संख्याः जी.ए.डी.-सी-बी-1-1/2020.--हिमाचल प्रदेश के राज्यपाल, भारत के संविधान के अनुच्छेद 187 के खण्ड (3) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, अध्यक्ष, हिमाचल प्रदेश विधान सभा के परामर्श से, अधिसूचना संख्याः 13-2/71-जी.ए.डी. तारीख 27 मार्च, 1974 द्वारा अधिसूचित और राजपत्र, हिमाचल प्रदेश में 27 अप्रैल, 1974 को प्रकाशित दी हिमाचल प्रदेश विधान सभा सैक्रेटेरिएट (रैक्रूटमैंट एण्ड कन्डीशन्ज ऑफ सर्विस) रूल्ज, 1974 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ः--

(1) इन नियमों का संक्षिप्त नाम दी हिमाचल प्रदेश विधान सभा सैक्रेटेरिएट 1. संक्षिप्त नाम और

प्रारम्भ।

(रैक्रूटमैंट एण्ड कन्डीशन्ज ऑफ सर्विस) अमेंडमेंट रूल्ज, 2024 है। (2) ये नियम, राजपत्र (ई-गजट), हिमाचल प्रदेश में प्रकाशित किए जाने की तारीख से प्रवृत्त होंगे।

2. सैकन्ड शैडयूल का दी हिमाचल प्रदेश विधान सभा सैक्रेटेरिएट (रैक्रूटमैंट एण्ड कन्डीशन्ज ऑफ सर्विस) रूल्ज, 1974 से संलग्न सैकण्ड शैडयूल में ़-

संशोधन।

(क) क्रम संख्या 5 के सामने स्तम्भ संख्या 6 के विद्यमान उपबन्धों के स्थान पर

निम्नलिखित रखा जाएगा, अर्थात्‌ः-

"By promotion from amongst the Section Officers who possess (05) five years regular service or regular combined with continuous adhoc service, if any, in the grade failing which by promotion from amongst the Section Officers who possess 06 (six) years' regular service or regular combined with continuous adhoc service, if any, combined as Section Officer and Superintendent Grade-II; which shall include essential service of 03 years' as Section Officer.";

(ख) क्रम संख्या 16 के सामने स्तम्भ संख्या 6 के विद्यमान उपबन्धों के

स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ः--

"By promotion from amongst the Superintendent Grade-II (Ex-1452 राजपत्र, हिमाचल प्रदेश, 27 मई, 2024/06 ज्येष्ठ, 1946 Cadre), Senior Assistants/ Senior Translators/ Research Assistants with 6 years' regular service or regular combined with continuous adhoc service rendered, if any, in the grade. For the purpose of promotion a combined seniority of Supdt. Gr-II (Ex-Cadre), Sr. Assistants, Sr. Translators & Research Assistants based on the length of service without disturbing their cadre-wise seniority, shall be prepared.";

(ग) क्रम संख्या 25 के सामने स्तम्भ संख्या 5 के क्लॉज़ (i) के सब-क्लॉज़ (ंंa) के विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ः-

"(i) Bachelor's Degree from recognized University.";

(घ) क्रम संख्या 26 के सामने स्तम्भ संख्या 5 के विद्यमान उपबन्धों के

स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ः--

"Essential Qualification(s):

Bachelor Degree in Library Science from a recognized University.

Or

Should have passed 10+2 with a diploma in Library Science from a

recognized University/ Institute.";

(ड़) क्रम संख्या 29 के सामने स्तम्भ संख्या 6 के विद्यमान उपबन्धों के

स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ः-

"By promotion form amongst Gestetner Operators/Daftries with three year's regular service or regular combined with continuous adhoc service rendered, if any, in the grade failing which by promotion from amongst the Gestetner Operators and Daftries with six years regular service or regular combined with continuous adhoc service as Gestetner Operator/Daftries/Library Attendant and Jamadar combined including one year's essential service as Gestetner Operator and Daftry failing both by promotion from amongst the Gestetner Operator/ Daftry/Library Attendants/ Jamadar/ Peon with 15 years regular service or regular combined with continuous adhoc service rendered, if any, in the grade including one year's essential service as gestetner operator and daftry. For the purpose of promotion a combined seniority of eligible officials on the basis of length of service without disturbing their cadre wise seniority shall be prepared.";

(च) क्रम संख्या 33 के सामने स्तम्भ संख्या 5 के क्लॉज़ (i) के विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ः--1453 राजपत्र, हिमाचल प्रदेश, 27 मई, 2024/06 ज्येष्ठ, 1946 "(i) Should be Matric Pass from a recognized Board of

School Education/Institution."

