इस अदालत में उप-मण्डलाधिकारी (ना0) महोदय चम्बा के कार्यालय पृष्ठांकन संख्या 2331/2025, दिनांक 28-04-2025 के माध्यम से प्राप्त दस्तावेज क्रमशः (1) जिला पंजीकरण (जन्म एवं मृत्यु) मुख्य चिकित्सा अधिकारी चम्बा के कार्यालय पत्र-संख्या HFW-B&D/CMO-CBA/2025/7419, दिनांक 28-04-2025, (2) शपथ पत्र आवेदिका, (3) शपथ-पत्र वाशिन्दगान देह, (4) जन्म रिपोर्ट, (5) अप्राप्यता प्रमाण-पत्र, (6) परिवार रजिस्टर नकल, (7) राशन कार्ड, (8) आधार कार्ड जिसमें आवेदिका विमलो पुत्री श्री निधिया, गांव सतापर, डाकघर सन्धी, ग्राम पंचायत दुलाहर, उप-तहसील पुखरी, जिला चम्बा (हि0प्र0) की जन्म तिथि किन्हीं कारणों से पंचायत अभिलेख में दर्ज करने से रह गई है परिणामस्वरूप पंचायत जन्म पंजीकरण रजिस्टर में आवेदिका विमलो पुत्री श्री निधिया, गांव सतापर, डाकघर सन्धी का नाम एवं जन्म तिथि दर्ज न हुआ है, जो नियमानुसार अनिवार्य है। इस विषय की पुष्टि शपथ-पत्र व जारी जन्म रिपोर्ट जो जिला पंजीकरण जन्म एवं मृत्यु अधिकारी चम्बा ने अपने प्रमाण-पत्र जो दिनांक 02-04-2025 को जारी हुआ है, उसमें की है। अतः सर्वसाधारण को इस नोटिस के माध्यम से सूचित किया जाता है कि विमलो पुत्री श्री निधिया, गांव सतापर, डाकघर सन्धी, उप-तहसील पुखरी, जिला चम्बा की जन्म तिथि 01-01-1972 जन्म एवं मृत्यु पंजीकरण अधिनियम, 1969 की धारा 13(3) के प्रावधानों के अन्तर्गत पंचायत से सम्बन्धित अभिलेख अथवा जिला पंजीकरण (जन्म एवं मृत्यु) द्वारा अभिलेख में दर्ज करने के आदेश पारित किये जाने हैं। अगर किसी को इस सम्बन्ध में कोई आपत्ति हो तो वह इस अदालत में नोटिस (इश्तहार) के जारी होने के एक माह के भीतर अपनी आपत्ति दर्ज करवा सकता है। निर्धारित अवधि में आपत्ति न आने की सूरत में आवेदिका विमलो पुत्री श्री निधिया, गांव सतापर, डाकघर सन्धी की जन्म तिथि सम्बन्धित अभिलेख में दर्ज करने के आदेश ग्राम पंचायत सचिव दुलाहर को पारित कर दिये जाएंगे।

संख्या : फिन(सी)ए(3)5/2023-I.-हिमाचल प्रदेश के राज्यपाल, भारत के संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, हिमाचल प्रदेश लोक सेवा आयोग के1865 राजपत्र, हिमाचल प्रदेश, 13 मई, 2025/23 वैशाख, 1947 परामर्श से, हिमाचल प्रदेश राज्य में लागू सैंट्रल सिविल सविसिज (लीव) रुल्ज़, 1972 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

1. संक्षिप्त नाम और प्रारंभ.-(1) इन नियमों का संक्षिप्त नाम सैंट्रल सिविल सविसिज (लीव) हिमाचल प्रदेश संशोधन नियम, 2025 है l

(2) ये नियम इनके राजपत्र (ई-गज़ट), हिमाचल प्रदेश में इनके प्रकाशन की तारीख से प्रवृत्त होंगे l 2. रूल 56 का प्रतिस्थापन.-हिमाचल प्रदेश राज्य में लागू सैंट्रल सिविल सविसिज (लीव) रुल्ज़, 1972, के रूल 56 में सब-रूल्ज (1) और (2) के स्थान पर निम्नलिखित रखा जाएगा, अर्थात् :-

"(1) Except as provided in sub-rule (5), during Study Leave availed of outside India, a Government servant shall draw Leave Salary equal to 40% of the pay that the Government servant drew while on duty with Government immediately before proceeding on such leave and in addition the Dearness Allowance and House Rent Allowance:

Provided that during study leave availed of outside India, the Allopathy Doctors shall draw Leave Salary equal to the pay that they drew while on duty with Government immediately before proceeding on such leave.

(2) Except as provided in sub-rule (5), during Study Leave availed of in India, a Government servant shall draw Leave Salary equal to 40% of the pay that the Government servant drew while on duty with Government immediately before proceeding on such leave and in addition the Dearness Allowance and House Rent Allowance as admissible in accordance with the provisions of Rule 60:

No. Fin (C) A (3)5/2023-I.—In exercise of powers conferred by proviso to Article 309 of the Constitution of India, the Governor of Himachal Pradesh in consultation with the Himachal 1866 राजपत्र, हिमाचल प्रदेश, 13 मई, 2025/23 वैशाख, 1947 Pradesh Public Service Commission is pleased to make the following rules further to amend the Central Civil Services (Leave) Rules, 1972, in their application to the State of Himachal Pradesh, namely :—

1. Short title and commencement.—(1) These rules may be called the Central Civil Services (Leave) Himachal Pradesh Amendment Rules, 2025.

(2) They shall come into force from the date of their publication in the Rajpatra (e-Gazette), Himachal Pradesh.

2. Substitution of rule 56.—In the Central Civil Services (Leave) Rules, 1972, in their application to the State of Himachal Pradesh, in rule 56 for sub-rules (1) and (2), the following shall be substituted, namely:—

"(1) Except as provided in sub-rule (5), during Study Leave availed of outside India, a Government servant shall draw Leave Salary equal to 40% of the pay that the Government servant drew while on duty with Government immediately before proceeding on such leave and in addition the Dearness Allowance and House Rent Allowance:
