संख्याः पीईआर(एपी)-सी-ए(3)-4/2019--हिमाचल प्रदेश के राज्यपाल, भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, हिमाचल प्रदेश लोक सेवा आयोग के 13—राजपत्र/2024-19-04-2024 (643)644 राजपत्र, हिमाचल प्रदेश, 19 अप्रैल 2024/30 चैत्र, 1946 परामर्श से, इस विभाग की अधिसूचना संख्या पीईआर(एपी)सी-ए(3)-2/2017, तारीख 29-09-2017 द्वारा अधिसूचित हिमाचल प्रदेश अधीनस्थ सहबद्ध सेवा/पद (वर्ग-III, अराजपत्रित) परीक्षा नियम, 2017 में और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थातः--

1. (1) इन नियमों का संक्षिप्त नाम हिमाचल प्रदेश अधीनस्थ सहबद्ध सेवा/पद, ग्रुप-सी, परीक्षा (द्वितीय संशोधन) नियम, 2024 है।

(2) ये नियम राजपत्र (ई-गजट), हिमाचल प्रदेश में इनके प्रकाशन की तारीख से प्रवृत्त होंगे। 2. हिमाचल प्रदेश अधीनस्थ सहबद्ध सेवा/पद (वर्ग-III, अराजपत्रित) परीक्षा नियम, 2017 में,- (i) नियम 3 के उप-नियम (1) की क्रम संख्या (1) के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ः-

''सहायक राज्य कर एवं आबकारी अधिकारी''

(ii) नियम 3 के उप-नियम (2) की क्रम संख्या (ख) के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ः-

''मुख्य परीक्षा (लिखित)-

विभिन्न सेवाओं और पदों के लिए अभ्यर्थियों के अंतिम चयन हेतु मुख्य परीक्षा (लिखित) आयोग द्वारा संचालित की जाएगी। परीक्षा की स्कीम और पाठ्‌यक्रम ऐसा होगा जैसा परिशिष्ट (अपैंडिक्स)-II में विनिर्दिष्ट है। किसी भी अभ्यर्थी को लिखित परीक्षा में तब तक अर्हित नहीं समझा जाएगा जब तक कि वह समस्त पेपरों में संकलित (कुल मिलाकर) चालीस प्रतिशत अंक और प्रत्येक पेपर में कम से कम पैंतीस प्रतिशत अंक अभिप्राप्त नहीं कर लेता।''

(iii) नियम 4 के उप-नियम (2) के खण्ड (क) के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ः- ''मुख्य परीक्षा (लिखित) में, अभ्यर्थियों को उनके द्वारा अभिप्राप्त अंकों के अनुसार मैरिट के क्रम में आयोग द्वारा सूचीबद्ध किया जाएगा। अंकों की बराबरी की दशा में, मैरिट का क्रम प्रारंभिक परीक्षा में प्राप्त उच्चतम अंकों के अनुसार अवधारित किया जाएगा। यदि प्रारंभिक परीक्षा में प्राप्त अंक भी समान हैं, तो जो अभ्यर्थी आयु में ज्येष्ठ है, उसे आयु में कनिष्ठ अभ्यर्थी से ऊपर रखा जाएगा। किसी विशिष्ट सेवा के लिए अभ्यर्थी की संस्तुति करते समय उसके द्वारा अधिमान पत्रक (शीट) में अभिव्यक्त अधिमान, (यदि कोई हो), का इन नियमों के अधीन पदों के लिए विज्ञापन के प्रत्युत्तर में आवेदन प्ररूप प्रस्तुत करते समय, निम्नलिखित शर्तों के अध्यधीन सम्यक्‌ रूप से ध्यान में रखा जाएगाः--

