No. Fin-2-C(12)2/2024 (I).—Government of Himachal Pradesh hereby notifies the sale of Himachal Pradesh Government Stock (Securities) of 9-year tenure for an aggregate amount of 94—राजपत्र/2024-02-08-2024 (2695)2696 राजपत्र, हिमाचल प्रदेश, 02 अगस्त, 2024/11 श्रावण, 1946 Rs. 500 crore (Nominal). The sale will be subject to the terms and conditions spelt out in this notification (called specific Notification) as also the terms and conditions specified in the General Notification No. Fin-2-C(12)-11/2003 dated July 20, 2007 of Government of Himachal Pradesh.

Object of the Loan :

1. (i) The Proceeds of the State Government Securities will be utilized for the development programme of the State of Himachal Pradesh.

(ii) Consent of Central Government has been obtained to the floatation of this loan as required by Article 293(3) of the Constitution of India.

Method of Issue :

2. Government Stock will be sold through the Reserve Bank of India, Mumbai Office (PDO) Fort, Mumbai- 400 001 by auction in the manner as prescribed in paragraph 6.1 of the General Notification No. Fin-2-C(12)-11/2003 dated July 20, 2007 at a coupon rate to be determined by the Reserve Bank of India at the yield based auction under multiple price formats.

Allotment to Non-competitive Bidders :

3. The Government Stock upto 10 % of the notified amount of the sale will be allotted to eligible individuals and institutions subject to a maximum limit of 1 % of the notified amount for a single bid as per the Revised Scheme for Non-competitive Bidding Facility in the Auctions of State Government Securities of the General Notification (Annexure-II).

Place and Date of Auction :

4. The auction will be conducted by the Reserve Bank of India, at its Mumbai Office, Fort, Mumbai - 400 001 on August 06, 2024. Bids for the auction should be submitted in electronic format, on the Reserve Bank of India Core Banking Solution (E-Kuber) system as stated below on August 06, 2024:

(a) The competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) system between 10.30 A.M. and 11.30 A.M. (b) The non-competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) system between 10.30 A.M. and 11.00 A.M.

Result of the Auction :

5. The result of the auction shall be displayed by the Reserve Bank of India on its website on the same day. The payment by successful bidders will be on August 07, 2024.

Method of Payment :

6. Successful bidders will make payments on August 07, 2024 before close of banking hours by means of cash, bankers' cheque/pay order, demand draft payable at Reserve Bank of India, Mumbai/New Delhi or a cheque drawn on their account with Reserve Bank of India, Mumbai (Fort)/New Delhi.

Tenure :

7. The Stock will be of 9-year tenure. The tenure of the Stock will commence on August 07, 2024.

8. The loan will be repaid at par on August 07, 2033.

Rate of Interest :

9. The cut-off yield determined at the auction will be the coupon rate percent per annum on the Stock sold at the auction. The interest will be paid on February 07 and August 07.

Eligibility of Securities :

10. The investment in Government Stock will be reckoned as an eligible investment in Government Securities by banks for the purpose of Statutory Liquidity Ratio (SLR) under section 24 of the Banking Regulation Act, 1949. The stocks will qualify for the ready forward facility.

No. TCP-F05/5/2023.—In exercise of the powers conferred by sub-section (3) of Section (1) of the Himachal Pradesh Town and Country Planning Act, 1977 (Act No. 12 of 1977), the Governor of Himachal Pradesh is pleased to appoint 2nd day of 3rd month of 2024 as the day on which the provisions of the aforesaid Act shall come into force in the following part of Revenue Villages included in the Rohru Planning Area notified vide Government Notification No. PBW (B&R)(B) 4(11)-6/84, dated 1-07-1986 namely:—

Consequent upon the enforcement of the provisions of the Act ibid in above Revenue Villages, the provisions of the Himachal Pradesh Town and Country Planning Act, 1977 (Act No. 12 of 1977), shall apply to the re-defined limits of Rohru Planning Area and total revenue Villages over which provisions of the Himachal Pradesh Town and Country Planning Act, 1977 (Act No. 12 of 1977) are enforced shall, now be as follows:—

