No. EDUC-F04/1/2024-EDU-C(213444).—In all Government schools of Himachal Pradesh, hot cooked Mid-Day-Meal is served to all students of class Nursery to Eighth Grade under 88—राजपत्र/2024-26-07-2024 (2537)2538 राजपत्र, हिमाचल प्रदेश, 26 जुलाई, 2024/04 श्रावण, 1946 Pradhan Mantri Poshan Shakti Nirman (PMPOSHAN) Scheme. To further improve the nutritional status of school students at elementary level, the Governor, Himachal Pradesh is pleased to notify a new Scheme titled " Mukhya Mantri Bal Paushtik Aahaar Yojna".

The salient features of the scheme are as under:—

a. Under this scheme, boiled eggs/fruits (preferably Banana or Apple) as per choice of the students/guardians, shall be provided as supplementary nutrition item (top- up), once in a week, alongwith Mid Day Meal to the Students of classes Nursery to Eighth Grade from the financial year 2024-25.

b. These supplementary items shall be procured & purchased fresh from local market at the School level.

c. The requisite funds @ Rs.7/- per child per school day (once in a week) will be provided separately to the Schools for the purpose.

d. The expenditure on this scheme will be debitable from following Head of Accounts:—

Further, the Standard Operating Procedure (SOP) for provision of Supplementary nutrition item under this scheme will be as per 'Annexure-A'.

"ANNEXURE-A"

The Standard Operating Procedure (SOP) for provision of Supplementary nutrition item

under 'Mukhya Mantri Bal Paushtik Aahaar Yojna' notified vide Notification No. EDUC-

F04/1/2024-EDU-C(213444), Dated 20th July, 2024

i. The supplementary nutrition item (top-up), such as boiled eggs or fruits (preferably Bananas or Apples) according to the choice of the students or guardians, shall be compulsorily given to all students from Nursery to Eighth grade alongwith the mid-day meal once a week, preferably on Wednesday. In case of a holiday on Wednesday, the supplementary nutrition item will be provided to the students on the next working day.

ii. The mid day meal teacher-in-charge with the help of Cook-cum-Helpers of the concerned school, will ensure the implementation of the scheme, which will be further2539 राजपत्र, हिमाचल प्रदेश, 26 जुलाई, 2024/04 श्रावण, 1946 monitored by the Principals /Head Masters / Centre Head Teachers / HTs/SMCs and all higher authorities from time to time.

iii. The supplementary nutrition item (top-up) such as eggs or fruits (preferable Banana or Apple) shall be procured and purchased fresh from the local market at the school level. However, Self Help Group/Mahila Mandal / SMCs may also be involved in this procurement process.

iv. The requisite budget for the procurement of supplementary nutrition items (top-up) will be allocated to Block Elementary Education Officers through the treasury route based on the number of students in each block. The Block Elementary Education Officers will further distribute the budget to the schools under their jurisdiction based on the number of students and the per-day per-child rate on a quarterly basis.

v. The account of utilized funds on account of supplementary nutrition item (top-up) shall also be maintained separately in the school record at school level. However, all the instructions, guidelines and norms issued by the State Government /Department from time to time regarding utilization of funds under this Scheme shall be adhered in letter & spirit on the analogy of PM Poshan Scheme guidelines.

vi. The monthly and quarterly expenditure report with regard to utilized funds shall be furnished separately by all schools to their respective Block Elementary Education Officers (BEEO's). The Block Elementary Education Officers (BEEO's) will then submit a consolidated report to their respective Deputy Directors Elementary Education (DDEE's). Subsequently, the DDEE's will submit the consolidated report of their respective Districts to the Directorate of Elementary Education periodically for further action.

vii. The supplementary nutrition items (top-up), such as eggs and fruits, must be fresh, clean and safe for distribution and consumption to avoid any kind of contamination among the students. It shall be ensured that the eggs and fruits procured for distribution and consumption by the students are of good quality and in good condition and are kept in a safe and clean place before distribution. Additionally, it shall be ensured that these items are properly cleaned and that the eggs are properly boiled before being distributed to the students for consumption.

viii. It must be ensured that the peels of eggs and fruits are not thrown in open areas within the school premises. Instead, they must be placed in proper pits constructed in the school premises, in compliance with the Hon'ble NGT Order in OA No. 606 of 2018, to keep the school premises clean at all times.

ix. The Food Safety Standard Authority of India (FSSAI) guidelines & norms shall be adhered in letter & spirit while purchasing/distribution of supplementary nutrition item (top-up) like eggs / fruits once in a week to the students.