(i) इन नियमों के अन्तर्गत विज्ञापित पदों के लिए अभ्यर्थी द्वारा मुख्य परीक्षा के लिए आवेदन प्रस्तुत करते समय, आवेदन प्ररूप में यथावर्णित अधिमान क्रम सूची भरी जाएगी/उपदर्शित की जाएगी और इस अधिमान सूची में दर्शाए गए अधिमान के क्रमानुसार मैरिट के क्रम में अभ्यर्थी का चयन किया जाएगा। एक बार अधिमान सूची प्रस्तुत किए जाने पर तत्पश्चात्‌ उसमें कोई परिवर्तन/संशोधन अनुज्ञात नहीं किया जाएगा और इस सम्बन्ध में किसी अभ्यावेदन पर विचार नहीं किया जाएगा। (ii) अभ्यर्थियों को केवल उन पदों के लिए और उसी क्रम में, जो उन्होंने अधिमान सूची में उपदर्शित किया है, चयन के लिए विचारा जाएगा। अधिमान सूची में उनके द्वारा645 राजपत्र, हिमाचल प्रदेश, 19 अप्रैल 2024/30 चैत्र, 1946 वर्णित नहीं किए गए किसी पद के लिए इस तथ्य के बावजूद कि मैरिट के क्रम में वे उन पदों के चयन के लिए पात्र हैं, उन पर विचार नहीं किया जाएगा।

(iii) यदि किसी अभ्यर्थी ने अधिमान क्रम सम्यक्‌ रूप से भरकर प्रस्तुत नहीं किया है या अधिमान क्रम उसके हस्ताक्षर के बिना प्रस्तुत किया गया है या अधिमान क्रम में कोई विकल्प/अधिमान, जो भी हो, अभिव्यक्त नहीं किया है तो उसे समस्त पदों के लिए उसी क्रम में विचारा जाएगा जैसे वे विज्ञापन में सूचीबद्ध किए गए हैं।''

(iv) नियम 6 के उप-नियम (2) के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ः-- ''न्यूनतम शैक्षिक अर्हताः--

अभ्यर्थी के पास भारत में केन्द्रीय या राज्य विधान मण्डल के अधिनियम द्वारा निगमित किसी विश्वविद्यालय या संसद के किसी अधिनियम द्वारा स्थापित अन्य शैक्षिक संस्था या विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 के अधीन घोषित डीम्ड विश्वविद्यालय, से स्नातक की उपाधि अवश्य होनी चाहिए।

टिप्पण--व्यवसायिक और तकनीकी अर्हताएं, जो राज्य सरकार द्वारा व्यवसायिक या तकनीकी उपाधि के समतुल्य मान्यता प्राप्त है, रखने वाले अभ्यर्थी भी परीक्षा में प्रवेश के लिए पात्र होंगे।''

(v) नियम 13 के उप-नियम (2) के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ः-- ''हिमाचल प्रदेश के भूतपूर्व सैनिकों से संबंधित अभ्यर्थियों को उन्मोचन प्रमाण-पत्र (डिस्चार्ज सर्टिफिकेट) और हिमाचल प्रदेश के पूर्व सैनिकों की श्रेणी के लिए आरक्षण की प्रसुविधा का दावा करने के लिए रक्षा सेवाओं से अपने पी.पी.ओ. नम्बर, रैंक और सेवानिवृत्ति की तारीख की बाबत पूर्ण विवरण प्रस्तुत करना होगा। 13-02-2020 को या उसके पश्चात्‌ जारी किए गए शॉर्ट सर्विस कमीशन अधिकारी (एस.एस.सी.ओ.एस.) को मुख्य परीक्षा के समय ग्रेच्युटी प्राप्त करने के प्रमाण की एक प्रति भी संलग्न करनी होगी।'' (vi) परिशिष्ट-II के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ः--

''मुख्य परीक्षा का मानदण्ड/पाठ्‌यक्रम

1. पेपर-I अंग्रेजी (परंपरागत-03 घंटे)

अंगे्रजी की उनकी समझ और शब्दों के उपयोग की क्षमता का परीक्षण करने के लिए प्रारूप (डिजाइन) किए गए प्रश्नों के उत्तर देने के लिए अभ्यर्थियों को 03 घंटे का समय लगेगा। कुछ प्रश्न उनकी तर्क शक्ति, (विवक्षा) निहितार्थ समझने की उनकी क्षमता, महत्वपूर्ण और कम महत्वपूर्ण के मध्य अंतर करने की क्षमता और निबंध लिखने की क्षमता का परीक्षण करने के लिए भी तैयार किए जाएंगे।

गद्यांश साधारणतः--सारांश या संक्षेपण के लिए निर्धारित किया जाएगा। संक्षिप्त एवं प्रभावी अभिव्यक्ति के लिए श्रेय दिया जाएगा अधिकतम अंक-150.

