No. Fin-2-C(12)1/2023(I).—Government of Himachal Pradesh hereby notifies the sale of Himachal Pradesh Government Stock (Securities) of 10-year tenure for an aggregate amount of Rs. 500 crore (Nominal). The sale will be subject to the terms and conditions spelt out in this notification (called specific Notification) as also the terms and conditions specified in the General Notification No. Fin-2-C(12)-11/2003 dated July 20, 2007 of Government of Himachal Pradesh.

Object of the Loan :

1. (i) The Proceeds of the State Government Securities will be utilized for the development programme of the Government of Himachal Pradesh.

(ii) Consent of Central Government has been obtained to the floatation of this loan as required by Article 293(3) of the Constitution of India.

Method of Issue :

2. Government Stock will be sold through the Reserve Bank of India, Mumbai Office (PDO) Fort, Mumbai- 400 001 by auction in the manner as prescribed in paragraph 6.1 of the General Notification No. Fin-2-C(12)-11/2003 dated July 20, 2007 at a coupon rate to be determined by the Reserve Bank of India at the yield based auction under multiple price formats.

Allotment to Non-competitive Bidders :

3. The Government Stock up to 10 % of the notified amount of the sale will be allotted to eligible individuals and institutions subject to a maximum limit of 1 % of the notified amount for a single bid as per the Revised Scheme for Non-competitive Bidding Facility in the Auctions of State Government Securities of the General Notification (Annexure-II).

Place and Date of Auction :

4. The auction will be conducted by the Reserve Bank of India, at its Mumbai Office, Fort, Mumbai - 400 001 on March 12, 2024. Bids for the auction should be submitted in electronic format, on the Reserve Bank of India Core Banking Solution (E-Kuber) system as stated below on March 12, 2024.

(a) The competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) system between 10.30 A.M. and 11.30 A.M.

(b) The non-competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) system between 10.30 A.M. and 11.00 A.M.

5. The result of the auction shall be displayed by the Reserve Bank of India on its website on the same day. The payment by successful bidders will be on March 13, 2024.

Method of Payment :

6. Successful bidders will make payments on March 13, 2024 before close of banking hours by means of cash, bankers' cheque/pay order, demand draft payable at Reserve Bank of India, Mumbai/New Delhi or a cheque drawn on their account with Reserve Bank of India, Mumbai (Fort)/New Delhi.

Tenure :

7. The Stock will be of 10-year tenure. The tenure of the Stock will commence on March 13, 2024.

Date of Repayment :

8. The loan will be repaid at par on March 13, 2034.

Rate of Interest :

9. The cut-off yield determined at the auction will be the coupon rate percent per annum on the Stock sold at the auction. The interest will be paid on September 13 and March 13.

Eligibility of Securities :

10. The investment in Government Stock will be reckoned as an eligible investment in Government Securities by banks for the purpose of Statutory Liquidity Ratio (SLR) under section 24 of the Banking Regulation Act, 1949. The stocks will qualify for the ready forward facility.

No. SJE-A-(F)1/1/2016.—In partial modification of this department's Notification of even number dated 24th August, 2023, the Governor, Himachal Pradesh is pleased to amend/add the following provisions in the existing Guidelines for the appointment of Anganwadi Worker/Mini Anganwadi Workers/Helpers under ICDS Programme in Women and Child Development Department, Himachal Pradesh as under:—

Para-4: Eligibility Criteria

4 (c) Age between 18-35 years as on the last date of advertisement (This is for initial engagement at the time of recruitment of Anganwadi Worker/Helpers/Mini Anganwadi Workers, not for the appointment of Anganwadi Helpers to Anganwadi Workers).

Para-7: Marks

Selection shall be based on merit out of the total marks of 25. Marks will be awarded as follows:—

(A) Maximum 10 Marks for educational qualification will be given in the following manner:—

(i) Percentage of Marks in 10+2 subject to the Maximum of 7 marks.

(ii) Candidates who possess higher educational qualification will be given 3 additional marks as follows:

Graduates= Additional Two marks for Graduation

Post Graduates & above= One additional mark for post-graduation and above.

(Graduation degree in any discipline from a recognised university. If

Graduation degree has been acquired through Open Distance Learning

Mode (ODL), their Graduation degree should be strictly as per the norms of

UGC- Distance Education).

(B) Maximum 3 marks for experience to be given as under:—

Anganwadi Worker/Anganwadi Helper/Bal Sevika/Balwadi Teachers/Nursery Teachers/Tailoring Teachers working in the same Panchayat/Shishu Palak of ECCE who have worked for 10 months, shall be given one mark for each year of experience subject to maximum of 3 marks.

(C) 2 marks for disabled women having 40% and above disability subject to the condition that the type of disability is not such as to hamper the discharge of her job responsibility.

(D) 2 marks for SC/ST/ OBC candidates.

(E) 3 marks for State Home Inmates/Balika Ashram Inmates/Orphans/Widows/Destitute/ Divorcees/Married women whose husband are untraceable for the last 7 years/Women deserted by their husbands and who are living with their parents.

(E-I) (i) 2 marks for the unmarried girl belonging to the families having up two daughters without any male issue.

OR

(ii) 2 marks for the married women having up two daughters without any male

issue.

(F) 3 marks for personal interview.

Para-12: Appeal against selection

12.4 Second Appeal against the order of first appellate authority shall be with Director

Women and Child Development; However the Director may delegate the power to decide the

second appeal to Additional Director/Joint Director (Admin).

The remaining selection procedure and terms and conditions as notified on 24th August, 2023 as referred above will remain unchanged. The above guidelines shall come into force from the date of issue of this Notification.
