संख्याः पीईआर(ए.पी.)-सी-ए(3)-4/2010-लूज.--हिमाचल प्रदेश के राज्यपाल, भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए, हिमाचल प्रदेश लोक सेवा आयोग के 178-राजपत्र/2024-22-11-2024 (7939) 7940 राजपत्र, हिमाचल प्रदेश, 22 नवम्बर, 2024/01 मार्गशीर्ष, 1946 परामर्श से, इस विभाग की अधिसूचना संख्याः पीईआर (ए.पी.)-सी-ए(3)-4/2010-लूज, तारीख 23 अक्तूबर, 2017 द्वारा अधिसूचित हिमाचल प्रदेश कार्मिक विभाग, चालक वर्ग-III (अराजपत्रित), सामान्य भर्ती और प्रोन्नति नियम, 2017 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ः--

1. संक्षिप्त नाम

और प्रारम्भ।

(1) इन नियमों का संक्षिप्त नाम हिमाचल प्रदेश कार्मिक विभाग, चालक, ग्रुप-सी (अराजपत्रित) सामान्य भर्ती और प्रोन्नति (द्वितीय संशोधन) नियम, 2024 है।

(2) ये नियम राजपत्र (ई-गजट), हिमाचल प्रदेश में प्रकाशित किए जाने की 2. उपाबन्ध-"क" का संशोधन।

तारीख से प्रवृत्त होंगे। हिमाचल प्रदेश कार्मिक विभाग, चालक वर्ग-III (अराजपत्रित), सामान्य भर्ती और प्रोन्नति नियम, 2017 के उपाबन्ध-"क" मेंः-

(क) स्तम्भ संख्याः 3 के सामने विद्यमान उपबन्धों के स्थान पर

निम्नलिखित रखा जाएगा, अर्थात्‌ः-

"गु्रप- सी"

(ख) स्तम्भ संख्याः 4 के सामने विद्यमान उपबन्धों के स्थान पर

निम्नलिखित रखा जाएगा, अर्थात्‌ः-

"(i) नियमित पदधारी (पदधारियों) के लिए वेतनमानः

हिमाचल प्रदेश सिविल सेवाएं (संशोधित वेतन) नियम, 2022 के अनुसार पद के समयमान से संलग्न पे-मैट्रिक्स का लेवल (स्तर)-5".

(ii) संविदा पर नियुक्त कर्मचारी (कर्मचारियों) के लिए उपलब्धियाँः "हिमाचल प्रदेश सिविल सेवाएं (संशोधित वेतन) नियम, 2022 के अनुसार तत्स्थानी संवर्ग के पे-मैट्रिक्स के लागू लेवल (स्तर) के प्रथम कोष्ठ का 60% (साठ प्रतिशत)। ";

(ग) स्तम्भ संख्या 7 के सामने विद्यमान उपबन्धों के स्थान पर निम्नलिखित

रखा जाएगा, अर्थातः-

"(क) अनिवार्य अर्हता (एं)ः

(i) किसी मान्यता प्राप्त स्कूल शिक्षा बोर्ड से दस जमा दो

पास हो।

या

(ii) पहाड़ी स्थानों पर हल्के/भारी वाहन चलाने का विधिमान्य

चालन अनुज्ञप्ति धारक होः

परन्तु दस जमा दो कक्षा में प्राप्तांकों के लिए बीस अंकों की वरीयता निम्नलिखित रीति में दी जाएगीः-

वरीयता अंक प्राप्त करने के लिए दस जमा दो परीक्षा में प्राप्तांकों की प्रतिशतता 0.20 से गुणा की जाएगी। उदाहरणार्थः- किसी व्यष्टि ने दस जमा दो की परीक्षा में 50 प्रतिशत अंक प्राप्त किए हैं, तो उसे दस अंक अनुज्ञात किए जाएंगे। (50x0.20=10)ः7941 राजपत्र, हिमाचल प्रदेश, 22 नवम्बर, 2024/01 मार्गशीर्ष, 1946 परन्तु यह और कि अभ्यर्थी ग्रुप-सी पद (पदों) की नियुक्ति के लिए पात्र होगा यदि उसने दसवीं और दस जमा दो की परीक्षा हिमाचल प्रदेश में अवस्थित किसी स्कूल / संस्थान से उत्तीर्ण की हो।

