5. Smt. Mamta Chandel, Counsellor, Sanjauli Chowk, Representative of Municipal Corporation.

6. Tehsildar , Shimla (Rural), Rehabilitation Expert

7. Executive Engineer (PWD), Winter Field Division No. 1, Shimla (HP), Technical Expert.

3. MANDATE OF THE EXPERT GROUP

The Expert Group constituted under section 7(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 after evaluating the Social Impact Assessment Report shall make the recommendation on following issues:-

(i) Whether the present land acquisition serves any public purpose?

(ii) Whether potential benefits of this land acqusition outweigh the social cost and adverse social impact?

(iii) Whether there is other less displacing option available?

(iv) Whether the extent of land proposed to be acquired is the absolute bare minimum extent needed for the Postal Department?

4. PARAMETERS ADOPTED FOR EVALUATIONS

Three formal meetings of the office bearers of the Expert Group were held on 13-07-2023, 25-07-2023 and 01-08-2023 in the office of Joint Director Land Records-cum- Chairman of the Expert Group at Rajasav Bhawan, Kasumpti, Shimla.

In these meetings, the report on SOCIAL IMPACT ASSESSMENT STUDY FOR PROPOSED LAND ACQUISTION FOR THE POST OFFICE MASHOBRA, DISTT. SHIMLA, H.P., was evaluated thoroughly.

In the last meeting held on 01-08-2023, Er.Tarun Gupta, Team Leader of Social impact Assessment Study, also participated as Special Invitee to address certain points raised by the members of the Group during the course of previous meetings.

The expert group after due deliberations considered that the parameters for evaluating the SIA report should be as per the provisions enshrined in rule 3, 7 and 8 of Himachal Pradesh Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Social Impact Assessment and Consent) Rules, 2015.

Making above Rules as criteria, following parameters were evaluated by the Expert Group:—

A. Whether the Social Impact Assessment team has collected and analyzed a range of quantitative and qualitative data, undertaken detailed site visits, used participatory methods such as focused group discussions, participatory rural appraisal techniques and informant interviews in preparing the Social Impact Assessment report as per the provisions of Rule7(1) and whether the process for conducting the public hearing has been followed as per the provisions of Rule 8.

B. Whether a detailed assessment based on a thorough analysis of all relevant land records and data, field verification has been conducted by the Social Impact Assessment team as per the provisions of Rule 7(3).

C. Whether based on the land assessment, land records and field verification, the Social Impact Assessment has provide an accurate estimate of the number of affected families and the number of displaced families among them as per the provisions of Rule 7(4).

D. Whether a socio-economic and cultural profile of the affected area has been prepared, based on available data and statistics, field visits and consultations as per FORM-II, as per the provisions of Rule 7(5).

E. Whether based on the data collected and in consultation with the affected communities and key stakeholders, the Social Impact Assessment has identified and assessed the nature, extent and intensity of the positive and negative social impacts associated with the proposed project and land acquisition as per FORM-II, as per the provisions of Rule 7(6).

F. Whether Social Impact Management Plan has been prepared as per the provisions of Rule 3(4) and Rule 7(7).

G. Whether the Social Impact Assessment has provided an assessment as to whether the benefits from the proposed project exceed the social costs and adverse social impacts that are likely to be experienced by the affected families or even after the proposed mitigation measures, the affected families remained at risk of being economically or socially worse, as a result of the said land acquisition and resettlement as per the provisions of Rule7(8).

The Expert Group the examined the report on above mentioned parameters and point wise observation of the Expert Group is follow:-

A. Chapter 2 of the SIA study describes the methodology used for carrying out the Social Impact Assessment. It discuss in detail the efforts made by the SIA study to collect the data, in formulation of questionnaire, field visit undertaken, meeting with the sole Project Affected Family and details of public hearing.

B. Chapter 3 of SIA report focus on the details of land proposed to be acquired as per the provision of Rule 7(3).SIA report after scrutinizing the records has clearly reported that the total private land proposed to be acquired is 387.56 Sq. Mtr. comprised in Khasra No. 1023,1056,1057,1058,1059,1060, 1061 Kita. .7 at Village Mashobra, Tehsil Shimla (Rural) District Shimla, H.P. The proposed land to be acquired for department of post falls in M.C. Shimla, District Shimla.

The proposed land belongs to single title holder Sh. Bhagat Ram Chauhan. Post office building includes staff residences constructed by the department. The land is in possession of the postal department since 1973.