No. TCP-F05/4/2022.—WHEREAS, the draft amendments in the Development Plan for Shimla Planning Area, notified vide Notification No. TCP-F05/4/2022, dated 20-06-2023 was published in the Rajpatra (e-Gazette) Himachal Pradesh on 12th January, 2024 by the Director, Town & Country Planning, Himachal Pradesh for inviting objection(s) and suggestion(s) under sub-section (1) of Section 19 of the Himachal Pradesh Town and Country Planning Act, 1977 (12 of 1977) read with Rule 11 of Himachal Pradesh Town and Country Planning Rules, 2014 vide Notice No. HIM/TP/PJT/AZR-Shimla/2023/Vol-I/7393-7416, dated 11th January, 2024 ;

AND, WHEREAS, six objections/suggestions were received by the Director, Town & Country Planning within the stipulated period which were duly considered and modifications were made. The draft amendments in the said Development Plan were submitted to the Government for approval under the provisions as contained in sub-section (2) of Section 19 of the Himachal Pradesh Town and Country Planning Act, 1977 ; and

NOW THEREFORE, in exercise of the powers conferred under sub-section (1) of Section 20 of the Himachal Pradesh Town and Country Planning Act, 1977 (12 of 1977), the Governor, Himachal Pradesh is pleased to approve the following amendments in the Development Plan for Shimla Planning Area, without modifications, namely :—

AMENDMENT(s) IN CHAPTER-17

In Chapter-17 of the Development Plan for Shimla Planning Area, following amendments are carried out, namely :—

1. In sub-regulation 1 (3) of regulation 17.2. "Green Areas", after Sr. No. (xvii), following eight (8) new Green areas/belt shall be inserted, namely:—

''xviii. RETREAT

Starting from the main entry gate of the Punjab Governor House at Chharabra Retreat Road and then following a straight line which joints a sharp L-curve on Mashobra-Bhekhalti road (L-curve lies approximately 250 m towards Bhekhalti from the boundary of Mohal Jungle Sipur on this road). Then following the Bekhalti road towards Mashobra bazaar upto Radha Krishan Temple, then turning left and following the road joining Mashobra bazaar with Shimla Mandi road. Then following the Shimla Mandi road upto water spring near Sunderwan. From water spring going up following the outer boundary of Retreat on the hill side and joining the unmetalled wide pedestrian path at a point adjacent to private property Oakland (Monga)-excluding this private property. Then following the wide unmetalled pedestrian path till the main entry gate of erstwhile Himalayan International School and Joining the boundary of Punjab Governor House by crossing the Chhrabra Retreat road.

xix. MASHOBRA Mashobra green area starting from the junction of Mashobra bazaar road and Shimla-Tatapani road near the rain shelter further following Tattapani road2541 राजपत्र, हिमाचल प्रदेश, 26 जुलाई, 2024/04 श्रावण, 1946 up to the next junction on Tatapani road near the H.P.S.E.B. office further following Mashobra bazaar road and back to the starting point i.e. junction of Mashobra bazaar road and Shimla-Tatapani road near the rain shelter.

xx. BAND TUKDA ANDRI Band Tukda Andri green area starting from the Boileauganj Chowk and then following Shimla-Mandi road upto the HPSEB Sub Station Totu. Then following along-with M.C. boundary upto meeting point of Boileauganj and Shiv Mandir Andri Nallah and following Shiv Mandir Andri Nallah upto the Boileauganj lower Summer Hill road and then following lower Summer Hill Boileauganj road upto Boileauganj Chowk.

xxi. SHIV MANDIR ANDRI Shiv Mandir Andri green area starting from lower Summer Hill Road near Boileauganj and then following lower Summer Hill road upto the junction of Summer Hill railway station road and further following Summer Hill road upto railway pulia (near Bilaspur House) Then following lower Summer Hill road upto starting point near Boileauganj.

xxii. TAL & GIRI Summer Hill Sangti green area starting from Police Chowki Summer Hill. Then along Chayali road upto SADA boundary. Then following SADA boundary towards Sangti up to the Summer Hill Crimination Ground Nallah. Then upward nallah upto HPSEB Sub-station to Police Chowki Summer Hill by excluding all the Hostel Blocks (Old and Newly constructed) of H.P. University.

