संख्याःरेव०डी (जी) 7-5/2024.—हिमाचल प्रदेश सरकार को यह प्रतीत होता है कि सार्वजनिक प्रयोजन अर्थात्‌ संसारी-किलाड–थिरोट-तांदी सड़क (कि0मी0 0.000 से कि0मी0 19.500) जिसे रणनीतिक रुप से सीमावर्ती 191—राजपत्र/2024-06-12-2024 (9311)9312 राजपत्र, हिमाचल प्रदेश, 06 दिसम्बर, 2024/15 मार्गशीर्ष, 1946 क्षेत्रों की सुरक्षा के लिए अतिमहत्वपूर्ण माना गया है, को निर्माण/चौड़ा करने के प्रयोजन के लिए तहसील लाहौल, जिला लाहौल एवं स्पिति के गांव/मुहाल तांदी, नूपे-माड़ंग, दीपे-माड़ंग, ठोलंग, तोज़िग, रांगवे, लोट, रुड़िग, किरकिर(cid:6958)ा, यंग-किरतिग, किरतिग, शान्शा, गोहरमा और रपड़िग में 113-09-07 बीघा (09-18-28 है0) निजी भूमि अजित की जानी अपेक्षित है।

उपायुक्त, लाहौल, जिला लाहौल एवं स्पिति को प्रभावित परिवारों के पुनर्वास एवं पुनस्र्थापन के प्रयोजन के लिए प्रशासक के रूप में नियुक्त किया गया है। अतः यह अधिसूचित किया जाता है कि तहसील लाहौल, जिला लाहौल एवं स्पिति के गांव / मुहाल तांदी, नूपे-माड़ंग, दीपे-माड़ंग, ठोलंग, तोज़िग, रांगवे, लोट, रुड़िग, किरकिर(cid:6958)ा, यंग-किरतिग, किरतिग, शान्शा, गोहरमा और रपड़िग में 113-09-07 बीघा (09.18.28 है0) निजी भूमि के टुकड़े जिनका विवरण निम्नलिखित है, अजित किया जाना अपेक्षित हैः—

यह अधिसूचना, उन सभी को जिसमे यह सम्बन्धित है भूमि अर्जन, पुनर्वासन और पुन(cid:7390र्)स्थापन में उचित प्रतिकार और पारदशिता अधिकार अधिनियम, 2013 (2013 का 30) की धारा 11 (1) के उपबंधों के अधीन की गई है।9318 राजपत्र, हिमाचल प्रदेश, 06 दिसम्बर, 2024/15 मार्गशीर्ष, 1946 भू-विवरण एवं योजना का भू-अर्जन अधिकारी-एवं-उपमण्डलाधिकारी (नागरिक), लाहौल, जिला लाहौल एवं स्पिति के कार्यालय में किसी भी कार्य दिवस को कार्यालय समय के दौरान निरीक्षण किया जा सके गा। सरकार, भू-अर्जन अधिकारी-एवं-उपमण्डलाधिकारी (नागरिक), लाहौल, जिला लाहौल एवं स्पिति और उसके कर्मचारीवृन्द को भूमि में प्रवेश करने और सव(cid:7287)क्षण करने, किसी भी भूमि को समतल करने, खुदाई करने और अवमृदा का भेदन करने और समस्त अन्य काय(cid:7300), जो उक्त अधिनियम की धारा 12 के अधीन यथाउपवन्धित कार्य के समुचित निष्पादन के लिए अपेक्षित हो, को करने हेतु अधिकृ त करती है।

अधिनियम की धारा 11 (4) के अधीन, कोई भी (cid:7390)क्ति इस अधिसूचना के प्रकाशन की तारीख से भू-अर्जन कलेक्टर के पूर्वानुमोदन के बिना कोई भी लेन-देन (सं(cid:7390)वहार) नही करेगा या भूमि का कोई भी सं(cid:7390)वहार अर्थात्‌ विर्कय/र्कय नहीं करवाएगा या ऐसी भूमि पर कोई विल्लंगम सृजित नही करेगा।

अधिनियम की धारा 15 के अधिन यथाउपवन्धित हितव(cid:7373) (cid:7390)क्तियों द्वारा भू-अर्जन के आक्षेप, यदि कोई हो, को इस अधिसूचना के प्रकाशन की तारीख से 60 दिन की अवधि के भीतर भू-अर्जन अधिकारी-एवं- उपमण्डलाधिकारी (नागरिक), लाहौल, जिला लाहौल एवं स्पिति हि0 प्र0 के समक्ष दायर किया जा सके गा। ंकि अधिनियम की धारा 40(2) के दायरे में आने वाली परियोजना के लिए भूमि की तत्काल आवश्यकता चू है, इसलिए विनि(cid:7391)य किया गया है कि सामाजिक समाघात निर्धारण अध्ययन न किया जाए। उपयु र्क्त भू-अर्जन के कारण विस्थापित होने वाले संभा(cid:7390) परिवारों के ब्यौरे ऐसे विस्थापन की आवश्यकता के कारणों को विनिदिष्ट करते हुए सम्यक अनुकर्म में उपलब्ध करवाए जायेंगे।

