Dated, the 11th July, 2024

No. SEC(F)1-40/2023-2558.—In exercise of the powers vested in it under Article 243K & 243ZA of the Constitution of India, Section 160 of the Himachal Pradesh Panchayati Raj Act, 78—राजपत्र/2024-12-07-2024 (2247)2248 राजपत्र, हिमाचल प्रदेश, 12 जुलाई, 2024/21 आषाढ़, 1946 1994, Section 281 of the H.P. Municipal Act, 1994, Section 9 of the Himachal Pradesh Municipal Corporation Act, 1994 read with Rule 22 of the Himachal Pradesh Panchayati Raj (Elections) Rules, 1994, Rule 26 of the H.P. Municipal Election Rules, 2015 and Rule 24 of Himachal Pradesh Municipal Corporation Election Rules, 2012 respectively, the State Election Commission, Himachal Pradesh hereby directs a special revision of electoral rolls of those Panchayats of the State wherein any casual vacancies have occurred and Municipal Council Sujanpur of District Hamirpur, Ner Chowk of District Mandi and Municipal Corporation Solan.

The special revision of electoral rolls shall also be undertaken in such local bodies wherein any office bearers have tendered resignation from the post but the same have not been accepted due to moratorium period prescribed under relevant rules. Similarly, in death cases updation of electoral rolls shall also be undertaken irrespective of the fact that vacancy is yet to be declared. The programme shall not be applicable to those casual vacancies which are sub-judice in any court of law.

The date of determining the eligibility of a person for inclusion of the name in the electoral rolls shall be 01-07-2024 as required under Rule 14 (e) H.P. Panchayati Raj (Elections) Rules, 1994, 17(a) of the H.P. Municipal Election Rules, 2015 and 16(e) of the Himachal Pradesh Municipal Corporation Election Rules, 2012. The programme is as under:—

The last updated final electoral rolls alongwith Supplementary List-2022, 2023, 2024 if any, shall be notified as draft electoral rolls under Rule 15 of Himachal Pradesh Panchayati Raj (Elections) Rules, 1994, Rule 19 of the HP Municipal Election Rules, 2015 and Rule 17 of Himachal Pradesh Municipal Corporation Election Rules, 2012.

The District Election Officer (Panchayat) and Electoral Registration Officer of concerned Municipality will appoint Revising Authorities as required under relevant provisions of the Rules and ensure that wide publicity of the said appointment and of the special revision programme is made. After the disposal of claims, objections and appeals, if any, District Election Officer (P) and Electoral Registration Officer shall prepare a supplementary list 2024-II through ERMS Software and shall issue a notice of final publication of electoral rolls as per schedule fixed by the Commission. The finally published electoral rolls shall be uploaded on the official website of the State Election Commission.

As soon as the notice of final publication is issued by the District Election Officers (P) and concerned Electoral Registration Officers, the intimation of the same be sent to the Commission immediately through E-mail followed by confirmation by post. Thereafter, adequate copies of the Supplementary List, 2024-II shall be printed locally after completing all the codal formalities.

These Supplementary Lists shall be added to the main electoral rolls. The last finally published electoral rolls alongwith Supplementary List, 2022, 2023 and 2024 if any, and Supplementary list- 2024-II shall be used in the ensuing bye-elections to fill the casual vacancies.

The relevant provisions enshrined under Himachal Pradesh Panchayati Raj (Elections) Rules, 1994, H.P. Municipal Election Rules, 2015 and Himachal Pradesh Municipal Corporation Election Rules, 2012 shall be adhered to strictly for the preparation of electoral rolls through special revision. Needless to say that the aforesaid programme should be implemented in letter and spirit. If any violation of this programme is noticed, it will be in contravention of the mandate of the Constitution of India and relevant statutory provisions which may lead to serious consequences.

SPECIFIC NOTIFICATION

NOTIFICATION

Shimla, the 11th July, 2024

No. Fin-2-C(12)2/2024.—Government of Himachal Pradesh hereby notifies the sale of Himachal Pradesh Government Stock (Securities) of 10-year tenure for an aggregate amount of Rs. 500 crore (Nominal). The sale will be subject to the terms and conditions spelt out in this notification (called specific Notification) as also the terms and conditions specified in the General Notification No. Fin-2-C(12)-11/2003 dated July 20, 2007 of Government of Himachal Pradesh.

Object of the Loan :

1. (i) The Proceeds of the State Government Securities will be utilized for the development programme of the State of Himachal Pradesh.

(ii) Consent of Central Government has been obtained to the floatation of this loan as required by Article 293(3) of the Constitution of India.

Method of Issue :

2. Government Stock will be sold through the Reserve Bank of India, Mumbai Office (PDO) Fort, Mumbai- 400 001 by auction in the manner as prescribed in paragraph 6.1 of the General Notification No. Fin-2-C(12)-11/2003 dated July 20, 2007 at a coupon rate to be determined by the Reserve Bank of India at the yield based auction under multiple price formats.

3. The Government Stock up to 10 % of the notified amount of the sale will be allotted to eligible individuals and institutions subject to a maximum limit of 1 % of the notified amount for a single bid as per the Revised Scheme for Non-competitive Bidding Facility in the Auctions of State Government Securities of the General Notification (Annexure -II).

Place and Date of Auction :

4. The auction will be conducted by the Reserve Bank of India, at its Mumbai Office, Fort, Mumbai -400 001 on July 16, 2024. Bids for the auction should be submitted in electronic format, on the Reserve Bank of India Core Banking Solution (E-Kuber) system as stated below on July 16, 2024:

(a) The competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) system between 10.30 A.M. and 11.30 A.M.

(b) The non-competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) system between 10.30 A.M. and 11.00 A.M.

Result of the Auction :

5. The result of the auction shall be displayed by the Reserve Bank of India on its website on the same day. The payment by successful bidders will be on July 18, 2024.

Method of Payment :

6. Successful bidders will make payments on July 18, 2024 before close of banking hours by means of cash, bankers' cheque/pay order, demand draft payable at Reserve Bank of India, Mumbai/New Delhi or a cheque drawn on their account with Reserve Bank of India, Mumbai (Fort)/New Delhi.

Tenure :

7. The Stock will be of 10-year tenure. The tenure of the Stock will commence on July 18, 2024.

Date of Repayment :

8. The loan will be repaid at par on July 18, 2024.

Rate of Interest :

9. The cut-off yield determined at the auction will be the coupon rate percent per annum on the Stock sold at the auction. The interest will be paid on January 18 and July 18.

10. The investment in Government Stock will be reckoned as an eligible investment in Government Securities by banks for the purpose of Statutory Liquidity Ratio (SLR) under section 24 of the Banking Regulation Act, 1949. The stocks will qualify for the ready forward facility.
