No. HPERC/418.—In exercise of the powers conferred under sub-section (2) of Section 181, read with sections 30, 32, 39, 40, 42 and 86, of the Electricity Act, 2003 (36 of 2003), and all other powers enabling it in this behalf, the Himachal Pradesh Electricity Regulatory Commission, after previous publication, hereby makes the following regulations to further amend the Himachal Pradesh Electricity Regulatory Commission (Grant of Connectivity, Long-term and Medium-term intra-State Open Access and Related Matters) Regulations, 2010, read with first and second amendment thereof as per the notification issued on 07-12-2012 and 11-08-2021 and published in the Rajpatra, Himachal Pradesh on 10-12-2012 and 16-08-2021 respectively (hereinafter jointly referred to as "the said regulations"), namely :—

REGULATIONS

1. Short title and commencement.—(1) These regulations may be called the Himachal Pradesh Electricity Regulatory Commission (Grant of Connectivity, Long-term and Medium-term intra-State Open Access and Related Matters) (Third Amendment) Regulations, 2024.

(2) These regulations shall come into force from the date of their publication in the Rajpatra, Himachal Pradesh.

2. Amendment of Regulation 6.—In Regulation 6 of the Himachal Pradesh Electricity Regulatory Commission (Grant of Connectivity, Long-Term Intra-State Open Access and Related Matters) Regulations, 2010 (hereinafter referred to as "the said Regulations"), for the existing table the following table shall be substituted, namely:— "

No. HPERC-438-Supply Code.—In partial modification of Notification No. HPERC-438 - Supply Code dated 27-07-2022 and in exercise of the powers conferred under clause 1.3 of the Himachal Pradesh Electricity Regulatory Supply Code, 2009, the Himachal Pradesh Regulatory Commission hereby reconstitutes the Electricity Supply Code Review Panel, comprising of the following:—

1. The Chairman of the Electricity Supply Code Review Panel shall hold office as such for a period of two years and its all other members shall hold office by the virtue of position held by them in their respective organization until changed/replaced by the respective organization/ consumers group.

2. A member of the Electricity Supply Code Review Panel, who is a government officer or an employee/officer of any government instrumentality or of any Public Sector Undertaking, shall draw Travelling Allowance and Daily Allowance from his/her parent department or organization.

3. A member of Electricity Supply Code Review Panel, other than those referred to under sub-para(2), shall be paid sitting fee of Rs. 500/- per meeting and TA and DA at the rates admissible, in the State Government to its Grade-I officers.

4. If Director (Technical), HPSEBL is not available, the Director (Projects), HPPTCL shall chair the meeting. If both are not available, then the Executive Director (Technical), HPERC shall chair the meeting.

Whereas the above named applicant has made an application under section 8(4) and 11 of the H.P. Registration of marriage Act, 1996 for registration of his marriage. The applicant Pankaj Kumar s/o Sh. Dhan Bahadur, r/o TPO & Tehsil Shri Naina Devi Ji, Tehsil Shri Naina Devi Ji at Swarghat, Distt. Bilaspur (H.P.) hereinafter called as bridegroom and Smt. Simran Soni, hereinafter called as bride have submitted affidavits stating therein that both they have solemnized marriage with each other on 22-11-2019 as per Hindu rites and customs, but they have not registered the said marriage anywhere in India till date. The Bride Simran Soni is the daughter of Sh. Shankar Soni, r/o G551, Trans Yamuna Colony, Phase-2, Chaugan Agra, UP and her usual place of residence is TPO & Tehsil Shri Naina Devi Ji, Distt. Bilaspur (H.P.).

Hence, proclamation is hereby made to the respondents, general public and Municipal Council for inviting the objection, if any. If someone has any objection regarding registration of said marriage, he may appear in this court on or before 06-03-2024 failing which ex-parte proceeding will be initiated and the order of the registration of marriage will be prepared and announced.

No. SEC(F)1-35/2022-I-1493.—Whereas the State Election Commission had issued programme for the conduct of by-elections of Panchayati Raj Institutions in the State wherein date of withdrawal of nominations was fixed for 15-02-2024 and poll is fixed for 25-02-2024 vide notifications, dated 29-02-2024;

And whereas the State Election Commission had enforced Model Code of Conduct in the territorial jurisdiction of those Panchayat areas where by elections are scheduled to be held on 29-02-2024;

And whereas in one Panchayat wherein no nominations have been filed and there are some Panchayats where office bearers have been elected uncontested;

Therefore, the State Election Commission in exercise of the powers vested in it under Articles, 243K of the Constitution of India and Section 160 of the Himachal Pradesh Panchayati Raj Act, 1994 hereby lifts Model Code of Conduct in the territorial jurisdiction of those Panchayats wherein no nominations is filed or office bearers have been elected unanimously.