During the primary survey and FGDs, it is found that there is no public un- utilized land in the vicinity of area. The department has already constructed its building on said land so option of other land is not explored.

The requiring body has not purchased or taken lease of any land for the project The SIA team did not come across any changes in the ownership over a period of last three years.

C. Chapter 4 of SIA study gives the estimation and enumeration of affected and displaced families. It was found that the proposed acquisition of 387.56 Sq. Mtr. private land is directly affecting single family. The land is in possession of the department of Post. Because owners did not live there, therefore there is no displacement involved.

During the primary survey, no leaseholder/occupier was found on the land being proposed for acquisition. The land and the constructed building on the land is in possession of the department of Post.

There is no affected family falling in the ST category and no traditional forest dwellers who have lost any of their forest rights.

During the survey, no indirectly impacted PAFs or PAPs were found on the land being acquired. No agriculture use is possible on land as Post Office building is situated on same piece of land.

D. Chapter 5 of the SIA report describe the Socio-Economic and Cultural profile of the affected family and area in detail. The land proposed to be acquired is a private property of single title holder and the primary impacted persons/families from the acquisition will be the owner. Presently there is no person residing on the premises and none were found deriving any direct/indirect dependency of livelihood from the land under consideration.

The owner and family are well to do in terms of income levels. Sh. Bhagat Ram Chauhan was MLA in Himachal Pradesh Vidhan Sabha. Family of Sh. Bhagat Ram Chauhan falls under term of "Undivided Hindu Family" and all sons of Sh. Bhagat Ram Chauhan are living with their respective family as different places.

No vulnerable groups among the PAFs were found during the Survey.

found in and around the land being acquired that would be impacted by the project.

No Administrative, Political or Civil Society Organizations were identified within the land area slated for acquisition, with the exception of the post office building.

Moreover, no historical, cultural or religious place could be found that would get impacted.

E. Chapter 6 of SIA report discusses in the detail the analysis of social impacts due to the land acquisition for Post Office at Mashobra, District Shimla, Himachal Pradesh.

This Chapter reightly concludes that the building has already been constructed on the land being acquired, therefore study of impacts during Pre-construction and construction Phases has not been taken. Moreover, the land is already in possession of postal department since long back so no new impact on community has been found. The PAP stands no risk of getting landless as family is not residing there. The family is living at village which is far from said land.

F. Chapter 8 of the SIA suggests the Social Impact Management Plan (SIMP) to mitigate the negative social impact of the proposed land acquisition.

Mitigation measures are detailed in Table 8.1 and entitlement matrix has been summarized in Table 8.2.

Report concludes that since no displacement is occurring due to the land being acquired therefore no R&R measures have been stated by the Requiring Body.

As per the Act 2013, where land proposed to be acquired is equal to or more than 100 acres, the government shall constitute a "Rehabilitation and Resettlement Committee''. As the proposed acquisition is only for 387.56 Sq. Mtr. as such this may not be applicable.

G. Chapter 7 of SIA report analyze in detail the cost and benefit of the proposed land acquisition.It rightly mention that the proposed acquisition of 387.56 Sq. Mtr. land in Mashobra, Shimla for the post office building does not raise concern regarding impact on the local community and environment. The department of post has already constructed a building on the said land and the land & building are in possession of postal department for a long time. However, in pursuance to the Supreme Court directions, process has been initiated for land acquisition and to provide compensation to the owner of the land.

Report further infers that the Landholder is willing to surrender his land with a condition that proper adequate compensation is paid to him.

Therefore, it is evident that the land being acquired is bare minimum and essential land required for department of post to serve the community and to protect the public funds utilized to build the Post Office building.

Since the building has already been constructed on the land being acquired, the only negative impact that was found during the study was loss of land to the land owner and there is a certain emotional value attached to it which is irreparable. However, this impact can be well mitigated if the owners are compensated adequately.

On the other hand, the rights acquired on the instant land through a current acquisition process, would grant legal authority to the requiring body to use, occupy, and control the land in question, which may have been previously owned by someone else.

Hence the study recommends that the proposed land acquisition for the department of post should be carried out, subject to the implementation of all measures suggested to mitigate the various identified impacts in a judicious manner.

Hence, after thorough scrutiny of report of SIA team and detailed deliberation on it, the Expert Group is of considered opinion that the methodology analysis of the SIA study are in consonance with the provision prescribed in Acts and Rules laid for this purpose. The conclusion and recommendations of the SIA study are well thought of and are based upon the facts revealed during the course of study.