xxiii. D.P.F. KHALINI D.P.F. Khalini green area, starting from the junction of bye pass - Khalini - Forest colony road at Khalini (near HPSEB office) further following Forest colony road upto the Range Office and further following existing forest boundary along the Range office building, Forest Rest house, Guard Hut, house of Sh.P.C. Kapoor, Sh. Raju Thakur-2, Sh. Madan Lal, Sh. Purshotam Chand, Sh. Prakash Chand, Smt. Priya Devi, Sh. J.C.Verma, Sh. Ravinder Kumar Lamba, Smt. Sheela Sharma, Sh. Jagtar Singh, Sh. Sunil Gupta, Sh. Prakash Bhardwaj, Smt. Geeta Sharma, Sh. Nek Ram Sharma-4, Sh. Gain Chand Kuthiala, Sh. Jeet Ram & Others, Sh. Jeet Ram, Sh. Sahaj Ram Verma, Sh. Jeet Ram, Sh. Sant Ram Bhardwaj, Sh. Adiel Kumar Sharma and finally touching the Khalini-Janjhiri path (excluding all buildings and private properties). Further, following Khalini janjhiri path upto the house of Sh. Hem Raj and further meeting existing forest boundary along the house of Sh. Hem Raj, Sh. Shiv Ram, Sh. B.S. Thakur, Sh. Sunder lal, Sh. Shashi Ram, Sh. Ram Swaroop, cow shed of Sh. Ram Swaroop, house of Sh. J.S. Dharoch, Sh. Bhoop Ram, Sh. Nathu Ram Verma and upto the M.C. boundary and then further following M.C. boundary upto the Talland Nallah and following Talland Nallah upto bye pass road and then back on bye-pass road up to the junction of bye-pass -Khalini- Forest colony green area colony road.

xxiv. B.C.S.-MIST CHAMBER B.C.S.-Mist Chamber Green area starting from the B.C.S. Nallah near Tara Mata Temple at bye pass road then following B.C.S. Nallah downward side2542 राजपत्र, हिमाचल प्रदेश, 26 जुलाई, 2024/04 श्रावण, 1946 upto meeting point of Mist Chamber Nallah then following Mist Chamber nallah upward side upto Bye-pass road then following Bye-Pass road upto starting point i.e. B.C.S. nallah near Tara Mata Temple.

xxv. PARIMAHAL Parimahal Green area starting from the Panthaghatti junction following Kasumpti-Junga road upto Parimahal road bifurcation and further following Parimahal road upto Gate of Health and Family Welfare Training Institute, near rain shelter, then back towards starting point at Panthaghatti Junction along the residence of D.H.O. Service, Type-I, Set-1(Health & Family Welfare Qtrs.), house of Sh. Om Parkash Puri by excluding these buildings." 2. For the existing provisions in sub-regulation 1 (6) of Regulation 17.2 "High Security Zone", the following shall be substituted, namely :—

"Covering the entire area of Punjab Governor House. Then following a straight line from a point (lying on boundary of Punjab Governor house area) at the intersection of Kh. No. 106, 83 and 97 in mohal Chharabra to a point on Bhekhalti road at the boundary of mohal Jungle Sipur (near HT line pole). Then following the Bekhalti road towards Mashobra bazaar upto Radha Krishan Temple. Then turning left and following the road joining Mashobra bazaar with Shimla-Mandi road. Then following the Shimla Mandi road upto water spring near Sunderwan. From water spring going up following the outer boundary of Retreat on the hill side and joining the unmetalled wide pedestrian path at a point adjacent to private property Oakland (Monga)-excluding this private property. Then following the wide unmetalled pedestrian path till the main entry gate of erstwhile Himalayan International School and Joining the boundary of Punjab Governor House by crossing the Chhrabra Retreat road."

3. For the existing provisions in sub-regulation 2(4) of Regulation 17.2 "Green Belts", the following shall be inserted/ deleted, namely :—

(i) Before the words "In 17 Green Belt Area" in the first sentence, the word and sign "(a)" shall be inserted and the number '17' shall be deleted.

(ii) For the existing provisions after regulation (a)-(i) to (vi) under sub-regulation 2(4), the following new regulation shall be inserted, namely :—

(b) "In green belt No. (xviii) i.e. The Retreat, no new private construction shall be allowed except re-construction on old lines and addition and alteration in the existing building with prior approval of the State Government". 4. For the existing provisions in sub-regulation 2 (13) of Regulation 17.2 "High Security Zone", the following shall be substituted, namely :—

"No new private construction shall be allowed inside the High Security Zone except re- construction on old lines and addition and alteration in the existing building with prior approval of the State Government."

5. For the existing provisions in sub-regulation 18 of "General Regulation" of Regulation 17.2, the following shall be substituted, namely :—

Metre from the Forest land measured from the circumference of an existing tree." By order,