संख्याः रैव-डी(जी)7-10/2023.--हिमाचल प्रदेश सरकार को यह प्रतीत होता है कि ग्राम कुटंग, महाल जंगी, तहसील मूरंग, जिला किन्नौर, हिमाचल प्रदेश में अवस्थित 0-05-65 हैक्टेयर कुल भूमि हिन्दुस्तान तिब्बत सड़क के पास 394.800 (राष्ट्रीय उच्च मार्ग-05) में दीवार सन्निर्माण के लिए अपेक्षित है। उपायुक्त किन्नौर के सहायक उपायुक्त, को प्रभावित परिवारों के पुनर्वास एवं पूनव्र्यवस्थापन के प्रयोजन के लिए 'प्रशासक' नियुक्त किया गया है। अतः यह अधिसूचित किया जाता है कि तहसील मूरंग, जिला किन्नौर के ग्राम कुटंग, महाल जंगी, तहसील मूरंग, जिला किन्नौर, हिमाचल प्रदेश में उक्त प्रयोजन के लिए 0-05-65 हैक्टेयर भूमि का एक टुकड़ा, जिसका विवरण निम्नलिखित है, को अर्जित किया जाना अपेक्षित हैः-

यह अधिसूचना, उन सभी जिनसे यह सम्बन्धित है हेतु भूमि अर्जन, पुनर्वास और पुनव्र्यवस्थापन में उचित प्रतिकर और पारदर्शिता अधिकार अधिनियम, 2013 (2013 का 30) की धारा 11 के उपबन्धों के अधीन की गई है।

भू-विवरण एवं योजना का भू-अर्जन अधिकारी एवं अतिरिक्त जिला दण्डाधिकारी, पूह, जिला किन्नौर के कार्यालय में किसी भी कार्य दिवस को कार्यालय समय के दौरान निरीक्षण किया जा सकेगा।

सरकार, उपायुक्त किन्नौर और उसके कर्मचारिवृन्द को भूमि में प्रवेश करने और सर्वेक्षण करने, किसी भी भूमि को समतल करने, खुदाई करने और अवमृदा का भेदन करने और समस्त अन्य कार्यों, जो उक्त अधिनियम की धारा-12 के अधीन यथाउपबन्धित कार्य के समुचित निष्पादन के लिए अपेक्षित हो, करने हेतु अधिकृत करती है।

अधिनियम की धारा-11(4) के अधीन कोई भी व्यक्ति इस अधिसूचना के प्रकाशन की तारीख से जिला कलैक्टर, किन्नौर के पूर्वानुमोदन के बिना कोई भी लेन-देन संव्यवहार नहीं करेगा या भूमि का कोई भी संव्यवहार अर्थात्‌ क्रय/विक्रय आदि नहीं करवाएगा या भूमि पर कोई विल्लंगम सृजित नहीं करेगा। अधिनियम की धारा-15 के अधीन यथाउपबन्धित हितबद्ध व्यक्तियों द्वारा, भू-अर्जन के आक्षेप, यदि कोई हो, को इस अधिसूचना के प्रकाशन की तारीख से 60 दिन की अवधि के भीतर भू-अर्जन कलैक्टर एवं अतिरिक्त जिला दण्डाधिकारी, पूह, जिला किन्नौर के समक्ष दायर किए जा सकेंगे।2707 राजपत्र, हिमाचल प्रदेश, 02 अगस्त, 2024/11 श्रावण, 1946 चूंकि अधिनियम की धारा 40(2) के दायरे में आने वाली परियोजना के लिए भूमि की तत्काल आवश्यकता है, इसलिए विनिश्चय किया गया है कि सामाजिक समाघात मूल्यांकन अध्ययन न किया जाए। उपरोक्त भू-अर्जन के कारण संभाव्य विस्थापित होने वाले परिवारों के ब्यौरे ऐसे विस्थापन की आवश्यकता के कारणों को विनिर्दिष्ट करते हुए सम्यक अनुक्रम में उपलब्ध करवाए जाएंगे।

