NOTIFICATION

Shimla-2, the 8th April, 2025

No. STE-F (12)1/2019.—In pursuance of the Government's commitment towards sustainable environmental management and promoting biotechnology-driven solutions, the 22-राजपत्र/2025-01-05-2025 (1441)1442 राजपत्र, हिमाचल प्रदेश, 01 मई, 2025/11 वैशाख, 1947 Department of Environment, Science & Technology and Climate Change, the Governor of Himachal Pradesh, is pleased to notify the establishment of a dedicated BIOE3 Cell within the Department. This Cell will serve as the Nodal Unit for the implementation of the BioE3 Policy, aimed at fostering bio- economy, bio-energy and bio-environment initiatives in the State.

Composition of the BIOE3 Cell

The BIOE3 Cell shall comprise experts from the field of biotechnology, environmental sciences, energy management and policy implementation. The cell will be constituted with the following members:

1. Chairperson–Director, Department of Environment, Science Technology and Climate Change.

2. Member Secretary – Chief Scientific Officer, Department of Environment, Science Technology and Climate Change.

3. Experts (Nominated Members):

• Prof. S. S. Kanwar– Animal Biotechnology, Biochemical & Biophysical Techniques (703-2833703, 2832154, [email protected])

• Prof. Reena Gupta–Biochemistry, Immunology & Immunotechnology (702- 2830948, [email protected])

• Prof. Duni Chand – Molecular Biology, Plant Biotechnology (704-2833704, [email protected])

• Prof. Wamik Azmi–Biochemical Engineering, Metabolic Engineering (706- 2833706, [email protected])

• Dr. Savitri–Enzyme Technology, Recombinant DNA Technology, Food Biotechnology (709-2833709, savvy2000 [email protected])

• Dr. Neelam Kaushik–Microbiology, Plant Biotechnology (94180-49978, aneelam [email protected] )

• Dr. Prachi Vaid–Animal Bio-Technology, Cancer Biology, Immunology, Plants as Therapeutics, Super food, Nanobiology.

Functions of the BIOE3 Cell

The BIOE3 Cell shall be responsible for:

1. Implementation of the BioE3 Policy in coordination with relevant government departments, research institutions and industries.

2. Identifying and promoting biotechnology-based solutions for environmental sustainability, renewable energy and waste management.

bio-economy projects.

4. Monitoring and evaluating the progress of BioE3 Policy implementation and providing regular reports to the Government.

5. Advising the State Government on biotechnology-driven environmental strategies

and policy interventions.

6. Liaising with national and international organizations for resource mobilization, research collaboration and technology exchange.

Operational Guidelines

1. The BIOE3 Cell shall be headquartered at the Department of Environment, Science Technology and Climate Change, Himachal Pradesh.

2. The Cell shall convene meetings on a quarterly basis or as required for effective policy execution.

3. A dedicated budget shall be allocated for the operational and administrative expenses of the Cell.

4. The Cell shall submit annual report on the progress of the BioE3 Policy implementation to the Government.

अतः आम जनता को इस इश्तहार द्वारा सूचित किया जाता है कि ग्राम पंचायत अभिलेख में प्रार्थिया के पुत्र की जन्म तिथि का पंजीकरण करने बारे किसी भी व्यकित का किसी भी प्रकार का उजर व एतराज हो तो वह दिनांक 01-05-2025 को प्रातः 11 बजे असालतन या वकालतन हाजिर अदालत आकर अपना उजर व एतराज पेश कर सकता है अन्यथा एकतरफा कार्यवाही अमल में लाई जावेगी।

आज दिनांक 03-04-2025 को मेरे हस्ताक्षर व मोहर अदालत से जारी किया गया।