परन्तु और यह भी कि यह शर्त हिमाचल प्रदेश के वास्तविक निवासियों के लिए लागू नहीं होगी।

(ख) वांछनीय अर्हता(एंं)ः

हिमाचल प्रदेश की रूढ़ियों, रीतियों और बोलियों का ज्ञान और

प्रदेश में विद्यमान विशिष्ट दशाओं में नियुक्ति के लिए उपयुक्तता।";

(घ) स्तम्भ संख्या 15 के सामने विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ः-

"सीधी भर्ती के मामले में पद पर नियुक्ति के लिए चयन इन नियमों से संलग्न परिशिष्ट-I क तथा परिशिष्ट-I ख में विनिर्दिष्ट प्राचलों (पैरामीटरों) पर आधारित चालन/कौशल परीक्षा और मूल्यांकन के आधार पर किया जाएगा। चालन/कौशल परीक्षा का संचालन करने वाली समिति की अध्यक्षता सम्बद्ध विभाग के किसी वरिष्ठ अधिकारी/ नामनिर्देशिती द्वारा की जाएगी और जिसमें सहायक अभियन्ता (हिमाचल प्रदेश लोक निर्माण विभाग-यान्त्रिक विंग), हिमाचल प्रदेश पथ परिवहन निगम के संकर्म प्रबन्धक/चालन अनुदेशक/फोरमैन और मोटर यान निरीक्षक में से कम से कम दो तकनीकी कार्मिक सर्वदा इसमें सम्मिलित होंगे।";

(ड.) स्तम्भ संख्या 15(क)(IV) के सामने विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा, अर्थातः-

"संविदा नियुक्ति के मामले में पद पर नियुक्ति के लिए चयन इन नियमों से संलग्न परिशिष्ट-I क तथा परिशिष्ट-I ख में यथाविनिर्दिष्ट प्राचलों (पैरामीटरों) पर आधारित चालन/कौशल परीक्षा और मूल्यांकन के आधार पर किया जाएगा। चालन/कौशल परीक्षा का संचालन करने वाली समिति की अध्यक्षता सम्बद्ध विभाग के किसी वरिष्ठ अधिकारी/ नामनिर्देशिती द्वारा की जाएगी और जिसमें सहायक अभियन्ता (हिमाचल प्रदेश लोक निर्माण विभाग-यान्त्रिक विंग), हिमाचल प्रदेश पथ परिवहन निगम के संकर्म प्रबन्धक/चालन अनुदेशक/फोरमैन और मोटरयान निरीक्षक में से कम से कम दो तकनीकी कार्मिक सर्वदा इसमें सम्मिलित होंगे।";

(च) स्तम्भ संख्याः 15-क (II) तथा 15 -क (VII) (क) के सामने विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ः-

"संविदा के आधार पर नियुक्त चालक को प्रतिमास `12,780 समेकित नियत संविदात्मक रकम (जो तत्स्थानी संवर्ग के पे-मैट्रिक्स के लागू लेवल (स्तर) के प्रथम कोष्ठ का 60% (साठ7942 राजपत्र, हिमाचल प्रदेश, 22 नवम्बर, 2024/01 मार्गशीर्ष, 1946 प्रतिशत) होगा संदत्त की जाएगी।" ;

(छ) परिशिष्ट-II के क्रम संख्या 2 के सामने निबन्धन और शर्तो के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ः-

"प्रथम पक्षकार की संविदात्मक रकम प्रतिमास `12,780/- होगी (जो तत्स्थानी संवर्ग के पे-मैट्रिक्स के लागू स्तर के प्रथम कोष्ठ का साठ प्रतिशत (60%) होगी)";