5. CONCLUSIONS AND RECOMMENDATIONS

After going through the conclusions and recommendations of the Social Impact Assessment Report and taking into consideration the expert opinion of the members, Expert Group makes the following observations:—

• Whether the land acquisition serves any public purpose?

The proposed land acquisition process has been initiated in compliance to the directions of the Hon'ble supreme Court of India for the acquisition of land which is already in the possession of Department of post since long and has constructed post office building on it and is providing essential postal services to the people of Mashobra and surrounding areas.

As has already been stated initially in this report that Mashobra Post Office is providing Postal Services to the population of approximately 20,000 people of 17 Gram Panchayats. Besides, all stakeholders have supported present land acquisition for continuing essential postal services to the local community. Therefore, Expert Group opines that the instant land acquisition for Post Office Mashobra definitely serve the public purpose.

• Whether potential benefits of this land acqusition outweigh the social cost and adverse

social impact?

As the acquisition of proposed land is in compliance to the directions of the Hon'ble Supreme Court of India and the land is already in the possession of Department of post since long and the department has constructed post office building on it and is providing essential postal services to the people of Mashobra and surrounding areas.

The only negative impact of this land acquisition is loss of land to the only one land owner. However, this impact can be well mitigated if the owners is compensated adequately.

Hence Expert Group is of opinion that the potential benefits of this land acqusition certainly outweigh the social cost and adverse social impact.

• Whether there is other less displacing option available?

As the land proposed to be acquired is already in the possession of Department of post since long and the department has constructed post office building on it and is providing essential postal services to the people of Mashobra. Moreover, only one family is being affected by this land acquisition. Hence to acquire the proposed land is the only option for the requiring body.

• Whether the extent of land proposed to be acquired is the absolute bare minimum

extent needed for the project?

The proposed private land measuring 387.56 Sq. mtr. is already in the possession of Postal Department and is beneath the part of building or the ancillary structure. Hence the extent of land proposed to be acquired is the absolute bare minimum needed for the Postal Department.

• Recomendation of the Expert Group

After making detailed evaluation and appraisal of the Social Impact Assessment Report for the acquisition of land for Post Office Mashobra, the Expert Group comes to the conclusion that acquisition of proposed land is in compliance to the directions of the Hon'ble Supreme Court of India. The proposed land is already in the possession of Department of post since long and the department has constructed post office building on it and is providing essential postal services to the people of Mashobra and surrounding areas.

Hence the Expert Group has no hesitation to recommend the proposed acquisition provided the sole land owner is compensated fairly and timely as per the provision of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (30 of 2013).

अतः सर्वसाधारण व सगे सम्बन्धियों को सूचित किया जाता है कि उक्त शारदा देवी का नाम दुरुस्त करने बारे किसी व्यक्ति या सगे सम्बन्धियों को कोई एतराज हो तो वह अपना उजर/एतराज असालतन या वकालतन दिनांक 20-02-2024 को 11.00 बजे तक या इससे पूर्व हाजिर अदालत आकर पेश कर सकता है। निर्धारित तिथि के बाद उजर करने पर उस पर कोई विचार नहीं किया जावेगा। अन्यथा दुरुस्ती के आदेश पारित कर दिए जाएंगे।

प्रार्थना-पत्र बाबत राजस्व अभिलेख नाम दुरुस्त करवाने बारे। 12382 राजपत्र, हिमाचल प्रदेश, 14 फरवरी 2024/25 माघ, 1945 यह आवेदन पत्र श्रीमती कमला देवी पुत्री माठू राम, मौजा क्यारद, उप-तहसील परवाणू ने इस कार्यालय में दिनांक 14-12-2023 को इस आशय से प्रस्तुत किया है कि उसका नाम राजस्व अभिलेख, पटवार वृत्त तडोल के मौजा क्यारद व अन्य सभी अभिलेख में कौला देवी पुत्री माठू राम दर्ज है परन्तु जब उसका विवाह हुआ तो ससुराल में उसका नाम श्रीमती कमला देवी पत्नी जोगेन्द्र सिंह (पुत्री माठू राम) दर्ज कर दिया गया। प्रार्थिया ने अपना नाम कमला देवी पुत्री माठू राम होने बारे नकल परिवार रजिस्टर, आधार कार्ड, ब्यान हल्फिया प्रस्तुत किया है। आवेदन पत्र बराये छानबीन पटवारी हल्का तडोल को भेजा गया था जो बाद रिपोर्ट इस कार्यालय को प्राप्त हुआ है पटवारी हल्का द्वारा अपनी रिपोर्ट में स्पष्ट किया है कि प्रार्थिया कौला देवी व कमला देवी एक ही महिला का नाम है जिसकी पुष्टि मय ब्यान वाशिन्दगान देह अपनी रिपोर्ट के साथ संलग्न किये हैं।