2. पेपर-।। हिंदी (परंपरागत-03 घंटे)

(i) अंग्रेजी अनुच्छेद का हिंदी में अनुवाद

(ii) हिंदी गद्यांश की गद्य और पद्य में उसी भाषा में व्याख्या646 राजपत्र, हिमाचल प्रदेश, 19 अप्रैल 2024/30 चैत्र, 1946 (iii) रचना (निबंध, मुहावरे, शुद्धियां आदि) अधिकतम अंक-150. 3. पेपर-III (सामान्य ज्ञान-03 घंटे)

हिमाचल प्रदेश का इतिहास, भूगोल और सामाजिक-आर्थिक विकास। राष्ट्रीय एवं अंतर्राष्ट्रीय महत्व की समसामयिक घटनाओं तथा उनके वैज्ञानिक पहलुओं में प्रतिदिन अवलोकन एवं अनुभव के ऐसे विषयों का ज्ञान जिसकी अपेक्षा एक शिक्षित व्यक्ति से की जा सकती है जिसने किसी भी वैज्ञानिक विषय का विशेष अध्ययन नहीं किया हो। पेपर में भारत के आधुनिक इतिहास (1857 के पश्चात्‌), भारतीय संस्कृति, भारतीय राजनीति, भारत की अर्थव्यवस्था और भारत के भूगोल जैसे स्वरूप के प्रश्न भी सम्मिलित होंगे, जिन्हें अभ्यर्थी विशेष अध्ययन के बिना उत्तर देने में सक्षम होंगे और महात्मा गांधी की शिक्षाओं पर प्रश्न होंगे। अधिकतम अंक-200'' (vii) परिशिष्ट-III का लोप किया जाएगा

NOTIFICATION

Shimla-2, the 9th April, 2024

No. Per (AP)-C-A(3)-4/2019.—In exercise of the powers conferred by proviso to Article 309 of the Constitution of India, the Governor of Himachal Pradesh, in consultation with the Himachal Pradesh Public Service Commission, is pleased to make the following rules further to amend the Himachal Pradesh Subordinate Allied Services/Posts (Class- III, Non-Gazetted) Examination Rules, 2017, notified vide this Department Notification No. Per(AP)-C-A (3)-2/2017 dated 29th September, 2017 namely:—

1. (1) These rules may be called the Himachal Pradesh Subordinate Allied Services/Posts, Group-C Examination (Second Amendment) Rules, 2024.

(2) These Rules shall come into force from the date of publication in the Rajpatra (e- Gazette) Himachal Pradesh.

2. In the Himachal Pradesh Subordinate Allied Services/Posts, (Class-III, Non-Gazetted) Examination Rules, 2017,—

namely:—

"Assistant State Taxes & Excise Officer." (ii) For clause (b) of sub-rule (2) of rule 3, the following shall be substituted, namely:—

"Main Examination (written)—

For final selection of candidates for the various services and posts main examination (written) shall be conducted by the Commission. The scheme of examination and syllabi shall be as specified in Appendix II. No candidate would be considered to have qualified the written test unless he obtains 40% marks in aggregate in all papers and at least 35 % marks in each paper.

(iii) For clause (a) of sub-rule (2) of rule 4, the following shall be substituted, namely:—

"The candidates will be listed by the Commission in the order of merit, according to the marks obtained by them in the main Examination (Written). In the event of tie, order of merit shall be determined in accordance with highest marks secured in the Preliminary examination. If the marks obtained in Preliminary Examination are also equal, then candidate who is senior in age will be placed above the candidate junior in age. While recommending a candidate for a particular service, due consideration will be given to the preference, (if any), expressed by him/her in the preference sheet, at the time of submission of Application Form in response to the advertisement for the posts under these rules, subject to the following conditions:—

(i) Preference list for the posts advertised under these rules, as mentioned in the Application Form shall be filled in/indicated by the candidate at the time of submission of application form for the main examination and the candidate will be selected in the order of merit according to the order of preference list. Once the preference list has been submitted, no change/amendment therein shall be permitted and no representation will be considered in this regard.