NOTIFICATION

Shimla-171002, the 25th May, 2024

No. GAD-C-B-1-1/2020.— In exercise of the powers conferred by clause (3) of article 187 of the Constitution of India, the Governor, Himachal Pradesh, in consultation with the Speaker of Himachal Pradesh Vidhan Sabha is pleased to make the following rules further to amend the Himachal Pradesh Vidhan Sabha Secretariat (Recruitment and Conditions of Service) Rules, 1974, notified vide Notification No. 13-2/71-GAD, dated 27th March, 1974, and published in Rajpatra, Himachal Pradesh, dated 27th April, 1974, namely:—

1. Short title and

commencement.

(1) These rules may be called the Himachal Pradesh Vidhan Sabha Secretariat (Recruitment and Conditions of Service) Amendment Rules, 2024.

(2) These rules shall come into force from the date of publication in the Rajpatra (e-Gazette), Himachal Pradesh.

2. Amendment of

SECOND SCHEDULE.

In the SECOND SCHEDULE appended to the Himachal Pradesh Vidhan Sabha Secretariat (Recruitment and Conditions of Service) Rules, 1974.—

(a) For the existing provisions in Column Number 6 against Serial Number 5, the following shall be substituted, namely:—

"By promotion from amongst the Section Officers who possess (05) five years regular service or regular combined with continuous adhoc service, if any, in the grade failing which by promotion from amongst the Section Officers who possess 06 (six) years' regular service or regular combined with continuous adhoc service, if any, combined as Section Officer and1454 राजपत्र, हिमाचल प्रदेश, 27 मई, 2024/06 ज्येष्ठ, 1946 Superintendent Grade-II; which shall include essential service of 03 years' as Section Officer."

(b) For the existing provisions of Column Number 6 against Serial Number 16, the following shall be substituted, namely:—

"By promotion from amongst the Superintendent Grade-II (Ex-Cadre), Senior Assistants/Senior Translators/ Research Assistants with 6 years' regular service or regular combined with continuous adhoc service rendered, if any, in the grade. For the purpose of promotion a combined seniority of Supdt. Gr-II (Ex- cadre), Sr. Assistants, Sr. Translators & Research Assistants based on the length of service without disturbing their cadre-wise seniority, shall be prepared."

(c) For the existing provisions of sub-clause (a) of clause (i) of Column Number 5 against Serial Number 25, the following shall be substituted, namely:—

(d)

"(i) Bachelor's Degree from recognized University."

(e) For the existing provisions of Column Number 5 against Serial Number 26, the following shall be substituted, namely:—

"Essential Qualification(s):

or

(f) For the existing provisions of Column Number 6 against Serial Number 29, the following shall be substituted, namely:—

(g) For the existing provisions in Clause (i) of Column Number 5 against Serial Number 33, the following shall be substituted, namely:—

"(i) Should be Matric Pass from a recognized Board of

अतः सर्वसाधारण व आम जनता को इस इश्तहार द्वारा सूचित किया जाता है कि यदि किसी व्यक्ति को उपरोक्त प्रार्थीगणों की शादी से सम्बन्धित ग्राम पंचायत के अभिलेख में दर्ज करने बारे कोई एतराज हो तो वह दिनांक 27-05-2024 को सुबह 10.00 बजे या इससे पूर्व असालतन या वकालतन हाजिर अदालत आकर अपना एतराज दर्ज करवा सकता है। इसके उपरान्त कोई भी एतराज समायत न होगा तथा नियमानुसार शादी दर्ज करने के आदेश सम्बन्धित ग्राम पंचायत को पारित कर दिए जाएंगे।