अतः इस बाबत आम जनता/हितबद्ध व्यक्तियों को इस इश्तहार के माध्यम से सूचित किया जाता है कि प्रार्थिया कौला देवी के नाम को कौला देवी उर्फ कमला देवी करने बारे किसी को कोई उजर व एतराज हो तो वह इस नोटिस के छपने के एक माह के अन्दर इस न्यायालय में असालतन या वकालतन आकर अपना एतराज प्रस्तुत कर सकता है। बाद गुजरने मियाद किसी भी प्रकार का एतराज काबिले गौर न होगा तथा प्रार्थिया का नाम राजस्व अभिलेख, पटवार वृत्त तडोल के राजस्व सम्पदा क्यारद में कौला देवी उर्फ कमला देवी पुत्री माठू राम दर्ज करने के आदेश जारी कर दिए जाएंगे।

आज दिनांक 10-01-2024 को हमारे हस्ताक्षर व मोहर अदालत द्वारा जारी किया गया।

यह आवेदन पत्र मंजुला गुलाटी पुत्री स्व0 दीपक भंडारी, मौजा टकसाल, उप-तहसील परवाणू ने इस कार्यालय में दिनांक 14-12-2023 को इस आशय से प्रस्तुत किया है कि उसका नाम राजस्व अभिलेख, मौजा टकसाल, पटवार वृत्त तीडों में श्रीमती मन्जुल पुत्री दीपक भण्डारी दर्ज है जबकि उसका असली नाम मंजुला पुत्री दीपक भण्डारी है। प्रार्थिया ने अपना नाम मंजुला पुत्री दीपक भण्डारी होने बारे अपना हल्फिया ब्यान, विवाह पंजीकरण प्रमाण-पत्र, पासपोर्ट इत्यादि साक्ष्य के रूप में प्रस्तुत किये हैं। आवेदन पत्र बराये छानबीन पटवारी हल्का तीडों को भेजा गया था जो बाद रिपोर्ट इस कार्यालय को प्राप्त हुआ है पटवारी द्वारा बाद छानबीन स्पष्ट किया है कि प्रार्थिया का नाम मंजुल पुत्री दीपक भण्डारी के बजाये मंजुल उपनाम मंजुला दर्ज किया जाना उचित है।12383 राजपत्र, हिमाचल प्रदेश, 14 फरवरी 2024/25 माघ, 1945 अतः इस बाबत आम जनता/हितबद्ध व्यक्तियों को इस इश्तहार के माध्यम से सूचित किया जाता है कि प्रार्थिया मंजुल के नाम को मंजुल उर्फ मंजुला करने बारे किसी को कोई एतराज हो तो वह इस नोटिस के छपने के एक माह के अन्दर इस न्यायालय में असालतन या वकालतन आकर अपना एतराज प्रस्तुत कर सकता है। बाद गुजरने मियाद किसी भी प्रकार का एतराज काबिले गौर न होगा तथा प्रार्थिया का नाम राजस्व अभिलेख, पटवार वृत्त तीडों के राजस्व सम्पदा टकसाल में मंजुल उर्फ मंजुला दर्ज करने के आदेश जारी कर दिए जाएंगे।

Anil Kumar s/o Shri Mohinder Pal, r/o House No. 27, Golden Estate, Ward No. 1, Baltana, SAS Nagar Mohali, Punjab has filed an application under section 13(3) of the Birth & Death Registration Act, 1969 stating therein that my birth Anil Kumar s/o Shri Mohinder Pal was born on dated 01-06-1988 at Village Kulhariwala, P.O. Mandhala, Tehsil Baddi, District Solan, Himachal Pradesh but after her birth could not be registered in the Gram Panchayat Mandhala, Tehsil Baddi, District Solan, H.P. within stipulated period. He prayed for passing necessary orders to the Registrar, Birth & Death Gram Panchayat Mandhala, Tehsil Baddi, District Solan (H.P.) for entering the same.

Therefore, by this proclamation, the general public is hereby informed that any person having objection regarding registering the birth of Sh. Anil Kumar s/o Shri Mohinder Pal, r/o House No. 27, Golden Estate, Ward No. 1, Baltana, SAS Nagar Mohali, Punjab may file his objection in this court on or before 19-02-2024, failing which no objection shall be entertained.