परिशिष्ट-I क चालकों की भर्ती (भारी मोटर यान) अंक वितरण पद्धति (100 अंक)

समिति निम्नलिखित प्राचलिकों पर चालन परीक्षण/दक्षता परीक्षण का संचालन करेगीः- 1. यान चलाने से पूर्व परीक्षण/पूर्वावधान (सावधानी)

(i) हवा दबाव

(ii) न्यूट्रल अवस्था में यान को स्टार्ट करना

(iii) पश्च अवलोकन दर्पण व्यवस्थित करना

2. यान चलाने से पूर्व या चालन सीट पर बैठने पर चालक द्वारा महत्वपूर्ण परीक्षण

(i) उपकरण समूह, निर्दिष्ट माप आदि

3. आश्वस्त स्टियरिंग और निर्बाध गियर बदलना एवं ब्रेक द्वारा यान का सामान्य नियंत्रण (i) वह पहले चलने के लिए कौन सा गियर चुनता है? (ii) आगे की ओर चालन करने पर स्टीयरिंग का अनुमान (iii) सड़क एवं भार के अनुसार निर्बाध रूप से गियर बदलना (iv) ब्रेक का उपयोग (v) यान को पीछे मोड़ते समय स्टीयरिंग का अनुमान (vi) ऐकसेलेटर का नियंत्रण

4. चालन की कौशलता

(i) अभ्यर्थी को सर्विस डग पर पार्किंग (यान को ऊपर या नीचे की ओर मुंह करके पार्क करना), आगे और पीछे सफलतापूर्वक पार्किंग करने सहित "ट्रेक ड्राइविंग टेस्ट" पास करना होगा। यदि अभ्यर्थी ऐसा करने में विफल रहता है, तो उसे अयोग्य घोषित कर दिया जाएगा।7943 राजपत्र, हिमाचल प्रदेश, 22 नवम्बर, 2024/01 मार्गशीर्ष, 1946 5. यातायात नियम और संकेत

(i) यातायात संकेतों एवं यातायात नियमों का ज्ञान

6. 10+2 (दस जमा दो) अर्हताओं के लिए वरीयता 20 अंक-10+2 कक्षा में प्राप्त अंकों के लिए अंकः वरीयता अंक दिए जाएंगे।

7. पद से संबंधित सरकारी/अर्धसरकारी संगठन में 5 अंक (प्रत्येक पूर्ण वर्ष के लिए एक अंक) कार्य करने का अनुभवः

8. (क) अंतिम चालन परीक्षण 100 अंकों का होगा, जैसा कि नीचे वर्णित किया गया हैः-

(ख) जो अभ्यर्थी 100 में से 40 अंक प्राप्त करेगा, उसे अंतिम चालन परीक्षण में उत्तीर्ण घोषित किया जााएगा और गुणागुण (मेरिट) केवल इन्हीं अभ्यर्थियों में से तैयार की जाएगी। 40 अंक से कम अंक प्राप्त करने वाले अन्य अभ्यर्थीयों को असफल घोषित किया जाएगा। (ग) 10+2 परीक्षा में प्राप्त अंकों की प्रतिशतता को 0.20 से गुणा किया जाएगा। उदाहरण के लिएः यदि किसी व्यष्टि ने 10+2 परीक्षा में 50% अंक प्राप्त किए हैं, तो उसे 10 अंक (50x0.20=10) दिए जाएंगे।7944 राजपत्र, हिमाचल प्रदेश, 22 नवम्बर, 2024/01 मार्गशीर्ष, 1946 परिशिष्ट-I ख चालकों की भर्ती (हल्के मोटर यान) अंक वितरण पद्धति (100 अंक)

समिति निम्नलिखित प्राचलिकों पर चालन/परीक्षण/कौशल परीक्षण का संचालन करेगीः- 1. यान चलाने से पूर्व परीक्षण/पूर्वावधान (सावधानी)ः