(ii) The candidates will be considered for selection only for those posts and in the order as indicated by him/her in the preference list. They will not be considered for any post not mentioned by them in the preference list, irrespective of the fact that in the order of merit they are eligible for selection to those posts.

(iii) If a candidate has not submitted the preference list duly filled in, to the Commission, or has submitted the preference list without his/her signature or has not expressed any choice/preference whatsoever in the preference list, will be considered for all posts in the order in which these have been listed in the advertisement."

(iv) For the clause 2 of rule 6 of the following shall be substituted, namely:—

"Minimum Educational qualification:—

A candidate must hold a bachelor degree of any of the Universities incorporated by an Act of the Central or State Legislature in India or other Educational Institutions established by an Act of Parliament or declared to be a deemed university under section 3 of the University Grants Commission Act, 1956.

Note:—Candidates possessing professional and technical qualifications, which are recognized by the State Government, as to professional or technical degree, would also be eligible for admission to the examination."

(v) For sub-rule (2) of rule 13, the following shall be substituted, namely:—

"The candidates belonging to Ex-Servicemen of Himachal Pradesh will have to furnish Discharge Certificate and full detail in respect of their P.P.O. No., Rank, and date of retirement from the Defense Services to claim the benefit of reservation for the category of Ex-Serviceman of Himachal Pradesh. The Short Service Commissioned Officers (SSCOs) released on or after 13-02-2020 shall also attach a copy of proof of having received gratuity at the time of main examination."

(vi) For Appendix-II, of the following shall be substituted, namely:—

"Standard/Syllabus of Main Examination

1. Paper-I English (Conventional- 03 Hours)

Candidates will be required to 3 hours answer questions designed to test their understanding of English and workmen like use of words. Some of the questions will be devised to test also their reasoning power, their capacity to perceive implications their ability to distinguish between the important and the less important and to write an essay. Passage will usually be set for summary or précis. Credit will be given for concise and effective expression. Maximum Marks-150.

2. Paper-II Hindi (Conventional -03 Hours)

(i) Translation of an English passage into Hindi

(ii) Explanation of Hindi passage in Prose and Poetry in same language.

(iii) Composition (Essay, Idioms, correction etc.) Maximum Marks-150.

3. Paper-III (General Knowledge -03 Hours)

History, Geography and socio-economic development of Himachal Pradesh. Knowledge of current events of National and International importance and of such matter of every day observation and experience in their scientific aspects as may be expected of an educated person who has not made a special study of any scientific subject. The paper will also include questions649 राजपत्र, हिमाचल प्रदेश, 19 अप्रैल 2024/30 चैत्र, 1946 on Modern History (From 1857 onwards) of India, Indian Culture, Indian Polity, India Economy and Geography of India of such nature as candidates should be able to answer without special study and questions on the teachings of Mahatma Gandhi.

Maximum Marks-200" (vii) The appendix-III shall stand omitted.

Kanerar, Tehsil Sujanpur, District Hamirpur (H.P.) and Tamana age 22 years d/o Jasbir Singh, r/o House No. 2383/13, Gali No. 02, Bagh Rama Nand, Amritsar Punjab have filed an application alongwith affidavits in this court under section 16 of Special Marriage Act, 1954 (Central Act) as amended by the Marriage Laws (Amendment Act 01, 49 of 2001) that they have solemnized their marriage ceremony on 30-06-2023 at Village Gali No. 02, Bagh Rama Nand, Amritsar Punjab as per Hindu Rites and Customs and they are living together as husband and wife since then. Hence their marriage may be registered under Special Marriage Act, 1954.

Therefore, the general public is hereby informed through this notice that any person who has any objection regarding this marriage can file the objection personally or in writing before this court on or before 25-04-2024. After that no objections will be entertained and marriage will be registered accordingly.