PRELIMINARY NOTIFICATION

Shimla-171 002, 29th October, 2024

No. Rev-D (G) 7-5/2023.—WHEREAS, it appears to the Government of Himachal Pradesh that a total of 113-09-07 Bigha (09.18.28 Ha.) private land is required in the Villages/Muhal Tandi, Nupe-Madang, Dipe-Madang, Tholang, Tozing, Rangway, Lote, Ruding, Kirkircha, Yang-Kirting, Kirting, Shansha, Goharma and Rapding, Tehsil Lahaul, District Lahaul & Spiti, for public purpose namely for the purpose of Construction/Widening of Sansari-Killar-Thirot-Tandi (SKTT) road from K.M. 0.000 to K.M. 19.500 which is considered strategically to be very important for security of border areas. The Deputy Commissioner, Lahaul, District Lahaul & Spiti is appointed as 'Administrator' for the purpose of rehabilitation and resettlement of the affected families. Therefore, it is notified that for the above said project in the Villages/Muhal of Tandi, Nupe-Madang, Dipe-Madang, Tholang, Tozing, Rangway, Lote, Ruding, Kirkircha, Yang-Kirting, Kirting, Shansha, Goharma and Rapding, Tehsil Lahaul, District Lahaul & Spiti pieces of private land measuring 113-09-07 Bigha (09.18.28 Ha.), whose detailed description is as below, is under acquisition:—

This notification is made under the provision of Section 11(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation & Resettlement Act, 2013 (30 of 2013) to all whom it may concern.

The Land statement and Plan may be inspected in the office of the Land Acquisition Officer-cum-Sub-Divisional Officer (Civil) Lahaul, District Lahaul & Spiti, on any working day during the working hours.

The Government authorizes the Land Acquisition Officer-cum-Sub Divisional officer (Civil) Lahaul, District Lahaul & Spiti and his staff to enter upon and survey land, take levels of any land, dig and bore into the sub-soil and do all other acts as may be required for the proper execution of the work as provided under section 12 of the said Act.

Under section 11(4) of the Act, no person shall make any transaction or cause any transaction of land i.e. sale/purchase etc., or create any encumbrances on such land from the date of publication of this Notification without prior approval of the Land Acquisition Collector. Objections of the acquisition, if any, may be filed by the person interested within a period of 60 days from the date of publication of this notification as provided under section 15 of the Act before the Land Acquisition collector-cum-Sub Divisional Officer (Civil) Lahaul, District Lahaul & Spiti, H.P.

Since the land is urgently required for the project falling within the purview of section 40(2) of the Act, it has been decided not to carry out the Social Impact Assessment Study, Detail of families likely to be displaced due to aforesaid land acquisition will be provided in due course of time specifying reasons necessitating such displacement.

विषय.--जन्म व मृत्यु पंजीकरण अधिनियम, 1969 की धारा 13(3) के तहत जन्म पंजीकरण हेतु प्रार्थना-पत्र। उपरोक्त विषय के सन्दर्भ में शकुनतला देवी पुत्री स्व0 श्री तेजू राम, गांव व डा0 महाराज नगर, तहसील जयसिंहपुर, जिला कांगड़ा (हि0प्र0) ने इस अदालत में स्वयं हाजिर होकर प्रार्थना-पत्र मय ब्यान हल्फी पेश किया व आवेदन किया है कि मेरा जन्म दिनांक 16-07-1968 को गांव व डा0 महाराज नगर, तहसील जयसिंहपुर, जिला कांगड़ा (हि0प्र0) वर्तमान में ग्राम पंचायत आशापुरी स्थित रोपडी में आता है। ग्राम पंचायत रोपडी, डा0 व तहसील जयसिंहपुर में हुआ है। इस सन्दर्भ में प्रार्थिया ने अपना शपथ पत्र भी संलग्न किया है। परन्तु अज्ञानतावश प्रार्थिया व उसके परिवार के किसी सदस्य द्वारा जन्म का पंजीकरण स्थानीय ग्राम पंचायत अभिलेख में न करवाया गया है। अतः प्रार्थिया न्यायालय के माध्यम से अपने जन्म का पंजीकरण करने का आदेश स्थानीय ग्राम पंचायत रोपडी को जारी करवाना चाहती है।

अतः अदालत को विश्वास हो चुका है कि उपरोक्त प्रतिवादी नं0 1 व 17 तामील साधारण तरीके से होना मुश्किल है। अतः इश्तहार द्वारा सूचित किया जाता है कि यदि किसी को भी उपरोक्त मुकद्दमा भू-विभाजन बारे कोई उजर व एतराज हो तो स्वयं व लिखित तौर पर दिनांक 07-12-2024 को प्रातः 10.00 बजे हाजिर अदालत होकर कोर्ट परिसर चक्कर में आकर अपना एतराज पेश करें अन्यथा एकतरफा कार्यवाही अमल में लाई जायेगी।

NOTIFICATION

Shimla-2, the 5th December, 2024

No. Fin(C)A(3)5/2004.—The Governor, Himachal Pradesh is pleased to order the amendment in the Rule-97 and Rule-157 of the H.P. Financial Rules, 2009, in the following manner :—

Rule-97. Purchase of goods without quotations.—(1) Purchase of goods up to monetary value not exceeding Rs. 10,000/- (ten thousand rupees) only on each occasion subject to a maximum of Rs. 1,00,000/- (One lakh rupees) in a Financial year, may be made by the Head of Department, Controlling Officer and Drawing and Disbursing Officer without inviting quotations or bids, on the basis of a certificate to be recorded by the authorized officer in the following format:—

" I, ____________, am personally satisfied that the goods purchased are of the requisite quality and specifications and have been purchased from a reliable supplier at a reasonable price." (2) The above monetary limit(s) may be revised by the Finance Department from time to time generally or specifically.

(3) The concerned procuring officer shall keep a record of goods purchased without inviting quotations and on each such occasion, shall work out the cumulative total of such purchases made during the Financial Year.

Rule-157. Utilization Certificate.—Institutions or Organizations receiving grants shall furnish audited utilization certificate to the Government within six months of utilization of grant-in- aid and grant–in–aid should be utilized within three months of realization or before the release of next installments of Grants-in-Aid, whichever is earlier.

This shall come into force with immediate effect.