No. Rev-D (G)7-10/2023.—WHEREAS, it appear to the Government of Himachal Pradesh that a total private land measuring 0-05-65 hectares situated in Village Kutang, Muhal Jangi, Tehsil Moorang, District Kinnaur, H.P is required for the construction of retaining wall at 394.800 (NH-5) on HT Road.

The Assistant Commissioner to Deputy Commissioner, Kinnaur is appointed as 'Administrator' for the purpose of rehabilitation and resettlement of the affected families. Therefore, it is notified that for the above said project in the village Kutang, Muhal Jangi, Tehsil Moorang, District Kinnaur, H.P. a piece of land measuring 0-05-65 hectares, whose detailed description is as below, is under acquisition:—

Schedule of land

This notification is made under the provision of section 11 of the Right to Fair Compensation and Transparency in land Acquisition, Rehabilitation and Resettlement Act, 2013 (30 of 2013) to all whom it may concern.

The Land statement and plan may be inspected in the office of the Land Acquisition Officer-cum-Additional District Magistrate, Pooh, District Kinnaur on any working day during the working hours.

The Government authorizes the Deputy Commissioner, Kinnaur and his staff to enter upon and survey land, take levels of any land, dig and bore into the sub-soil and do all other acts as may be required for the proper execution of the work as provided under section 12 of the said Act. Under Section 11(4) of the Act, no person shall make any transaction or cause any transaction of land i.e. sale/purchase etc. or create any encumbrances or such land from the date of publication of this notification without prior approval of the District Collector, Kinnaur.

Objections of the acquisition, if any, may be filed by the person interested within a period of 60 days from the date of publication of this notification as provided under section 15 of the Act before the Land Acquisition Collector-cum-Additional District Magistrate, Pooh, District Kinnaur, H.P.

Since the land is urgently required for the project falling within the purview of section 40(2) of the Act, it has been decided not to carry out the Social Impact Assessment Study. Detail of families likely to be displaced due to aforesaid land acquisition will be provided in due course of time specifying reasons necessitating such displacement.

उपरोक्त मुकदमा बारे प्रार्थिया ने इस न्यायालय में प्रार्थना पत्र गुजारा है जिसमें लिखा है कि उसका पति सुरिन्द्र कुमार पुत्र बंसी लाल, निवासी महाल मुन्दला, डा0 लदवाड़ा, मौजा लदवाड़ा, तहसील शाहपुर जिला कांगड़ा, हि0 प्र0 अरसा 28 साल पहले सेना की नौकरी हेतु घर से छुट्‌टी काट कर गए थे परन्तु कहीं रास्ते में ही गायब हो गए और आज दिन तक उनका कोई पता नहीं चल सका है। इस संदर्भ में स्थानीय पुलिस स्टेशन शाहपुर में भी प्राथमिकी दर्ज करवाई गई है । वादिया ने प्रार्थना की है कि उसके पति को मृत मानकर उसका इन्तकाल मखफूद-उल-खवरी महाल मुन्दला व मकड़ोटी में उसके जायज वारसान के नाम दर्ज व तस्दीक किया जाए।

उपरोक्त मुकदमा बारे प्रार्थी ने इस न्यायालय में प्रार्थना पत्र गुजारा है जिसमें लिखा है कि उसकी नानी संधी देवी पुत्री मंगत राम निवासी भनाला का देहांत दिनांक 22-04-2009 को हुआ है परन्तु अज्ञानतावश इसका इन्द्राज ग्राम पंचायत भनाला के रिकार्ड में दर्ज नहीं हुआ है। प्रार्थी उक्त मृत्यु तिथि को दर्ज करवाना चाहता है।