(i) शीतलक (कुलेंट) स्तर और तेल का स्तर

(ii) न्यूट्रल अवस्था में यान को स्टार्ट करना

(iii) पश्च अवलोकन दर्पण व्यवस्थित करना

2. यान चलाने से पूर्व या चालन सीट पर बैठने से पूर्व चालक द्वारा महत्वपूर्ण परीक्षण (i) उपकरण समूह निर्दिष्ट माप आदि

NOTIFICATION

Shimla-02, 16th November, 2024

No. Per (AP)-C-A (3)-4/2010-L.—In exercise of the powers conferred by proviso to Article 309 of the Constitution of India, the Governor of Himachal Pradesh, in consultation with the Himachal Pradesh Public Service Commission, is pleased to make the following rules further to amend the Himachal Pradesh, Department of Personnel, Driver, Class-III (Non-Gazetted),7946 राजपत्र, हिमाचल प्रदेश, 22 नवम्बर, 2024/01 मार्गशीर्ष, 1946 Common Recruitment and Promotion Rules, 2017 notified vide this Department's Notification No. Per (AP)-C-A(3)-4/2010-Loose, dated 23-10-2017, namely:—

1. Short title and

Commencement.

(1) These rules may be called the Himachal Pradesh, Department of Personnel, Driver, Group-C, (Non-Gazetted) Common Recruitment and Promotion (Second Amendment) Rules, 2024.

(2) They shall come into force from the date of publication in the

Rajpatra (e-Gazette) Himachal Pradesh.

2. Amendment of

Annexure-A.

In Annexure-A to the Himachal Pradesh, Department of Personnel, Driver, Class-III (Non-Gazetted) Common Recruitment and Promotion Rules, 2017:—

(a) For the existing provisions against Col. No. 3, the

following shall be substituted, namely:—

'Group-C'

(b) For the existing provisions against Col. No. 4, the

following shall be substituted, namely:—

"(i) Pay Scale for regular incumbent(s):

Level 5 of the pay matrix attached with time scale of the post as per Himachal Pradesh Civil Services (Revised Pay) Rules, 2022.;

(ii) Emoluments for Contract Employee(s):

60% of the first cell of the applicable level of pay matrix of the corresponding cadre, as per Himachal Pradesh Civil Services (Revised Pay) Rules, 2022."

(c) For the existing provisions against Col. No.7, the

following shall be substituted, namely:—

(a) Essential Qualification(s):

(i) 10+2 from a recognized Board of School

Education.

(ii) Must possess valid driving licence for plying of

heavy/light vehicles in hilly terrain:

Provided that 20 marks- weightage for marks in 10+2 Class will be given in the following manner:—

Percentage of marks obtained in the 10+2 examination shall be multiplied by 0.20 to achieve the weightage marks. For example:—If an individual has scored 50% marks in the 10+2 examination, he/she shall be allowed 10 marks (50x0.20=10):

Provided further that a candidate shall be eligible for appointment to Group-C post(s), if he/she has passed Matriculation and 10+2 from any school/Institution situated within Himachal Pradesh.

Provided further that this condition shall not apply

to Bonafide Himachalis.

(b) Desirable Qualification(s):

Knowledge of customs, manner and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the Pradesh.";

(d) For the existing provisions against Col. No. 15, the

following shall be substituted, namely:—

"Selection for appointment to the post in the case of direct appointment shall be on the basis of driving /skill test and evaluation based on the parameters as specified in Appendix-IA and Appendix-IB attached to these rules. The Committee to conduct driving/skill test shall be headed by a senior officer/nominee of the concerned department and invariably include atleast two technical personnel out of Assistant Engineer (HPPWD- Mechanical Wing), Works Manager/Driving Instructor/Forman of HRTC and Motor Vehicle Inspector.";

