संख्याः रैव-डी(जी)7-1/2018-वाल्यूम-III.--राज्य सरकार को ऐसा प्रतीत होता है कि लोक प्रयोजन हेतु अर्थात भारत सरकार के डाक विभाग द्वारा मशोबरा में डाकघर भवन के लिए गांव मशोबरा, तहसील शिमला (ग्रामीण) जिला 199—राजपत्र/2024-16-12-2024 (9769)9770 राजपत्र, हिमाचल प्रदेश, 16 दिसम्बर, 2024/25 मार्गशीर्ष, 1946 शिमला, हिमाचल प्रदेश में कुल 387.56 वर्ग मीटर निजी भूमि अर्जित की जानी अपेक्षित है। अतः माननीय उच्चतम न्यायालय द्वारा विशेष इजाज़त याचिका (सी) संख्या 8459/2017 तारीख 16-4-2016 में पारित निर्देशों के अनुपालन में, घोषणा की जाती है कि गांव मशोबरा, तहसील शिमला (ग्रामीण), जिला शिमला, हिमाचल प्रदेश में उक्त प्रयोजन हेतु संरचना सहित 387.56 वर्ग मीटर भूमि के एक भाग अर्जन के अधीन है, जिसका ब्यौरा-वार विवरण निम्नलिखित रूप से हैः--

यह घोषणा हितबद्ध व्यक्तियों के आपेक्षों की सुनवाई और भू-अर्जन, पुनर्वासन और पुनव्र्यवस्थापन में उचित प्रतिकर और पारदर्शिता अधिकार अधिनियम, 2013 (2013 का 30) की धारा 15 के अधीन यथा उपबन्धित सम्यक्‌ जांच करने के पश्चात्‌ की जा रही है। प्रस्तावित भू-अर्जन के कारण किसी कुटुम्ब के विस्थापित होने की सम्भावना नहीं है।

भूमि से संबंधित रेखांकन (प्लान) का निरीक्षण भू-अर्जन कलैक्टर एवं अधिकारी, लोक निर्माण विभाग (दक्षिण जोन), विंटरफील्ड, शिमला के कार्यालय में किसी भी कार्य दिवस को कार्य-समय/दिवस के दौरान किया जा सकता है। पुनर्वासन और पुनव्र्यस्थापन स्कीम का सार सलंग्न है।

No. Rev-D (G) 7-1/2018-Vol-III.— Whereas, it appears to the State Government that a total of 387.56 square meters private land is required in the Village Mashobra, Tehsil Shimla9771 राजपत्र, हिमाचल प्रदेश, 16 दिसम्बर, 2024/25 मार्गशीर्ष, 1946 (Rural), District Shimla, Himachal Pradesh for public purpose, i.e. Post Office building at Mashobra for Postal Department, Government of India.

Therefore, it is declared that a piece of land measuring 387.56 square meters alongwith structure thereon is under acquisition for the above purpose in Village Mashobra, Tehsil Shimla (Rural), District Shimla, Himachal Pradesh in compliance of Hon'ble Apex Court directions passed in SLP (C) No. 8459/2017 dated 4-10-2016, whose detailed description is as following:

This declaration is made after hearing of objections of persons interested and due enquiry as provided under section 15 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (30 of 2013). No family is likely to be displaced due to the proposed land acquisition.

A plan of the land may be inspected in the office of Collector-cum-Land Acquisition Officer, HPPWD (South Zone), Winterfield, Shimla on any working day during the working hours/day.

A summary of the Rehabilitation and Resettlement Scheme is appended.

gatherers of forest produce, hunters, fisher folk and boatmen and such

livelihood are affected due to acquisition of land:

Central Govt. under any of its schemes and such land is under acquistion:

(iv) Particulars of trades or businesses in the affected area:

Nil.

(V) List of persons belonging to the Scheduled Castes or the Scheduled Tribe the

handicapped or physically challenged persons in the affected area.

No Scheduled Caste families are under acquisition and no land of Scheduled Tribe is under acquisition. Details of such families are given.

SPECIFIC NOTIFICATION

FINANCE DEPARTMENT

NOTIFICATION

Shimla, the 12th December, 2024

No. Fin-2-C(12)2/2024.—Government of Himachal Pradesh hereby notifies the sale of Himachal Pradesh Government Stock (Securities) of 12-year tenure for an aggregate amount of Rs. 500 crore (Nominal). The sale will be subject to the terms and conditions spelt out in this notification (called specific Notification) as also the terms and conditions specified in the General Notification No. Fin-2-C(12)-11/2003 dated July 20, 2007 of Government of Himachal Pradesh.

Object of the Loan :

1. (i) The Proceed of the State Government Securities will be utilized for the development programme of the State of Himachal Pradesh.

(ii) Consent of Central Government has been obtained to the floatation of this loan as required by Article 293(3) of the Constitution of India.

Method of Issue :

2. Government Stock will be sold through the Reserve Bank of India, Mumbai Office (PDO) Fort, Mumbai-400 001 by auction in the manner as prescribed in paragraph 6.1 of the General Notification No. Fin-2-C(12)-11/2003 dated July 20, 2007 at a coupon rate to be determined by the Reserve Bank of India at the yield based auction under multiple price formats.

Allotment to Non-competitive Bidders :

3. The Government Stock upto 10 % of the notified amount of the sale will be allotted to eligible individuals and institutions subject to a maximum limit of 1 % of the notified amount for a single bid as per the Revised Scheme for Non-competitive Bidding Facility in the Auctions of State Government Securities of the General Notification (Annexure-II).

Place and Date of Auction :

4. The auction will be conducted by the Reserve Bank of India, at its Mumbai Office, Fort, Mumbai-400 001 on December 17, 2024. Bids for the auction should be submitted in electronic format, on the Reserve Bank of India Core Banking Solution (E-Kuber) system as stated below on December 17, 2024.

(a) The competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) system between 10.30 A.M. and 11.30 A.M.

(b) The non-competitive bids shall be submitted electronically on the Reserve Bank of India Core Banking Solution (E-Kuber) system between 10.30 A.M. and 11.00 A.M.

Result of the Auction :

5. The result of the auction shall be displayed by the Reserve Bank of India on its website on the same day. The payment by successful bidders will be on December 18, 2024.

6. Successful bidders will make payments on December 18, 2024 before close of banking hours by means of cash, bankers' cheque/pay order, demand draft payable at Reserve Bank of India, Mumbai/New Delhi or a cheque drawn on their account with Reserve Bank of India, Mumbai (Fort)/New Delhi.

Tenure :

7. The Stock will be of 12-year tenure. The tenure of the Stock will commence on December 18, 2024.

Date of Repayment :

8. The loan will be repaid at par on December 18, 2036.

Rate of Interest :

9. The cut-off yield determined at the auction will be the coupon rate percent per annum on the Stock sold at the auction. The interest will be paid on June 18 and December 18.

Eligibility of Securities :

10. The investment in Government Stock will be reckoned as an eligible investment in Government Securities by banks for the purpose of Statutory Liquidity Ratio (SLR) under section 24 of the Banking Regulation Act, 1949. The stocks will qualify for the ready forward facility.