(e) For the existing provisions against Col. No. 15-A(IV),

the following shall be substituted, namely:—

"Selection for appointment to the post in the case of contract appointment shall be on the basis of driving/ skill test and evaluation based on the parameters as specified in Appendix-IA and Appendix-IB attached to these rules. The Committee to conduct driving/skill test shall be headed by a senior officer/nominee of the concerned department and invariably include atleast two technical personnel out of Assistant Engineer (HPPWD-Mechanical Wing), Works Manager/Driving Instructor/Forman of HRTC and Motor Vehicle Inspector.";

(f) For the existing provisions against Col. No. 15-A (II) & 15-A (VII) (a), the following shall be substituted, namely:—

"The Driver appointed on contract basis will be paid consolidated fixed contractual amount @ `12,780 /- P.M. (which shall be 60% of the first cell of the applicable level of pay matrix of the corresponding cadre).";

(g) For the terms and condition against Sr. No. 02 of Appendix-II, the following shall be substituted, namely:—

"The contractual amount of the First Party will be `12,780/- per month (which shall be 60 % of the first cell of the applicable level of pay matrix of the corresponding cadre)."

Appendix-IA

Recruitment of Drivers (Heavy Motor Vehicle) Marks Distribution Pattern (100 Marks)

The Committee will conduct the Driving Test /Skill Test on the following parameters:—

1. Checks/Precaution before starting Vehicle:

(i) Air Pressure

(ii) Starting of vehicle in neutral position (iii) Adjustment of rear view mirror

2. Important checks by the driver before moving the vehicle or sitting on driving

Seat:

(i) Instrument cluster, gauges indicated etc.

3. General Control of the Vehicle by confident steering and smooth gear changing &

braking:

(i) Which gear he choose for moving first? (ii) Steering judgment on forward drive (iii) Changing gear smoothly according to road & load (iv ) Use of brake7949 राजपत्र, हिमाचल प्रदेश, 22 नवम्बर, 2024/01 मार्गशीर्ष, 1946 (v) Judgment of steering while reversing the vehicle (vi) Accelerator control

4. Driving Skill:

(i) Candidate has to pass the "Track Driving Test" including Parking on service dug (Parking while vehicle is facing uphill, downhill), forward & reverse successfully. If the candidate fails to do so, he will be disqualified.

5. Traffic Rules and Signs:

Knowledge of Traffic Signals & Traffic Rules.

6. Weightage for 10+2 qualifications : 20 marks- weightage for marks scored in 10+2

Class will be given.

7. Experience of working in : 05 Marks (One mark for each completed year) Govt./Semi Government organization relating to the post.

8. (a) The Final Driving Test will consist of 100 Marks as mentioned below:—

(b) The candidate who will secure 40 marks out of 100, will be declared pass in the Final Driving Test and the merit will be drawn from amongst these candidate only. Other candidates below 40 Marks will be declared fail.

(c) Percentage of marks obtained in the 10+2 examination would be multiplied by 0.20. For example:—If an individual has scored 50% marks in the 10+2 examination, he/she will be allowed 10 marks (50x0.20=10).

Subject.—Death registration u/s 13(3) of Birth & Death Registration Act, 1969 of Smt. Sheetla Devi.

WHEREAS, an application under section 13(3) of the Birth & Death Registration Act, 1969, has been submitted by Smt. Leela Devi w/o Sh. Ishwar Dass, resident of Village Ladu, Post Office Kharan, Tehsil Nankhari, District Shimla, Himachal Pradesh, seeking the registration of presumptive death for her daughter-in-law, Smt. Sheetla Devi w/o Mehar Singh. Smt. Leela Devi mother-in-law of Sheetla Devi praying that his daughter-in-law Sheetla Devi, who has been missing since 11 July, 2023, when his aunty was unwell, she was going to Rampur Bushahr along with his aunty and other for treatment. I have gone through the police record and concerned Patwari reports and local enquiry conducted by the Tehsildar Rampur Bushahr. Hence, I am of the considered opinion the based on the record examined and meticulous enquiry conducted, I have come to the conclusion that application deserves to be allowed as the same is based on facts.
